The stage of the formation and establishment of a market economy in Georgia raises the necessity for economic science to solve fundamentally different problems concerning the improvement of the investment environment and investment climate in national economy. After the collapse of the former Soviet Union, the replacement with new relationships has been quite difficult and painful in which foreign investments should play a crucial role. Issues to be discussed include the questions that explore some of the categories and the constraints (...) of the investment climate. All this leads to the relevance of the article and, therefore, determines the purpose of the article. The research process uses general dialectical methods of socio-economic research as well as modern methods of research of economic theory. The scientific aim of the research is to highlight the current issues of the investment environment and investment climate in economy, to study the transformation processes taking place in Georgia during the last two decades, to conduct analysis using proper methods, to show the current social and political as well as other important processes, to generalize them and to form proper opinions. Findings based on research suggest that it is possible to speed up the process of economic development of Georgia. However, the situation will remain difficult in the region and the factors causing the recession _ instability in oil prices and the weakening of the national currency against the US dollar will still be present. In conclusion, the opinion can be formed that a stable and predictable legislative process is important for the investment environment. Therefore, all the parties that may undergo the changes should be informed and involved in every project planned by the government; At present, it becomes necessary to further extend the deregulation policy, which should include the development of financial and investment sectors and support of the establishment of appropriate infrastructure, promotion of the further development of microfinance institutions, investment companies and funds, designing the system of investment insurance and stimulation, elimination of unnecessary bureaucracy and artificial barriers, etc. (shrink)

This English translation of Friedrich Nietzsche in seinen Werken offers a rare, intimate view of the philosopher by Lou Salomé, a free-thinking, Russian-born intellectual to whom Nietzsche proposed marriage at only their second meeting. Published in 1894 as its subject languished in madness, Salomé's book rode the crest of a surge of interest in Nietzsche's iconoclastic philosophy. She discusses his writings and such biographical events as his break with Wagner, attempting to ferret out the man in the midst of his (...) works. Salomé's provocative conclusion -- that Nietzsche's madness was the inevitable result of his philosophical views -- generated considerable controversy. Nietzsche's sister, Elisabeth Förster-Nietzsche, dismissed the book as a work of fantasy. Yet the philosopher's longtime acquaintance Erwin Rohde wrote, "Nothing better or more deeply experienced or perceived has ever been written about Nietzsche." This text practices a philosophical voice that deviates from visuo-centric theory and the muteness of its language and instead sings a complex simultaneity of things and thoughts that burn through the walls of the discipline and illuminate the activities at the margins. This philosophical voice sings a refrain of “I,” which brings us back to bring us forward, surprising us in its renewal again and again. It is a body that is, as Samuel Beckett’s Not I, at once not I (...) and I; an idiosyncratic subjectivity that carries its plural name in its mouth. In this way, it further diffracts the sonic possibility of counterfactual slices into simultaneous dimensionalities open to our gaze in the dark, when we have let go of a normative orientation and are able to see the image at its depth. Between text scores, Churten theory, Canto Cardenche, and the breath of a humpback whale, this voice tries not to theorise. It does not want to produce a philosophical message, supporting a “philosophism” which akin to “scientism” treats philosophy as a phenomenon unconnected to cultural values or location, gender or racial specificity. Instead, it aims to practice a philosophy that opens in song to its own anxiety of objectivity, its fear of a reflective centre, and performs a translucent marginality that generates the view of a plural world burning through a permeable skin. From its use in literary theory, film criticism and the discourse of games design, Salomé Voegelin expands 'possible world theory' to think the worlding of sound in music, in art and in the everyday. The modal logic of possible worlds, articulated principally via David K. Lewis and developed through Maurice Merleau-Ponty's phenomenological life-worlds, creates a view on the invisible slices of the world and reflects on how to make them