In 1992, the Walloon Region modified its investment incentive legislation. The new legislation applies the notion of SME to any business employing up to 250 people and which turnover does not exceed 20 million ECU, and replaces the former interest subsidies and capital premiums by a grant calculated as a percentage of investment. According to the size of the business, the activity sector and the area, the maximum aid may vary from 13 to 21 %. The grant total percentage is (...) calculated by summing up the percentage of aid obtained for five criteria under which job creation is by far the most important. The new legislation gives a partial answer to traditional criticisms against investment incentives. First of all it aims at reducing the risk of accelerated substitution of capital for Labour. Besides, it simplifies adminsitrative procedures and reduces the "sprinkling". It should also reduce the risk of inefficient allocation of resources thatarises when grants go to loss-making entreprises. But the question of whether investment incentives actually increase the level of investment remains largely unanswered. Evidence suggests that investment incentives might have contributed to attract foreign investments hut have little impact on thelevel of domestic investment. Nevertheless, as far as SMEs are concerned, public grants might contribute to increased investment not by reducing the cost or increasing the profitability of the project but rather by increasing the means available in the business. Previous studies of H. Richard Niebuhr's intellectual background have fallen into two groups: those that stress the German and especially Kantian sources of Niebuhr's thought, and those that emphasize the American and especially pragmatic sources of his thought.

Just as contemporary metaphysics, in general, is marked by an interest in ground, contemporary social metaphysics, in particular, is marked by an interest in social construction. It’s no surprise, then, that some contemporary metaphysicians have come to understand social construction in terms of ground. In this paper, I argue that this is a mistake. In particular, I argue that any otherwise plausible account of construction as ground is objectionably revisionary. First, I discuss an argument for the view that construction is (...) ground that is endorsed by its proponents, and identify its weaknesses. I then consider, and dispense with, different versions of the view that construction is ground, and argue that these either overgeneralize, undergeneralize, or both. After responding to the objection that my arguments presuppose monism with respect to construction, I conclude that though ground is relevant to construction, extant ground-theoretic accounts of its relevance fail to capture it. Fanconi anaemia (FA) is a cancer‐prone genetic disorder that is characterised by cytogenetic instability and redox abnormalities. Although rare subtypes of FA (B, D1 and D2) have been implicated in DNA repair through links with BRCA1 and BRCA2, such a role has yet to be demonstrated for gene products of the common subtypes. Instead, these products have been strongly implicated in xenobiotic metabolism and redox homeostasis through interactions of FANCC with cytochrome P‐450 reductase and with glutathione S‐transferase, and of FANCG (...) with cytochrome P‐450 2E1, as well as redox‐dependent signalling through an interaction between FANCA and Akt kinase. We hypothesise that FA proteins act directly (via FANCC and FANCG) and indirectly (via FANCA, BRCA2 and FANCD2) with the machinery of cellular defence to modulate oxidative stress. Brian Epstein has argued (in The Ant Trap and ‘Anchoring versus grounding’) that social kinds ‘export’ across worlds. Although the conditions for war criminality are not ‘fixed’ in the Empire, for instance, Darth Vader is a war criminal there. And, according to Epstein, an account of social construction should imply that he is. Ultimately, he argues that ‘grounding-only’ accounts of social construction – like those proposed by Jonathan Schaffer and Aaron Griffith – imply that social kinds do not export across (...) worlds. As a result, he argues that we need more than grounding; in particular, we need both grounding and what he calls ‘anchoring’ to account for it. In this paper, I argue that, once we draw a distinction between what I call ‘thick’ and ‘thin’ social kinds, Epstein’s argument is either invalid or irrelevant. (shrink)

According to the interpretation of Hegel, Egyptian religious buildings, and among them especially the temples, represent the beginning of the history of architecture, and so the beginning of the entire history of art.The Egyptian religious architecture has a symbolic character, because its configuration tries to represent the spiritual content without being fully adequate to it. So the Egyptian temple alludes to the divine through its entire structure, but does not have a proper internal space, dedicated to the worship of the (...) image of God.On this point, contemporary Egyptology corrected Hegel’s view, because broadly speaking the Egyptian temple had an interior where the image of the deity was safeguarded. However, Hegel’s thesis paradoxically remains suitable for a particular case of the Egyptian experience that he could