As new military technologies change the character of war by empowering agents in new ways, it can become more difficult for our ethics of war to achieve the right balance between moral principle and necessity. Indeed, there is an ever-growing literature that seeks to apply, defend and / or update the ethics of war in light of what is often claimed to be an unprecedented period of rapid advancement in military robotics, or warbots. To increase confidence that our approach to (...) this development finds success in appropriately constraining war, this article compares our current discourse to the ethical debate over the rise of air power during the interwar period. As moral norms largely failed to constrain air power in World War II, by highlighting the interrelated processes of technological change, ethical debate, and the eventual reconciliation of war practice and war ethics, this historical case offers insights that can help military ethicists maintain their “critical edge” as remote and autonomous robotic weapons continue to mature and proliferate. National survival was now seen to depend on the mobilisation of a country's talents and resources in science and technology for military purposes.Prior to the Second World War, the National Advisory Committee for Aeronautics had established its own role in research. It also established the legitimacy of governmental patronage (...) for scientific research far beyond aeronautics. It was during that period that American politicians and the organs of public opinion became convinced and persuaded the electorate to think that science was indispensable for national security and well-being. A very great deal has been accomplished since then, but the credit for a pioneering role in the conduct of research with the financial support of the federal government must be given to the National Advisory Committee for Aeronautics. In recent years, the green aviation technology draws more attention, and more hybrid power units have been applied to the aerial vehicles. To achieve the high performance and long lifetime of components during varied working conditions, the effective regulation of the energy management is necessary for the vehicles with hybrid power unit. In this paper, power prediction-based model predictive control for energy management strategy is proposed for the vehicle equipped with HPU based on turboshaft engine in order (...) to maintain proper battery’s state of charge and decrease turboshaft engine’s exhaust gas temperature. First, a modeling approach based on data-driven method is adopted to obtain the mathematical model of turboshaft engine considering time delay and inertial of states. An integrated power predictor consisting of the classification of input status and the subpredictors are developed based on the deep learning method to improve the accuracy of the prediction model of the model predictive control. Subsequently, an EMS based on MPC using the proposed power predictor is introduced to regulate the SOC of battery and the EGT of turboshaft engine. The comparison with experimental results shows the high accuracy of mathematical model of turboshaft engine. The simulation results show the effectiveness of the proposed EMS for the vehicle, and the effects of different weight coefficients of objective function on the proposed EMS are discussed. (shrink)

In this paper, I examine alternative feminist activism and social movements in Egypt by analyzing BuSSy. BuSSy is a performance art group that hosts storytelling workshops and monologues of taboo and “shameful” personal stories that challenge societal and state-sanctioned normative discourses on femininity/womanhood and masculinity/manhood. Drawing on transnational feminist scholarship and queer theory and using collective memory as a lens, I argue that BuSSy’s storytelling is an act of airing Egypt’s dirty laundry, queering normative discourses to enable feminist counter-memorializing. Based (...) on content analysis of secondary data including BuSSy’s published interviews, YouTube videos, website and Facebook images, and testimonies from 2006 to 2020, my analysis reveals BuSSy as curating an “archive of feelings” centralizing gendered narratives of shame. I examine how BuSSy’s affectively contagious storytelling leads to feminist social change by empowering storytellers and listeners. BuSSy’s works create cathartic experiences to shed stigma and shame. Finally, I reconceptualize feminist activism and collective memories outside of the 2011 Egyptian revolution and contribute to the literature on shame by analyzing how BuSSy identifies and counters shame’s silencing power. A new field of biomedical ethics is opening up, concerning what should be done to reduce the direct and indirect impacts of greenhouse gas emissions on human health. Some of these impacts could be described as ‘direct’, in the form of fatalities and illnesses due to the increasingly frequent heatwaves in many countries of recent years, ascribable to anthropogenic climate change. Other impacts are mediated through the air pollution that results from emissions from vehicles in the form of a cocktail (...) of carbon oxides including carbon monoxide, nitrogen dioxide and particulates. Most of the world’s cities have streets with unsafe pollution levels, and one child’s death in Britain has been officially ascribed to air pollution (BBC 2020). This presentation aims to validate the above claims about the impacts of emissions on health, and to suggest remedies. The early phasing out of vehicles powered by internal combustion engines is the ultimate remedy for the latter set of impacts, while the urgent replacement of energy generated from fossil-fuel sources with renewable energy is the best way to remediate the former set. More immediate remedies for air pollution include restricting the use of roads and streets in urbanised areas by vehicles to bicycles