The Presidential Commission for the Study of Bioethical Issues was created by President Obama in 2009 to identify and promote policies and practices that ensure scientific research, health care delivery, and technological innovation are conducted in socially and ethically responsible manners. The bioethics commission is an independent and thoughtful group of experts who advises the President and, in so doing, strives to educate the nation on bioethical issues. As part of the effort to promote policies and practices ensuring the ethical (...) conduct of research, innovation, and health care delivery, the bioethics commission staff, in consultation with commission members, has used the bioethics commission reports to develop pedagogical materials for traditional and nontraditional educational settings. The goal is to use contemporary issues addressed by the bioethics commission to support teaching of bioethics ideas, principles, and theories across the major areas of study and practice. (shrink)

There is a takeover movement fast gaining influence in development economics, a movement that demands that predictions about development outcomes be based on randomized controlled trials. The problem it takes up—of using evidence of efficacy from good studies to predict whether a policy will be effective if we implement it—is a general one, and affects us all. My discussion is the result of a long struggle to develop the right concepts to deal with the problem of warranting effectiveness predictions. Whether (...) A striking feature of the traditional armchair method of philosophy is the use of imaginary examples: for instance, of Gettier cases as counterexamples to the justified true belief analysis of knowledge. The use of such examples is often thought to involve some sort of a priori rational intuition, which crude rationalists regard as a virtue and crude empiricists as a vice. It is argued here that, on the contrary, what is involved is simply an application of our general cognitive capacity (...) to handle counterfactual conditionals, which is not exclusively a priori and is not usefully conceived as a form of rational intuition. It is explained how questions of metaphysical possibility and necessity are equivalent to questions about counterfactuals, and the epistemology of the former (in particular, the role of conceiving or imagining) is a special case of the epistemology of the latter. The Asiatick Society of Bengal, founded by Sir William Jones in Calcutta in 1784, blazed the trails and mapped them for subsequent travellers in the discipline now called the comparative study of civilizations. This paper analyzes Jones' Presidential addresses to show how the founding of the Asiatick Society reflected and at the same time influenced a new conception of human history, whose cultural and political manifestations had to encompass much more than the Greco-Roman and Judaeo- Christian world. This essay brings (...) Jones' works to our attention and should make us more aware of the importance of his work for the comparative study of civilizations and cultures. (shrink)

This paper addresses bioethics in the context of the coronavirus disease 2019 (COVID‐19) pandemic. The Introduction (Section 1) highlights that at the field's inception, infectiousness was not front and center. Instead, infectious disease was widely perceived as having been conquered. This made it possible for bioethicists to center values such as individual autonomy, informed consent, and a statist conception of justice. Section 2 urges shifting to values more fitting for the moment the world is in. To find these, it directs (...) attention to the Global South, and in particular, Africa, and to the values of ubuntu, solidarity, dignity, kinship, and humility. The paper concludes (in Section 3) that 21st‐century challenges facing bioethics are increasingly global, and calls on bioethicists themselves to be more globally inclusive in their approaches. Much of recent American history was influenced by the events of September 11, 2001. U.S. foreign policy during the two terms of President George W. Bush was shaped by five public texts issued within a few days following the terrorist attacks. This article reviews some of the opinions and critical observations on the president’s rhetoric during that timeframe and attempts to provide a fresh perspective. The analysis seeks to avoid ideological and political considerations and focus on the actual language. It (...) draws conclusions based on statistics, discourse strategy and semantics. A particular interest is reserved for the concept that defined subsequent political developments, which is the war on terror . My intention is to show how this choice was made, the manner in which the phrase evolved into its final form, and why it represented the most appropriate frame in terms of semantic arguments. In the early- to mid- 1870s, William James started to argue that if one needs to believe something, then one ought to believe it, even if there is no evidence in its favor. It is not easy to unwind the various things that James said about what he called the will to believe, but one thing is clear. He was initially tempted to put forward a very strong point and despite the refinements he was eventually to make, his is the (...) most contentious version of pragmatist indispensability arguments. Most importantly, it set the stage for how pragmatism was to evolve. In recent years, the impact of party leaders on voting behavior has attracted increasing attention, leading some scholars to identify a phenomenon of ‘presidentialization’. Many extant studies of this topic in Japan are limited to one or two electoral cycles. In order to trace long-term trends, this paper analyses longitudinal survey data to investigate the existence and magnitude of the effect party leader evaluations exert on vote choice in Japan. Empirical results show that while only dominant and forceful personalities substantially (...) influenced voters' likelihood of supporting their parties in the 1980s and 1990s, by the 2000s assessments of most major party leaders had a significant impact on their parties' electoral performance. In short, party leaders affect vote choice due not to their personalities, but instead to the position they hold. We also test the hypotheses that the association between leader appraisal and voting behavior would be particularly conspicuous among voters who lack party identification and those who are most heavily exposed to media reportage. Analysis reveals that independent voters are not more likely to vote on the basis of leader evaluations than partisans; a leader effect is found more frequently among voters with greater exposure to election coverage on television. How are we to explain the authority we have in pronouncing on our own thoughts? A 'constitutive' theory, on which a second-level belief may help to constitute the first -level state it is about, has considerable advantages, for example in relieving pressures towards dualism. The paper aims to exploit an analogy between authority in performative utterances and authority on the psychological to get a clearer view of how such a constitutive account might work and its metaphysical presuppositions.