not know at that time: in the monotheistic religion of Amarna, the temple of the sun-god Aton has no images and does not have a center, because the Divine is present everywhere, like the sunlight that illuminates equally all over the temple. An increasing interest for the theme of recognition and of intersubjective relationships has been registered in the last decades. In this frame a new interest for Hegel’s theory of recognition has also been developed. This new interest focuses mostly only on the figure of struggle for recognition in the Phenomenology of Spirit. Nevertheless, Hegel’s theory of recognition has a much wider structure: it is not limited to this conflictual moment, but also connects to the themes of forgiveness and of love. (...) That’s why it also offers the premise for a discussion of the theme of hospitality. The connection between recognition and hospitality has been emphasized by Paul Ricoeur in his last writings, dedicated to the theme of translation and to the different courses of recognition. The way in which securities are traded is very different from the idealized picture of a frictionless and self-equilibrating market offered by the typical finance textbook. Market Liquidity offers a more accurate and authoritative take on liquidity and price discovery. The authors start from the assumption that not everyone is present at all times simultaneously on the market, and that even the limited number of participants who are have quite diverse information about the security's fundamentals. As a result, the order (...) flow is a complex mix of information and noise, and a consensus price only emerges gradually over time as the trading process evolves and the participants interpret the actions of other traders. Thus a security's actual transaction price may deviate from its fundamental value, as it would be assessed by a fully informed set of investors. This book takes these deviations seriously, and explains why and how they emerge in the trading process and are eventually eliminated. The authors draw on a vast body of theoretical insights and empirical findings on security price formation that have accumulated in the last thirty years, and have come to form a well-defined field within financial economics known as 'market microstructure.' Focusing on liquidity and price discovery, they analyze the tension between the two, pointing out that when price-relevant information reaches the market through trading pressure rather than through a public announcement, liquidity suffers. The book also confronts many puzzling phenomena in securities markets and uses the analytical tools and empirical methods of market microstructure to understand them. These include issues such as why liquidity changes over time, why large trades move prices up or down, and why these price changes are subsequently reversed, why we see concentration of securities trading, why some traders willingly disclose their intended trades while others hide them, and why we observe temporary deviations from arbitrage prices. Background: The COVID-19 pandemic severely strained the already unprepared Italian healthcare system. This had repercussions on healthcare workers, stemming, in particular, from a lack of clear guidelines, adequate protective equipment, and professional preparedness. Such conditions were especially prevalent in Northern Italy.Objectives: This study aimed to examine COVID-19-related professional and psychoemotional stress among nurses and doctors in two hospitals in Northern Italy, along with the worst critical incidents affecting healthcare personnel. A parallel objective was to elicit healthcare professionals' opinions about what (...) changes are needed in the healthcare system's operations, as well as about the relational/emotional skills that are needed to better manage relationships with patients in emergency situations.Participants: Snowball sampling was used to recruit participants and yielded 17 hospital professionals: six nurses and 11 doctors. Three of these professionals worked in intensive care and the others in different wards. All had close contact with COVID-19 patients.Methods: The study employed a qualitative research design, using in-depth interviews of ~60 min each that were conducted via Skype video calls. The interviews were recorded and transcribed, then analysed. The qualitative analysis employed mixed methods to identify the most relevant and recursive themes from the interviews.Results: Four fundamental themes emerged from our analysis of the interview texts: disorganisation and psychoemotional stress; urgency and critical incidents; everything surreal; and disruptions in empathetic relationships with patients.Conclusions: Through our analysis of the interview narratives, we found that systematic and in-depth psychological training is needed to prepare professionals for altered relationships with patients in emergencies; use of exceptional medical equipment; elaboration of new bioethical models suitable for disasters and pandemics; and engagement with the themes of death and dying. This poem (of 122 lines)—of which the text is still in many places uncertain, in spite of a wealth of critical attention from the time when it was brought fully to light by Delisle in 1867 to the present day—is (...) a blistering invective against worshippers of the traditional gods and their practices, and against one person in particular, whose identity has been much debated. Cameron has brought forward a battery of strong arguments, many of them new, against the claims of Virius Nicomachus Flavianus, for a long time the front runner, whose name used to be given confidently in the poem's title, and, like Ellis and Cracco Ruggini, has strongly championed the claims of Vettius Agorius Praetextatus, the grandee who was consul designate for the year 385 but did not live to take up the office. We are ruled by judges whom we know, we enjoy the benefits | Of peace and war, as if the warrior Quirinus, | As if peaceful Numa were governing.With these words the poet Claudian lauds the Emperor Honorius on the occasion of his fourth consulship in 398 by comparing him to Rome's deified founder, Romulus-Quirinus, and to Numa Pompilius, its second king, who was proverbial for wisdom and piety. Claudian's panegyric stands in a long literary tradition in which the legendary (...) Roman kings were depicted as models of statesmanship. This exemplary tradition left its mark on a broad array of late antique works, including historical compendia such as the pseudo-AurelianDe uiris illustribus, which narrates the kings’ deeds as soldiers and statesmen, and the writings of antiquarians such as Macrobius and Servius, who collected information on the kings’ invention of cults and calendars. Servius’ interest in the kings implies that they featured in the teaching provided by other late antiquegrammaticias well, and thus that most literate Latin-speakers would have had some knowledge of their deeds. Advanced education in rhetoric likewise drew on Virgil and other school texts for historicalexemplaincluding Romulus and Numa, who appear in panegyrics and in brief histories, such as Eutropius’Breviary, that probably served as reference texts for the political elite. The kings thus loomed large in Roman perceptions of the founding of their empire, which began with the heroic Romulus, was strengthened by Numa's establishment of the Roman cultic system, and was secured by the later kings’ political and military successes. Bergson scholars such as Leonard Lawlor, Alexander Lefebvre, Philip Soulez, and Frederic Worms have recently argued that Bergson “places the phenomenon of war at the center of his analysis” in Two Sources of Morality and Religion. We want to contribute to this line of interpretation. We claim that Bergson’s account of the causes of, and solution to, the problem of war can be effectively understood in light of a central tenet of classical political philosophy, namely, the City of God, both (...) the concept and Augustine’s great text, de Civitate dei contra paganos. We highlight the shared view of the root of war in Augustine and Bergson, namely the lust for domination, libido dominandi. Our contribution provides a useful heuristic for understanding Bergson’s account of war, not a claim of Augustine’s influence on Bergson. (shrink)

Antonio Genovesi is known as the thinker who raised a whole generation of Southern Italian intellectuals, among them Francesco Pagano and Gaetano Filangieri. One of the most influential of his works was the notoriously difficult Diceosina, o sia della filosofia del giusto e dell’onesto , a textbook destined for use in the universities. The Diceosina was a powerful, if controversial, attempt to mediate between the history of moral philosophy on the one hand, and the specific problems encountered by eighteenth-century (...) commercial society on the other. In fact, it contained the greater part of Genovesi's political, philosophical, and economic thought; a synthetic guidebook for Neapolitan economic and social development. This essay explores the work's context, rich intellectual origins, and ultimate significance through its long and complicated reception. The cultural and political connotations of Genovesi's Diceosina become particularly evident through an engagement with the works of Ermenegildo Personè, one of the book's most arduous critics. In this article I shall examine a number of historical writings published in the 1780s. This was a decade of intense intellectual activity which saw the publication of the defining works of the later Neapolitan enlightenment, such as Gaetano Filangieri’s Scienza della legislazione from 1780 and Francesco Mario Pagano’s Saggi politici between 1783 and 1785. 2 It was also the decade in which Giuseppe Maria Galanti’s Storia filosofica e politica delle nazioni antiche e moderne [End Page 641] introduced in translation important texts of the British and French Enlightenments, and the journal Scelta miscellanea briefly became an important focal point of collaboration and intellectual exchange for reform-minded intellectuals in Naples. 