and light vehicles with small engines. Medical and nursing education should include the diagnosis and treatment of pulmonary conditions resulting from increased levels of carbon oxides, nitrogen oxides and particulates. Medical and nursing practice should focus on the early identification of vulnerable adults and children at risk from air pollution, and warnings against walking, running or cycling along the most polluted thoroughfares. It has often been claimed that Priestley was a skilful experimenter who lacked the capacities to analyze his own experiments and bring them to a theoretical closure. In attempts to revise this view some scholars have alluded to Priestley’s ‘synoptic’ powers while others stressed the contextual role of British Enlightenment in understanding his chemical research. A careful analysis of his pneumatic reports, privileging the dynamics of his experimental practice, uncovers significant yet neglected aspects of Priestley’s science. By focusing on his (...) early experimental conduct and writing on nitrous air, I demonstrate how his methodological and rhetorical devices, far from being consequences of compulsive writing or theoretical naïveté, were deeply entwined with his chemical research. I employ the notion of ‘style of experimental reasoning’ —derived from A. C. Crombie and I. Hacking—to shed light on the intersection at which Priestley’s unique method, literary style, and epistemology converged to generate scientific knowledge. Can we deploy creative practices to critically address the fatal interlocking of global surveillance technologies, neo-colonial expansionism, environmental degradation and the lethal threat of drone warfare? Throughout the following conversation, Shona Illingworth and Anthony Downey examine these and other questions in relation to the recent publication of Topologies of Air (Sternberg Press and The Power Plant, 2022). Edited by Downey, the book includes discussion and documentation of two major bodies of work by Illingworth, including Topologies of Air (2021) and (...) Lesions in the Landscape (2015), alongside an extended series of essays that analyse the psychological and environmental impact of military, industrial and corporate transformations of airspace and outer space. Employing interdisciplinary research and collaborative processes, Illingworth’s practice, as detailed in the discussion below, uses creative methodologies to visualize and interrogate this proliferating exploitation of airspace. The conversation between Illingworth and Downey also outlines the work of the Airspace Tribunal, an ongoing series of public hearings that brings together diverse disciplines, methodologies, knowledge and lived experiences to propose a new human right that will counter the colonization of the sky and, in time, protect individuals, communities and ecologies from ever-increasing threats from above. Social theory has paid little attention to air, despite its centrality to bodily existence and air pollution being named the world’s biggest public health crisis. Where attention to air is found, the body is largely absent. On the other hand, conceptualizing the body without life-sustaining breath fails to highlight breathing as the ongoing metabolic bodily act in which the materiality of human and more-than-human intermingle and transmute one another. Political ecology studies how unequal power structures and knowledge production reproduce (...) human–environment relations, including a nascent focus on the body and air – but as separate issues. This article argues that a political ecology of air would productively fuse with a political ecology of the body to bring the visceral realm into intersectional analysis of air’s contemporary materialities. A feminist political ecology situates explicitly air-and-breathing-bodies, their intimately posthuman, relational, elemental and corpomaterial intra-action, at the heart of such analysis. (shrink)

The attempt by Louis XIV to assert his absolute power becomes manifest in the means employed to control and contain those sounds deemed to be potentially subversive and seditious, especially in the threat posed by performers of songs on the Pont-Neuf, which was one of the few public spaces where people of all classes (...) rubbed shoulders. This article analyzes the plan to reform the monarchy penned by René-Louis de Voyer de Paulmy, marquis d’Argenson (1694–1757), in the 1730s. D’Argenson laid out a forceful blueprint for reform that aimed to extend ‘democracy’ within the monarchy as far as possible. His plan would establish equality as a first-order political value, even if as a heuristic goal; dismantle the legacy of feudalism in France and thus reduce the power of the nobility; and institute what he called ‘popular administration (...) under the authority of the sovereign’. The reforms d’Argenson hoped to enact would be animated by political values that were frequently associated with republics in the early modern political imagination, but d’Argenson never advocated the republic as a political form. To enact such far-reaching changes, d’Argenson called on the monarchy to reform itself, to wield its sovereign authority in order to promote equality and improve the lives of the population. D’Argenson’s treatise anticipated important themes and fault lines of modern French political thought, notably the combination of strong central authority with egalitarian reform and democratic engagement. It did so, however, while remaining rooted in the problems of the Old Regime and the political-philosophical arguments of his day. (shrink)

