This article is a research product that analyses the process of elaboration and ratification of NAFTA and CAFTA-DR. The objective is to know what is the influence that all this process around these Treaties has had on democracy and the sovereignty of the countries that are part of them, according to the Rodrik Trilemma. This analysis is complemented by studying the position and role that the United States exercises over the rest of the States as a hegemonic power.

They were asked to respond to a pre-questionnaire concerning the three characters' behaviors and possible actions and a post-questionnaire after writing a report from the points of view of the three characters in the scenario. Hypotheses are formulated for the three NAFTA countries based on Hofstede's cultural dimensions. There were significant differences, but in some cases not in the direction expected. Through extensive interviewing, the author collects a vivid array of oral histories that examine the impact of NAFTA and attest to how neo-liberal reform has relentlessly impoverished Mexico's peasants and working class while decimating a fragile ecosystem.

The masters of mankind in Smith's day were the "merchants and manufacturers," who were the "principal architects" of state policy, using their power to bring "dreadful misfortunes" to the vast realms they subjugated and to harm the people of England as well, though their own interests were "most peculiarly attended to." In our day the masters are, increasingly, the supranational corporations and financial institutions that dominate the world economy, including international trade -- a dubious term for a system in which (...) some 40 percent of U.S. trade takes place within companies, centrally managed by the same highly visible hands that control planning, production and investment. In shifting from nationalist/statist to neoliberal economic policies, states seek out and build alliances with other advocates—especially large capital—and work to disorganize political opponents—including small business. This article examines the politics of the private sector's involvement in trade liberalization in the developing world through a study of Mexico's proposal, negotiation, and ratification of the 1994 North American Free Trade Agreement. One of the major adjustments brought on by the North American Free Trade Agreement (NAFTA) was a change in the relationship between Mexican agricultural support institutions and the small-scale agricultural sector. Post-NAFTA restructuring programs sought to correct previous inefficiencies in this sector, but they have also had the effect of marginalizing the producers who steward and manage the country’s reserve of maize (Zea mays) genetic diversity. Framed by research suggesting that certain maize varieties in a rain-fed farming region (...) in southern Sonora are in danger of loss due chiefly to long-term drought, this article explores the ramifications of post-NAFTA agricultural policies for in situ maize diversity conservation. Qualitative methods, including semi-structured interviews with agricultural support institutions and participant observation with farmers, were used to gather data on dryland farmers’ access to research and extension, as well as possibilities for collective action. In southern Sonora, agricultural support is oriented primarily toward high-tech production, and there are structural barriers to small-scale farmers’ access to research and extension institutions. Further, collective action around agriculture is limited. These circumstances represent significant limitations to farmers’ options for accessing new techniques which might help maintain maize diversity in the context of economic and environmental change. Modern world economy includes more than one hundred regional trade agreements in place and number that is continuously evolving. Recently some countries reconfigure their economic and political interests and priorities to protectionism. From another side, the expansion of the World Trade Organization has created side agreements with other regional groups leading to a web of trade agreements and understandings. The article is considered the features of integration agreements on the example of the EU, NAFTA, ASEAN and Mercosur. The influence (...) of the process of international economic integration on the gross domestic product, employment and incomes of participating countries is examined. It defines dependence of the effects of integration on stages of integration and economic development of members' countries. It is determined that regional integration is changing welfare of population on macro and micro levels. It is defined the degree of integration depends upon the willingness and commitment of independent sovereign states to share their sovereignty. Deep integration that focuses on regulating the business environment in a more general sense is faced with many difficulties. (shrink)

The first part of my presentation is a short outline of how a feminist, process-oriented, i.e. in a Whiteheadian tradition, business ethics may look like. In the second part, I want to apply this approach in the field of American foreign trade policy concerning the extension of the North American Free Trade Area (NAFTA) to a free trade zone of the Western Hemisphere. I want to focus on ethical problems for the business of the Free Trade Area of the (...) Americas. In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such (...) a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime. We explore how presuppositions of indigenous philosophy, including epistemology (how/what we know), metaphysics (what is), science (stories), and ethics (practices), affect global research programs, intellectual cultural property, economic policies, ecology, biodiversity, taxonomy, health, housing, food, employment, economic sustainability, peace negotiations, climate justice, human/treaty rights, colonial law, refugees and incarceration, self-determination, sovereignty, nation building, and digital information. Readings provide an understanding of traditional (...) and contemporary indigenous philosophical frameworks of interpretation, developments of the 1994-2004 United Nations Decade of Indigenous Peoples, the UN Permanent Forum of Indigenous Peoples, and the recent Indigenous Conference in Cancun (philosophical importance of the World Trade Organization [WTO], the World Bank [WB], the International Monetary Fund [IMF], and NAFTA). In the past two decades, changes in the Mexican government's policies toward the 30 million Mexican migrants living in the US highlight the importance of the Mexican diaspora in both countries given its size, its economic power and its growing political participation across borders. This work examines how the Mexican government's assessment of the possibilities and consequences of implementing certain emigration policies from 1848 to 2010 has been tied to changes in the bilateral relationship, which remains a key factor in (...) Mexico's current development of strategies and policies in relation to migrants in the United States. Understanding this dynamic gives an insight into the stated and unstated objectives of Mexico's recent activism in defending migrants' rights and engaging the diaspora, the continuing linkage between Mexican migration policies and shifts in the US-Mexico relationship, and the limits and possibilities for expanding shared mechanisms for the management of migration within the NAFTA framework. November 17 was a grand day in the career of Bill Clinton, the day when he proved that he is a man of firm principle, and that his "vision" -- the term has become a journalistic reflex -- has real substance. "President Emerges As a Tough Fighter," the New York Times announced on the front page the next day. Washington correspondent R.W. Apple wrote that Clinton had now silenced his detractors, who had scorned him for his apparent willingness to back (...) down on everything he claimed to stand for: "Mr. Clinton retreated early on Bosnia, on Haiti, on homosexuals in the military, on important elements of his economic plan [namely, the minuscule stimulative package]; he seemed ready to compromise on all but the most basic elements of his health-care reforms. Critics asked whether he had a bottom line on anything. On NAFTA, he did, and that question won't be asked much for a while.". (shrink)

