Terrorism is a global phenomenon that constantly challenges human survival. Based on the social structure, human beings adopt different strategies to overcome its negative consequences on their mind and behavior. Coping strategies and those processes essential for adjustment and survival illustrate how individuals perceive, consider, deal with, and realize a stressful situation in the era of terrorism. The study focuses on exploring coping strategies and avoidance of terrorism impacts. This research study was qualitatively designed to explore the coping strategies (...) adaptation and their influence on the former FATA individuals during the wave of terrorism in the region. The study was undertaken in five districts of erstwhile FATA, including Dara Adam Khel, Orakzai Agency, Khyber Agency, and North and South Waziristan agency. A sample size of twenty-five (25) participants was purposively selected and interviewed, ten (10) focused group discussions (FGDs) were done from each district, and the other 50 participants were chosen for ten (10) FGDs. The collected data were analyzed via the thematic analysis technique. The findings revealed that coping strategies included four different phases: the welcome, resistance, acceptance, surrender, and flee phases for overcoming threats of terrorism. Furthermore, it was also found that fear of terrorism had strongly influenced the individuals’ physical, socio-economic, psychological, emotional stress and fear, education, and social integration. The study recommended that social integration and solidarity among the people, as well as their cooperation with the government, can eliminate the threat of terrorism. (shrink)

The latest discussions about civil society have been reconsidering the globalization processes, and the theoretical discourse has been broadened to include the notion of the global civil society. The notion and the practice of a civil society are being globalized in a way that reflects the empirical processes of inter-connecting societies and of shaping a world society. From the normative-mobilizing perspective, civil society activists and theoreticians stress the need to defend the world society from the global threat of (...) a nuclear war, environmental catastrophes, crime and violence, domination of world powers over the fate of individual countries and societies, i.e. the need to oppose the tendency of “power policy” on the world level, and to defend the autonomy of the society as one compatible primarily with the expansion of policies based on the rule of law worldwide, and incompatible with the policy of force, state reasons, and domination of world power-centers. The globalization processes result in a conflicting and/or assimilative crossing of civilizations and cultures, as well as controversial tendencies of, on one hand, attempts for the introduction of international political institutions and the adoption of international conventions for human rights’ protection, for the defense of democratic values, for combating terrorism and segregation on various grounds, thus leading to a global standardization of the human-rights culture and of democratic political and legal order, and on the other, of rising xenophobia, particularization and ethno nationalism, civil wars, ecological threats, global terrorism, threat of hunger problem, nuclear war, new disease, etc. Contemporary victory of liberal and democratic values is the positive reach, but followed by the contested issue of sovereignty, urban decay, racism, ethnic cleansing, xenophobia, failing political legitimacy , and followed at the world scale by: global injustice, poverty, environmental dangers, mass and deadly diseases, oppression of minority groups, relentless growth of population, political and economic power great asymmetries, terrorism at the global scale, threat of a nuclear disaster, etc. Global civil society has three dimensions: 1) empirical phenomena of globalized social relations, interconnections, 2) mobilizing, formative force of the project/vision, and 3) social actors at the global/transnational level. The anti-globalization movement is an effort to counter perceive negative aspects of the current process of globalization. Although adherents of the movement often work in concert, the movement itself is heterogeneous and includes diverse, sometimes opposing, understandings of this process, alternative visions, strategies and tactics. Thus, more nuanced terms include anti-capitalist/anti-corporate alternative globalization. Participants may use the positive terms such as ‘global justice’ or ‘fair trade movement’; or ‘Global Justice and Solidarity Movement’; or ‘Movement of Movements’; or simply ‘The Movement’; or ‘anticorporatist capitalism movement’. Generally speaking, anti-globalization movement is not so much an opposition to globalization as such than an opposition to the particular way it is taking place – like neoliberal process of globalization. Terrorism has been used by a broad array of political organisations in furthering their objectives; both right-wing and left-wing political parties, nationalistic, and religious groups, revolutionaries and ruling governments. Those labelled 'terrorists' rarely identify themselves as such, and typically use other generic terms or terms specific to their situation, such as: separatist, freedom