Our growing technical capacity to keep human beings alive has brought the sanctity of life ethic to the point of collapse. The shift to a concept of brain death was already an implicit abandonment of the traditional ethic, though this has only recently become apparent. The 1993 decision of the British House of Lords in the case of Anthony Bland is an even more decisive shift towards an ethic that does not ask or seek to preserve human life as such, (...) but only a life that is worth living. Once this shift has been completed and assimilated, we will no longer need the concept of brain death. Instead we can face directly the real ethical issue: when may doctors intentionally end the life of a patient? (shrink)

I want to promote what I shall call ‘the identity theory of truth’. I suggest that other accounts put forward as theories of truth are genuine rivals to it, but are unacceptable. A certain conception of thinkables belongs with the identity theory’s conception of truth. I introduce these conceptions in Part I, by reference to John McDowell’s Mind and World; and I show why they have a place in an identity theory, which I introduce by reference to Frege. In Part (...) II, I elaborate on the conception of thinkables, with a view to demonstrating that the identity theory’s conception of truth is defensible. Part III is concerned with the theory’s relation to some recent work on the concept of truth: I hope to show that the identity theorist not only has a defensible conception of truth, but also, in the present state of play, has appropriate ambitions. Sir Herbert Samuel gave his Presidential Address to the Members of the Institute at University College on January 22nd. There was a large attendance. He took as his subject “Philosophy, Religion, and Present World Conditions.”.

I. The development of the earth has not progressed in the way that Leibniz so hopefully envisaged three hundred years ago. Late twentieth century disillusion demonstrated by citation. II-IV. In making sense of that disillusion it is a good beginning to abstain from speculative extravagance and simply to bring the human scale of values to bear; then to inquire how far the destruction of that which we prize has been gratuitous or economically subsidized. The human scale of values is not (...) a scale of exclusively human values. It gives no licence to the instrumentalist attitude. V. The swallow or the lapwing in Cambridgeshire as a value recognized by the human scale of values, but misrepresented by many forms of economic analysis. The off-colour presuppositions of the question 'Can we afford to save the swallow in Cambridgeshire?' Will the natural framework be preserved for meaningful life, or will human beings face an aeon of inanition? VI. Every departure from policies of 'sustainability' to be justified by dire need. Incommensurability in the theory of practical reason, and in possible forms of politics. John Stuart Mill on a world with 'nothing left to the spontaneous activity of Nature'. VII. 'Nature' explicated by the use of three contrasts proposed by Hume. VIII. Respect for Nature? Roman religio and its secular-cum-precautionary counterpart. In risk analysis, are there moral asymmetries between assurable satisfaction of vital needs and probable provision of future benefits? Ganghof’s Beyond Presidentialism and Parliamentarianism advances three main claims: an innovative typology of comparative government, introducing the category of semi-parliamentarianism; an explication of two conceptions of majority rule, simple majoritarianism and complex majoritarianism; and a demonstration that there are viable systems of government embodying the political equality associated with each majoritarian conception. This paper explains these claims and identifies issues discussed in this symposium.

In this paper I consider recent developments in neo-pragmatism, and in particular the degree of convergence between such approaches and those placing greater emphasis on truth and truth-makers. I urge that although a global pragmatism has its merits, it by no means closes the space for a more Wittgensteinian, finer-grained, approach to the diversity of functions served by modal, causal, moral, or other modes of thought.

When it comes to knowing about the scientific pasts that might have been – the so-called ‘counterfactual’ history of science – historians can either debate its possibility or get on with the job. The latter course offers opportunities for engaging with some of the most general questions about the nature of science, history and knowledge. It can also yield fresh insights into why particular episodes in the history of science unfolded as they did and not otherwise. Drawing on recent research (...) into the controversy over Mendelism in the early twentieth century, this address reports and reflects on a novel teaching experiment conducted in order to find out what biology and its students might be like now had the controversy gone differently. The results suggest a number of new options: for the collection of evidence about the counterfactual scientific past; for the development of collaborations between historians of science and scientific educators; for the cultivation of more productive relationships between scientists and their forebears; and for a new seriousness and self-awareness about the curiously counterfactual business of being historical. The best philosophical account of human rights regards them as protections of the values we attach to human agency. The international law of human rights is embodied in a large number of declarations, conventions, covenants, charters, and judicial decisions. There are many discrepancies between the lists of human rights that emerge from these two authoritative sources. This lecture explores the significance of these discrepancies.

In an age of spectacle politics, presidencies are staged and presented to the public in cinematic terms, using media spectacle to sell the policies, person, and image of the president to vast and diverse publics. The media are complicit, reducing politics to image, spectacle, and story in forms ranging from daily news to synoptic or topical documentaries to fictional films that narrativize especially dramatic events or entire presidential dynasties. Consequently, publics come to see presidencies and politics of the day as (...) narrative and spectacle in an era when entertainment and information inexorably merge, and politics and everyday life are modeled on media forms, with entertainment becoming a dominant mode of media culture and a potent and seductive factor in shaping everyday life.
