This article discusses the link between women's involvement and identification with the so-called `Cyprus problem' and nationalism and how it may become problematic within the context of Cyprus's future accession to the European Union. The author argues for the need to analyse women's unexplored perspectives and feminist discourses, and that theoretical questions be addressed about Cypriot women's place within Europe.

This paper is an exploration of the ideology of National Socialism in the work and activity of the German terrorist group and Black Metal band Absurd. Historians are divided—and many have criticized how postwar Germany dealt with denazification—, but the fact is that Nazi ideology has been part of the political and social spheres in Germany since then. Neo‑Nazism saw a revival especially in the first years after unification, which coincided with the beginning of Absurd’s story and career. Today, (...) they hold the title of the National Socialist Black Metal act par excellence, with a 28‑year music career actively supporting and promoting Nazi ideology. Absurd makes a very interesting case study, since the band has played a key role in preserving and transmitting Nazi ideology, not just in Germany, but also worldwide. (shrink)

The purpose of this article is to incorporate trans?national actors and institutions into citizenship theory both theoretically and empirically. We analyze three cases of recognition movements promoting gender, ethnic/minority and indigenous rights. Using one societal context, Sweden, we map the processes and mechanisms of power and agency (boundary?making and brokering) that shape how trans?national institutions and actors offer new forms of leverage politics to recognition movements as well as constrain their agency. These mechanisms of power are formalized in (...) a model showing the multi?level effects of leverage politics on recognition movements. Our three cases of recognition politics demonstrate the increasingly complex links between actors in policy communities across regional, national, European and international levels. They also reveal the processes implicit in our model: that policy imports are reframed when translated into specific national political cultures; and more broadly, that national citizenship frames of membership and inclusion are not easily dislodged. Nationally Determined Contributions (NDCs) are critical climate policy documents formulated by the Party countries, under the UNFCCC Paris Agreement, to communicate their goals and commitments to reduce national emissions and adapt to the impacts of climate change. As an emerging discourse genre, it has attracted increasing attention from discourse analysts. However, few studies have specifically focused on the NDCs of African countries as a whole, leading into the situation in which their positions and voices are largely underrepresented in the (...) current climate negotiation. Using a combined method of positioning theory and critical discourse analysis, this paper aims to explore the African countries’ positioning in the climate change agenda by examining the discursive narratives around three prominent thematic categories in their NDCs, i.e. responsibility, vulnerability and conditionality. It is found that the African countries intend to position themselves as non-villains, victims, and demi-heroes by strategically highlighting their insignificant historical responsibility, exceptional vulnerability, and conditionality of implementation on the external support from the international community. Furthermore, it is argued that the commonality of their self-positioning is conducive to forming a collective identity to resist the hegemonic discourses of inequality and struggle for equity in the current climate negotiation. One of the main difficulties facing students today is how to contextualize the post-1990 world. Bringing the Nation Back In: Citizenship, Space, and Culture in Europe and the United States takes as its starting point a series of developments that shaped politics in the U.S. and Europe over the past thirty years: the end of the Cold War, the rise of financial and economic globalization, the creation of the European Union and the development of the postnational. This volume argues we (...) are now witnessing a break with the post-1945 world order and with modern politics. Two competing ideas have arisen--global cosmopolitanism on the one hand, and populist nationalism on the other. The former emerged in the 1990s and is characterized by discourses on globalization, feminism, and postcolonialism, among others. The latter, which emerged after the Great Recession of 2008-2009, consists of a reactionary nationalism that in the years that followed swept to power in the US and several European countries. The present volume argues this polarization of social ethos between cosmopolitanism and nationalism as a sign of a deeper political crisis, which it explores from different perspectives. Rather than taking sides the aim here is to diagnose the origins of the current impasse and to "bring the nation back in" by expanding what we mean by "nation" and national identity and by respecting the localizing processes that have led to national traditions and struggles. Whatever its other effects, the Soviet-American Cold War