fighter, liberator, revolutionary, vigilante, militant, paramilitary, guerrilla, rebel, jihadi (...) or mujaheddin, or fedayeen, or any similar-meaning word in other languages. In contemporary academic, political, and media discourse, terrorism is typically portrayed as an existential threat to lives and states, a threat driven by religious extremists who seek the destruction of Western civilization and who are immune to reason and negotiation. In many countries, including the US, the UK, and Australia, this existential threat narrative of terrorism has been used to justify sweeping counterterrorism legislation, as well as military operations and even the use of tactics such as torture and indefinite detention. In this chapter I outline the components of the existential threat narrative, and explain how critical terrorism scholars have critiqued this narrative on two main grounds: that it is based on false empirical claims about the nature, scale, and motivations of modern non-state terrorism, and that counterterrorism policies and practices based on this narrative have had extremely destructive consequences for individuals, communities, and states—in some cases, causing far more destruction than terrorism itself. In the final section I offer some suggestions for the direction of future terrorism research in light of these critiques of the existential threat narrative. (shrink)

Social scientists from different fields have identified security as a future-oriented mode of governance designed to preserve the social order from diverse types of global risk through international cooperation, militarization and privatization of the state security apparatus, surveillance technologies, community policing, and stigmatization of identities and behaviors deemed dangerous. This literature has largely been limited to English-speaking countries in the Global North, however, that are relatively “secure.”. To understand how security operates in a different context, this article focuses (...) on the current War on Crime in México using newspaper and magazine articles, government documents, and extant academic research. In México, it is argued, the basic elements of security governance (international cooperation, militarized police, surveillance technologies, law, etc.) are present, but in modified form. Rather than focusing on external risks that could develop into future threats, security in México is turned inward against traditional forms of national economic, political, and cultural life thought to produce harm in the present. This, in turn, underscores security’s unique purpose in the country, which is not to preserve the prevailing social order, but to transform an emergent social order that through globalization has come to threaten the state’s legitimacy. These observations suggest an international divide in the operation of security that leaves those most vulnerable in the Global South to bear the greatest costs. (shrink)

On the one hand, the globalization of markets exerts a powerful pressure toward consumerist and materialist values, which undermine and undercut religious perspectives and sensibilities. On the other hand, the globalization of war heightens (...) the intensity of these religious perspectives and sensibilities, and distorts them in the direction of violence and religious extremism. This dilemma plays itself out in different ways in the developed and developing world, but, as the term "globalization" indicates, it is a problem for all of us. Governments, in developing countries especially, often find themselves forced to choose between one horn of the dilemma or the other, with often disastrous results as they take one or the other side in a "West versus the rest" scenario. In the long run, the only viable solution is one that addresses both horns of the dilemma at the same time, and this is possible only if, in turn, religions themselves become truly global. This will require a large-scale and focused cooperative effort in which the religions of the world actively and jointly engage with both problems, working with governments, NGOs, religious communities, and interfaith groups to harmonize religious life with economics and to promote a culture of peace and justice.Because "globalization" is a familiar term in relation to markets, I'll begin by clarifying what I mean by the globalization of war. There are two main aspects to this phenomenon. First, the term refers to a specific transformation in the nature, purposes, and conditions of warfare brought about by the forces of globalization. By globalization I mean the growing trend of the world's cultural, economic, and political forces to bypass national borders and operate on a world scale. This process creates new possibilities for both integration and conflict. When that conflict passes beyond the possibility of diplomatic negotiation, we have the conditions for globalized war. Globalized war is not necessarily world war. It can be relatively local in its sphere of combat; for example, the U.S. invasion of Afghanistan was a collective response to a worldwide threat of terrorism. What makes it a globalized war, as distinct from international war, is the global nature of the forces that produced it and [End Page 79] are affected by it. Globalized war in this sense has come only lately onto the scene, but its scale and impact is likely to grow in the coming century.The second aspect of the