It is generally assumed that electronic cryptography benefits democracy because it can be instrumental in protecting free speech, which is considered a cornerstone for democracy. The author argues, however, that a close look at some aspects of democratic theory suggests that matters are not really as clear-cut. The fact that encryption can be abused in many ways also poses a threat to democracy. This paradox is examined in detail.

We hypothesize that recent uses of the Internet as a public-participation mechanism in the United States fail to overcome the adversarial culture that characterizes the American regulatory process. Although the Internet has the potential to facilitate deliberative processes that could result in more widespread public involvement, greater transparency in government processes, and a more satisfied citizenry, we argue that efforts to implement Internet-based public participation have overlaid existing problematic government processes without fully harnessing the transformative power of information technologies. Public (...) comments submitted in two United States Department of Agriculture rulemaking processes—the National Organic Program’s organic standard and the Forest Service’s Roadless Area Conservation Rule—compose our data. We conclude that the Internet provides an arena for playing out three types of conflicts that have long plagued environmental decision-making processes: conflicts over trust of federal agencies, the use of science, and the role of public values. On the one hand, there will be the nightly television news, some of it brought to us by public entities and some by private, increasingly concentrated, corporate entities. On the other hand, there will be continually streaming sources of news available over the internet; and each of us will be able to construct, in effect, a tailor-made, continually revisable package of news. This article explores the role of ideological heritages—ideologies past—in the political discourse of the Third Way and points to the divergence between social democratic parties in their interpretation of change. The cases are New Labour and the Swedish SAP, cases that display important differences in interpretations of the knowledge economy and its implications for social change. The people’s library and the electronic workshop, as the metaphors the parties use to describe the knowledge economy, contain different future visions, and echo (...) politics of the past. The people’s library plays on the historical Swedish notion of a people’s home, whereas the electronic workshop draws on a British past of industrial progress and capitalist entrepreneurship, values that have been placed at the heart of New Labour debates on welfare state change. Hogue grounds his proposal for a (...) political theology in a critique of American exceptionalism and its supportive "redeemer symbolic."2 In the Anthropocene era, Hogue states, American exceptionalism "legitimates the extraction of diverse forms of value and justifies the externalization of diverse costs" (29) with unconscionable costs to the natural environment and international justice. As indicated in the passage quoted above, Hogue's reaction to the rigid assumptions supportive of American exceptionalism is to offer a humble acknowledgement of political fallibility coupled with what he terms "a theopolitics of resilient democracy" (184; see also 3–6).My concern in this essay is largely practical. I will focus on discerning what intellectual, emotional, and communal resources might be drawn upon to further develop and actually effect the needed changes that Hogue so ably points out. Hogue's Critical and Constructive TasksHogue's overriding interest is to outline an epistemic/axiological/environmental/political stance that does not give rise to the various sorts of injustices and dysfunctions that mark the Anthropocene era, especially our allegiance to policies that eventuate in what he calls "climate wickedness." The alternative vision he embraces develops pragmatic naturalism as a method of inquiry and exposition. His reflections are especially indebted to the thought of Dewey, James, and Whitehead (78–82). During a time when e-words are normally associated with forms of electronic communication, Hogue offers instead two trios of e-words with another sort of significance—one that signifies a stance he wishes to overcome and one that communicates what he hopes to achieve. Our current era is unfortunately in thrall, he says, to extraction, externalization, and exception, whereas what we should strive for is a society marked by empathy, emancipation, and equitability. Well put. He presupposes that democratic governance, deeply embedded in American history, ought to serve as the vehicle for achieving what the positive set of e-words promotes. To this end, Hogue quotes appreciatively from Dewey's article, "Democracy is Radical": Democracy "is radical because it requires great change in existing social institutions, economic, legal and cultural" (170). This understanding of democracy slumbers now; what might it take to reawaken it? And if reawakened, what changes might be made to establish the more nearly equitable political influence that is basic to the promise of democracy?Hogue, recognizing in good pragmatic fashion the importance of consequential change, states, "In contrast to