Many medical services lack robust evidence of effectiveness and may therefore be considered “unnecessary” care. Proactively withdrawing resources from, or de-funding, such services and redirecting the savings to services that have proven effectiveness would enhance overall health system performance. Despite this, governments have been reluctant to discontinue funding of services once funding is in place. The focus of this study is to understand how the framing of an issue or problem influences government decision-making related to de-funding of medical services. To (...) achieve this, a framework describing how problem frames, or explanatory naratives, influence government policy decisions was developed and applied to actual cases. The two cases selected were the Ontario government’s decisions to de-fund the drug Oxycontin and blood glucose test strips used by patients with diabetes. A qualitative content analysis of public discourse surrounding these two resource withdrawal examples was conducted and described using the framework. In the framework, government decision-making is a partial reflection of the visibility of the policy issue and complexity of the causal story told within a problem frame. By applying this framework and considering these two key characteristics of problem frames, we can better understand, and possibly predict, the shape and timing of government policy decisions to withdraw resources from medical services. Typically, public discussions of questions of social import exhibit two important properties: they are influenced by conformity bias, and the influence of conformity is expressed via social networks. We examine how social learning on networks proceeds under the influence of conformity bias. In our model, heterogeneous agents express public opinions where those expressions are driven by the competing priorities of accuracy and of conformity to one’s peers. Agents learn, by Bayesian conditionalization, from private evidence from nature, and from the public (...) declarations of other agents. Our key findings are that networks that produce configurations of social relationships that sustain a diversity of opinions empower honest communication and reliable acquisition of true beliefs, and that the networks that do this best turn out to be those which are both less centralized and less connected. Ethical dimensions of friendship have rarely been explicitly addressed as aspects of friendship quality in studies of children's peer relationships. This study identifies aspects of moral virtue significant for friendship, as a basis for empirically investigating the role of ethical qualities in children's friendship assessments and aspirations. We introduce a eudaimonic conception of friendship quality, identify aspects of moral virtue foundational to such quality, review and contest some grounds on which children have been regarded as not mature enough to have (...) friendships that require virtue, and report a qualitative study of the friendship assessments and aspirations of children aged nine and ten. In focus group sessions conducted in ten schools across Great Britain, moral qualities figured prominently in children's assessments of friendship quality. The findings provide evidence of children having friendships exhibiting mutual respect, support, and valuing of each other's good character. (shrink)

In “Subordinating Speech,” Ishani Maitra defends the claim that ordinary instances of hate speech can sometimes constitute subordination. While she accepts that subordinating speech requires authority, she argues that ordinary speakers can acquire this authority via a process of “licensing.” I believe this account is interestingly mistaken, and in this paper I develop an alternative account. In particular, I take issue with what I see as the highly localized character of Maitra’s account, which effectively divorces the subordinating authority of ordinary (...) hate speech from the broader normative context, including social and pragmatic features that I claim play essential roles in subordination. The rise of the phenomenon of virtue ethics in recent years has increased at a rapid pace. Such an explosion carries with it a number of great possibilities, as well as risks. This volume has been written to contribute a multi-faceted perspective to the current conversation about virtue. Among many other thought-provoking questions, the collection addresses the following: What are the virtues, and how are they enumerated? What are the internal problems among ethicists, and what are the objections and replies (...) to contemporary virtue ethics? Additionally, the practical implications following from the answers to these questions are discussed in new and fascinating research. Sweatshop labour is sometimes defended from critics by arguments that stress the voluntariness of the worker’s choice, and the fact that sweatshops provide a source of income where no other similar source exists. The idea is if it is exploitation—as their opponents charge—it is mutually beneficial and consensual exploitation. This defence appeals to the non-worseness claim (NWC), which says that if exploitation is better for the exploited party than neglect, it cannot be seriously wrong. The NWC renders otherwise exploitative—and therefore (...) morally wrong—transactions permissible, making the exploitation of the global poor a justifiable path to development. In this paper, I argue that the use of NWC for the case of sweatshops is misleading. After reviewing and strengthening the exploitation claims made concerning sweatshops, most importantly by refuting certain allegations that a micro-unfairness account of exploitation cannot evaluate sweatshop labour as exploitative, I then argue that even if this practice may seem permissible due to benefits otherwise unavailable to the global poor, there remains a duty to address the background conditions that make this form of wrong-doing possible, which the NWC cannot accommodate. I argue that the NWC denies this by unreasonably limiting its scope and is therefore incomplete, and ultimately unconvincing. (shrink)

