Neutralists have argued that there is something illiberal about linking access to gift-like resources to work requirements. The central liberal motivation for basic income is to provide greater freedom to choose between different ways of life, including options attaching great importance to non-market activities and disposable time. As argued by Philippe Van Parijs, even those spending their days surfing should be fed. This article examines Van Parijs' dual commitment to a ‘real libertarian’ justification of basic income and the public enforcement (...) of a strong work ethos, which serves to boost the volume of work at a given rate of taxation. It is argued (contra Van Parijs) that this alliance faces the neutrality objection: the work ethos will largely offset the liberal gains of unconditionality by radically restricting the set of permissible options available. A relaxed, non-obligatory ethos might avoid this implication. This view, however, is vulnerable to the structural exploitation objection: feasibility is achieved only because some choose to do necessary tasks to which most people have the same aversion. In light of these objections, the article examines whether there is a morally untainted feasibility path consistent with liberal objectives. (shrink)

In her chapter “Models of knowledge in the Zhuangzi: Knowing with chisels and sticks,” Karyn L. Lai ponders Confucius’s conversation with the cicada catcher in the Zhuangzi. Lai asks, “What does the cicada catcher know that Confucius doesn’t?” The knowledge that Confucius and his disciples seek may be precisely what they can never have. I explore the epistemological rift between ways of knowing by applying Karen Amimoto Ingersoll’s distinction between “seascape epistemology” (based on Native Hawaiian, Kānaka Maoli, ways of knowing) (...) and Western epistemology (framed as girding neocolonialist expansion on the Hawaiian Islands). In ‘Exploitation, Labor, and Basic Income’ Michael Howard undertakes to defend an Unconditional Basic Income (UBI) as non-exploitative, and on a revised conception of what Marx called ‘exploitation’. Without taking issue with the revision itself, I point out that Howard, like many others, fails to defend UBI as non-exploitative. All his arguments fail to establish that the so-called ‘Surfer off Malibu’, a figure who is full-time dedicated to leisure, is not an exploiter in receiving UBI. The strategies to include him (...) as a rightful recipient of a labor-free income rely on the (sometimes far-fetched) attribution of certain contingent features to him that would entitle him to compensation or reward, but that he might also not have. I argue that the best strategy for UBI-advocates is to admit that ‘slackers’ should be merely tolerated as non-deserving recipients, because the UBI-policy will otherwise have good effects. Finally, I raise some questions about these good effects, as they are conceived by UBI-advocates such as Howard. (shrink)

In this paper, we explore some characteristics of the Information Superhighway and the World Wide Web metaphors in the light of the current developments in information technology. We propose that these characteristics constitute a form of conceptual slippage (often in the form of ‘lexical leakage’), which helps us detect and predict the tacit impact that the currently available information delivery systems are having on human cognition. We argue that the particular language associated with these systems evolves as a direct result (...) of human cognitive adaptation to the demands, resources, and constraints of highly technological environments. It reflects a growing alienation of the users of computerized systems from the physical aspects of the natural environment in which the disseminated information was originally grounded. We believe that a careful investigation of the pragmatic phenomena which are operative when the information media jargon is used is appropriate to the aims of Cognitive Technology. The role of metaphor as a vehicle for self-expression, as mediated by criteria of relevance, is discussed from this perspective. (shrink)

Henry Shue has led the charge among moral philosophers in arguing that harms stemming from anthropogenic climate change constitute violations of basic rights and are therefore prohibited by duties of justice. Because frameworks such as Shue’s argue that duties of justice are at stake, one could object that the special urgency of those duties threatens to overrun the normatively protected space in which an agent makes her life her own. We argue that an alternative conception of how moral reasons combine (...) to produce duties is required to respond to the demandingness objection, providing normatively protected space to pursue one’s projects while yielding numerous strict obligations of justice. Surfers both cooperate and compete around a scarce natural resource – ocean waves suited for surfing – often with a fraught mix of motives and feelings, pro-social and anti-social. Much as surfers constantly adapt to a dynamic wave environment, their pro- and anti-social motives readily mix and shift, based on their interpretation of quickly changing context. What we learn from surfers is something materialistic focus on self-interest and realities of scarcity or abundance might de-emphasize or miss: a (...) culture of interpretation and reasoning (e.g. ‘localism’) is as important in the formation of shifting pro- and anti-social attitudes as the material reality of wave scarcity or abundance itself. Nochimson's recent study, for example, presents an eloquent case for regarding Lynch as a Jungian 'surfer of the waves of the collective unconscious', whose films combine the intuitive embracing of subconscious Life Energy with a celebration of the creative power of Hollywood mythology. This article explores the position of women in the sport of surfing. I contend that within surfing there remain many forms of oppression that have not been given appropriate attention in feminist studies. In this article I apply Iris Marion Young's analysis from “Throwing Like a Girl” to the sport of surfing. Young's article offers many insights into forms of domination and oppression that pervade the sport, and that are demonstrated through the restricted movement of female surfers. In this research we focus on ethnic minorities, one of the underserved groups in Europe. In particular, we address the internet use of Turkish ethnic children, aged 9 to 16, in several EU countries. We examine the extent to which they can be considered digitally disadvantaged when compared to the majority population in those countries. We also compare Turkish children living in Turkey to those in the diaspora as well as to the majority children living in those same European countries. (...) The data used for this analysis is part of the EU Kids Online research. Of the three groups of teenagers examined, those in the Turkish diaspora take a position in between their native European peers, who are the most fervent surfers on the internet, and the Turkish children living in Turkey, who use the internet least often. Generally speaking that is also true for online competencies and online activities. As far as exposure to online risks is concerned, European majority children are more familiar than the two other groups with receiving sex-related images and messages and with face-to-face meetings with online contacts. By contrast, children in the Turkish diaspora are relatively more familiar with cyberbullying. (shrink)