foundationalist commitments to antecedents and precedents, pragmatic naturalism commits to a prospective concern with consequents" (80). Foundational commitments to antecedents may certainly impede needed change, but surely attention to the historical events and practices that gave rise to current problems is needed to avoid repeating previous errors. Hogue refers to Whitehead's vision of social symbolism, suggesting that "social change can be catalyzed by the improvised revision of existing symbolic repertoires or the innovative formation or subversive interjection of new symbols" (99). I'm not fully convinced by Whitehead's claim. I suspect that many of our social problems are rooted below the linguistic level in an array of affective issues that elude symbolic adjustment. New strategies are needed to counter the prevalence of fear and resentment in society as promoted for political and commercial reasons and tied to Hogue's strongly voiced recognition that we live in an uncertain world.Here is my understanding of how Hogue both frames our current social and cultural situation and what he says might begin to remediate these circumstances. Working towards the goal of e-democracy, the International Teledemocracy Centre is developing a body of ICT, supporting skills, tools and techniques, designed specifically to facilitate the use of technology, capable of enhancing democratic engagement. It draws upon Walt Whitman's 1850s poetry as an artistically compelling statement of what I call polytheistic democracy, a form of (...) life marked by three overlapping ideals: pluralistic tolerance for multiple gods and moral orientations; commitment to recognizing, preserving, and artfully representing socio-cultural variety; and receptivity to contact with a diverse range of particular others. Whitman offers theory in the sense of a structured way of seeing. It is normative in that it describes a world that might be, not one that is, and provides orienting visions, regulative ideals, and topoi of praise and criticism that stand available to guide the communicative practices of individuals, groups, and institutions alike.The theory is "rhetorically oriented" in that it draws upon techniques and vocabularies developed within the rhetorical tradition. Methodologically, it is generated through rhetorical criticism and imitatio. The next day the message was gone. A gay rights group broadcast the phrase, but their communication terminated abruptly when Air Canada threatened to apply for an injunction to stop the group from using its name.

In the intellectual confusion prevailing since the demise of Marxism and “marxism”, the attempt is made to define democracy as a matter of pure procedure, explicitly avoiding and condemning any reference to substantive objectives. It can easily be shown, however, that the idea of a purely procedural “democracy” is incoherent and self-contradictory. No legal system whatsoever and no government can exist in the absence of substantive conditions which cannot be left to chance or to the workings of the (...) “market” but must be posited as objectives of political activity. The confusion results from a deficient understanding of what makes a society and an empty idea of “freedom”. The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals. Digital technologies raised the expectation of improving democracy by generating spaces and instruments to increase citizen participation. However, some of its uses have led to denigrate democratic deliberation. With an analytical method on theoretical references and the results of empirical research, the democratic challenges of digital technologies are reviewed to show their political and ethical nature. The results show reasons to abandon optimistic techno-determinism. The findings suggest, on the one hand, that digital technology can solve the obstacles of sophisticated (...) public policy information and the complexity of the huge number of participants. But, on the other hand, digital processes should not be homogenized, nor pigeonholed into models of electronic democracy; endogenous defects should be inhibited with self-correcting designs. The task of digital technologies in the future is to develop artificial intelligence to implement the largest possible number of citizen participation mechanisms, expand their demographic reach to close gaps, complement mediation procedures and promote inclusive deliberation. The corollary shows that the future of electronic democracy lies in techno-political pedagogy. (shrink)

In this paper it is shown how tools developed in argumentation theory and artificial intelligence can be applied to the development of a new dialectical analysis of the speech act of making a proposal in a deliberation dialogue. These tools are developed, modified and used to formulate dialogue pre-conditions, defining conditions and post-conditions for the speech act of making a proposal in a deliberation dialogue. The defining conditions set out what is required for a move in a dialogue to count (...) as the making of a proposal by one of the parties. What is required are the conditions that (1) the move fit the requirements of the argumentation scheme for practical reasoning, and (2) the premises are propositions describing common goals of both parties or propositions that they reasonably consider means to achieve these goals. The