In this contribution, Andrew Arato and Jean Cohen’s Populism and Civil Society is confronted with current gender studies research on populism. This research mainly focuses on right-wing populism and highlights strong links between right-wing populists and the religious right, which are to a large degree organized by “anti-gender,” a stance both against social constructivist notions of gender and against basic gender rights, especially in the fields of reproduction and of LGBTIQ concerns. Against the backdrop of this literature, I (...) argue that in Populism and Civil Society, right-wing populist anti-gender politics are not addressed in a way that takes account of their full complexity; and that these politics furthermore suggest to treat right-wing populism and left-wing populism as phenomena that do not only differ in content, but also in form. There are the problems of religious outcomes of law, genetic connection of religious and legal conscience, functional interaction of religious and lawful relations, the peculiarities and dependence of the religious and legal creation of regulatory act in the context of the civil society formation in Ukraine are disputed.

Many sociologists have drawn attention to the puzzling absence of a detailed discussion of religion in Elias’s investigation of the European civilizing process. Elias did not develop a sociology of religion, but he did not overlook the importance of beliefs in the ‘spirit world’ in the history of human societies. In his writings such convictions were described as fantasy images that could be contrasted with ‘reality-congruent’ knowledge claims. Elias placed fantasy–reality balances, whether religious or secular, at the centre (...) of the analysis of how societies have dealt with collective fears that arise in response to largely uncontrolled conditions. He located religious orientations within a broader framework of analysis regarding fantasy–reality balances in the first human groups and in current state-organized societies. Elias stressed how balances changed in ‘civilized’ societies with the rise of the natural sciences. But his writings emphasized the continuing influence of fantasy images in technologically sophisticated societies, particularly in the context of national and international power struggles. His analysis of how fantasy images acquired considerable influence under conditions of fear is important for studies of social responses to global challenges including climate change. Connections with Weber’s sociology of religion point the way to theoretically informed empirical research on balances between fantasy and reality-congruence in a tumultuous and unpredictable era. This essay explores social forces which contributed to regaining independence by the Polish people and sovereignty by the Polish state after 45 years of Soviet domination There were four major factors or forces of historical change: workers' resistance (big-industry working class); intellectual opposition (dissidents); grass-roots movement (families, households and their microeconmuc activity); and the Catholic Church (in the late phase of the Polish People's Republic). The preliminary thesis is that Poland succeeded in transcending communism and Soviet domination as quickly as (...) it did thanks to its civil society traditions. In particular, universities and their intellectual influence on the young generations of Poles helped nurture the political opposition Equally, the grass-roots movement of Polish family households undermined the unrealistic, strange system of national (planned) economy, which otherwise could have lasted much longer in Poland, as it did in all of Eastem Europe. The conclusion follows that the historically formed cultural capital of the Polish people was the decisive factor in the nation's liberation from totalitarian rule. (shrink)

Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization process in (...) these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. An investigation of these three countries, set off against more general reflections, sheds light on the possibilities or limitations of modernization n a non-European context. (shrink)