The great age of Russian philosophy spans the century between 1830 and 1930 - from the famous Slavophile-Westernizer controversy of the 1830s and 1840s, through the 'Silver Age' of Russian culture at the beginning of the twentieth century, to the formation of a Russian 'philosophical emigration' in the wake of the Russian Revolution. This volume is a major history and interpretation of Russian philosophy in this period. Eighteen chapters discuss Russian philosophy's main figures, schools and controversies, while simultaneously pursuing a (...) common central theme: the development of a distinctive Russian tradition of philosophical humanism focused on the defence of human dignity. As this volume shows, the century-long debate over the meaning and grounds of human dignity, freedom and the just society involved thinkers of all backgrounds and positions, transcending easy classification as 'religious' or 'secular'. This paper discusses a sequence of extensions ofNFU, Jensen's improvement of Quine's set theory “New Foundations” (NF) of [16].The original theoryNFof Quine continues to present difficulties. After 60 years of intermittent investigation, it is still not known to be consistent relative to any set theory in which we have confidence. Specker showed in [20] thatNFdisproves Choice (and so proves Infinity). Even if one assumes the consistency ofNF, one is hampered by the lack of powerful methods for proofs of consistency and (...) independence such as are available for use withZFC; very clever work has been done with permutation methods, starting with [18] and [5], and exemplified more recently by [14], but permutation methods can only be applied to show the consistency or independence of unstratified sentences (see the definition ofNFUbelow for a definition of stratification). For example, there is no method available to determine whether the assertion “the continuum can be well-ordered” is consistent with or independent ofNF. There is one substantial independence result for an assertion with nontrivial stratified consequences, using metamathematical methods: this is Orey's proof of the independence of the Axiom of Counting fromNF(see below for a statement of this axiom).We mention these difficulties only to reassure the reader of their irrelevance to the present work. Jensen's modification of “New Foundations” (in [13]), which was to restrict extensionality to sets, allowing many non-sets (urelements) with no elements, has almost magical effects. (shrink)

The generation of isometric force at the hand can be mediated by activating a few motor modules. Stroke induces alterations in motor modules underlying steady-state isometric force generation in the human upper extremity. However, how the altered motor modules impact task performance remains unclear as stroke survivors develop and converge to the three-dimensional target force. Thus, we tested whether stroke-specific motor modules would be activated from the onset of force generation and also examined how alterations in motor modules would induce (...) changes in force representation. During 3D isometric force development, electromyographic signals were recorded from eight major elbow and shoulder muscles in the paretic arm of 10 chronic hemispheric stroke survivors and both arms of six age-matched control participants. A non-negative matrix factorization algorithm identified motor modules in four different time windows: three “exploratory” force ramping phases and the stable force match phase. Motor module similarity and between-force coupling were examined by calculating the scalar product and Pearson correlation across the phases. To investigate the association between the end-point force representation and the activation of the motor modules, principal component analysis and multivariate multiple linear regression analyses were applied. In addition, the force components regressed on the activation profiles of motor modules were utilized to model the feasible force direction. Both stroke and control groups developed exploratory isometric forces with a non-linear relationship between EMG and force. During the force matching, only the stroke group showed abnormal between-force coupling in medial-lateral and backward-forward and medial-lateral and downward-upward directions. In each group, the same motor modules, including the abnormal deltoid module in stroke survivors, were expressed from the beginning of force development instead of emerging during the force exploration. The PCA and the multivariate multiple linear regression analyses showed that alterations in motor modules were associated with abnormal between-force coupling and limited feasible force direction after stroke. Overall, these results suggest that alterations in intermuscular coordination contribute to the abnormal end-point force control under isometric conditions in the UE after stroke. (shrink)

Compared to our understanding of positive prediction error signals occurring due to unexpected reward outcomes, less is known about the neural circuitry in humans that drives negative prediction errors during omission of expected rewards. While classical learning theories such as Rescorla–Wagner or temporal difference learning suggest that both types of prediction errors result from a simple subtraction, there has been recent evidence suggesting that different brain regions provide input to dopamine neurons which contributes to specific components of this prediction error (...) computation. Here, we focus on the brain regions responding to negative prediction error signals, which has been well-established in animal studies to involve a distinct pathway through the lateral habenula. We examine the activity of this pathway in humans, using a conditioned inhibition paradigm with high-resolution functional MRI. First, participants learned to associate a sensory stimulus with reward delivery. Then, reward delivery was omitted whenever this stimulus was presented simultaneously with a different sensory stimulus, the conditioned inhibitor. Both reward presentation and the reward-predictive cue activated midbrain dopamine regions, insula and orbitofrontal cortex. While we found significant activity at an uncorrected threshold for the CI in the habenula, consistent with our predictions, it did not survive correction for multiple comparisons and awaits further replication. Additionally, the pallidum and putamen regions of the basal ganglia showed modulations of activity for the inhibitor that did not survive the corrected threshold. (shrink)