globalization of war is the tendency of conflict to mutate beyond the interests and concerns of nation-states and be taken up by broader civilizational units, even if they were not originally a response to global pressures. The most likely trajectory for this mutation has been well described by Samuel P. Huntington in his influential article "The Clash of Civilizations" (1993) and his book-length treatment of the same subject (1997). Huntington argues that the fault lines of conflict will not be primarily ideological or economic but cultural, where "cultural" is to be understood at its broadest level—the level of civilizations. He divides the world into seven or eight competing civilizations: Western, Sinic, Japanese, Hindu, Islamic, Orthodox, Latin American, and possibly African. Societies sharing cultural affinities will cooperate with one another, and the attempt by the West to universalize its dominant version of consumer capitalism and liberal democracy will be resisted in an increasingly determined way—eventually to the point of outright war: "the next world war, if there is one, will be a war between civilizations."1In Huntington's analysis, then, the globalization of war refers to a coming clash of civilizations. Furthermore, surplusgenerating women prioritize spending on family nutrition, health and education, which yields long-term social benefits at macrolevel. Globalization's marginalization of poor men in the Global South, from both the formal and informal economies, diminishes men's strategic indispensability in the community and household, and results in resistance to women's increased independence. Men's perceived sense of loss of control acts as trigger for an increase in domestic (...) and social violence towards women, with debilitating impact on the de facto status of women in society, and with that, the beneficial impact that equality of women could have on future generations. In his recent book, Who Are We? The Challenges to America's National Identity (2004), Huntington bemoans the "deconstruction of the American identity,"2 as it challenges—along with certain political developments—"the substance, and the desirability of this concept of America."3 Huntington's fervent interest in US-American identity and his call for its renewal become readily comprehensible when read against the background of his concern that an existential threat might again be imminent, possibly in the form of jihadist terrorism. In Huntington's argument, however, the United States's potential confrontation with militant Islamist movements—the explicit subtext of his book—is not assessed only in terms of political risks and military expenditures; for Huntington, this confrontation also holds out a unique chance of rediscovering one's own (lost, forgotten) identity. Revealing himself as an attentive reader of Carl Schmitt's The Concept of the Political, Huntington argues that "the absence of an ideological threat produced an absence of purpose.... The ideal enemy for America would be ideologically hostile, racially and culturally different, and militarily strong enough to pose a credible threat to American security."4While Huntington is concerned with reaffirming and securing a phantasmagoric vision of the United States's past glory, Hoffman, on the other hand, may be mentioned as a political analyst deeply worried about the inverse aspect of the epistemological crisis, i.e., worried by the fact that "the United States has utterly failed to fulfill the timeless admonition to 'know your enemy'"5 by declaring an all too abstract global war on terrorism. In his commentary, published in March 2007 under the title "Fighting Blind: We Can't Win if We Don't Know the Enemy" in the Washington Post, he argues that a long-term strategy is desperately needed to identify "our adversaries, who are much too elusive and complicated to be vanquished by mere decapitation."6Taking Huntington's and Hoffman's positions seriously as paradigmatic examples of a wider and well-established discursive strategy that calls for a renewed need for binary-opposed collective identities—us/them; the coalition [End Page 176] of the willing/the axis of evil—in order to affirm a state of potentially ubiquitous and highly moralized rivalry, one may well argue with Schmitt that "a new nomos of the earth" is immanent.7 In Schmitt's understanding, such a new paradigm of warfare will no longer be characterized by relative understandings of enmity, but by enemies declared "totally criminal... Rita Floyd’s "The Morality of Security: A Theory of Just Securitization" is an important and insightful book that delineates a theory of just securitization (modified from the jus ad bellum and jus in bello criteria in just war theory) involving three sets of principles governing the just initiation of securitization, just conduct of securitization, and just desecuritization. This book is a much-needed addition to the security studies and just war scholarship. -/- Here, I explore the potential of Floyd’s just securitization (...) theory (JST) to provide insights into the moral justifiability of non-state groups that are not political entities engaging in resistance against forms of structural violence that pose an existential threat to those groups. Using the case study of the Black Lives Matter (BLM) movement and the threat of white supremacy to African Americans as an