At a time when secular liberalism is in crisis and when the civic contribution of religion is being re-assessed, the rich tradition of Christian political theology demands renewed attention. This book, based on the 2001 Bampton Lectures, explores the relationship of the church both to the state and civil institutions. Arguing that theological approaches to the state were often situated within the context of Christendom and are therefore outmoded, the author claims that a more differentiated approach can be (...) developed by attention to the concept of civil society. The book offers a critical assessment of the effect of the First Amendment in the USA and, in a concluding chapter, it defends the case for continuing disestablishment in England and Scotland. Although contemporary Confucianists tend to view Western liberalism as pitting the individual against society, recent liberal scholarship has vigorously claimed that liberal polity is indeed grounded in the self-transformation that produces “liberal virtues.” To meet this challenge, this essay presents a sophisticated Confucian critique of liberalism by arguing that there is an appreciable contrast between liberal and Confucian self-transformation and between liberal and Confucian virtues. By contrasting Locke and Confucius, key representatives of each tradition, this essay shows that both (...) liberalism and Confucianism aim to reconstruct a society freed from antisocial passions entailing a vicious politics of resentment, and yet come to differing ethical and political resolutions. My key claim is that what makes Confucian self-cultivation so distinctive is the incorporation of ritual propriety ( li ) within it, whereas liberal self-transformation that relies heavily on a method of self-control comes back to the problem that it originally set out to overcome. The purpose of this article, more particularly, is to explore the place of Islam in the modern world-a world which contemporary writers increasingly try to understand by invoking the notions of democracy and civil society.For many, then, Islam stands in a relationship of tension with - if not complete antagonism to - democracy and modernity. It is a religion, and a philosophy, which is a throwback to the middle ages, and an obstacle to human progress.The concern of (...) this essay is to argue that Islam is not the threat it is taken to be. But to understand why, it is necessary to acquire a surer grasp of the nature of democracy, of the relationship between democracy and civil society, and of the place of religion in the modern world. Only an understanding of these matters will allow us to appreciate the moral worth of Islam, and to see why it might be a source of strength rather than a danger.None of this is to suggest, however, that there are no problems associated with the working of Islam or, indeed, any religion in the modern world. A related task of this paper, therefore, is to reflect on these difficulties, and to try to understand to what extent they stem from the nature of faith, or of religion, or certain religious faiths; and to what extent they have their roots in the nature of modern society, and liberal democratic society in particular.L’objet de cet article, plus particulièrement, est d’explorer la place de l’Islam dans le monde moderne – un monde que les auteurs contemporains essaient de comprendre en invoquant de plus en plus les notions de démocratie et de société civile.Pour beaucoup, dans ce cas, l’Islam reste dans une relation tendue – quand elle n’est pas totalement antagonique – avec la démocratie et la modernité. Il apparaît comme une religion, et une philosophie, qui remonte au Moyen-Age, et un obstacle au progrès humain.Cet essai explique que l’Islam n’est pas la menace que l’on considère qu’il est. Mais pour comprendre pourquoi, il est nécessaire d’acquérir une compréhension plus certaine de la nature de la démocratie, de la relation entre démocratie et société civile, et de la place de la religion dans le monde moderne. For decades, the United States has supported the development of civil society in various places around the world. Promoted as integral to democracy, civil society projects have come to include religion and religious freedom as significant components. U.S. experts point to tolerance of all faiths and the presence of voluntary religious association as essential checks to state power and necessary to a free society. Because of its unique relationship with Cuba, the United States support (...) of civil society there has addressed religion in a way unlike that in other countries. In view of a rapid succession of events in the contemporary world, on both the political and the scientific levels, it is indeed essential to say more about the subject of democracy in the civil society. If by democracy we mean not only a form of govern- ment but also a system of living, then indeed a unanimous judgment and also a general conception cannot be expected, but nevertheless the concept need not to be debased to the stage (...) of complete meaninglessness. The present work approaches a series of wide exploratory investigations in the Romanian rural area, most recently in Livezile-Rimetea micro-region (Apuseni Mountains). Within the civil society and public participation debate context, the study focuses on the variable of religious affiliation (orthodox, non-orthodox), which differentiates the real potential public participation at the population level in the studied area. The immediate conclusion to be drawn is that in the differences in religious affiliation induce variations in expressing the civic activism and (...) in the real or the potential public participation. At the end of our study, the paradox of public participation as diminishing factor of the civil society role is taken into account and this concerns new reflections and investigations on the subject. In Morocco’s process of liberalization (and democratization), the dynamics between social actors defining themselves as “secular” and those labeled “Islamist” are critical. This paper probes the possibility of these actors transcending their frequent opposition and building mutual trust and “civil” interaction, thereby strengthening civil society and the possibility of continued reform in Morocco. Using Morocco’s recent Equity and Reconciliation Commission as an analytical tool, the paper focuses on the human rights arena as a potentially fruitful place for (...) Islamists and secularists to meet. To what extent is a shared commitment to human rights norms possible for non-violent Islamists and secularists? And can a flexible idea of human rights be an effective tool to create trust despite mutual perceptions of threatening ideal aims in the “other”? (shrink)

This paper focuses on the revision of the classical thesis concerning secularism the progressive domination of the discussion around the issue of the civil society. These two poles facilitated the development of a series of historiographic approaches that particularly touched on the areas of Eastern and Southeastern Europeís history. Here we are concerned with three central cases of historiographic discourseís production, as indicators of the dominant ìparadigmîís change: the first concerns the role of the Russian church in the (...) pre-Revolutionary period; the second, the issue of secularization and its relations with Islam in the Ottoman Empire; and finally the third, the problem of internal fragmentation of the Orthodox millet with the establishment of Greek autocephalus Church in 1833 and (self-sufficiency) and later the Bulgarian Exarchate. These new approaches were intended to solve various long-standing problems and for the most part resulted in solutions within existing opposites of historiographic schools of thought. (shrink)

Review of: Pluralism and Peace: The Religions in Global Civil Society, by John D'Arcy May, Bayswater, VIC: Coventry Press: 2019, pp. 224, paperback, $34.95.