An ω-model (a model in which all natural numbers are standard) of the predicative fragment of Quine's set theory "New Foundations" (NF) is constructed. Marcel Crabbe has shown that a theory NFI extending predicative NF is consistent, and the model constructed is actually a model of NFI as well. The construction follows the construction of ω-models of NFU (NF with urelements) by R. B. Jensen, and, like the construction of Jensen for NFU, it can be used to construct α-models for (...) any ordinal α. The construction proceeds via a model of a type theory of a peculiar kind; we first discuss such "tangled type theories" in general, exhibiting a "tangled type theory" (and also an extension of Zermelo set theory with Δ 0 comprehension) which is equiconsistent with NF (for which the consistency problem seems no easier than the corresponding problem for NF (still open)), and pointing out that "tangled type theory with urelements" has a quite natural interpretation, which seems to provide an explanation for the more natural behaviour of NFU relative to the other set theories of this kind, and can be seen anachronistically as underlying Jensen's consistency proof for NFU. Systems TRC and TRCU of illative combinatory logic are introduced and shown to be equivalent in consistency strength and expressive power to Quine's set theory ‘New Foundations’ and the fragment NFU + Infinity of NF described by Jensen, respectively. Jensen demonstrated the consistency of NFU + Infinity relative to ZFC; the question of the consistency of NF remains open. TRC and TRCU are presented here as classical first-order theories, although they can be presented as equational theories; they are not constructive.

This article examines the impact of female leadership on corporate social responsibility (CSR) practices in publicly traded corporations. Our analysis finds that female leadership matters. For example, female leadership at the board level increases the likelihood of having a female CEO and the overall percentage of women executives in firms. The study measures CSR practices using the Thomson Reuters corporate responsibility ratings (TRCRR) from the Thomson Reuters ASSET4 database for 1242 firms over a 7-year period, from 2009 to 2015. Panel (...) regression estimates indicate that board gender diversity (BGD) has a positive impact on CSR, while two other measures of female leadership (presence of female CEO and percentage of female executives) were largely insignificant. We perform our analysis in the context of upper echelons theory and expand on recent studies of the impact of female leadership on CSR practices by using a different and a larger data set than previous research studies. As interest in working memory is increasing at a rapid pace, an open discussion of the central issues involved is both useful and timely. This new volume compares and contrasts conceptions of working memory, with contributions from proponents of different views.

The usual construction of models of NFU (New Foundations with urelements, introduced by Jensen) is due to Maurice Boffa. A Boffa model is obtained from a model of (a fragment of) Zermelo–Fraenkel with Choice (ZFC) with an automorphism which moves a rank: the domain of the Boffa model is a rank that is moved. “Most” elements of the domain of the Boffa model are urelements in terms of the interpreted NFU. The main result of this paper is that the restriction (...) of the membership relation of the original model of set theory with automorphism to the domain of the Boffa model is first-order definable in the language of NFU. In particular, all information about the extensions in the original model of the urelements of the model of NFU is definable in terms of NFU. A corollary (answering a question of Thomas Forster) is that the urelements in a Boffa model are not homogeneous. (shrink)

Firearm violence in the United States produces over 36,000 deaths and 74,000 sustained firearm-related injuries yearly. The paper describes the burden of firearm violence with emphasis on the disproportionate burden on children, racial/ethnic minorities, women and the healthcare system. Second, this paper identifies factors that could mitigate the burden of firearm violence by applying a blend of key ethical theories to support population level interventions and recommendations that may restrict individual rights. Such recommendations can further support targeted research to inform (...) and implement interventions, policies and laws related to firearm access and use, in order to significantly reduce the burden of firearm violence on individuals, health care systems, vulnerable populations and society-at-large. By incorporating a blended public health ethics to address firearm violence, we propose a balance between societal obligations and individual rights and privileges. (shrink)

In a recent discussion, Susan Anderson argues that Alvin Plantinga’s version of the Free Will Defense has not shown that the existence of God is neither precluded nor rendered improbable by the existence of evil. She grants Plantinga that God cannot control free actions and that only free actions have moral worth but denies that this entails that God cannot insure a world containing only moral good. God could do so, she argues, simply by taking away the freedom of persons (...) when he foresees they would sin if allowed to act freely. Anderson also believes that Plantinga must assume that God is a benevolent being who attempts to bring about the greatest net good if he is to justify the evil we experience, both she argues that such an assumption is dubious. I argue that both of these arguments contain fundamental misinterpretations of Plantinga’s Free Will Defense and, accordingly, that neither presents a serious objection to it. (shrink)

This paper extends the results of an earlier paper by the author . New subsystems of the combinatory logic TRC shown in that paper to be equivalent to NF are introduced; these systems are analogous to subsystems of NF with predicativity restrictions on set comprehension introduced and shown to be consistent by Crabbé. For one of these systems, an exact equivalence in consistency strength and expressive power with the analogous subsystem of NF is established.