illustrative example, I argue that structural forms of violence can meet Floyd’s definition of an objective existential threat, justifying the resort to securitization by groups such as BLM. Unlike one-to-one threats, terrorist threat texts constitute a form of violence and a language crime that is committed in a complex context of public intimidation, and are communicated publicly and designed strategically to force desired sociopolitical changes [19]. Contributing to law enforcement and threat assessors’ fuller understanding of the discursive nature of threat texts in terrorism context, this paper examines how language is used dialogically to communicate threats and to construct both the purpose of threatened actions and the victims. The (...) paper uses a critical discourse analytic approach and takes a set of eleven digital threat texts made by two jihadists as a case study. It draws on van Dijk’s concept of ideology [64], the law enforcement-based taxonomy of threat types as reported by Napier and Mardigian [40], van Leeuwen’s model of social actor representation and discursive construction of purpose of social actions [69], and Martin and White’s Engagement system [34]. The analysis reveals victims specified and genericised, excluded and adversary. This linguistic construction is underpinned by a dichotomous conceptualisation of the social actors’ affiliations, positions, values, cultural activities, goals, and material and symbolic resources. The threats are delivered to the victims, agents acting on their behalf (e.g. security forces) or property associated with them (e.g. oil refinery), and are of two primary types—direct, and veiled. The former are predominant and serve inter alia to augment the public-intimidation impact of terrorist discourse. Threatened violence is of goal-, means- and/or effect-oriented social purposes, which suggest a categorisation of threats based on these purposes. The analysis reveals a dialectic, refutative nature of argumentation, and a discourse pregnant with heteroglossic utterances that contract (i) to close off and disalign with state officials’ contradictory voices, and (ii) to produce tension, providing clues to terrorists’ motivations and what constitutes the heart of political violence. In the same time it represents a big challenge: How to find a generally acceptable, adequate global solution? The majority of political and intellectual leaders (...) around the world acknowledge concept of sustainable development/sustainable living as the most important tool for protecting the biosphere and for securing reasonable development for the future. The development and implementation of the sustainable living concept is driven by the effort to reach – as much as possible – the ideals of humanism and the harmony between man and nature, based on the respect of life. Values compatible with a sustainable way of living are a set of values, the implementation of which promote the shift towards sustainable future. These values are not completely new. Just the opposite. They create the core of the common heritage of humankind, since the oldest religious cultures. The submitted study tries to map the recent developments of values compatible with the sustainable way of living problematic from both Czech, Slovak and thinkers from abroad perspectives in the wider framework of relevant international activities. More than a decade has passed since the tragic events that took place in America in the dramatic day of September 9th 2001. For the first time since the end of the second World War, the United States were being attacked on their own territory, without prior notice, by a non-state military force which was globally organised, for religious and ideological reasons. The terrorist attacks planned and executed by the terrorist organisation Al-Qaeda on American military and civilian targets have reconfigured (...) the international security environment. The author remarks that the security of the European continent is inextricably linked to what happens outside its external borders. Transnational organized crime, illegal human trafficking, illegal migration, traffic of drug, weapons, ammunition and portable vectors, the proliferation of illegal trade of radioactive and other "sensible" technologies, the expansion of terrorist networks – they all represent threats to the Eastern border of Romania and concern the security of the EU Eastern neighbourhood. The Bush administration's military war on terrorism is a blunt, ineffective, and unjust response to the threat posed to innocent civilians by terrorism. Decentralized terrorist networks can only be effectively fought by international cooperation among police and intelligence agencies representing diverse nation‐states, including ones with predominantly Islamic populations. The Bush administration's allegations of a global Islamist terrorist threat to the national interests of the United States misread the decentralized and complex nature of Islamist politics. Undoubtedly there exists a “combat (...) fundamentalist” element within Islamism. But the threat posed to U.S. citizens by Islamist terrorism neither necessitates nor justifies as a response massive military invasions of other nations. Not only does the Bush administration's war on alleged “terrorist states” violate the doctrine of just war, but in addition these wars arise from a new, unilateral, imperial foreign‐policy doctrine of “preventive wars.” Such a doctrine will isolate the United States from international institutions and long‐standing allies. The weakening of these institutions and alliances will only weaken the ability of the international community to deter terrorism. (shrink)

