This essay argues that the “republicanism versus liberalism” debate that came to prominence in the 1980s was largely an artificial construction made possible by the recent genealogies of its constituent terms. The first section suggests that the idea of “early modern liberalism” took shape from the 1930s, and identifies three broad schools of thought: Marxist, democratic and classical. Despite their differences, they pioneered a stereotype of “liberalism” that was well established – especially in the United States – by the (...) 1950s. The second section examines the so-called “republican tradition,” arguing it did not acquire that identity until the early 1970s, and that earlier work excavating the “commonwealth tradition” did not intend it as an alternative to liberalism. That only came into focus as a result of Wood’s work. The third section looks at elements of the debate in the 1970s, stressing the attempt to displace Locke and exploring the contribution of Pocock. He increasingly argued for the complex and interwoven nature of both “republicanism” and “liberalism,” partly as a response to revisionist work on the natural law origins of liberalism. Socialist republicans advocate public ownership and control of the means of production in order to achieve the republican goal of a society without endemic domination. While civic republicanism is often attacked for its conservatism, the relatively neglected radical history of the tradition shows how a republican form of socialism provides powerful conceptual resources to critique capitalism for leaving workers and citizens dominated. This analysis supports a programme of public ownership and economic democracy intended to reduce domination in the (...) workplace and wider society. I defend this socialist republicanism from both the Marxist objection that it overlooks the impersonal nature of domination under capitalism and the left-liberal objections that property-owning democracy or worker codetermination are sufficient to suppress dominating relationships. The resulting position identifies the need for more ambitious institutional grounds for republican liberty than is often supposed, while offering us a distinctive emancipatory justification for socialism. The ‘modern’ natural law philosophers of the seventeenth century believed that conflict was an unavoidable concomitant of human intercourse, rooted in our nature. They understood the normative laws of nature as serving the purpose of setting the limits within which conflict is compatible with lasting social cooperation, thus showing, in effect, how warfare can be turned into competition. The natural lawyers were interested primarily in legal and political problems, not in ethics. But in order to provide reasoned approaches to immediate (...) practical issues, they had to move to a level of abstract theorizing at which philosophical claims about morality were unavoidable. Natural law theory with its understanding of the central underlying problem of human sociability dominated seventeenth-century practical philosophy, and the solutions its various proponents offered generated many of the central concerns of what we know as moral philosophy. Renaissance thought, long believed to have ushered in the Western classical republican tradition, demonstrates a curious ambivalence towards powerful Eastern system, objects of fascination as much as fear. We do not yet find sedimented the divide between Western Democracy and oriental despotism, in which post-Reformation thought as been set in stone. In his most recent book, Philip Pettit presents and defends a “republican” political philosophy that stems from a tradition that includes Cicero, Machiavelli, James Harrington, Locke, Montesquieu, Rousseau, and Madison. The book provides an interpretation of what is distinctive about republicanism—namely, Pettit claims, its notion of freedom as nondomination. He sketches the history of this notion, and he argues that it entails a unique justification of certain political arrangements and the virtues of citizenship that would make those arrangements (...) possible. Of historical and philosophical interest, he stresses, is the fundamental contrast between freedom as nondomination and slavery. Joseph Priestly, for instance, invoked this contrast in defending the cause of the American Revolution, and in 1769 declared, incredibly, that if the parliament of Great Britain continued to tax the American colonies, “the colonists will be reduced to a state of as complete servitude, as any people of which there is an account in history”. Those opposed to American independence, among them Jeremy Bentham, relied instead on a Hobbesian notion of freedom as noninterference, using it to argue that the colonists were no more interfered with by the British government than were citizens of Britain. Drawing out this contrast, Pettit aims to establish that a republican view of freedom better supports the institutions of a constitutional democracy than does liberalism. His account of the distinguishing characteristics and strengths of republicanism is, however, only partially successful. Neither his case that a republican notion of freedom provides for a more solid defense of democratic institutions and constitutional protections than is available within liberalism, nor his argument that republicanism can better address “private” injustices, is convincing. Over the last two decades republican thought has attracted a growing interest from political, moral and legal scholars. These contemporary theoretical syntheses of ‘neo-republican’ thought have been closely related to intellectual history and the idea of recovering an overshadowed tradition of political thought. In this vein, a classical set of historical moments and places and specific political practices within those contexts appear to be the main source of what republicanism meant – and what it could mean today.