helped launch and sustain an era of feverish intellectual activity in the linked fields of international relations theory and foreign policy analysis. One sign of the importance of more recent phenomena with all their resonant impacts may be the continuing ferment in theorizing about international relations, foreign policy and public international law years after the war’s conclusion, a ferment which the 9/11/01 terrorist attack on the United States and its aftermath have intensified. Comprehending the scholarly inquiries and debates in these fields should be important to intellectuals regardless of their professional interests, not only because those inquiries and debates concern profound epistemological and ontological issues, but primarily because they have influenced and continue to influence the trajectory of United States foreign policy. This essay explores several facets of current debates about globalization: especially the role of American national culture in defining the issue of international outreach; and the examination of specific dimensions of globalism—standardization of technology, rationalization of the international monetary system, evaluation and measurement of performance. Once issues are examined in empirical rather than ideological terms, it is clear that advantages accrue to those societies capable of product innovation and satisfaction of mass needs, rather than those that resort to threat, (...) force or coercion. The age of globalization, far from being an extension of the colonial and imperial systems that dominated most of the nineteenth and twentieth centuries, signifies closure to the old political economy. The essay ends with a coda on globalization as the latest stage of an egalitarianism that places the modernization-developmental process at loggerheads with most varieties of totalitarian rule. Through the lens of Guatemala’s Jorge Carpio Nicolle case I analyze the mechanisms that preserve impunity in Latin American nations struggling to emerge from violent conflict and embrace, the rule of law. I reveal how the infective influence of parallel powers, the ineffectiveness of the judicial process, and obstructive legal doctrine destroy domestic efforts to prosecute those responsible for human rights violations. The Carpio case exposes the role of international courts in providing justice when domestic courts fail to do so, (...) and it demonstrates the importance of human rights groups in pursuing this justice. In recent years, the United Nations has taken a lead in advocating public-private partnerships (PPPs), and various UN entities actively seek partnerships and alliances with transnational corporations and other companies. Although there has been a rapid growth of PPPs, relatively little is known about their contribution to basic UN goals associated with inclusive, equitable and sustainable development. In response to this situation, there are increasing calls for impact assessments. This article argues that such assessments need to recognize the range of (...) ideational, institutional, economic and political factors and forces underpinning the turn to PPPs, and the very different logics and agendas involved, some of which seem quite contradictory from the perspective of equitable development and democratic governance. The article examines these different forces and logics, focusing on (a) the institutional turn towards "good governance", (b) economic contexts that relate to the very mixed "fortunes" of UN agencies and corporations, (c) structural determinants associated with "corporate globalisation" and (d) political drivers that relate to the struggle for hegemony and legitimisation. The article ends by reflecting critically on the tendency within mainstream development institutions and some strands of academic literature to highlight logics associated with good governance and pragmatism, and to disregard those associated with the strengthening of corporate interests and the neoliberal policy regime. It is argued that knowledge networks associated with the UN need to go beyond "best practice learning" and embrace "critical thinking", which has waned within UN circles since the 1980s. (shrink)

The Arab and Islamic world is in cultural, political and ethical flux. Pressures of globalisation contend with ancient ideas and concepts that permeate cultural frameworks. Health professionals are among the many groups battling to accommodate the rapidly changing conditions. In many predominantly Muslim countries intense debates are underway among clinicians about the impact of the forces of change on their practices. To help understand these forces we conducted a study of the experiences of clinicians in the Hashemite Kingdom of Jordan, (...) a Middle Eastern nation state where the overwhelming majority of the population is Muslim. The sample contained 508 doctors and doctors-in-training, of whom 63% were male and 80% were younger than 40 years of age. It included both a quantitative survey, covering a wide range of issues, and qualitative, free-text written responses. Our results demonstrated high levels of disquiet related to the overall organisation and administration of the health care system, the specific content of ethical decisionmaking, and the impact of changing social, cultural and religious