Debating Terrorism is an innovative new textbook, addressing a number of key issues in contemporary terrorism studies from both 'traditional' and 'critical' perspectives. In recent years, the terrorism studies field has grown in quantity and quality, with a growing number of scholars rooted in various professional disciplines beginning to debate the complex dynamics underlying this category of violence. Within the broader field, there are a number of identifiable controversies and questions which divide scholarly opinion and generate opposing arguments. These relate (...) to theoretical issues, such as the definition of terrorism and state terrorism, substantive issues like the threat posed by al Qaeda and the utility of different responses to terrorism, different pathways leading people to engage in terrorist tactics, and ethical issues such as the torture of terrorist suspects and targeted assassination. This volume aims to bring together in one place many of the field's leading scholars to debate the key issues relating a set of 12 important controversies and questions. The format of the volume involves a leading scholar taking a particular position on the controversy, followed by an opposing or alternative viewpoint written by another scholar. In addition to the pedagogic value of allowing students to read opposing arguments in one place, the volume will also be important for providing an overview of the state of the field and its key lines of debate. We are living in an imbalanced and insecure world. It is torn by violent conflicts on a global scale: between the West and the East, between rich and poor countries, between Christianity and Islam, between the Great Forces and naughty countries, between a global capitalist elite and workers and between the global democratic community and global terrorism. An optimistic thesis will be grounded asserting that varied cultures and civilizations can solve all existing problems and contradictions peacefully (...) and can carry out mutually advantageous cooperation more effectively irrespective of differences between them. Security problems can be explained and defined by means of making use of fundamental philosophical notions. All levels of security are interrelated on a global scale. The problem of regulation of international relations worldwide as regards guaranteeing security of all participants in them is one of primary importance. The questions of violence, justice and judgment define one of the most resonant and constant concerns of contemporary thought. In part, this is only a reflection of what are often called the ‘realities on the ground’ . In the few years of this century the logic of violence, and even its aestheticisation – whether as terror or as ‘shock and awe,’ or in the citizen’s daily vocation to be ‘alert but not alarmed’ – have become the familiar data of current (...) experience. They are a kind of weather, felt through the colour-coded threat scale of the Homeland Security Advisory System, or in the casual references to the ‘current climate.’ In view of these realities, and of an acclimatisation to them that informs general popular support for extensions of executive power and legislative activity, the urgency of the turn or return to questions of force and law is to be expected. In the fabric of recent debate, they are seams at which confrontations are staged and positions defined; but also, where the thought that remains closest to the ‘realities on the ground’ is forced into juxtaposition with the mythological and theological schemes that violence, justice and judgment inevitably conjure. Thus, contributors to this issue of Colloquy were invited to consider whether it was possible to account for a difference between violence, terror and revolution, without simplification or banalisation of the relationship between law and force. On the one hand, the editors envisaged that this question would be a provocation to reexamine contemporary representations of sovereignty, jurisdiction and the ‘state of exception,’ in a global context dominated by issues of security and the justification of extra-legal and extra-judicial force – occupation, detention, torture. On the other hand, the reference to the mythological and the theological was inevitable, inasmuch as contributors were invited to organise their reflections around two of the most significant interventions in twentieth-century jurisprudence and political theory, Walter Benjamin’s “Critique of Violence” and Jacques Derrida’s “Force of Law.” For as is well-known, Benjamin and Derrida pursue their distinctive lines of questioning in the direction of a ‘divine violence’ or of a ‘mystical foundation of authority.’ The reception of the two texts suggests that these concepts remain, for many, difficult to the point of being indigestible; at least in the ‘current climate.’. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as (...) a key factor of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. The essence of the security complex is revealed. Approaches to understanding the essence of information security are determined, in particular, as a state of security, as a type of public information legal relations, the direction of information relations within the limits of information legislation, the state of information (information environment of society, information development). The informational component of national security is considered. The institutional landscape of information security is described, which includes supranational international bodies and institutions and transnational corporations, states (...) and their governments, business entities and financial and industrial groups, political parties and civil society organizations, religious organizations, fundamentalist and terrorist groups, individual politicians and public figures, journalists and publicists, bloggers and other persons who collect, process, perceive, store, transform and distribute information through any of the available communication channels. The directions of ensuring information security in modern Ukraine are characterized. The role of information security in ensuring the integrity of the national information space of Ukraine is revealed. It has been proven that with the help of modern information security technologies, it becomes possible to minimize the impact of various threats and risks on the functioning of the information space at the global / regional, national / local levels. If political statements and media coverage are any guide, it seems Australians today are dying for security. At no other moment in our history has the spectre of war and terrorism so haunted popular, political and scholarly perceptions of Australia’s colonial past and of its geopolitical future. And yet, debates over colonial war or genocide and contemporary terrorism have been conducted in more or less complete isolation. In this article I argue that our contemporary obsession with ‘security’ is premised on (...) the perennial threat of ‘insecurity’. This is the problem of in/security, and it has played a central role in the development of Western political thought. More importantly, its formulation in Western political thought provided a powerful justification for the violence of the early decades of Australia’s colonisation during which Indigenous Australians could also be said to have been dying for security. In this paper, a two-fold strategy is carried out for gaining conceptual clarity in response to the question: What is terrorism? The first stage is to defend a broad working definition of terrorism that emphasizes the instrumental employment of terror or fear to obtain any number of possible ends. As proposed in this paper, Terrorism is an act or threat of violence to persons or property that elicits terror, fear, or anxiety regarding the security of human life or fundamental rights (...) and that functions as an instrument to obtain further ends. This instrumentality relies upon either an explicit or implicit threat of separate acts of future violence. It is argued that such a functionalist approach to defining terrorism captures the core qualities that unite the broad family of both political and nonpolitical terrorist actions. At the same time, the proposed definition avoids the problems associated with other approaches that either focus upon the terrorist’s ‘unconventional’ tactics, or the ‘innocence’ of their targets, or their coercive intentions. The breadth of the proposed definition allows for the more nuanced typological analysis in the second stage. The typology is primarily an analysis of the modes of terrorism’s instrumentality. Thus, the broad phenomenon of terrorism is divided according to factors of targets, the degree of force employed, agency, and the geographic context of the action. It is only by drawing out the diverse types of terrorism that the projects of morally evaluating terrorism and formulating a just response to terrorism can take place in a concrete and meaningful way. The explicit articulation of a cosmopolitan conception of human security and a corresponding right to peace is a positive development in global politics, inasmuch as it decenters the state in our understanding of the human community and delegitimizes organized violence as the generally accepted means for the “continuation” of realist politics. I have argued that just war theory, when defined in suitably narrow fashion, helps to contribute to our thinking on issues of human security in several ways. First, it (...) provides a stringent normative framework for a reasonable humanitarian justification of the resort to force. Second, it enables us to conceptualize significant moral and legal constraints on war and thus on the powers of states to wage war, thereby displacing the use of force from the statist paradigm of security. Third, it contributes to the delegitimation of unjust wars, that is, military actions undertaken for any purposes other than human security. Fourth, insofar as it provides a justificatory basis for the increasing demilitarization of society, it may influence the progressive and just pacification of global politics.As long as the types of human wrongs that present the gravest threats to human security continue to haunt the global community, there remains a need to be able to respond effectively so as to protect the rights and well-being of individuals. This need poses a genuine dilemma for humanitarian