This essay revisits the long-standing debate concerning the sources for the underlying political beliefs and commitments held by the “founding generation,” those colonists who came to the conclusion that separation from the mother country was necessary and inevitable. It uses a mixed mode of enquiry and analysis, blending standard close reading of texts with computer-aided inspection of the archive at scale. It seeks to clarify the extent to which a set of political assumptions and theories widely assumed to be gathered (...) under the rubric of “republicanism” could have shaped the thinking of this founding generation. Given that the term “republicanism” was very infrequent until the last decade or so of the eighteenth century, the essay proposes ways of interrogating the historical formation of concepts for which no label can be easily discerned. Following the consideration of some candidate terms or phrases that might, at the time of the American Revolution, have effectively been hosts for the political idea of “republicanism,” the essay arrives at the conclusion that the founding generation reimagined the role that “republicanism” had played in their thinking at the time. As rapid economic development brings increasing uncertainty in East Asia, interest in a new version of republicanism, termed iscalled neo-Roman republicanism, is growing across the region. Conceptualized as liberty as non-domination, this new form of republicanism has inspired not only Western but also East Asian political theorists. However, neo-Roman republican ideas in Northeast Asian countries continue to face serious conceptual and political challenges, which scholarly literature on both republicanism and on East Asian politics has largely failed (...) to confront. This book addresses these challenges by surveying the latest theoretical contributions to the studies of republicanism in Western countries and the latest interpretations of how republicanism, including both communitarian republicanism and neo-Roman republicanism, has been appropriated in countries in East Asia. In particular, it deals with the key question of whether liberty as non-domination can work in non-Western contexts where the fundamental tenets of liberal democracy, such as moral individualism and value pluralism, do not predominate. Across three sections, the chapters first provide a conceptual overview of republicanism as a global political theory, they then consider how republicanism has historically been received, resisted, and translated into East Asia., and Ffinally, they examine how historically informed possibilities fit with the emergent needs of contemporary Northeast Asian societies. In 1842, the Parisian editor Louis-Antoine Pagnerre published the Dictionnaire politique. This large volume was the manifesto of the French Republicans in opposition to the conservative governments of King Louis-Philippe under the July Monarchy. One of the most original aspects of the Dictionnaire resides in the attempt to link the doctrine of republicanism to political economy. It is the purpose of this paper to analyse the republican political economy presented in Pagnerre's dictionary. First, we detail the historical context in (...) which it appeared, stressing on Pagnerre's biography and on the composition of the group of young republicans who wrote the main economic entries of the book. Second, we focus on the economic ideas about the political regulation of industrial phenomena and the solutions these Republicans imagined to solve the social question. Third, we conclude by attempting to summarize the main characteristics of this republican political economy and to appreciate its originality. (shrink)

ABSTRACTThe aim of the article is to analyse the most intellectually challenging conceptions of Polish political thought at the time of the Four Year Seym, specifically those of Stanisław Staszic and Hugo Kołłątaj, when viewed from the perspective of the dilemmas of the republicanism of the period. At its heart, it places the issue so provocatively put forward by Rousseau’s Considérations sur le gouvernement de Pologne, that of reforming a previously noble republic against the monarchical tendencies that prevailed in (...) Europe. The analysis shows that, indeed, in both reformers’ advocacy for the hereditary throne, having no other justification but geopolitical reasons, and especially in some Kołłątaj’s later proposals, one can find evidence of their doctrinal compromises. On the other hand, their argumentations revealed an extraordinarily modern approach that could pave the way for new promising prospects of Polish republicanism. Its value lay mainly in the fact that they combined the ideals of more passionate civic patriotism with those of an economically free and active society. At any rate, all their endeavours can confirm, especially when juxtaposed with those of their political adversaries, that that tradition was approaching perhaps one of its most challenging turning points. Certain English writers of the seventeenth and early eighteenth centuries, whom scholars often associate with classical republicanism, were not, in fact, hostile to liberalism. Indeed, these thinkers contributed to a synthesis of liberalism and modern republicanism. As this book argues, Marchamont Nedham, James Harrington, Henry Neville, Algernon Sidney, and John Trenchard and Thomas Gordon, the co-authors of a series of editorials entitled Cato's Letters, provide a synthesis that responds to the demands of both republicans and liberals by offering (...) a politically engaged citizenry as well as the protection of individual rights. In the current debate on