analysis goes beyond the standard speech act approach by specifying not only the normative requirements for making a well-formed proposal, but also the requirements for responding to it by questioning or criticizing it, and the requirements for defending it. New York Art A fully developed artworld requires not only artists, but also a support system — schools to teach the artists, commercial galleries to display art, and the connected artmarket; public museums and their curators to (...) make that art available to the public; and also, last and least, artwriters to interpret and evaluate the art. This has been true for a long time in America and Europe. I speak of artwriters as "last and least" just because we are important only in some artworlds. In the seventeenth century Poussin depended upon commentary of intellectuals, but his contemporaries Rembrandt and Vermeer did not. In this country, New York is such an artworld and so, perhaps, is Los Angeles. These are the places where young artists go to establish themselves, and so they are the places where the most original new art tends to be made. Artists outside of those centers then imitate the art made there.Artworld centers tend to be large business centers because they require major museums and many collectors. Each component of this system is dependent upon the others. Unless they have collectors, artists cannot support themselves without doing other jobs; unless there are museums, there is no public space in which art can be seen. Unless there are artwriters, there is no way to articulate shared experience of this art. This artworld is a product of modernist bourgeois democracy. Premodern cultures did not have public museums. Nowadays information is disseminated quickly, but the role of centers as places where new art is made, seen, and discussed remains essential. Our novel electronic technologies have not changed this situation.A collecting culture requires not just wealth, but also a special sort of sensibility. In fact, the number of serious collectors anywhere is surprisingly small, as one can see in Los Angeles, which has a great deal of wealth, but a surprisingly thin gallery system. Like collectors, artwriters too are odd sorts of creatures. I usually identify myself as a New York-based critic, because that is where I see most of the shows I review. Artforum, the Burlington Magazine, and Tema Celeste, the journals I now work for have a real interest in exhibitions at the Carnegie and the Warhol, in Pittsburgh, but no concern with shows like this one. Partly the problem is that reviewing space is very hard to come by, but also the difficulty is that it is difficult to make sense of a review discussing artists who are known only locally. Even were I to identify [End Page 99] someone local as a wonderful original talent, it would be very difficult for readers who have never seen her art to evaluate that claim.In Pittsburgh we certainly have good artists, and there are several universities with art departments. But here, as elsewhere in the cities I know, the artmarket is focused on New York; and there is, so far as I can see, only modest critical support for artists. Major collectors here, as elsewhere in America, look to New York, which has a critical mass of galleries, museums, and critics. The Carnegie too, tends to look to New York when planning its shows. The curators travel widely, but most of the art they show, whether American or from elsewhere, is displayed in New York galleries. If one adopts this way of thinking about an artworld, then art made in Pittsburgh inevitably will be judged as "provincial." There are a few major artists, and many derivative ones; and those major ones, the innovators, are in the artworld centers.This is the model Vasari adopts, it is Clement Greenberg's model, and it is the basic model driving the present day artworld. To describe Pittsburgh artists as provincial, then, is to identify the sociological structure of this, a typical local artworld. New York Art A fully developed artworld requires not only artists, but also a support system — schools to teach the artists, commercial galleries to display art, and the connected artmarket; public museums and their curators to (...) make that art available to the public; and also, last and least, artwriters to interpret and evaluate the art. This has been true for a long time in America and Europe. I speak of artwriters as "last and least" just because we are important only in some artworlds. In the seventeenth century Poussin depended upon commentary of intellectuals, but his contemporaries Rembrandt and Vermeer did not. In this country, New York is such an artworld and so, perhaps, is Los Angeles. These are the places where young artists go to establish themselves, and so they are the places where the most original new art tends to be made. Artists outside of those centers then imitate the art made there.Artworld centers tend to be large business centers because they require major museums and many collectors. Each component of this system is dependent upon the others. Unless they have collectors, artists cannot support themselves without doing other jobs; unless there are museums, there is no public space in which art can be seen. Unless there are artwriters, there is no way to articulate shared experience of this art. This artworld is a product of