factors. Concerns included overcrowding, widespread corruption and hierarchical, non- democratic, management practices, and tensions relating to traditional and modern approaches to ethics, especially in relation to consent, organ donation, confidentiality, privacy, abortion, and the role of women. The roles of religion and religious authorities, the relative importance of the family, and community and tribal obligations were also areas of contention. The study exposes profound divisions and widely differing perspectives among Jordanian doctors and an abiding sense of uncertainty and instability within the profession. Many doctors express ambivalence in relation to both modern trends and traditional precepts. Three main axes of ethical contention were demonstrated, relating to the tensions between: "conservative" and "pragmatic" styles of decision-making; "traditional" approaches and internationalised standards of ethics; and the role of Islam and pressures to disengage ethical decision- making from religious authority. We speculate that these issues and divisions, and the deep sense of disquiet revealed by our data reflect large-scale forces to which Jordanian society is exposed and to a substantial degree may provide a way to understand the ethical predicament of many other countries in the contemporary Arab world. Democracy is often said to rest on some form of deeper argument, some self-understanding amongst people as belonging to a common political community. This paper explores this issue in the situation of South Africa. The policies of Apartheid have left a legacy of a morally fractured society with little by way of a shared moral discourse, and the paper raises the question of whether the concepts of democracy and community which emerged out of educational struggles in South Africa might provide (...) a basis for the development of a shared moral discourse. The answer provided in the paper is that, although such concepts cannot provide the basis for democracy at a national level, they do provide some hints of how schools might contribute to the emergence of a shared moral discourse, and, thus, the starting point for building a unified political community. This article explores the political role of rural and indigenous women in the context of the socio-environmental, health and political crises in Chile, where social movements have pressured the political establishment to decisively move towards a change in Chile’s constitutional foundations. The study analyses the historical political demands and strategies of the National Association of Rural and Indigenous Women (ANAMURI) as a case of the women’s peasant movement with a relevant political role in shaping the social demands in the (...) face of the crises. Following the political ecology of food through the decolonial and ecofeminist perspective and the social movement theory, findings indicate the current relevance of rural and indigenous women as political actors of change, a relevance that has been neglected for most of Chile’s history. With their leadership and socially grounded demands, peasant and indigenous women are influencing the political agenda decisively using strategies that are shared with other peasant movements in Latin America. Rural and indigenous women are fundamental political actors that should undoubtedly be considered when studying struggles for social change in the 21st century. (shrink)

The Secord World War was a conflict which many British people feared might happen, but they strongly supported the efforts of Prime Minister Neville Chamberlain to seek a peaceful resolution of tensions with Germany over disputes in Continental Europe. Baptists in Scotland shared these concerns of their fellow citizens, but equally supported the declaration of war in 1939 after the German invasion of Poland. They saw the conflict as a struggle for spiritual values and were as concerned about winning (...) the peace that followed as well as the war. During the years 1939 to 1945 they recommitted themselves to sharing the Christian message with their fellow citizens and engaged in varied forms of evangelism and extended times of prayer for the nation. The success of their Armed Forces Chaplains in World War One ensured that Scottish Baptist padres had greater opportunities for service a generation later. Scottish Baptists had seen closer ties established with other churches in their country under the auspices of the Scottish Churches Council. This co-operation in the context of planning for helping refugees and engaging in reconstruction at the conclusion of the war led to proposals for a World Council of Churches. Scottish Baptists were more cautious about this extension of ecumenical relationships. In line with other Scottish Churches they recognised a weakening of Christian commitment in the wider nation, but were committed to the challenge of proclaiming their faith at this time. They had both high hopes and expectations for the post-war years in Scotland. (shrink)