republicanism the relationship between republicanism and democracy is an aspect whose historical dimension has thus far hardly been investigated. It offers instead also the chance to clear up ambiguities on the opposition between republicanism and liberalism. In this sense, recent research on the radical Enlightenment, on the link between economics and politics, by a new reading of physiocracy as political discourse, and on the foundations of political representation represent some of the most (...) important advances made by historical research over the last few years. This essay wishes to trace these results back to a long line of research on a modern republicanism that had already been investigated many decades ago by a historian of the Enlightenment interested in republican tradition, Franco Venturi, the author of Settecento riformatore and of Utopia and Reform in the Enlightenment, to which John Pocock dedicated the first volume of his recent Barbarism and Religion. By means of a successful integration of three recent essays by John Israel on the uniqueness of Dutch republican discourse, by Richard Whatmore on the economic roots of French republicanism and by Nadia Urbinati on the foundations of representative democracy in Condorcet, it is possible to isolate the characteristics of a democratic republicanism. Among the various threads that have been followed up, the theme of equality has surfaced in various ways in the search for the characteristics of modern republicanism. These highlight the idea of the emergence in the early modern age of an European political culture and of a democratic and egalitarian republicanism that was encouraged by the contribution from various national situations within which it forged its identity, against the model of an Atlantic republicanism. Equally alarming, the agents [End Page 600] of this protracted Savonarolan moment seemed to have preempted Machiavelli’s own anticlerical, antipapal, antioligarchic, and antiMedicean positions, as well as a theory of governo largo. If we foreground Machiavelli’s desire to defend his own version of republicanism by undermining the Savonarolan alternative and if we recall that he treats Christianity positively in other contexts, it becomes possible to read those passages where he criticizes Christianity as practiced in Italy as texts with an antiSavonarolan subtext. Read this way, they are not incompatible with his acceptance of Christianity as true or as politically constructive elsewhere. The contest between “Lockeian liberalism” and “classical republicanism” as explanatory frameworks for the intellectual history of the American Revolution, and therefore of the present-day United States, has been one of the longest running and most distinguished in recent U.S. historiography. It also has major implications for the history of political thought in the North Atlantic Anglophone world more widely. Yet this debate was merely suspended when it was held to have ended in an ill-defined compromise. Although some (...) U.S. historians expressed doubts and qualifications, attention in U.S. historiography moved on to other themes while leaving the initial problem unsolved. This article reopens the question; it suggests that a historicization of both these two categories is now both possible and necessary, and that their supersession will advance understanding of the Revolution. It seeks to help solve this problem by the same means that the debate began: that is, by re-establishing a link between U.S. and U.K. historiographies. (shrink)

The thesis that republicanism was only suited for small states was given its decisive eighteenth-century formulation by Montesquieu, who emphasized not only republics' need for homogeneity and virtue but also the difficulty of constraining military and executive power in large republics. Hume and Publius famously replaced small republics' virtue and homogeneity with large republics' plurality of contending factions. Even those who shared this turn to modern liberty, commerce and the accompanying heterogeneity of interests, however, did not all agree with (...) or know about Publius' institutional responses to the problems of executive and military power. Throughout the late eighteenth and early nineteenth centuries, and on both sides of the Atlantic, it remained a live question whether large states could be stable moderate republics, with responses ranging from embraces of Montesquieuian limited monarchy, to denials that there was any real large-republic problem at all, with a variety of institutional solutions in between for those who thought there was a real but soluble large-republic problem. This article considers the connection between Milton's republicanism and his use of natural rights language. Based on Milton's understanding of man's dignity, it claims that natural rights and civic virtue are articulated consistently. Inextricably linked to his being created free, the dignity of man is central both in the description of the birth of political society and in the defence of the inalienable right to liberty against tyrannical government. Thus, while not an end in itself, civic virtue nevertheless has (...) an irreducible moral value, for being a virtuous citizen means first of all exercising one's own freedom in a way that complies with the natural dignity of man. Though the history of republicanism has been a popular topic of research since the mid-twentieth century, there are still various issues and areas that have remained neglected—not least the exchange of republican ideas from one cultural context to another, particularly across national boundaries. The purpose of this special