In recent years scholars have begun to question the usefulness of the category of ''religion'' to describe a distinctive form of human experience and behavior. In his last book, The Ideology of Religious Studies (OUP 2000), Timothy Fitzgerald argued that ''religion'' was not a private area of human existence that could be separated from the public realm and that the study of religion as such was thus impossibility. In this new book he examines a wide range of (...) English-language texts to show how religion became transformed from a very specific category indigenous to Christian culture into a universalist claim about human nature and society. These claims, he shows, are implied by and frequently explicit in theories and methods of comparative religion. But they are also tacitly reproduced throughout the humanities in the relatively indiscriminate use of ''religion'' as an a priori valid cross-cultural analytical concept, for example in historiography, sociology, and social anthropology. Fitzgerald seeks to link the argument about religion to the parallel formation of the ''non-religious'' and such dichotomies as church-state, sacred-profane, ecclesiastical-civil, spiritual-temporal, supernatural-natural, and irrational-rational. Part of his argument is that the category ''religion'' has a different logic compared to the category ''sacred,'' but the two have been consistently confused by major writers, including Durkheim and Eliade. Fitzgerald contends that ''religion'' imagined as a private belief in the supernatural was a necessary conceptual space for the simultaneous imagining of ''secular'' practices and institutions such as politics, economics, and the Nation State. The invention of ''religion'' as a universal type of experience, practice, and institution was partly the result of sacralizing new concepts of exchange, ownership, and labor practices, applying ''scientific'' rationality to human behavior, administering the colonies and classifying native institutions. In contrast, shows Fitzgerald, the sacred-profane dichotomy has a different logic of use. (shrink)

Currently, religion and globalization seem to be working towards opposite ends. As Mark Juergensmeyer has noted, while religiously invoked terrorism fragments society, the Internet, cell phones and the media industry foster the formation of an increasingly global social fabric. But religion is not a single faceted phenomenon. As much as there are prophets of violence such as Osama bin Laden, there are prophets of peace and reconciliation such as Bishop Desmond Tutu. How a civil society (...) might be configured in relation to the inherent ambiguity surrounding religious traditions remains difficult to discern. How might Christian traditions make a positive contribution to this context? To answer this question I will articulate a dialogue between Jürgen Habermas's theory of civil society and the political theology of Karl Barth. (shrink)

Wilhelm Roepke may have been the soundest economist of the twentieth century. He understood the limitations as well as the strengths of his discipline. Economists are often tempted to take the easy way out, by denying reality to aspects of human existence and reducing them to arbitrary and subjective tastes and preferences. Roepke never does this, and this is his strength. He realizes that all of these are legitimate aspects of human experience which must be satisfied in a balanced and (...) harmonious social existence. Nature, sex, religion, beauty, and politics are all meaningful as parts of the whole. Problems occur only when each segment attempts to become the whole. The original title of this book, Civitas Humana, contains a double meaning. It promises a treatment of questions fundamental not only to human society but also to humane society. The volume combines distinct aspects of life. Half of the book is devoted to questions of economic and social life. The other half examines spiritual and national life. Chapters include "Moral Foundations," "The Place of Science in the City of Man," "Counterweights to the State," "Congestion and Proletarianisation of Society," and "Economic System and International New Order." Although Roepke recognized the validity of the nation in the modern world, he was constantly trying to find the smaller agencies within society in which real allegiances and loyalties were to be developed. His ideas continue to be of significance. As described by William F. Campbell in the new introduction, The Moral Foundations of Civil Society is a necessary addition to the libraries of economists, sociologists, theologians, and philosophers. (shrink)

The main aim of this article is to discuss both the concept of secularism among the Ottoman intellectuals and the principle of secularism during the period of the Turkish Republic based on ideas rather than practice. We can analyze “secularism in Turkey” in two separate periods of time: First, “The Ottoman Empire and Secularism” which discusses the ideas of secularism before the foundation of the Turkish Republic, and second “A Brief Analysis of the Turkish Republic and the Principle of Secularism” (...) in which the idea of secularism related to the ideology of the state in the course of the Turkish Republic are shortly examined. In this article, we generally state the consistent development of secularism practiced in Turkey. (shrink)

