During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through Central (...) Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. The article evaluates the main scenarios of geopolitical changes in Central Asia. (shrink)

The article is a study into the advent of the ‘systems approach’ in Soviet psychology in the 1970s. This arose mainly through the theoretical publications of B. F. Lomov, written after he had been appointed director of the newly established Institute of Psychology. These publications are examined as reflections of those interests related to the sociopolitical role of the director of this leading psychology institution, which was officially charged with building a common theoretical and methodological framework for all Soviet psychology. The main goal of these texts, predetermined by the role of their author, was to advance a theoretical scheme that made possible a formal unification of the schools of psychology, and which at the same time promoted an image of psychology as a research field that was both capable of achieving practically applicable results and compatible with the new ‘big science’ trend. An increase in the level of strength endurance can be carried out during the period of a special preparatory stage in the annual cycle of training athletes. The present research proposes a periodization of shooters' sports training with the substantiation of the measures taken to develop such a motor quality as strength endurance. The aim of the research is to organize the training process in a way that the development of the motor quality, strength endurance, enhanced performance in shooting. The doctrine of the “absence of the self” ( anātman ), which is the basis of the ontology of Buddhist schools of all possible orientations, in its application to practical activity implies the existence of such an organizing structure of cognition, which in its essence differs both from the orthodox systems of Indian thought ( āstika ) and from the correlationist ideas of modern transcendental epistemology. The research presents the abhidharma as a genre of Buddhist literature and a discipline of (...) Buddhist system of knowledge (Abhidharma) serves as a cognitive model producing such an image of the world from which the problem of “Self” ( ātman ) is eliminated. Such “elimination” does not mean the destruction of the “I” (ego, personality) at all, but proposes to consider it as an “assemblage”, a composition or autonomous wholeness composed of heterogeneous elements of different natures, each of which in turn is an “assemblage”, the relations between and within the individual “assemblages” being external relations. At the center of the research is the question: is it possible (or how is it possible) to have a strategy of cognition that would not assume as its basis the dichotomy “cognizing subject - cognizable world”, but would have as its goal the transcendence of phenomenal existence. It is argued that Abhidharma/abhidharma is a description of elements shaping the structure of which could be regarded just as such a cognitive strategy. The paper is based on the author’s experience of translating Asaṅga’s Abhidharmasamuccaya (4th century) and a large commentary on it, the Abhidharmasamuccayavyākhyā, attributed to Sthiramāti (6th century). A collection of works put together through the international workshop "Nikolai Vasiliev’s Logical Legacy and the Modern Logic," this book also covers foundations of logic in the light of Vasiliev’s contradictory ontology. Chapters range from a look at the Heuristic and Conceptual Background of Vasiliev's Imaginary Logic to Generalized Vasiliev-style Propositions. It includes works which cover Imaginary (...) and Non-Aristotelian Logics, Inconsistent Set Theory and the Expansion of Mathematical Thinking, Plurivalent Logic, and the Impact of Vasiliev's Imaginary Logic on Epistemic Logic. The Russian logician, Vasiliev, was widely recognized as one of the forerunners of modern non-classical logic. His "imaginary logic" developed in some of his work at the beginning of 20th century is often considered to be one of the first systems of paraconsistent and multi-valued logic. The novelty of his logical project has opened up prospects for modern logic as well as for non-classical science in general. This volume contains a selection of papers written by modern specialists in the field and deals with various aspects of Vasiliev's logical ideas. The logical legacy of Nikolai Vasiliev can serve as a promising source for developing an impressive range of philosophical interpretations, as it marries promising technical innovations with challenging philosophical insights. In the target article, Sagvolden and collaborators propose that attentional-deficit/hyperactivity disorder (ADHD) is the result of a general behavioral deficit which is mainly caused by a hypofunctioning mesolimbic dopaminergic system. Although we partly agree with this view, we think that it tends to overlook the dysfunction of prefrontal and frontostriatal executive functions by considering them to be a consequence of alterations in reward and extinction