The article presents a case study of ethno-linguistic policy in the ethnic Republics of Central Russia (the Chuvash Republic and the Republic of Tatarstan), with special emphasis on the analysis of language acts and correlated legislation. It raises an important problem concerning the efficacy of the Language Laws and their conceptual foundations. One of the main assets in facing this problem is adequate reflection on the actual ethno-linguistic situation by the legislature, ensuring peaceful and productive social development. Analysis (...) of the conceptual fundamentals and the concrete language laws in action as well as instrumental interaction shows a wide range of factors influencing the efficacy of policies. Acknowledgement of the bilingual situation by the legislatures of the Republics manifests a valuable perspective on productive development, provided the language laws are implemented intelligently and supported in the educational and cultural spheres. The ontology of language is concerned with the relations between uses of language, both overt and covert, and other entities, whether in the world or in the mind of the thinking subject. We attempt a first survey of the sorts of relations which might come into question for such an ontology, including: relations between referring uses of expressions and their objects, relations between the use of a (true) sentence and that in the world which makes it true, relations (...) between mental acts on the one hand and underlying mental states (attitudes, beliefs), on the other, relations between my acts and states, associated uses of language and overt actions on my part and on the part of those other subjects with whom I communicate. The purpose of this paper is to explicit the possible extension of Speech Act theory to the analysis of sublanguages or Languages for Special Purposes , and to show in particular its relevance to the subset known as English for Special Purposes . I will primarily introduce an outline of LSP-ESP and of the Speech Act theory: then, through a survey on relevant literature, the modalities whereby Speech Acts could be made useful for English for Specific Purposes and, in so (...) doing, I will attempt to make their applicability to ESP explicit and theory-informed, in order to reach a synthesis. This article analyses Ukraine’s language policies from 2002 to 2022 within a framework of liberalism, while avoiding making normative judgements or recommendations, updating the discussion raised in Kymlicka and Opalski’s Can Liberal Pluralism be Exported? The analysis takes into consideration Ukraine’s present and historic position, including the challenge that postcolonial nation building can pose for achieving liberalism and linguistic justice. The paper focuses on three main areas of language policy: education, businesses and media, and assesses if they can (...) be described as liberal orthodox, pluralist or illiberal. The article begins by defining liberalism and illiberalism, discussing the context of Ukraine’s linguistic diversity and postcolonial context, before outlining the language situation until EuroMaidan. Then, the main issue of language policy in the areas of education, business and media is analysed, before considering whether Ukrainian language laws might be considered liberal or illiberal. This article sets in with the question whether current or foreseeable transformer-based large language models (LLMs), such as the ones powering OpenAI’s ChatGPT, could be language users in a way comparable to humans. It answers the question negatively, presenting the following argument. Apart from niche uses, to use language means to act. But LLMs are unable to act because they lack intentions. This, in turn, is because they are the wrong kind of being: agents with intentions need (...) to be autonomous organisms while LLMs are heteronomous mechanisms. To conclude, the article argues, based on structural aspects of transformer-based LLMs, that these LLMs have taken a first step away from mechanistic artificiality to autonomous self-constitution, which means that these models are (slowly) moving into a direction that someday might result in non-human, but equally non-artificial agents, thus subverting the time-honored Kantian distinction between organism and mechanism. Philosophers, political theorists, and the general public are increasingly concerned with the moral complexities of riots, especially those that occur in overtly political circumstances within democratic societies. Many believe the riots can play no constructive role in a democracy, but recently some theorists have argued that riots can be morally justifiable forms of political protest. To adjudicate this important issue, we think a better account is needed of the ways in which riots can be politically communicative, and this paper aims (...) to supply such an account. We start from the assumption that some riots are protests and then use speech-act theory to develop an account of the complex illocutionary logic of riotous protests. We argue that political riots, like all political protests, have a vocative element that is often overlooked. This element is what Martin Luther King Jr. pointed to when he described political riots as “the voice of the unheard” through which rioters demand recognition as equal participants in democratic decision making. An appreciation of the communicative structure of political riots, in particular their vocative dimension, provides a way of understanding the constructive role they can play in democratic deliberation. This view has four principal virtues: it is consistent with traditional semantic theories, it supports a form of motivational judgment internalism that does justice to externalist intuitions, it illuminates the connection between normative language and normative thought, and it explains how speakers can (...) express different conative states when speaking in different normative domains. In the first section, I discuss the theories of Stephen Finlay and David Copp. I show that they each come very close to having it both ways but ultimately fail. Understanding the shortcomings of these views is instrumental to a clear presentation of my own Hybrid Speech Act theory in section two. A problem for natural scientific accounts, psychology in particular, is the existence of value. An ecological account of values is reviewed and illustrated in three domains of research: carrying differing loads; negotiating social dilemmas involving agreement and disagreement; and timing the exposure of various visual presentations. Then it is applied in greater depth to the nature of language. As described and illustrated, values are ontological relationships that are neither subjective nor objective, but which constrain and obligate all significant animate (...) activity physically, socially, and morally. As an embodied social activity, conversational dialogue is characterized in terms of values, pragmatics, and presence rather than in terms of syntactic and semantic rules. In particular the nature of dialogical arrays is explored, and the hypothesis that language is an action system, a perceptual system, and a caring system is explored. Language expands horizons and makes it possible for humans to realize their calling as culture makers and caretakers. (shrink)

Whereas the relationship between truth and propositional content has already been intensively investigated, there are only very few studies devoted to the task of illuminating the relationship between truth and illocutionary acts. This book fills that gap. This innovative collection addresses such themes as: the relation between the concept of truth and the success conditions of assertions and kindred speech acts the linguistic devices of expressing the truth of a proposition the relation between predication and truth.