Although the writing of fables might seem just an “exercise of pleasure for my own or my reader’s recreation,” Bacon stressed that that was not the (...) case. On the contrary, he argued that “beneath no small number of the fables of the ancient poets there lay from the very beginning a mystery and an allegory.” Therefore, he continued, through such fables, “as sacred relics and light airs breathing out of better times,” hidden meanings can be exposed and made understood to unskilled ears and eyes. Indeed, “the employment of parables as a method of teaching, whereby inventions that are new and abstruse and remote from vulgar opinions may find an easier passage to the understanding,” shows that the fable serves as a very appropriate expedient for instruction and persuasion, the higher goals of rhetoric beyond simple entertainment and delight.1 [End Page 1]Yet, for all these noble purposes, Bacon could not hide his unease with those aspects of the fable which seemed to escape his pen’s command. Embarrassed by the “levity and looseness with which people indulge their fancy in the matter of allegories,” he acknowledged himself to have trod slippery ground. As he asserted: “I know very well what pliant stuff fable is made of, how freely it will follow any way you please to draw it, and how easily with a little dexterity and discourse of wit meanings which it was never meant to bear may be plausibly put upon it.” For Bacon, this intrinsic ambivalence of the fable gave rise to discomfort, and from the start he sought to remove any potential misunderstandings about his intentions. However, not all seventeenth-century writers of fables shared his concerns. Instead, the very nature of the fable as “pliant stuff,” as a genre which necessarily conveys meanings in an ambiguous, suggestive, and indirect manner, made it a particularly useful rhetorical device for those who would not or could not articulate their opinions openly.This article shows that a number of seventeenth-century authors deliberately employed the fable for its political expediency as an opaque prism to diffuse unconventional ideas that could undermine authority. Central in this overview are the Dutch merchants and fervent republican theorists Johan and Pieter de la Court, the main representatives of the radicalization of Dutch republicanism in the decades following the Peace of Westphalia. While most mainstream republicans in the Netherlands emphasized the need of a monarchical figure, a Stadholder, in the ideally balanced republican regime, the brothers De la Court claimed that such a monarchical element would necessarily entail tyranny.2 Their writings employed two different types of fables to substantiate this fundamental claim: the first based on the political allegories of the Italian satirist Traiano Boccalini, the second following the Aesopian tradition as exemplified by the famous [End Page 2] Dutch poet and playwright Joost van den Vondel. Through an analysis of the rhetorical role of these fables, this article attempts to shed more light on the reasons why fables were used in seventeenth-century republican thought. Followers’ perceptions of their leaders’ ethics have the potential to impact the way they react to the influence of these leaders. The present study of 365 U.S. Air Force Academy Cadets examined how followers’ perceptions of their leaders’ ethics moderated the relationships found between the leaders’ use of power, as conceptualized by French and Raven, and the followers’ contextual performance. Our results indicated that leaders’ use of expert, referent, and reward power was associated with higher levels of organizational (...) citizenship behaviors among their followers when the followers perceived these leaders to be more ethical. Moreover, when followers perceived their leaders to be less ethical, these followers reported lower levels of OCBs when their leaders’ utilized referent power. In Dominion , we witness the annual convention of Safari Club International, an organization whose wealthier members will pay up to $20,000 to hunt an elephant, a lion or another animal, either abroad or in American "safari ranches," where the animals are fenced in pens. We attend the annual International Whaling Commission conference, where the skewed politics of the whaling industry come to light, and the focus is on developing more lethal, but not more merciful, methods of harvesting "living marine resources." And we visit a gargantuan American "factory farm," where animals are treated as mere product and raised in conditions of mass confinement, bred for passivity and bulk, inseminated and fed with machines, kept in tightly confined stalls for the entirety of their lives, and slaughtered in a way that maximizes profits and minimizes decency. Throughout Dominion , Scully counters the hypocritical arguments that attempt to excuse animal abuse: from those who argue that the Bible's message permits mankind to use animals as it pleases, to the hunter's argument that through hunting animal populations are controlled, to the popular and "scientifically proven" notions that animals cannot feel pain, experience no emotions, and are not conscious of their own lives. The result is eye opening, painful and infuriating, insightful and rewarding. Dominion is a plea for human benevolence and mercy, a scathing attack on those who would dismiss animal activists as mere sentimentalists, and a demand for reform from the government down to the individual. Since military planners must know the size and shape of the earth if they hope to track earth-orbiting satellites and to target missiles on distant lands, geodesy was an important concern of the two superpowers during the Cold War. The most important geodetic product in the United States was a series of increasingly powerful World Geodetic Systems, the first of which was published for the Department of Defense in 1960. Although WGS 60 was created because of intense international rivalries, it (...) reflected the intense rivalries between America's Army and its Air Force, and it introduced the notion of 'political geodesy'. My attention to American events does not indicate a lack of interest in the Soviet story; rather, I hope that historians