3 The impetus which bound together these many projects of the 1780s was twofold: on one hand, the growing awareness of the particular problems of Neapolitan society and of the urgent need for reform, expressed through the language and concerns of the wider enlightened movement; and at the same time a revived sense of a distinct cultural and political identity. The writing of history, even of the most remote age, did not escape these concerns.The cultural renewal of the 1780s brought new histories of the Kingdom, and in these Rome played an essential role. As Naples’s most powerful neighbor in ancient times, Rome defeated the Samnites, the tribe which had inhabited the Kingdom, and brought the region under Imperial control. From the Middle Ages the universal pretensions of the Roman papacy had continually threatened the temporal authority of Neapolitan rulers, and the symbol of these pretensions had survived into the eighteenth century with the offering each year of a feudal homage, the Chinea, to Rome. It was against this threat which Pietro Giannone’s anti-clericalism in the Istoria civile del Regno di Napoli (1723) was directed. 4 The symbol of Rome, ancient and modern, served as an effective foil for Neapolitan intellectuals who believed that the development of good government in the Kingdom had been frustrated by the interference of outside powers.This interference was perceived as having broken the natural bond between the rulers of Naples and their subjects. The Spanish viceroys already had an established and especially reviled place in this history of misgovernment in Naples. 5 The arrival of Charles III in 1734 and the establishment of an autonomous monarchy in the Kingdom broke this history and brought a new optimism for the possibility of reform. As regalisti, the reformers of the end of the [End Page 642] eighteenth century continued their efforts to strengthen the jurisdictional rights of the now autonomous Bourbon monarchy against both the Papacy and the feudal nobility within the Kingdom. 6 Within these historiographical and political traditions Rome was clearly recognized as a recurring symbol of oppression and obstacle to Naples’s sovereignty, and late eighteenth-century historians looked back to a period before the arrival of the ancient Romans to find a native tradition which could inform contemporary reform and upon which a cultural identity could be constructed.Italian writers, from the Renaissance, had charted the early history of the various city-states, duchies, and kingdoms in the Italian peninsula relative to the rise and fall of ancient Rome. Despite the local patriotism which these histories expressed, Rome remained a powerful symbol and model of civilization, and it was from such a model that both politics and culture were discussed and compared in Europe. The framework and the characters of Lucian's descriptions of the afterlife, focusing in particular on the decisions of Rhadamanthys as a judge of human beings, show a kind of morality which can be analyzed both from the perspective of traditional Graeco-Roman standards and from that of the new religious contexts of the Roman Empire. Christian apologists, on the other hand, like Tatian in Oratio ad Graecos, insist on distinguishing clearly between the judgment of Rhadamanthys and that of God himself. Both views of the afterlife are influenced by Greek myth and by Plato's manipulation of it. The loss of the ancient function of myth among the pagans and the real presence of Christian issues regarding the afterlife may have caused a writer like Lucian to reflect on the real sense of the afterlife. By reconstructing the eighteenth-century movement of the Italian Enlightenment, I show that Italy’s political fragmentation notwithstanding, there was a constant circulation of ideas, whether on philosophical, ethical, political, religious, social, economic or scientific questions—among different groups in various states. This exchange was made possible by the shared language of its leading illuministi— Cesare Beccaria, Ludovico Antonio Muratori, Francesco Maria Zanotti, Antonio Genovesi, Mario Pagano, Pietro Verri, Marco Antonio Vogli, and Giammaria Ortes—and resulted in four common traits. First, the absence (...) of a radical trend, such as the French materialist-atheist trend and British Deism, or religious reformation. Second, the rejection of inhumane laws and institutions, capital punishment, torture, war and slavery. Third, the idea of public happiness as the goal of good government and legislation. And fourth, the conception of the economy as a constellation where social capital, consisting of education, morality, and civility, plays a decisive role. I conclude that the Italian Enlightenment, not unlike the Scottish Enlightenment, was both cosmopolitan and local, which allowed its leading writers to develop a keen awareness of the complexity of society alongside a degree of prudence regarding the possibility and desirability of its modernization. Boston College April 2002 Iwill arrange my comments under four headings: (1) what we had hoped to accomplish; (2) what we actually did accomplish; (3) what we may have learned from this; (4) what this might now enable us to do in thefuture. This epilogueisbeingwritten in April, 2002,twenty-twomonths after the conference. To draw what good we can from this delay, writing at this distance (...) allows me to summarize and draw conclusions with, perhaps, a bit more balance. On the other hand, my listening again to the audio record in the course ofpreparing this publication has enabled me to relive something of the original experience. (1)As I indicated in the introduction, we had unrealistically hoped that, by the time ofthe conference, the