This far-ranging and ambitious attempt to rethink postcolonial theory's discussion of the nation and nationalism brings the problems of the postcolonial condition to bear on the philosophy of freedom. Closely identified with totalitarianism and fundamentalism, the nation-state has a tainted history of coercion, ethnic violence, and even, as in ultranationalist Nazi Germany, genocide. Most contemporary theorists are therefore skeptical, if not altogether dismissive, of the idea of the nation and the related metaphor of the political body as an organism. Going (...) against orthodoxy, Pheng Cheah retraces the universal-rationalist foundations and progressive origins of political organicism in the work of Kant and its development in philosophers in the German tradition such as Fichte, Hegel, and Marx. Cheah argues that the widespread association of freedom with the self-generating dynamism of life and culture's power of transcendence is the most important legacy of this tradition. Addressing this legacy's manifestations in Fanon and Cabral's theories of anticolonial struggle and contemporary anticolonial literature, including the Buru Quartet by Indonesian writer Pramoedya Ananta Toer, and the Kenyan writer Ngugi Wa Thiong'o's nationalist novels, Cheah suggests that the profound difficulties of achieving freedom in the postcolonial world indicate the need to reconceptualize freedom in terms of the figure of the specter rather than the living organism. National history has once again become a battlefield. In internal political conflicts, which are fought on the terrain of popular culture, museums, schoolbooks, and memorial politics, it has taken on a newly important and contested role. Irrespective of national specifics, the narratives of new nationalism are quite similar everywhere. National history is said to stretch back many centuries, expressesing the historical continuity of a homogeneous people and its timeless character. This people struggles for independence, guided by towering (...) leaders and inspired by the sacrifice of martyrs. Unlike earlier forms of nationalism, the main enemies are no longer neighbouring states, but international and supranational institutions. To use national history as an integrative tool, new nationalists claim that the media and school history curricula should not contest or question the nation and its great historical deeds, as doubts threaten to weaken and dishonour the nation. This book offers a broad international overview of the rhetoric, contents, and contexts of the rise of these renewed national historical narratives, and of how professional historians have reacted to these phenomena. Critics argued that the 2007–09 financial crisis was failure of macroeconomics, locating its source in the dynamic, stochastic general-equilibrium model and calling for fundamental re-orientation of the field. Critics exaggerated the role of DSGE models in actual policymaking, and DSGE modelers addressed some criticisms within the DSGE framework. But DSGE modelers oversold their success and even claimed that their approach is the sine qua non of competent macroeconomics. The DSGE modelers and their critics renew an old debate over the relative (...) priority of a priori theory and empirical data, classically exemplified in the Measurement without Theory Debate of the 1940s between the Cowles Commission and the National Bureau of Economic Research. The earlier debate is reviewed for its implications for the recent controversy. In adopting the Cowles-Commission position, some DSGE modelers would essentially straight-jacket macroeconomics and undermine economic science and the pursuit of knowledge in an open-minded, yet critical framework. In 1935, the British scholar Eliza M. Butler published The Tyranny of Greece Over Germany, in which she explored the appeal of Greek art and poetry to modern German writers. She argued that Hellenism had exerted a baleful influence on German literature and culture, and that Germans were especially—even dangerously—susceptible to the power of ideas. In her view, the most dangerous Hellenic concept to German culture and society was the daimon, which had reached Germany via the work of Winckelmann. Butler's (...) thesis and methods may be problematic, as some reviewers of Tyranny pointed out, but her work is noteworthy as the product of a scholar who had lived in Germany and was a witness to history, familiar with German language, literature, and culture, writing on Germany during difficult times. As a British scholar who began studying German just before World War I and ended her career after World War II, Butler had an ambivalent relationship with Germany and Germans. But in addition to political factors, she was also influenced by her family, her educational and research experiences in Germany, and her preference for 18th- and 19th-century over 20th-century Germans. Moreover, her perception of Germans and Germanness was consistently posed against her perception of England and Englishness, and she defined the two cultural identities in terms of their relation to each other. Writing Tyranny as the National Socialists came to power in Germany, Butler judged Germans and their relationship to the daimon harshly. In 1956, Butler reconsidered the daimonic in a study of Byron and Goethe, and in this work it received a more sympathetic and nuanced analysis. A comparison of these two works is useful for understanding the evolution of Butler's thought in the 20-year interval between their publication. (shrink)