After the terrorist attacks on the United States of September 11, 2001, conservatives in this country were almost unanimous in their conviction that it was time for Canada to throw in the towel as an independent nation. Historian Michael Bliss was first out of the blocks, arguing that “although we may still chant the camp songs of Canadian sovereignty, there is probably no turning back. We are heading toward some kind of greater North American union.”1 Others were quick to chime (...) in, barely able to conceal their satisfaction at the thought that Canada would finally get its comeuppance for having, on so many occasions, defied the regional hegemon.2 Yet less than two years later, with Canada-U.S. relations at an all-time low, not only did the prospects for regional integration seem dimmer than ever, but existing arrangements like NAFTA even began to show signs of strain in the face of renewed American unilateralism. The United States (U.S.) and Jordan launched negotiations for a free trade agreement in 2000.The US-JO FTA includes a preamble, nineteen articles, three annexes, joint statements, memorandums of understanding, and side letters. In addition to the interesting articles on labor and environment, the US-JO FTA provides the opportunity for Jordanian nationals to come to the U.S. to make investments and participate in trade. Under certain conditions, Jordanian nationals can enter the U.S. to render professional services. The purpose of this article (...) is to examine in detail article 8 of the US-JO FTA which relates to entry of nationals of one party into the territory of the other. The article starts by providing a brief background of the negotiation and conclusion of the US-JO FTA. Then, the article analyzes in detail the specific provision related to temporary entry of nationals. The article draws a comparison between US-JO FTA with the North American Free Trade Agreement (NAFTA) and the more recent trade agreements between the U.S., Oman, Bahrain, and Morocco. Finally, the article observes that although the US-JO FTA, like all US FTAs, is designed to permit temporary entry, without intent to establish permanent residence, of persons, the U.S. should have provided Jordan with special and differential treatment for entry of its nationals. Taking into account the special circumstances of Jordan as a developing country with low-income status, high unemployment rate, and lack of resources, movement of business visitors, investors, intra-company transferees, and professionals should have been dealt with leniency so that the FTA could generate effective and real market access. The US poultry industry based on flexible accumulation has been advanced as the model of agro-industrial development for agrifood globalization. Similarly, Mexico has been presented as a noteworthy example of the negative effects of neoliberal restructuring associated with the globalization project. In this paper we use both of these assertions as points of departure to guide an investigation of the case of the restructuring of the Mexican poultry industry. Informed by a commodity systems analysis, archival data and key informant interviews (...) are used to generate an overview of the history of the poultry industry in Mexico. A sociology of agrifood theoretical framework informed by regimes theory is employed to analyze the events of the case. We conclude that neoregulation related to the IMF and NAFTA restructuring in Mexico facilitated the diffusion of the US model of poultry production. (shrink)