morality and politics, insofar as many of the military capabilities required to defend and to aid vulnerable persons can also be the source of threats to human life and welfare. Yet the existence of this dilemma need not lead us either to apathy or to cynicism. This paper is a critique of the present mode of capitalist democracy from the ethico-moral viewpoint. The crisis of values is identified as the great bane of free market-led globalization. This trend has aggravated worldwide inequality, promoted terrorism and violence, created psychological anomie and triggered eco logical disasters. Only a few business interests in the wealthier economies are gaining at the expense of humankind. The moral dimension of the government's role has been undermined by such profit-making free market gospel. The (...) author contends that more than beingjust secular, democracy is a pre-social moral force and, as such, is perceived more proximately in the religious temper of a non-industrial society than in a mass industrial society. In the latter democracy is almost a farce with the periodic ritual of public voting as its main act. From climate change, debt, and refugee crises, to energy security, environmental disasters, and terrorism, the events that lead nightly newscasts and drive public policy demand a global perspective. In the twentieth century the world sought solutions through formal institutions of international governance such as like the United Nations, the International Criminal Court, and the World Bank, but present-day our responses to global realities are often more provisional, improvisational, and contingent. The hopes fostered by the end of the Cold War have been shattered, in this troubled beginning of the XXI century, both by a new kind of extreme violence, transnational terrorism, and-more recently-by a global economic downturn with no end yet in sight. Facing these challenges, world governance suffers from the inadequacy both of political theory and of institutions. This book invites us to go back to basics, i.e. to revisit the very foundations of political and moral theory, and (...) reconsider in the light of the present global predicament the relationship between ends and means, the concept of liberty, the precept of solidarity. Terrorism is a test case of our capacity to look beyond our narrow political options in order to attain the common goal of banning it legally, politically and morally. In order to do that, we will have to be able to define terrorism in a way that recognizes it as distinct from other forms, sometimes equally repulsive but different, of violence. It is an effort that requires at the same time ethical sensitivity and a new kind if non-ideological realism. What is the relationship between Thailand’s human rights crisis during Prime Minister Thaksin Shinawatra’s leadership and the USA-led post-9/11 war on terror? Why did the human rights situation dramatically deteriorate after the Thaksin regime publicly supported the Bush administration’s war on terror and consequently received US counterterror assistance? This article offers two conceptual arguments that jointly demonstrate a constitutive theoretical explanation, which shows that counterterror and militaristic transnational and national discursive structures enabled the strategy of state repression in Thailand under (...) Thaksin. The first concept refers to strategic localization, which refers to how the Bush administration’s global war on terror—and its consequent overarching emphasis on military security—provided an opportunity for the Thaksin administration to strategically localize the global threat of terrorism in ways that could seem relevant to the local Thai context. The second concept pertains to resource mobilization, which shows how converging US and Thai discourses on military security facilitated Thaksin’s strategy of increased state repression that led to the proliferation of state-led human rights abuses. This research article contributes to the human rights literature in two ways: by highlighting how foreign aid programs and its constitutive political discourses shape recipient countries’ domestic human rights situation and by tracing the macro-political factors that lead to the eventual democratic decay of contemporary Thailand. This paper foregrounds how women’s public testimony as part of a formal transitional justice initiative is shaped by the particular context in which a commission operate, including the political and security environment. While the literature has engaged with the gendered predicaments of truth commissions after peace agreements and during transitions away from non-democratic rule, the function of such initiatives in more authoritarian and in immediate post-war contexts is generally overlooked. I examine women’s testimonies from Sri Lanka’s Lessons Learned and Reconciliation (...) Commission, and contend that pervasive militarization and insecurity, and the conduct of the Commission, influenced the stories that came forth. Women’s testimonies in the war-torn areas primarily represent pleas for information about missing family members and reflect important silences about the women’s own experiences of abuse, including ongoing post-war insecurities. The analysis raises questions about what may be expected from transitional justice efforts in difficult post-war contexts. (shrink)

