We examine whether the current regulatory regime instituted in South Korea and the United States would have prevented Hwang’s potential transgressions in oocyte procurement for somatic cell nuclear transfer, we compare the general aspects and oversight framework of the Bioethics and Biosafety Act in South Korea and the US National Academies’ Guidelines for Human Embryonic Stem Cell Research, and apply the relevant provisions and recommendations to each transgression. We conclude that the Act would institute centralized oversight under governmental auspices while (...) the Guidelines recommend politically-independent, decentralized oversight bodies including a special review body for human embryonic stem cell research at an institutional level and that the Guidelines would have provided more vigorous protection for the women who had undergone oocyte procurement for Hwang’s research than the Act. We also suggest additional regulations to protect those who provide oocytes for research in South Korea. (shrink)

By analyzing how Korea has upgraded its industrial capabilities in the course of corporate globalization, this article holds that some versions of developmental state work better in the globalization process. Globalizing national corporations, neoliberal optimism notwithstanding, does not necessarily result in upgrading domestic innovation capabilities. In the United States, free-market firms may benefit through offshoring, but they create holes in the industrial linkages or industrial commons at home, enfeebling US capability for innovation. By contrast, the Korean government successfully upgraded domestic (...) firms’ innovation capabilities and reduced the possibility of deindustrialization in the course of globalization by moving from classical developmentalism to a new form of development based on inclusive and collaborative networks. Korea’s earlier classical developmentalism focused on mobilization of physical capital, funneling it exclusively to a few firms. (shrink)

An energy efficiency scenario (Joint Institute for a Sustainable Energy and Environmental Future) demonstrates that an energy future built on the use of cost-effective, high-efficiency technologies is clearly within the grasp of South Korea and would justify a nuclear power moratorium with significantly lower carbon dioxide emissions. This is a promising result, especially because applications of other sustainable energy options, such as renewables, decentralized technologies, material recycling/reuse, ecologically based land use planning, forest conservation, sustainable agriculture, and redirection of economic development (...) toward an environment-friendly industrial base, are not included in the analysis. Here lies one of the most fundamental policy choices of the newcentury: Will we build a sustainable energy and environmental future, or will we send forward the burdens and risks of a policy regime that is unwilling to value the future beyond the satisfaction of short-term interests and convenience? It is a critical time for South Korean policy making. (shrink)

This essay investigates the rôle of the North Atlantic as a silent actant in the dramatic economy of Shakespeare’s Hamlet. It takes the series of actions of Hamlet’s deportation by sea, his nocturnal transformation on board and his surprise return with the pirate ship as the axis around which the play turns. It examines the movement of deterritorialization and mimesis in the constitution of sovereignty by the ceaseless transference of piracy and inter-imperial rivalries and passages. Interpreting Hamlet as being not (...) just a play of nothingness and nihilism, born of and residing in the interstice of disjointed historical time, this essay argues that Hamlet is a play that inherits and inhabits the cranny of fractured historical space from Elizabethan to Jacobean England when the English isle became what Carl Schmitt called the “agency of the spatial turn to a new nomos of the earth.” The old nomos of the earth, terra firma in the Greco-Roman and feudal senses, was challenged by the new freedom of the sea which demanded a separate and distinct global order. This essay poses the question whether the dramatic economy of Hamlet as split by and revolving around the physical presence and symbolic charges of the North Atlantic in fact constitutes the irrhythm and mis-punctuation of this spatial turn toward a maritime modernity.