Abstract This essay provides a critical engagement with neo?Gramscian perspectives on European integration, dealing with their core theoretical assumptions as well as empirical analyses of individual aspects of European integration. It is argued that by drawing on Gramsci's rejection of economic determinism, his thinking on the agency?structure problem, as well as his work on how to conceptualise the role of ideas, neo?Gramscian perspectives as a critical theory are able to analyse the social purpose of European integration. The conclusion identifies several (...) shortcomings in the neo?Gramscian literature on European integration, namely (1) the neglect of national and European institutions and their structural impact on social forces as main collective actors; (2) the related oversight of possibilities for change within the existing institutional structure; (3) the neglect of studying resistance to neo?liberal restructuring in Europe; and (4) the missing analysis of trade unions and labour as potential actors within movements of resistance. This paper examines how discourses on multicultural education are constructed in the recent curriculum reforms of South Korea. In response to the rapid demographic change in the last two decades, the South Korean government has revised its national curriculum to promote multicultural education. However, contrary to the benign intention, multicultural education often serves to perpetuate the dominant group's perspectives. By employing critical discourse analysis, this study investigates implicit messages of multicultural education embedded in the recently revised national curricula (...) of social studies. The findings of this study reveal that the revised curricula contain five competing discourses including pluralist, conservative, essentialist, neoliberal, and critical multiculturalism, each of which has conflicting values and approaches to multicultural education. This discursive conflict in the new curricula shows ambivalence and conceptual instability of multicultural education promoted by the Korean government. By demonstrating how multiple and conflicting discourses coexist in the national curriculum at the same time, this study complicates previous research focusing on unpacking a single predominant discourse in multicultural education. Ireland has struggled with its ‘feminine’ identity throughout its history. The so-called ‘chasmic dichotomy of male and female' is embedded in colonial and postcolonial constructions of Irishness and it continues to manifest itself in contemporary cultural representations of Ireland and Irishness. This study explores issues of gender and nationality via a reading of a 70-second television advertisement for Caffrey's Irish Ale, titled ‘New York’. The article suggests that, although colonial and postcolonial discourse on Ireland continues to perceive the ‘feminine’ in (...) problematic terms, this is gradually changing as Irish women increasingly, in poet Eavan Boland's words, ‘open a window on those silences, those false pastorals, those ornamental reductions’ that have confined us. Women-led political organizations that employ feminist and nationalist ideologies and operate as separate from, rather than associated with, male-dominated or patriarchal nationalist groups are both significant and under-explored areas of gender, feminist, and nationalism studies. This article investigates the feminist and nationalist vision of the Revolutionary Association of the Women of Afghanistan (RAWA). RAWA exemplifies an effective political movement that intersects feminist and nationalist politics, where women are active, rather than symbolic, participants within the organization, and help to shape an (...) ideological construction of the Afghan nation. RAWA subsequently links its struggle for women's rights (through feminism) with its nationalist goals for democracy and secularism. This article also analyses RAWA's use of conservative nationalist methods to reproduce the future of the organization and to develop ‘citizens’ for its idealized nation, while countering existing patriarchal social and familial structures through a re-configuration of women's roles in the family, community, and nation. This inquiry is based on geographic and feminist examinations of RAWA's organizational structure, literature, and political goals obtained through content analyses of RAWA's political literature and through interviews with RAWA members and supporters living as refugees in Pakistan in the summer of 2003 and winter of 2004/05. RAWA is an instructive example of counter-patriarchal and nationalist feminist politics that questions patriarchal definitions of the nation and its citizenry by reconfiguring gender norms and redefining gender relations in the family as a mirror of the nation. Black Knowledges/Black Struggles: Essays in Critical Epistemology explores the central, but often critically neglected role of knowledge and epistemic formations within social movements for human emancipation. This collection examines the systemic connection that exists between the empirical subordination of "Black" peoples globally and the conceptual negation that subordinates or renders this population invisible within the epistemes of the West. The collection recognizes that as peoples of "Black" African and Afro-mixed descent mobilize against their dehumanized status within Western modernity, they