mechanisms. Rather, we believe that ADHD is the result of an overall cognitive and behavioral condition, (...) associated to a generalized dopaminergic network dysfunction, and may not be easily attributable to a single basic behavioral function. This paper argues that there is only one proof for God’s existence in Avicenna, and only one way for establishing the proof within his metaphysical system. This metaphysical proof is essentially derived from a priori notions, among which the notion of existence has the central role. Avicenna’s proof is structured in such a way that all its concepts are either derived from the meaning of ‘existence’ or are connected with this meaning. In this sense Avicenna’s proof sets out a scenario (...) of discursive a priori knowledge established purely on considerations of fundamental ontological meanings such as ‘existence’, ‘existent’, ‘thing’, ‘necessary’, ‘possible’, ‘impossible’, ‘one’ and ‘cause’. Recently, psychologists have explored moral concepts including obligation, blame, and ability. While little empirical work has studied the relationships among these concepts, philosophers have widely assumed such a relationship in the principle that “ought” implies “can,” which states that if someone ought to do something, then they must be able to do it. The cognitive underpinnings of these concepts are tested in the three experiments reported here. In Experiment 1, most participants judge that an agent ought to keep a promise (...) that he is unable to keep, but only when he is to blame for the inability. Experiment 2 shows that such “ought” judgments correlate with judgments of blame, rather than with judgments of the agent’s ability. Experiment 3 replicates these findings for moral “ought” judgments and finds that they do not hold for nonmoral “ought” judgments, such as what someone ought to do to fulfill their desires. These results together show that folk moral judgments do not conform to a widely assumed philosophical principle that “ought” implies “can.” Instead, judgments of blame play a modulatory role in some judgments of obligation. This article defends the view that liars need not intend to deceive. I present common objections to this view in detail and then propose a case of a liar who can lie but who cannot deceive in any relevant sense. I then modify this case to get a situation in which this person lies intending to tell his hearer the truth and he does this by way of getting the hearer to recognize his intention to tell the truth by lying. The research analyzes the process of formation of the ethics committee as a new institution in the system of regulation of genetic research. The external factors of this process are the increasing digitalization of medical and research practices, as well as the special situation that is developing in the field of genomic research and the use of genetic technologies, where issues of philosophy, jurisprudence and administration have generated many fundamentally new, and sometimes unexpected contexts. The author shows the similarity and (...) difference of approaches to the inclusion of the ethics committee in the national regulatory systems of different countries and determines the prospects for further integration of the new institution into normative and administrative-regulatory and law enforcement practices. The research applies all the main methods of system analysis and structural and functional analysis, as well as the comparative legal method. At the stage of generalization of empirical material, the author turns to the means and methods of philosophical phenomenology and phenomenological sociology. The study revealed that the ethics committee may have different institutional and regulatory functions in a variety of management and legal systems. Being hybrid in nature, the ethics committee performs various functions, and in various state legal systems and traditions it can combine elements of legislative, executive and judicial power. At times, the ethics committee may go beyond the scope of both a purely administrative and exclusively legal regulator. All this indicates that the integration of this institution into the legal system and into a variety of social practices is far from being completed. (shrink)

In his 2018 AJP paper, Shlomo Cohen hints that deception could be a distinct subset of manipulation. We pursue this thought further, but by arguing that Cohen’s accounts of deception and manipulation are incorrect. Deception under uncertainty need not involve adding false premises to the victim’s reasoning but it must involve manipulating her response, and cases of manipulation that do not interfere with the victim’s reasoning, but rather utilize it, also exist. Therefore, deception under uncertainty must be constituted by covert (...) manipulation. (shrink)

The first section analyses (using Luhmann’s methodology) communication as the basis of sociality. The second section shows how AI tools became social technologies in the framework of artificial sociality. The third section describes experimental communication between authors and AI tools (the case of ChatGPT).