Proponents of The Free Will Defense frequently argue that it is necessary for God to create self-directing beings who possess the capacity for producing evil because, in the words of F.R. Tennant, “moral goodness must be the result of a self-directing developmental process.” But if this is true, David Paulsen has recently argued, then the proponent of the Free Will Defense cannot claim that God has an eternally determinate nature. For if God has an eternally determinatenature and moral goodness must (...) be the result of a developmental process, then God cannot be considered morally good. In response, I argue that (1) many contemporary Free Will theists do not affirm a developmental concept of morality and thus avoid Paulsen’s criticism and that (2) even those who affirm a developmental concept of morality on the human level need not grant that divine morality is also developmental in nature. This is a brief report on results reported at length in our paper [2], made for the purpose of a presentation at the workshop to be held in November 2011 in Cambridge on the Principia Mathematica of Russell and Whitehead ([?], hereinafter referred to briefly as PM ). That paper grew out of a reading of the paper [3] of Kamareddine, Nederpelt, and Laan. We refereed this paper and found it useful for checking their examples to write our own independent (...) computer type-checker for the type system of PM ([1]), which led us to think carefully about formalization of the language and the type system of PM A modern mathematical logician reading PM finds that it is not completely formalized in a modern sense. The type theory in particular is inarguably not formalized, as no notation for types is given at all! In PM itself, the only type annotations which appear are occasional numerical indices indicating order; the type notation we use here extends one introduced later by Ramsey. The authors of PM regard the absence of explicit indications of type as a virtue of their system: they call it “systematic ambiguity”; modern computer scientists refer to this as “polymorphism”. The language of PM is also not completely formalized, and it is typographically inconvenient for computer software to which ASCII input is to be given. The notation of PM for abstractions (propositional functions) does not use head binders; the order of the arguments of a complex expression is determined by the alphabetical order of the bound variables. For example ˆa < ˆb is the “less than” relation while ˆb < ˆa is the “greater than” relation (this is indicated by the alphabetical order of the variables). In PM , the fact that a variable is bound in a propositional function is indicated by circumflexing it. Variables bound by quantifiers are not circumflexed. A common objection to Quine’s set theory “New Foundations” is that it is inadequately motivated because the restriction on comprehension which appears to avert paradox is a syntactical trick. We present a semantic criterion for determining whether a class is a set (a kind of symmetry) which motivates NF.

Viewing emotion from an evolutionary perspective, researchers have argued that simple responses to affective stimuli can be triggered without mediation of cognitive processes. Indeed, findings suggest that positively and negatively valenced stimuli trigger approach and avoidance movements automatically. However, affective stimulus–response compatibility phenomena share so many central characteristics with nonaffective stimulus–response compatibility phenomena that one may doubt whether the underlying mechanisms differ. We suggest an “affectively enriched” version of the theory of event coding (TEC) that is able to account for (...) both affective and nonaffective compatibility, and that can account for the observation that both types of compatibility seem to be modulated by goals and intentions. Predictions from the model are tested in an experiment where participants carried out approach and avoidance responses to either the valence or the orientation of emotionally charged pictures. Under affective instruction the positive-approach/negative-avoid mapping yielded faster responses than the positive-avoid/negative-approach mapping, but no such effect was observed under spatial instruction. Conversely, spatial compatibility effects were obtained under spatial, but not under affective instruction. We conclude that affective and nonaffective compatibility effects reflect the same mechanism. (shrink)

In this essay we will use mind as the term to designate the totality and manner in which our thoughts take place. We use the term brain to refer to the underlying mechanics, the substrate and the manner in which it supports the operations needed to carry out thoughts.