are (...) involved in a struggle that is both contemporary and of long standing, one where local and national battles have a global dimension. The essays in this collection foreground the extent to which liberation from imposed subordination necessarily entails critiques of, challenges to, and counter-formulations against the epistemic formations that work to "naturalize" subordination. The essays in the collection engage primarily with knowledge formations and empirical practices generated from within the discourse of "race," but also in its relation to other socio-human discourses of Western modernity. These essays also analyze the critiques, challenges, and counter-knowledge/epistemic formulations put forth by specific individuals, schools, movements, and/or institutions of the "Black" world. Through these examinations, the collection's authors implicitly point towards, and sometimes explicitly take part in, the formulation of a new kind of critical - but also emancipatory - epistemology. What emerges is a more comprehensive view of what it means to be human, an epistemic construction that can serve as an instrument of liberation rather than subordination. (shrink)

This article is one of the first sociological explorations of power struggles between intellectuals where matters of life and death are literally at stake. It counters the prevailing tendency within sociology to study intellectuals within confined academic institutions where power struggles are limited to matters of symbolic and institutional recognition. This study explores the conflict between collaborationist and Resistance intellectuals at the end of the Second World War in France, and it focuses in particular on the purge of collaborationist intellectuals (...) which culminated in several high profile trials. This article shows that the arguments and meta-arguments put forward in these trials led to broader intellectual debates outside the courtroom. These debates not only centred on the notion of the writer’s responsibility, but also dealt with anxieties about the disintegrative forces of modern society. Whereas collaborationist intellectuals portrayed their writing as either separate from politics or rescuing a defunct or degenerate nation, Resistance intellectuals such as Jean-Paul Sartre were keen to portray collaborators as outsiders, both socially and sexually, lacking in social integration and subservient to a strong external force. The Resistance intellectuals saw the notion of individual responsibility not as antithetical but as integral to the remaking of the French nation, and this concept would become the cornerstone of the reshaping of the intellectual landscape in the post-war era in France. This dissertation examines the tribulations and the futures of radical national literary culture as a vehicle of freedom in the postcolonial South within the general context of the vicissitudes of the postcolonial nation-state in contemporary neocolonial globalisation. In philosophical modernity, culture is regarded as the means to overcome finitude and the realm where the ideal of human freedom can be incarnated. Consequently, the modern idea of freedom culminates in a politics of culture. Culture supplies the ontological paradigm for different (...) models of modern political community and even the idea of the political itself in the philosophical cosmopolitanism of Kant and the philosophical nationalisms of Fichte and Hegel. Although Marx presents his materialist cosmopolitanism as an inversion of Hegel's idealist nationalism, the same philosopheme of culture informs his idea of the proletarian world community. This is made evident by the persistence of the national question in Marxism. Insofar as it grants primacy to culture in the struggle against colonial and neocolonial economic and political domination, the project of Third World revolutionary national culture has its conceptual origins in the modern philosopheme of culture. However, the vicissitudes of these projects in neocolonial globalisation as exemplified by the work and lives of Pramoedya Ananta Toer of Indonesia and Ngugi Wa Thiong'o of Kenya cast doubt on the viability of this philosopheme of culture. The inability of revolutionary national culture to transcend the neocolonial forces of domination, death and destruction unleashed by global capital suggests that culture qua incarnational work is plagued by various forms of haunting that are internal to its structure. Hence, instead of regarding postcolonial national culture as the incarnation of human freedom, we ought to understand it as being essentially constituted by spectral negotiations with global capital. It is only from this vantage point that we can better grasp how it in turn haunts and destabilises neocolonial hegemony. (shrink)

This article explores the political thought of a leading Italian intellectual after his conversion from Jacobinism to liberalism. It shows the extent to which Foscolo was abreast of the then contemporary debate on constitutional government and nation-building. Moreover, it illustrates how he combined liberal with civic humanist and republican ideas, as well as idealism and Realpolitik in his perception of the problems faced by small nations struggling to be free in an era of international ideological conflict.