count, politically and aesthetically. How to make them thinkable and accessible (...) as the possibility of the everyday and of art: to reach a new materialist understanding from the invisible and to develop an ear for the as yet inaudible. This revised edition continues Voegelin's exploration of the sonic possibility of the world into the sonic possibility and impossibility of the body. Listening to work by Áine O'Dwyer, Hannah Silva and Jocy de Oliveira, it considers sonic possible worlds' radical power to rethink normative constructions and to fabulate a different body from its sound: Hearing the Continuum Between Plural Bodies ; between humans, humanoid aliens, monsters, vampires, plants, things and anything we have no name for yet but which a sonic philosophy might start to hear and call. The aim of the article is to establish which the features of egotistic literature are. In order to achieve such a purpose, the article presents a typology of the genre and describes its main types of works: a) autobiography and memorialistic prose; b) journals, personal diaries, cards and cahiers ; c) biography; and d) life stories. Bearing this in mind, the article suggests a theoretical basis for this particular kind of narratives. At the end, the article presents five conclusions: 1) (...) alterity is always present in biographical narratives; 2) biographical narratives are expressions of experiences; 3) biographical narratives provide some unity to plurality; 4) egotistic literature configures itself in an imaginative and fictional form; and 5) biographical narratives configure themselves in a temporal form. With reference to Steven Feld’s “acoustemology,” his epistemology of sounding and listening, developed in the Bosavi Rainforest in Papua New Guinea, where the trees are too dense to afford a distant view and meaning has to be found up close, on the body with other human and more-than-human bodies, this essay deliberates how sound knows in entanglements and from the in-between: in a being with as a knowing with rather than from a distance. In this way, this essay, from the (...) densities of the rainforest, critiques Western knowledge and its reliance on visual categories, straight lines, and universalising principles that pretend objectivity and a distant view. Instead, it turns to the relational indivisibility of sound that lets us hear interdependencies and confronts us with the invisible of which we are part. In conclusion, it proposes that sound studies as applied, transversal studies enable such a paradigm shift that at once reveals what hegemonic knowledge strands exclude and invites a different dialogue from the in-between of everything. Museums are safe spaces for the objects they hold and for the persons that visit them, providing environments that can function in therapeutic ways. Within the wide range of objects, there is enough diversity to help guests discover what similarities they have with others as well as what makes them unique as individuals. Within exhibits, individuals can explore themselves through the reactions they have to particular pieces, through the observation of what holds their attention within the environment, and through the (...) awareness and development of their contemplative mind. Museums can introduce transpersonal information, add information to previous transpersonal experiences, and even promote expanded states of awareness. With direction, guests can use museums to learn about themselves, thus optimizing the therapeutic potentials of these institutions. (shrink)

Critique à l’égard des réflexions philosophiques empiristes, Antoine Chrysostome Quatremère de Quincy forgea autour de 1800 une nouvelle théorie de l’art, grâce à une connaissance précoce du criticisme kantien et des esthétiques qui s’en inspirèrent. Il imposa une conception idéaliste de l’art, en opposant un système d’ imitation abstraite du type idéal au traditionnel concept d’ imitation de la nature. En faisant valoir l’existence d’une « puissance d’imaginer » intuitionniste et spontanée, dérivée du concept d’ Einbildungskraft, il proposa un système (...) général des beaux-arts fondé sur une nouvelle métaphysique. Avant Madame de Staël et Victor Cousin, il contribua à diffuser auprès du public français certains débats artistiques outre-Rhin parmi les plus originaux, en soutenant activement les échanges intellectuels entre les deux pays, et notamment les critiques novatrices du mouvement Sturm und Drang dans une perspective spiritualiste. Cet article est une contribution à l’histoire des transferts culturels entre la France et l’Allemagne au début du XIX e siècle, en présentant les grands principes de sa métaphysique de l’art, son interprétation de la mimèsis, mais aussi ses sources pour comprendre les fondements de sa politique des arts à l’aube d’une révolution artistique en Europe. Summary In the period between the two World Wars, the Portuguese Geological Survey (Serviços Geológicos de Portugal: PGS) was legally dependent on the