This article concerns efforts to see politics in web space. It is a network-topological approach in which the mappings of web space over the past decade have resulted in specific political geometries (roundtables, spheres, lists, etc.). In the web as hyperspace period, random site generators invited surfers to jumpcut through space. Mapping was performed for sites’ backlinks, showing distinctive ‘politics of association’. In the web as public sphere period, circle maps served as virtual roundtables. What if the web were (...) to decide who should sit at the table? As ideas about the shapes the web accommodated shifted from public spheres to networks, the maps displayed ‘issue spaces’ – clusters of actors engaged in the same issue area, but now central or marginal. Finally, in what is dubbed as the revenge of geography, in the current locative period, maps show the distributed geography of engagement. Actors are temporarily ‘based’ and travelling physically from event to event, with tracing and other social software showing their routes. The article treats the shift in focus away from the ‘metaphysics’ of software-enabled spaces online (the ‘virtual’ topologies) to critiques of the new ‘trace routes’ (followed by mobile network actors) now that cyberspace is grounded. This adjectival usage of the word “radical” as “extreme” is a slang usage from the American sub-culture called “Surfers” which originated in the late 1950s or early 1960s. “Radical,” in their slang means: “At or exceeding limits of control (...) or safety…” (Oxford English Dictionary OED 2007) . Commissioned by the Haggerty Museum of Art at Marquette University to create an artwork reflecting on the importance of freshwater, Milwaukee-based photographer Kevin J. Miyazaki embarked on a two-week, 1,800-mile drive around Lake Michigan. He traveled its perimeter, through Wisconsin, Illinois, Indiana, and Michigan, to produce what he calls “a contemporary portrait of Lake Michigan.” Miyazaki set up his portable studio on beaches, in parks, on boat docks, and in backyards, photographing those he met along the way. From residents, environmental (...) scientists, and artists to a Native American water rights advocate, surfers, and commercial fishermen, Lake Michigan holds a powerful place in the life of each. Many shared their thoughts with him on why this body of water is important to all. Miyazaki also photographed the water as he went, creating waterscapes of the ever-changing lake affected by weather and time. Perimeter gathers these images together, creating a diverse portrait of both people and a place, encapsulating Lake Michigan’s significance to those who are drawn to it. (shrink)