This paper examines the prospects for global order in an environment of globalization. It analyzes the current practice in which globalization crystallizes in the universalization of Western cultural values, and identifies in this practice, a major source of all the conflicts currently plaguing the contemporary world. It argues that acts of terrorism and other similar acts are reactions to the perceived injustices of the present globalization phenomenon. This paper studies these crises because of their cultural underpinnings.Drawing on the postmodernist (...) philosophy, which not only rejects a single over-arching scheme by which all societies could be judged and advocates a thoroughgoing cultural pluralism in which alternative cultures are free to plot their own future courses, the essay believes that acts of terrorism, like similar other reactions to the present conception of global reality, can be mitigated if efforts are directed at understanding, appreciating, and respecting the traditions and cultural values of distinct societies, rather than submerging them under one dominant culture. Issues of sociopolitical systems’ stability and risks of their destabi-lization in process of political transformations belong to the most important ones as regards the social development perspectives, as has been shown again by the recent events in Ukraine. In this re-spect it appears necessary to note that the transition to democracy may pose a serious threat to the stability of respective sociopolitical systems. This article studies the issue of democratization of countries within globalization context, it points to the unreasonably high (...) economic and social costs of a rapid transition to democracy as a result of revolutions or of similar large-scale events for the countries unprepared for it. The authors believe that in a number of cases the authoritarian regimes turn out to be more effective in economic and social terms in comparison with emerging democracies especially of the revolutionary type, which are often incapable to insure social order and may have a swing to authoritarianism. Effective authoritarian regimes can also be a suitable form of a transition to efficient and stable democracy. The article investigates various correlations between revolutionary events and possibilities of establishing democracy in a society on the basis of the historical and contemporary examples as well as the recent events in Egypt. The authors demonstrate that one should take into account a country’s degree of sociopolitical and cultural preparedness for democratic institutions. In case of favorable background, revolutions can proceed smoothly (“velvet revolutions”) with efficient outcomes. On the contrary, democracy is established with much difficulty, throwbacks, return to totalitarianism, and with outbreaks of violence and military takeovers in the countries with high illiteracy rate and rural population share, with low female status, with widespread religious fundamental ideology, where a substantial part of the population hardly ever hears of democracy while the liberal intellectuals idealize this form, where the opposing parties are not willing to respect the rules of democratic game when defeated at elections. The present concerns about threats to international security from nonstate actors may lead to some significant strengthening of global governance.

For the last three decades or so, Pakistan has been a severe victim of sectarian violence. Although the roots of sectarian violence in the Pakistani society could be traced to various political developments in the country and the region, such as, Zia-ul-Haq’s Islamization process, Iranian Revolution and the anti-Soviet Afghan war, during the late 1970s, the dangerous phase of sectarian menace began after the 9/11 incident when the domestic sectarian militant organizations established their links with international terrorist groups, e.g., Al-Qaeda (...) and then the self-styled Islamic State, and started playing the role of a facilitator as well as becoming the part of global Jihadism. Against this background, the paper analyzes the origins of sectarianism in Pakistan and threats which it poses to the integrity of the country. In the concluding analysis, the paper argues that the violent extremist ideology that creates ideologically-motivated committed terrorists may be countered if Pakistan reorients its strategic policies vis-à-vis its eastern and western neighbors – India and Afghanistan – by discouraging the use of proxies for pursuing its strategic interests in the region. This article discusses indigenous rights within the context of global governance. I begin by defining the terms “global governance” and “indigenous peoples” and summarizing the rights that are most important to indigenous peoples. The bulk of this article studies the global governance of indigenous rights in three areas. The first example is the creation of the 2007 UN Declaration on the Rights of Indigenous Peoples. A second example involves violations of indigenous rights brought before the Inter-American Court (...) of Human Rights. A third case looks at a relatively new international regime created by indigenous peoples themselves—the Inuit Circumpolar Council. I conclude by using theories of sovereignty to assess the relative successes and failures of indigenous efforts to secure their rights. (shrink)