General Directorate of Mines and Geological Survey (Direcção Geral de Minas e Serviços Geológicos: GDMGS). Portugal was then living through troubled times, and the PGS struggled with financial problems and a lack of technical personnel. In the last few decades, assisted reproduction has introduced new challenges to the way people conceive and build their families. While the numbers of donor-conceived individuals have increased worldwide, there are still many controversies concerning access to donor information. Is there a fundamental moral right to know one’s genetic background? What does identity in DC families mean? Is there any relationship between identity formation and disclosure of genetic origins? These questions are addressed by analysing core regulatory discourse. This analysis shows (...) that the notion of narrative identity is suitable for defining and answering these questions. This review analyses the meaning of resemblance in DC families and the way donors are selected following affinity-ties and discusses disclosure strategies and agreements. As a preliminary conclusion, it could be said that, in the field of third-party reproduction, knowing about the donor conception significantly contributes towards the development of a narrative identity and also serves as a moral basis for the child’s right to know. Stroke is a severe health issue, and motor recovery after stroke remains an important challenge in the rehabilitation field. Neurofeedback, as part of a brain–computer interface, is a technique for modulating brain activity using on-line feedback that has proved to be useful in motor rehabilitation for the chronic stroke population in addition to traditional therapies. Nevertheless, its use and applications in the field still leave unresolved questions. The brain pathophysiological mechanisms after stroke remain partly unknown, and the possibilities for intervention (...) on these mechanisms to promote cerebral plasticity are limited in clinical practice. In NFB motor rehabilitation, the aim is to adapt the therapy to the patient’s clinical context using brain imaging, considering the time after stroke, the localization of brain lesions, and their clinical impact, while taking into account currently used biomarkers and technical limitations. These modern techniques also allow a better understanding of the physiopathology and neuroplasticity of the brain after stroke. We conducted a narrative literature review of studies using NFB for post-stroke motor rehabilitation. The main goal was to decompose all the elements that can be modified in NFB therapies, which can lead to their adaptation according to the patient’s context and according to the current technological limits. Adaptation and individualization of care could derive from this analysis to better meet the patients’ needs. We focused on and highlighted the various clinical and technological components considering the most recent experiments. The second goal was to propose general recommendations and enhance the limits and perspectives to improve our general knowledge in the field and allow clinical applications. We highlighted the multidisciplinary approach of this work by combining engineering abilities and medical experience. Engineering development is essential for the available technological tools and aims to increase neuroscience knowledge in the NFB topic. This technological development was born out of the real clinical need to provide complementary therapeutic solutions to a public health problem, considering the actual clinical context of the post-stroke patient and the practical limits resulting from it. This essay aims to analyse the theoretical and epistemological foundations of the symbol and their representations. First of all, we have explored its ontological scope. Secondly, we have highlighted its presence in everyday life. Thirdly, we have underlined the importance of the interpretation when addressing their multiple senses. And fourthly, we have expressed its social and cultural importance. The thesis here is that the symbolic is a structural condition of humankind, such as a being of mediation. Therefore we claim an (...) epistemological perspective that takes into consideration this notion, key to understanding human being and psychosocial reality. El presente ensayo tiene como objetivo principal analizar los fundamentos teórico- epistemológicos del concepto de símbolo y sus formas de representación. En primer lugar se delimitó el alcance ontológico de esta noción. En segundo se destacó su presencia en la realidad cotidiana. En tercero se subrayó la importancia de la interpretación a la hora de abordar sus múltiples sentidos y, en cuarto, se manifestó su relevancia social y cultural. La tesis que aquí se sostiene es que lo simbólico es una condición estructural del ser humano, como ser de mediaciones. Por ello reivindicamos una perspectiva epistemológica que tenga presente esta noción, clave para comprender al ser humano y la realidad psico-social en la que se inserta. (shrink)