Many upper limb amputees experience an incessant, post-amputation “phantom limb pain” and report that their missing limbs feel paralyzed in an uncomfortable posture. One hypothesis is that efferent commands no longer generate expected afferent signals, such as proprioceptive feedback from changes in limb configuration, and that the mismatch of motor commands and visual feedback is interpreted as pain. Non-invasive therapeutic techniques for treating phantom limb pain, such as mirror visual feedback (MVF), rely on visualizations of postural changes. Advances in neural (...) interfaces for artificial sensory feedback now make it possible to combine MVF with a high-tech “rubber hand” illusion, in which subjects develop a sense of embodiment with a fake hand when subjected to congruent visual and somatosensory feedback. We discuss clinical benefits that could arise from the confluence of known concepts such as MVF and the rubber hand illusion, and new technologies such as neural interfaces for sensory feedback and highly sensorized robot hand testbeds, such as the “BairClaw” presented here. Our multi-articulating, anthropomorphic robot testbed can be used to study proprioceptive and tactile sensory stimuli during physical finger-object interactions. Conceived for artificial grasp, manipulation, and haptic exploration, the BairClaw could also be used for future studies on the neurorehabilitation of somatosensory disorders due to upper limb impairment or loss. A remote actuation system enables the modular control of tendon-driven hands. The artificial proprioception system enables direct measurement of joint angles and tendon tensions while temperature, vibration, and skin deformation are provided by a multimodal tactile sensor. The provision of multimodal sensory feedback that is spatiotemporally consistent with commanded actions could lead to benefits such as reduced phantom limb pain, and increased prosthesis use due to improved functionality and reduced cognitive burden. Schoenfield has constructed examples of proper inaccuracy measures that value verisimilitude (in a certain sense) in spaces of worlds equipped with a particular variety of verisimilitude metric. However, Schoenfield left it as an open question whether ‘for every space of worlds, there is a proper inaccuracy measure that values verisimilitude’. Here I answer this question in the affirmative.

This paper presents an original interpretation of the fourteenth-century debate over whether every volitio is a cognitio. This debate, I argue, was at its heart a debate about what constitutes the mark of occurrent mental states. Three participants in this debate – Adam Wodeham, Richard FitzRalph, and John of Ripa – articulated three distinct accounts of the mark of the mental. In doing so, they also developed several philosophical accounts of the intentionality of occurrent affective states.

The eponymous protagonist of Okja is an adorable “super-pig,” larger than an ordinary pig not only in size but also in heart and mind. The film explores and interrogates different ways of seeing Okja, different portraits of Okja’s moral status, as philosophers would put it. To the Mirando Corporation, Okja has no moral status. She is a mere product to be used as they see fit. To the Animal Liberation Front, Okja is a dramatic symbol of animals everywhere who are (...) mistreated and deprived of their rights. She represents a rare opportunity to further their political cause. To the young girl Mija, Okja is unquestionably a person, a member of her family, her lifelong companion and friend. The film subjects both the Mirando Corporation and the Animal Liberation Front to satirical critique and invites the audience to come to see Okja as Mija does. So what is the moral status of an animal like Okja? Philosophers like Peter Singer have argued on behalf of animals, super or not, and protested the ways they are treated, often focused on factory farming and the use of animals in scientific research. Like these philosophical animal advocates, this film pushes human beings to expand the boundaries of the moral community beyond their own species. Simply put, Okja argues that animals matter. Forest tenure reforms are occurring in many developing countries around the world. These reforms typically include devolution of forest lands to local people and communities, which has attracted a great deal of attention and interest. While the nature and level of devolution vary by country, all have potentially important implications for resource allocation, local ecosystem services, livelihoods and climate change. This book helps students, researchers and professionals to understand the importance and implications of these reforms for local environmental quality, climate (...) change, and the livelihoods of villagers, who are often poor. It is shown that local forest management can often be more successful than top-down management of common pool forest resources. The relationship of local forest tenure reform to the important climate change initiative REDD+ is also considered. The work includes a number of generic chapters and also detailed case studies from China, Ethiopia, Kenya, Nepal, Tanzania and Uganda. Using specific examples and a wide variety of disciplinary perspectives, including quantitative and qualitative analytical methods, the book provides an authoritative and critical picture of local forest reforms in light of the key challenges humanity faces today. Does human happiness consist in God, as the widespread medieval view that God is the last end of human beings would suggest, or does it consist in the experience of God, the view suggested by medieval readings of Aristotle? In response to this theological problem, the important fourteenth-century philosopher John of Ripa developed one of the most innovative and subtle late medieval theories of the metaphysics of awareness. This article provides an account of Ripa’s theory of awareness and shows how (...) the theory was both motivated by and intended to solve this central theological problem for late medieval thought. In Section 1, I present the theological problem. In Section 2, I examine Ripa’s innovative theory of the metaphysics of awareness. In Section 3, I show how Ripa uses his account of the metaphysics of awareness to offer a solution to the theological problem. (shrink)