five presenters, and perhaps also the twoprincipals inthe "Girard-Lonergan Conversation," wouldhavealready exchanged with each other not just first drafts, but even second drafts of their papers, and that the conference itself would then be invited to join a conversation that was already well under way. As it turned out, I couldn't muster the organizational skills and resources needed to achieve this. But reflecting after the fact, I can see that so carefully detailed a preparation might have been counterproductive. Carrying out our original plan might have been at the cost ofimposing more ofa Western analytic pattern on our discussion ofother traditions, and of!thus smothering from the outset some of the insight that did occur. We had also hoped that the opening "Girard-Lonergan Conversation" would provide an analytic resource for the rest of the meeting. But that did not happen to any great extent. (2)The proximate preparation for this conference began with a draft version ofmy paper being sent to the other major presenters. I opened with 194Robert J. Daly, SJ. a series of brief sketches of salient points in the often unhappy but also occasionally felicitous history ofChristianity on this theme ofviolence and institution. Then, after emphasizing the importance of distinguishing between the normative and the descriptive, I tried to make some sense, both rational and theological, of all this data, especially by reflecting on the influences and consequences ofthe belief in hell, on the one hand, and the hope of universal salvation, on the other. The next major religious theme was Judaism. Reuven Kimelman provided a detailed—and, for some, overwhelming—glimpse of the way the talmudic traditions deal with the theme of war and its restrictions. This highly text-oriented and interpretation-of-texts driven presentation seemed to many, at first, to be irrelevant to mimetic theory and to the need to be confronting actual violence. But, in the course of Sandor Goodhart's response, and in the course ofthe at times spirited discussion that followed, we began to understand that how one interprets texts and traditions, and how these are played off against each other, is indeed fundamental to the way Jews typically try to deal with the practical challenges of violence. Qamar-ul Huda's presentation on IsIamfocused stronglyonthe way the spiritual teachings of Islam—i.e., islam as a religion rather than Islam as a political or national institution—foster peace. The initial reaction was somewhat similarto the reaction to Kimelman's paper: disappointment that Huda was not talking more directly about contemporary Muslim extremist violence. But here, too, the discussion enabled us to catch a glimpse both of the inner spiritual resources of Islam, and of the limitations ofthe range of concerns that Westerners typically bring to the table. Francis Clooney, in his presentation ofHinduism, strongly emphasized the great variety in Hinduism, stressing that one cannot speak ofHinduism as such. Much of this variety comes from the several millennia of Hindu history, and from the complex relationships to Buddhism and Jainism which, themselves, are important parts of Hindu history, and also from the fact that only recently have Hindus, after centuries of Moslem or Colonial domination, once again returned to positions of political and military power. Finally, Christopher Ives's presentation on Buddhism, in a way similar to my presentation on Christianity, but more extensively or more consequently, pointed out the various ways in which Buddhism has been politically and... "In The Givenness of Desire, Randall S. Rosenberg examines the human desire for God through the lens of Lonergan's "concrete subjectivity." Rosenberg engages and integrates two major scholarly developments: the tension between Neo-Thomists and scholars of Henri de Lubac over our natural desire to see God and the theological appropriation of the mimetic theory of René Girard, with an emphasis on the saints as models of desire. With Lonergan as an integrating thread, the author engages a variety of thinkers, including (...) Hans Urs von Balthasar, Jean-Luc Marion, René Girard, James Alison, Lawrence Feingold, John Milbank, among others. The theme of concrete subjectivity helps to resist the tendency of equating too easily the natural desire for being with the natural desire for God without at the same time acknowledging the widespread distortion of desire found in the consumer culture that infects contemporary life. Digital technologies can be an asset to serving communities and societies through data analytics and management to achieve greater good. However, care must be exercised in that societies without digital access do not get overlooked or, worse, face abuses of privacy disclosure or exploitation. Regulations exist to prevent this happening, but ethical considerations are important in deciding in what is allowable and what is not. The further risk of artificial intelligence where computers start to make autonomous decisions and the vulnerabilities (...) we are exposed to is considered. Steps are proposed to develop an ethics-based digital strategy and how to mitigate cyber risk. (shrink)

Compilation of articles and lectures; chiefly on Hindu philosophy and Hindu rituals.