Este artículo describe un estudio realizado con docentes de primaria y secundaria en varias comunidades españolas. El estudio se centra en la percepción del profesorado sobre el uso del Aprendizaje Basado en Juegos (ABJ) en el aula, tratando de averiguar en qué medidas los docentes implementan el uso de esta metodología en sus aulas. Un cuestionario fue creado ad hoc para este propósito y fue debidamente validado. Los resultados de este estudio muestran que la mayoría de los docentes son proclives (...) a la utilización del ABJ, y que lo perciben como algo positivo para el aprendizaje significativo del alumnado. Between 1939 and 1959, the regime led by General Franco pursued a policy of economic self-sufficiency. This policy inflicted great injury on Spanish science and industry, not least in Catalonia, and in its capital, Barcelona. In response, Catalan industry looked to a future made more promising by the advent of nuclear power. This paper describes the innovative role of an industrial body, the Official Chamber of Industry of Barcelona, in catalyzing one the first programmes of teaching and research in nuclear (...) engineering in Spain. Human encroachment on the habitats of wild animals and the dense living conditions of farmed animals increase spill-over risk of emerging infectious diseases from animals to humans (such as COVID-19). In this article, we defend two claims: First, we argue that in order to limit the risk of emerging infectious disease outbreaks in the future, a One Health approach is needed, which focuses on human, animal, and environmental health. Second, we claim that One Health should not solely be grounded in (...) collaborations between veterinary, medical, and environmental scientists, but should also involve more dialogue with animal and environmental ethicists. Such an interdisciplinary approach would result in epidemiology-driven measures that are ethically legitimate. (shrink)

Mechanisms involved in the regulation of development and its genetic control are receiving ever‐increasing attention in studies of mammalian developmental genetics. The potential success of such studies is strongly enhanced by the availability of suitable systems of analysis. Such a system was identified in a series of radiation‐induced chromosomal deletions at and around the albino (c) locus of the mouse associated with cell type‐specific effects on liver differentiation. Their detailed study has aided the analysis of possible machanisms of cell type‐specific (...) gene expression. As summarized in this review, the experimental results strongly suggest that specific trans‐acting developmental regulatory genes are concerned with the differentiation of hormone‐inducible expression of a cluster of hepatocyte specific structural genes mapping in different parts of the genome. El objetivo de este escrito es exponer las características del Estado democrático como lo concibe Spinoza en su Tratado teológico político, conciliando la libertad individual con la paz del Estado. Para esto, en primera instancia se contrastan los efectos de gobernar de forma autoritaria, liberal y democráticamente. Luego presento los fundamentos del Estado a partir del derecho natural individual y una ley universal humana para poder establecer los requisitos para que se conserve el Estado democrático: obediencia, fidelidad y libertad de (...) expresión de parte de los súbditos, determinando los límites tanto de los individuos como de parte del Estado. Finalmente, se presenta la degeneración de la razón de Estado como la concibe Maquiavelo, dejando abierta la reflexión para lo que sucede en el ámbito de la política actual. (shrink)

Mechanism design is a form of optimization developed in economic theory. It casts economists as institutional engineers, choosing an outcome and then arranging a set of market rules and conditions to achieve it. The toolkit from mechanism design is widely used in economics, policymaking, and now in building and managing online environments. Mechanism design has become one of the most pervasive yet inconspicuous influences on the digital mediation of social life. Its optimizing schemes structure online advertising markets and other multi-sided (...) platform businesses. Whatever normative rationales mechanism design might draw on in its economic origins, as its influence has grown and its applications have become more computational, we suggest those justifications for using mechanism design to orchestrate and optimize human interaction are losing traction. In this article, we ask what ideological work mechanism design is doing in economics, computer science, and its applications to the governance of digital platforms. Observing mechanism design in action in algorithmic environments, we argue it has become a tool for producing information domination, distributing social costs in ways that benefit designers, and controlling and coordinating participants in multi-sided platforms.