issue is to offer some exploration of this neglected area, and this essay serves as an introduction to it. The essay offers an overview of the literature on republicanism that (...) has been produced since the mid-twentieth century, it demonstrates the different ways in which republican exchange can be conceived and considers how the essays that follow contribute to our understanding of this issue, and finally it proposes a new way of thinking about republicanism. The modern republican history of Turkey and its relation with the question of ethnic diversity could be understood via the tension between the processes of system integration and social integration. This article, based on Jürgen Habermas’ conceptual framework, draws the sources of such tension with reference to the Kurdish identity in Turkey since the early republican era. For this purpose, from the 1920s to the 2000s, policies and discourses of system integration aiming at a certain degree of ethnic homogenization (...) to eliminate ‘possible threats’ to territorial integrity and national unity are discussed in detail. While system integration processes reflect an exclusionary and assimilative-securitist logic of state practices regarding the Kurdish question, this article argues that the Kurdish challenge to republicanism and to its system integration logic promises more for the dynamics of social integration. Especially since the 1990s, while processes of system integration are still in force; national, regional and diasporic achievements of Kurdish politics and its call for a democratic transformation of the republic based on decentralist, participatory and multiculturalist values have become much more visible. This new focus on democratic transformation demands more for social integration through internalization of roles as well as through promotion of an active communication between citizens by raising the claims of active participation to social and political spheres as well as by making identity visible in different aspects of socio-cultural life. Degree of social integration and its success vis-à-vis system integration will be decisive in the democratic transformation of Turkey in the future. (shrink)

This article argues that what was understood as democracy in the eighteenth century differs fundamentally from modern democracy. While modern democratic states take locally born or naturalized personhood as the criterion of citizenship, eighteenth-century advocates of democracy demanded proof of political competence to allow participation in politics. While the requirement of competence to engage in any activity is not unreasonable, if defined, as it was by most Enlightenment thinkers, as a combination of independence, cultural standing and wealth, it is clearly (...) elitist. Enlightenment criticisms of birth and status as criteria of political standing should not be mistaken for demands for broadly inclusive, modern conceptions of equality and democracy. Rather, most Enlightenment thinkers and publicists, fully aware of the implications of widespread and debilitating poverty, expressed reservations about granting the ‘people’ an effective role in politics. Far from being ‘radical’, Enlightenment political theory called for the replacement of an elitism based on status and privilege with an elitism of ability and wealth. (shrink)

The unquestionable achievement of J. G. A. Pocock's The Machiavellian Moment was to describe the retention of pre-modern values in a modern society. Pocock was notoriously accused of decentring Locke and side-lining the Liberal Tradition. A more pertinent critique had it that he failed to articulate how civic humanism in the context of increasingly commercial societies produced more than Jeremiahs or Cassandras. This article explains how Pocock responded to his various critics by inventing the term “commercial humanism” in an effort (...) to clarify the way in which classical virtue was modified in modern commercial contexts, especially by natural jurists and republicans. Commercial humanism proved controversial but stimulated one of the most original scholars working in the history of political thought, István Hont, to undertake a prolonged engagement with Pocock's revisionist ideas, which ultimately allowed him to answer Pocock's critics better than Pocock, whose voice remained too in tune with those whose view of modern political thought he had rejected. For Hont, Pocock's labours in the history of political thought remained less relevant to present politics than they might become, once the depth of eighteenth-century analyses of the relationship between wealth and virtue was recovered. This article discusses the introduction of the Western concept of democracy to China from the late nineteenth century to the first two decades of the twentieth century and the formation of the Chinese concept of democracy. It suggests that the modern Chinese concept of democracy underwent two formational phases. At the beginning, the traditional elite tended to interpret Western democracy in terms of republicanism. During the New Culture Movement, the new generation of intellectuals began a selective reconstruction of the (...) notion of democracy, which resulted in the modern Chinese view of democracy characterized by popular participation and elections. With funding from several research grants, we have created a database of texts related to modern Chinese political thought. By carrying out a frequency count and meaning analysis of the terms gonghe and minzhu, this article examines the roots of the replacement of the concept of republicanism by democracy from the perspective of intellectual history.