We develop an account of societal democratization that synthesizes cultural sociology and deliberative democracy. Cultural sociologists emphasize the symbolic inclusion of marginalized groups into the civil sphere. Deliberative democrats stress growth in the deliberative capacity of society. We argue that democratization entails the co-evolution of culture and reason. The basis of co-evolution is the performative construction of an inclusive demos, which requires a deliberative background but is also a source of the moral emotions that motivate deliberation. Since moral emotions can (...) also sweep people up and make them do reckless things, they must in turn be redeemable in inclusive deliberation. This synthesis sharpens a normative position for the evaluation of episodes of inclusion, extends current accounts of the place of emotion in cultural sociology and deliberative democracy, and provides a frame for comparative analyses of democratization. We illustrate with an examination of the exclusion and inclusion of Indigenous Australians. (shrink)

On the impact of Advaita Vedanta on the other schools of classical Indian philosophy.

The present study aims to determine the key antecedents that affect consumers' electric vehicle (EV) purchasing behavior. In this context, the study expanded the existing framework of TPB (attitude, subjective norms, perceived behavioral control) by incorporating four new variables (product attributes, cognitive status, monetary incentive policies, and nonmonetary incentive policies). At this point, the study is of great importance in terms of understanding consumers' perspectives on EV purchasing behavior and to help policymakers, businesses, and marketers support sustainable production and consumption (...) by creating effective strategies. In addition, this study conducted in Türkiye, which shares similar consumption behaviors with Middle Eastern, Asian, and European societies, provides valuable insights for a rapid transition to the adoption of EVs. In the study, data were collected from 390 respondents with the survey method and the collected data were analyzed using Smart PLS 4.0 and SPSS 26 statistical software. The findings showed that only attitude together with cognitive status, product attributes, and monetary incentives policy contribute to EV purchasing behavior. In light of these findings, it can be argued that there is a need to increase efforts to develop more positive consumer attitudes toward EVs, to enhance their cognitive status, and to promote product attributes to encourage the widespread adoption of EVs. At the same time, monetary incentives policies are an important element in the adoption of EVs and therefore policymakers need to make great efforts. (shrink)

This chapter aims to contribute to the endeavour of investigating nonhuman animals as experiencing subjects in their own right with their own species-specific histories. Our focus is on the examination of pain experience in animals. We argue that there is need for more research in which pain experience in animals is accounted for in species-specific terms. Making use of empirical studies in the fields of neurobiology, evolutionary-developmental biology, comparative psychology, and cognitive ethology, we try to offer a phenomenological analysis of (...) indications and expressions of pain experience in animals. We attempt to show how different animals are capable of indicating and expressing specific and unique experiences of pain in terms of their particular species, evolution, and places of living in human and natural contexts. The case of clinical trials for convalescent plasma during COVID-19 illustrates important lessons for realizing public sector approaches to biomedical research and development. These lessons, centering on mission, transparency, and spillover effects, can be translated to wider efforts to develop a “public option” for clinical trials.