This paper describes the derivation of a taxonomy of interpersonal verbs which are used for the description of social acts. Starting from a theoretical delineation of the domain of social acts, a comprehensive set of 1330 interpersonal verbs was selected from a Dutch dictionary. Both the rationale of the selection criteria for this set, and the reliability of these criteria are discussed and the successive steps in the stocktaking-procedures and some adaptations of the original set are described. Finally, the procedure (...) for structuring the domain of verbs is explained. The primary units of meaning in the use and comprehension of language are speech acts of the type called illocutionary acts. In Foundations of Illocutionary Logic John Searle and Daniel Vanderveken presented the first formalized logic of a general theory of speech acts. In Meaning and Speech Acts Daniel Vanderveken further develops the logic of speech acts and the logic of propositions to construct a general semantic theory of natural languages. Volume I, Principles of Language Use, explains the (...) general principles that connect meaning, reason, thought and speech acts in the semantic structure of language. It presupposes no detailed knowledge of logical formalism, and will be accessible to a large readership of students and scholars from philosophy, lingustics, cognitive psychology and computer science. Volume II, Formal Semantics of Success and Satisfaction uses the resources of philosophical and mathematical logics to develop a formalization of the laws of the semantic theory advanced in Volume I. Elephant 2000 is a proposed programming language good for writing and verifying programs that interact with people (eg. transaction processing) or interact with programs belonging to other organizations (eg. electronic data interchange) 1. Communication inputs and outputs are in an I-O language whose sentences are meaningful speech acts identified in the language as questions, answers, offers, acceptances, declinations, requests, permissions and promises. 2. The correctness of programs is partly defined in terms of proper performance of the speech (...) acts. Answers should be truthful and responsive, and promises should be kept. Sentences of logic expressing these forms of correctness can be generated automatically from the form of the program. 3. Elephant aource programs may not need data structures, because they can refer directly to the past. Thus a program can say that an airline passenger has a reservation if he has made one and hasn't cancelled it. 4. Elephant programs themselves can be represented as sentences of logic. Their extensional properties follow from this representation without an intervening theory of programming or anything like Hoare axioms. 5. Elephant programs that interact non-trivially with the outside world can have both input-output specification, relating the programs inputs and outputs, and accomplishment specifications concerning what the program accomplishes in the world. These concepts are respectively generalizations of the philosophers' illocutionary and perlocutionary speech acts. 6. Programs that engage in commercial transactions assume obligations on behalf of their owners in exchange for obligations assumed by other entities. It may be part of the specification of an Elephant 2000 program that these obligations are exchanged as intended, and this too can be expressed by a logical sentence. 7. Human speech acts involve intelligence. Elephant 2000 is on the borderline of AI, but the article emphasizes the Elephant usages that do not require AI. (shrink)

Arrival offers a useful thought experiment in the philosophy of mind and language. Assessing human linguists' interpretive efforts to understand the alien heptapod form of life in both the movie and the novella from which it was adapted (Ted Chiang’s “Story of Your Life”) teach us how our understanding of selfhood shapes our conception of agency. Arrival’s reflexive commentary on the cinematic experience is also an argument for the value of learning to communicate in cinematic language.

An approach is presented for familiarizing foreign language learners with the content and organization of extended written speech acts. It comprises awareness-raising activities, manipulation tasks and writing tasks. The approach shows how explicit training in linguistic-textual strategies can enable foreign language learners to develop metalinguistic awareness and to develop interactional skills.

A sentence is never not in a context. We are never not in a situation. A statute is never not read in the light on some purpose. A set of interpretative assumptions is always in force. A sentence that seems to need no interpretation is already the product of one...No sentence is ever apprehended independently of some or other illocutionary force. Illocutionary force is the key term in speech-act theory. It refers to the way an utterance is taken—as an order, (...) a warning, a promise, a proposal, a request, etc.—and the theory's strongest assertion is that no utterance is ever taken purely, that is, without already having been understood as the performance of some illocutionary act. Consider, as an example, the sentence "I will go." Depending on the context in which it is uttered, "I will go" can be understood as a promise, a threat, a warning, a report, a prediction, etc., but it will always be understood as one of these, and it will never be an unsituated kernel of pure semantic value. In other words, "I will go" does not have a basic or primary meaning which is then put to various illocutionary uses; rather, "I will go" is known only in its illocutionary lives, and in each of them its meaning will be different. Moreover, if the meaning of a sentence is a function of its illocutionary force , and if illocutionary force varies with the circumstances, then illocutionary force is not a property of sentences, but of situations. That is, while a sentence will always have an illocutionary force , the illocutionary force it has will not always be the same. Stanley E.