Constructions of the animal and animality are often pivotal to religious discourses. Such constructions create the possibility of identifying and valuing what is "human" as opposed to the "animal" and also of distinguishing human beliefs and behaviors that can be characterized as being animal from those that are "truly human." Some discourses also employ the concept of savagery as a bridge between the human and the animal, where the form of humanity but not its ideal beliefs and practices can be (...) displayed. This paper explores the work of the influential scientist, philosopher, and theologian A. N. Whitehead in this context. His ideas of what constitutes "the animal," the "primitive" and the "civilized" are laid out explicitly in his now little-used history of religions text, Religion in the Making. This paper explores these ideas in this history and then considers how the same ideas permeate his currently more popular philosophical and theological writing Process and Reality. Drawing on some work in post-colonial theory, the paper offers a critique of this understanding of animality, savagery, and civilization and suggests that using Whitehead to underpin modern theological work requires considerable caution. The way in which much of the conventional interpretation has tried to describe the structure of Hegel’s civil society is inaccurate and one-dimensional. To Hegel civil society is not just the economic marketplace, where every individual tries to maximize his or her enlightened self-interest: side by side with the elements of universal strife and unending clash which are of the nature of civil society, there is another element which strongly limits and inhibits self-interest and (...) transcendswhat would otherwise be a universal atomism into a sphere of solidarity and mutuality. The principle of civil society itself is dual. Hegel’s communitas grows organically within civil society itself, and is not imposed on it from outside by the state. (shrink)

This paper discusses Jeffrey Stout's thesis that modern societies are "secular," not in the sense that religion has disappeared from them, but in a procedural sense having to do with what can properly be assumed by participants in moral or political discussion. I endorse this thesis, but argue that Stout employs a notion of justification (with regard to moral belief), which leans too far toward descriptivism or relativism. As an alternative account of the status of religion within "the (...) hypercontext, modernity," I commend Kant's view of the religious attitude as a fundamentally ethical one, destined eventually to dispense with any "historical vehicle" in the form of revealed doctrine or supernaturalism. Stout's discussion is weakened by its retreat from commitment to the unity of practical reason, though it does pay illuminating tribute to the democratic values of civility and attentiveness. This essay is not a further contribution to the debate about liberal individualism, the chief topic of discussion in political and social philosophy for the last twenty-five years or more. Nevertheless it is necessary to begin by rehearsing some features of that debate, claims that will be very familiar to contemporary political philosophers. Inspired largely by John Rawls, the modern version of political liberalism has tried to make coherent a conception of politics according to which political affairs should be separated, (...) or at least seriously distanced, from the various moral and religious loyalties and programmes of individuals and groups of citizens. This central contention of Rawlsian liberalism has been expressed in different ways, but according to one of the commonest versions, it is to be interpreted as the view that the right must take precedence over the good. That is to say, in the political sphere, the implementation and application of impartial rules of social justice and civil liberty must take precedence over competing conceptions of what is or is not a valuable way of spending a human life . Another familiar way of expressing the same doctrine says that the state must be neutral with respect to the moral alternatives with which a modern pluralistic society presents its members. This claim about state neutrality is most easily illustrated by a notable example; whether homosexuality is morally wrong or not is not the business of the legislator, and thus the goodness or badness of a gay lifestyle is a matter on which the law should be neutral. This article analyzes the conflictive role of religion in post-1989 Europe. Three major reasons for this are addressed: first, the restoration of structural and cultural pluralism of European civilization since the breakdown of communism entails the reconstitution of the full diversity of European religion. Second, international migration as a crucial part of globalization has intensified, contributing to the transformation of Europe into a complex of multi-cultural and pluri-religious societies. Third, the wave of contemporary globalization has been accompanied by (...) an intensification of inter-civilizational and inter-religious encounters and conflicts — particularly between Christianity and Islam. As a result, European integration and enlargement as a secular and humanist mode of cultural integration and religious governance are basically challenged by this three-fold revitalization of religion. The growing tendency is to respond to this challenge by enhancing the Christian foundations of Europe rather than, as this article argues, to follow a more cosmopolitan, secularist and religious pluralist mode of European cultural integration. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments.