with better language skills and better access to Soviet documents will examine geodetic research on the other side of the former Iron Curtain. This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorised power. The focus on power as potentia generates a new conception of popular power. Radical democrats–whether drawing on Hobbes's 'sleeping sovereign' or on Spinoza's 'multitude'–understand popular power as something that transcends ordinary institutional politics, as for instance popular plebsites or mass (...) movements. However, the book argues that these understandings reflect a residual scholasticism which Hobbes and Spinoza ultimately repudiate. Instead, on the book's revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity), and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism, or Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. The article describes how emissions from the nation’s coal-fired power plants create far-reaching problems for people and wildlife, including acid rain; ozone pollution; the deposition of mercury and nitrogen in lakes, streams, and coastal waters; and global climate change. These environmental problems cut across all regions and endanger the entire range of wildlife, from the tiniest invertebrates to top predator mammals, in addition to threatening our health and economy. Moreover, current efforts to address these problems are not sufficient. In (...) this article, the National Wildlife Federation makes a series of recommendations for reducing the toll from coal, including: closing the loophole in the Clean Air Act that allows older power plants to emit significantly more pollution than newer, more efficient ones; toughening restrictions on sulfur dioxide and nitrogen oxides and creating meaningful mercury and carbon dioxide emissions caps; and promoting energy efficiency and renewable energy sources. In this essay, I will describe the way that Peter Fitzpatrick takes a deep dive into law in its most abstract and mythopoetic form. I will argue that in doing so, Fitzpatrick reveals the way that an intangible and ethereal non thing can and does shape laws in all of their authority and violence. By looking at this strata of legal formation, Fitzpatrick demonstrates the way that law bridges the gap between its own non-being and its power in the (...) world. He shows us not only how this works but also how in some ways this process can be resisted and diverted, how the violence of law can sometimes be mitigated by its own mythopoetic sources. In doing so, Fitzpatrick reveals the inner logics, the determining myths and abstractions that suggest, not only the foundations of law, but also the possibility of other laws, other forms of engagement and authority. The exchange of goods and services between individuals is often formalised by a contract in which the parties establish norms to define what is expected of each one. Norms use deontic statements of obligation, prohibition, and permission, which may be in conflict. The task of manually detecting norm conflicts can be time–consuming and error-prone since contracts can be vast and complex. To automate such tasks, we develop an approach to identify potential conflicts between norms. We show the effectiveness of our (...) approach and its individual components empirically using two publicly available corpora, and contribute with a new annotated test corpus for norm conflict identification. In the world of Avatar: The Last Airbender (ATLA) and The Legend of Korra (LOK) —let’s call it the Bending World—some people (“benders”) are endowed with telekinetic superpowers to maneuver surrounding objects without physical interaction, by mentally steering (“bending”) one of the four classical “elements of nature” composing the objects: air, fire, water, and earth. Perhaps, in a world where the fundamental laws of nature are radically different from those of our world, the fundamental conditions and manifestations of politics should (...) be radically different too. That, of course, is not to deny that political bodies familiar to us are depicted in ATLA and LOK: tribes, monarchies, autonomous townships, city-states, loose federations, colonial empires, and democracies. Despite those familiar depictions, however, it’s worth contemplating how the existence of supernatural power might fundamentally alter the norms and rationales of politics—and how it might in turn help us better understand our own political reality. This article intends to follow the path of building the notion of object in relation to the démarche Lacanian, as well as locate elements of rapprochement with Winnicott's transitional object. For accomplish our purpose, we begin with the object definition as proposed by Freud - (1) as the correlate of drive; (2) as the correlate of love and (3) in relation to the subject - and indicates the Lacanian option of emphasize the dimension of language in a reading that focuses (...) on Freud's theory and technique as a whole. In this context, Winnicott arises as an author that, proposing the concept of transitional object, allows Lacan's presentation of the distinction between the symbolic and imaginary records in relation to concepts of desire, demand and need while enabling the construction of a proper concept of object. One can consider that, in his formulations, Lacan does criticize the post-freudians for producing a deviation of the technique and doctrine of Freud in disregarding the subject's speech, favoring a practice of interpreting resistance. Winnicott is then greeted as a distinguished author, a post-Freudian psychoanalyst post that doesn't deviates from freudian's precepts and takes the clinic as its main support. The theoretical relations of approximation and distanciation between Lacan and Winnicott, allow us, in the body of this article, to problematize the bound between the concepts of object a and transitional object.