De nos jours, les avocats et les juristes chinois sont très friands d'Internet. Pourtant, leur utilisation de la Toile n'a pas encore été l'objet de recherches. Cet article veut apporter un regard nouveau sur le lien entre avocats, internautes et société civile chinoise. Les juristes ont trouvé en Internet, en particulier sur les blogs, un lieu d'information et d'échange où ils peuvent se dédier aux sujets qui les intéressent . Les multiples démarches qu'ils ont initiées au sein du Réseau ont (...) abouti à une mobilisation des moyens numériques, permettant de mieux communiquer et informer sur le système légal et judiciaire chinois. Leur utilisation d'Internet a-t-elle catalysé l'initiative personnelle des utilisateurs et mobilisé l'opinion publique ? Cet article s'attache à démontrer comment par le biais d'Internet les avocats ont pu être des acteurs du développement de la société civile et participer ainsi à l'émergence d'une « communauté de critères » relevant du droit.Nowadays, lawyers and jurists Chinese are very fond of the Internet. However, their use of the Internet has not yet been investigated. This article will provide a new perspective on the relationship between lawyers, surfers and Chinese civil society. Lawyers found in the Internet, especially on blogs, a place to exchange information and where they can devote themselves to topics that interest them . Multiple steps they have initiated within the network led to a mobilization digital means to better communicate and inform the Chinese legal and judicial system. Internet use did catalyzed users personal initiative and mobilized public opinion? This article aims to demonstrate how through Internet lawyers have been involved in development of civil society and thus contribute to the emergence of a "community standards" under the law. Accordingly, a child's apprenticeship of walking is associated here with the movements of a surfer. This association disturbs the orthodox thought of recognition and representation that makes us define, include and exclude (...) children who do not fit into pre‐established schemes of development and learning. What is created with the image of the walking child as surfer is a line of flight out of a territory marked by resemblance and error. Les emplois désordonnés de la notion d'avatar et les projections associées témoignent des paradoxes à l'oeuvre dès lors que l'on tente de comprendre des pratiques et des technologies nouvelles. Mais l'avatar ne représentant qu'une partie du mode opératoire d'une personne dans un monde virtuel, (...) il conviendra, dans une approche systémique, de préciser l'étendue de la présence du sujet dans ces mondes pour mieux informer la notion de données personnelles dans ce contexte spécifique.Comment ces identités et données virtuelles sont-elles gérées, traitées, appréhendées individuellement et collectivement, tant par les internautes que par les acteurs techniques et industriels?Virtual worlds, whether multiplayer online games or three-dimensional virtual worlds like Second Life, crystallize a multitude of hopes, fears and fantasies that are linked with technological innovation, with contemporary forms of identity and their management, and with developments in communication media. Today s unregulated uses of the avatar concept and associated projections reveal the paradoxes that arise when we attempt to understand new practices and technologies. However, the avatar only partially represents the way people function in a digital world, and any systemic study therefore needs to specify the extent of the subject's presence in a virtual world, in order to give a clearer idea of what is personal data in this specific context. How are these virtual identities and items of information managed, treated and individually and collectively apprehended, by Web surfers themselves and by the technical and industrial spheres concerned? O presente ensaio se empenha em problematizar elementos contidos nos conceitos de illness e disease proposto pelo Dr. Arthur Kleinman ; especificamente no capítulo II do seu livro “The illness narratives: surfering, healing and the human condition. Nesta obra Kleinman vai dissecar o fenômeno da enfermidade e suas aflições tendo reflexos nas reações psicológicas e sociais. Ou seja, a disease tendo desdobramento na illness. A questão fundamental a que esse ensaio propõe é pensar uma inversão e refletir se illness altera (...) disease? Minha proposta é adentrar neste caminho pela via das reações emocionais e homeostasia. La collecte et l'utilisation efficace des données clients constituent un enjeu stratégique et éthique majeur pour les entreprises. Depuis les années 1990, l'arrivée des NTIC est venue bouleverser la manière avec laquelle ces données sont collectées, stockées puis utilisées. Ces pratiques ne s'opèrent pas sans que les consommateurs y trouvent à redire, considérant souvent celles-ci comme une intrusion dans leur vie privée. Ce phénomène est prégnant sur Internet qui présente un environnement dans lequel les menaces sur la vie privée sont (...) renforcées. De plus en plus d'internautes ont dès lors pris des mesures pour se protéger, y compris des restrictions sur leurs échanges d'informations et leurs achats en ligne. Ce constat invite à mieux comprendre les réactions des consommateurs face à la collecte de leurs données personnelles sur Internet. Les résultats de nos enquêtes montrent un écart entre les protections offertes par le droit et les perceptions des consommateurs à ce sujet. Ils confirment aussi un écart entre les intentions déclarées et les comportements réels. Des recommandations visant à inciter les acteurs à adopter des pratiques éthiques dans ce domaine sont présentées.The collection and efficient use of customer data is a major strategic and ethical issue for companies. Since the 1990s, ICTs have brought radical changes in the way these data are collected, stored and used. Most consumers see these practices as an intrusion into their private life. The phenomenon pervades the Internet, an environment where threats to privacy are increasing. More and more Web surfers have consequently taken measures to protect their privacy, for example by restricting exchanges of information and online purchases. This observation has prompted a survey aiming to gain a better understanding of consumer reactions to the collection of their personal data on the Web. The results of our investigations show that the legal privacy protection does not match consumer perceptions in this regard. They also confirm a difference between declared intentions and actual consumer behaviour. The concluding recommendations are designed to promote ethical data use among companies. (shrink)

Cet article examine les spécificités de la politique antillaise néerlandaise ainsi que le niveau d’éducation des femmes et leur insertion dans la société civile, en lien avec l’émergence de mouvements de femmes à Aruba et Curaçao. Plusieurs de ces mouvements (1940-début des années 1990) sont ici analysés dans le but de comprendre ce qui rend les stratégies militantes féminines efficaces. Cet article avance l’hypothèse que leur réussite dépend des multiples ajustements qui sont faits à un environnement particulier. Bien que la (...) réussite de tels mouvements puisse être attribuée à des forces intellectuelles actives et à une compréhension approfondie des changements politiques, en fin de compte, c’est moins la connaissance, l’idéologie et la stratégie qui comptent que la capacité à agir au bon moment, à s’organiser et à coopérer, dans le but de surfer sur la vague du progrès. This article asks whether Perelman’s concepts of the audience can help us achieve a better understanding of the Internet Audience in the specific context of the recent French and American presidential elections. It concludes that Perelman’s notion of “argumentation before a single hearer” is most useful for that purpose. Applying it to Internet audience allows us to discern some of the communicative devices, such as appeal to participation and appeal to proximity, used by candidates in order to achieve a higher (...) degree of involvement on the part of the surfers and potential voters, which in turn is translated to action by the surfers/voters on behalf of the candidate. The application of Perelman’s concept shows that on the Web the interaction between the candidate and the surfer shifts from an argumentative situation per se to a context in which what appears to be a dialogue or conversation invites connivance between rhetor and audience.