This 1999 volume takes a critical look at the current divide over immigration policies. It hopes to shed light on the debate by bringing together papers that investigate the link between trade and factor mobility, particularly labour migration, from theoretical and empirical perspectives. It examines the substitutability between trade and migration, the impact of regional integration on the location of economic activity, the role of public goods provisions, and the political economy of migration. Several papers quantify the link between trade, (...) trade policies, migration and income distribution in sending and receiving nations using econometric methods and general equilibrium simulations. Case studies of past and present migration episodes are also presented: the impact of NAFTA on migratory pressure and wage gaps; the trade-migration links between Eastern and Western Europe; and the historical experience with migration flows in the nineteenth century. Applied general equilibrium models have received considerable attention and scrutiny in the public debate over the North American Free Trade Agreement. This collection brings together the leading AGE models that have been constructed to analyse NAFTA. A variety of approaches to modelling trade liberalization are taken in these studies, including multi-country and multi-sectoral models, models that focus on institutional features of particular sectors affecting multinational firms and rules of origin, and models with some inter-temporal structure. Further, by constructing stylized (...) models, theoretical linkages have been identified that drive numerical results in the larger AGE models. The volume also assesses what can be learned about the likely economic effects of NAFTA from the collection of studies taken as a whole. Areas in need of further study have been highlighted. With the North American Free Trade Agreement , the health care sectors of the United States, Canada, and Mexico are becoming more economically integrated. NAFTA poses major challenges to the realization of the international human right. These include: Cross Border Trade in Medical Products, Cross Border Trade in Medical Services, and the attendant investment protections, Portability and Comparability of Health Insurance Coverage, and Protection of Public Health Insurance Programs. The United States, Mexico, and Canada all provide public health insurance (...) programs either to the entire population as in Canada or to vulnerable groups as in the United States. In none of these countries have private, for-profit providers and insurers been able to provide universal and affordable health coverage and care in a truly free market. Private insurers and for-profit providers should not profit from the care of the healthy and wealthy in ways that compromise the public programs that serve the poor and seriously ill. Nor should they be allowed to use NAFTA processes to compromise public programs. Policy makers must consider implications of NAFTA and move toward assuring access to affordable health care for all people on the North American continent. (shrink)

This article reviews the practices and differing sets of attitudes North Americans have taken with respect to fairness in international trade and proposes a set of common considerations for ongoing debates about these matters. After reviewing the asymmetrical relations between Canada, the United States, and Mexico and the impact of multilateral trade agreements on bilateral trade between these countries, the article looks at four typical normative views with respect to trade held by North Americans. These views variously emphasize concerns for (...) protectionism, liberal fair play, distributive justice, and dissent in the name of the environment or the working classes. Acknowledging that the debates over what is fair are not likely to be easily resolved, we call for open political processes that allow these debates to proceed, and we identify five common points of reference that might usefully inform these debates. These comprise (1) respect for flexibility, (2) the importance of institutions, (3) greater attention to the commutative justice principles for fair exchanges and corresponding guarantees so that all countries possess basic power to bargain on their own behalf, (4) the need to find fitting balance between local, national, regional, and international trade, and (5) more concern for the ways false pricing and abusive transfer pricing distort international trading relations. When genetically modified (GM) imported corn was found growing in Oaxaca and the Tehuacán Valley of Puebla, Mexico (2000–2002), it intensified the debate between activists, academics, and government officials about the effects of trade liberalization on Mexican corn farmers and maize biodiversity. In order to understand the challenges faced by corn farmers and in situ diversity, it is important to contextualize GM corn within the recent neoliberal corn regime and its regional manifestations. This essay offers a case study of how (...) indigenous corn farmers from the southern Tehuacán Valley have adapted to such neoliberal reforms and economic crisis by combining local corn production with US-bound labor migration. While the Battle of Seattle immortalized a certain image of anti-globalization resistance, processes and agents of contestation remain sociologically underdeveloped. Even with the time-space compression afforded by new information technologies, how can a global civil society emerge among multi-cultured, multi-tongued peoples divided by miles of space and oceans of inequality? This article examines two cases that confronted the U.S. model of global corporate rule: the defeat of the Multilateral Agreement on Investment (MAI), and the Zapatista challenge to the North American (...) Free Trade Agreement (NAFTA). Evaluating cross-border solidarity in these cases encourages critical evaluation of claims about global civil society, the role of the Internet, and the eclipse of traditional politics in a supposedly post-national age. Contrary to orthodox globalization narratives, our analysis suggests that states, nations, and nationalisms remain key elements in contestation processes, at least in the kinds of cases examined. At the same time, transnational networks played an important role in bypassing unfavorable political opportunity structures at the domestic level, and nurtured incipient processes of framing resistance to neo-liberal globalism across national boundaries. Following the implementation of the North American Free Trade Agreement (NAFTA), Mexican farmers altered their livelihood strategies to respond to changing market incentives. While many commercial farmers responded to falling maize prices brought on by NAFTA by shifting into the production of vegetables for export, the coping strategies of low-income farmers have been varied, from diversifying income sources through off-farm employment, to migration, to searching for niche markets for new or added-value products. In the Totonocan region of the (...) state of Veracruz, Mexico, many farmers who can no longer earn sufficient income from the sale of maize grain are turning to a byproduct of maize to generate income. The commercialization of totomoxtle, or maize husks, for domestic and international markets has not only enabled farmers to continue to profit from maize production, but it has also encouraged farmers to utilize and conserve criollo maize varieties that serve as important reservoirs of genetic diversity. Moreover, the growing importance of totomoxtle in livelihood strategies has caused some farmers to alter their maize management, selecting for better quality husks rather than for grain production. The purpose of this paper is to understand both the broad impact of NAFTA on the local agricultural economy and its more specific effects on the management of maize in the Zona Totonaca. Participation in international trade can lead to unexpected outcomes, in some cases creating new values for goods with a long history of local consumption. Commercialization of maize husks is likely to be only a temporary solution for the relief of rural poverty. Given the volatility of international markets, the long-term welfare of farmers may depend on the development of more diversified production strategies. (shrink)