modernist bourgeois democracy. Premodern cultures did not have public museums. Nowadays information is disseminated quickly, but the role of centers as places where new art is made, seen, and discussed remains essential. Our novel electronic technologies have not changed this situation.A collecting culture requires not just wealth, but also a special sort of sensibility. In fact, the number of serious collectors anywhere is surprisingly small, as one can see in Los Angeles, which has a great deal of wealth, but a surprisingly thin gallery system. In contrast to China’s efforts to upgrade its system of governance around a stupefying amount of data collection and electronic scoring, countries committed to democracy and human rights did not upgrade their systems. Instead, those countries ended up with surveillance capitalism. It is vital for the survival of those ideas about governance to perform such an upgrade. This paper aims to contribute to that goal. I propose a framework of epistemic actorhood in terms of four roles and characterize (...) digital lifeworlds and what matters about them both in terms of how they fit in with Max Tegmark’s distinctions among stages of life and in terms of how they generate their own episteme, the data episteme, with its immense possibilities of infopower. Epistemic rights that strengthen existing human rights – as part of a fourth generation of rights – are needed to protect epistemic actorhood in those roles. In the long run, we might well need a new kind of right, the right to the exercise of genuinely human intelligence. (shrink)

This book reveals the sense in which our postmodern societies are characterized by the obscene absence of the intellectual. The modern intellectual--who had once been associated with humanism and enlightenment—has in our day been replaced by media stars, talking heads, and technical experts. At issue is the ongoing crisis of democracy, under the aegis of the société du spectacle and its vast networks of politically-induced idiocy, industrially-produced biocide, and militarily-provoked genocide. Spectacle fills the resulting moral and intellectual vacuum with (...) electronic technologies of control, punishment, and destruction. This postmodern tyranny reduces intelligence to mechanistic, positivist, and grammatological models of inquiry, while increasing the segmentation, fragmentation, and dissolution of human existence. The apotheosis of the spectacle explains the intellectual void that lies at the heart of our postmodern decadence; it also accounts for the need to recuperate the humanist values of enlightenment promoted by the modern intellectual tradition. This paper begins with an overview of the origins and development of ancient direct participatory “democracy” and a related concept of the “public.” Through the Roman “res publica” and the “homo publicus” and much later the Magna Carta and the English tradition of participatory rights, as well as the French “division of powers” and the French Revolution and Kant’s “public usage of reason,” a rather modern concept of the “public” in representative modern democracies developed in the Enlightenment and materialized (...) in the nineteenth and twentieth centuries. In social and political philosophy there was a noticeable impact of “the public” and “public life” in debates, formal constitutions and their philosophical and pragmatic foundations. Dewey’s lectures on “The Public and its Problems” already emphasized the impact and the growth of communication technologies for “the public,” publicity, political and social life. Habermas diagnosed a “Structural Transformation of the Public Sphere” from a pragmatic social philosophical point of view, although he did not really take up Dewey’s diagnoses and predictions of the role of media and communication technologies. The same is true for Gerhardt’s study The Public: The Political Form of Consciousness (2012). With the pervasive impact of digital communication and media technologies there has occurred another structural transformation of the public sphere and the concept of the public. Instant global multimedia communication certainly has largely positive effects, fostering social as well as individal freedom and even revolutionary changes. But there are also the widespread experiences of individual and group mobbing, “shitstorms,” cyber-crimes, electronic spying and data-mining, etc. The structure (the concept and reality) of the public has lately been and is currently rapidly changing again—due to the electronic information revolution. Women, the half of the global population, having being persuaded of the images created by media, are in turmoil to preserve their womanhood—is now becoming a question of many of the researchers over the globe. Over the years, media, as it is one of the great contributors to upgrading the human civilisation to a greater extent, are obviously contributing its role—to develop humanity, in the construction of ideas regarding rights, duties, democracy, laws and many core ideas of the modern (...) world. But, side by side, the growing awareness among the womenfolk has made them conscious about the images being produced in media contents, be it print or electronic media, to question media as being coping the patriarchal notion on women and womanhood and regenerating the concept of popularity of male gaze.
