Coping with the existential risk of synthetic biology Synthetic biology (synbio) is a domain in full development, with a potentially big impact on humanity, both in a positive and a negative way. In that sense, synbio is not unique. After a short introduction into synbio, we survey the natural phenomena and technologies that can lead to a premature extinction of Earth-originating life or that can lead to the permanent and drastic reduction of its potential. Within that framework, synbio can be (...) classified as an anthropogenic existential risk in the short term. This leads to the question of how to deal with such risky technologies taking into account existential risks. For emerging technologies, Europe has chosen to be guided by the precautionary principle, focussing heavily on the prevention of possible harm. Implementing the principle has however not been able to offset the increase in anthropogenic existential risks. In addition the principle prevents synbio to play an important role in mitigating intermediate existential risks. Hence, there are reasons to abandon the precautionary principle in favour of a European version of the proactionary principle. (shrink)

‘Information’ is a fundamental notion in the field of artificial intelligence including various sub-disciplines such as cybernetics, artificial life, robotics, etc. Practically the notion is often taken for granted and used naively in an unclarified and philosophically unreflected manner, whilst philosophical attempts at clarifying ‘information’ have not yet found much consensus within the science-philosophical community. One particularly notorious example of this lack of consensus is the recent Fetzer-Floridi dispute about what is ‘information’—a dispute which has remained basically unsettled until today (...) in spite of a sequence of follow-up publications on this topic. In this chapter our philosophical analysis reveals with reference to Gottlob Frege’s classical semiotics that the above-mentioned Fetzer-Floridi dispute cannot come to any solution at all, because the two competing notions of ‘information’ in that dispute are basically synonyms of what Frege had called ‘sense’ versus what Frege had called ‘meaning’. As Frege had convincingly distinguished sense and meaning very clearly from each other, it is obvious that ‘information’ understood like ‘sense’ and ‘information’ understood like ‘meaning’ are incompatible and cannot be reconciled with each other. Moreover we also hint in this chapter at the often-forgotten pragmatic aspects of ‘information’ which is to say that ‘information’ can always only be ‘information for somebody’ with regard to a specific aim or goal or purpose. ‘Information’, such understood, is thus a teleological notion with a context-sensitive embedding into what the late Wittgenstein had called a ‘language-game’. Shannon’s quantified notion of ‘information’, by contrast, which measures an amount of unexpected surprise and which is closely related to the number of definite yes-no-questions which must be asked in order to obtain the desired solution of a given quiz puzzle, is not the topic of this chapter—although also in Shannon’s understanding of ‘information’ the quiz puzzle scenario, within which those yes-no-questions are asked and counted, is obviously purpose-driven and Sprachspiel-dependent. We conclude our information-philosophical analysis with some remarks about which notion of ‘information’ seems particularly amenable and suitable for an autonomic mobile robotics project which one of the two co-authors is planning for future work. To separate this suitable notion of ‘information’ from other ones a new word, namely ≪enlightation≫, is coined and introduced. (shrink)

The satisfiability problem for the two-variable fragment of first-order logic is investigated over finite and infinite linearly ordered, respectively wellordered domains, as well as over finite and infinite domains in which one or several designated binary predicates are interpreted as arbitrary wellfounded relations. It is shown that FO 2 over ordered, respectively wellordered, domains or in the presence of one well-founded relation, is decidable for satisfiability as well as for finite satisfiability. Actually the complexity of these decision problems is essentially (...) the same as for plain unconstrained FO 2 , namely non-deterministic exponential time. In contrast FO 2 becomes undecidable for satisfiability and for finite satisfiability, if a sufficiently large number of predicates are required to be interpreted as orderings, wellorderings, or as arbitrary wellfounded relations. This undecidability result also entails the undecidability of the natural common extension of FO 2 and computation tree logic CTL. (shrink)

Dabei wird das jüngst in den historischen Kulturwissenschaften aufkommende Interesse am Selbst in zweierlei Hinsicht korrigiert: Zum einen stellen die Studien die eminent bedeutsame Verbindung von Ethik und Ästhetik ins Zentrum und zum anderen können so - jenseits von idealtypischen Rekonstruktionen - erste (...) Thesen zu Kontinuitäten und Brüchen in der Geschichte des Selbst aufgestellt werden. Es wird ersichtlich: Eine Geschichte der Moderne kann nicht mehr ohne eine Geschichte des Selbst auskommen. There are properties of finite structures that are expressible with the use of Hilbert's ε-operator in a manner that does not depend on the actual interpretation for ε-terms, but not expressible in plain first-order. This observation strengthens a corresponding result of Gurevich, concerning the invariant use of an auxiliary ordering in first-order logic over finite structures. The present result also implies that certain non-deterministic choice constructs, which have been considered in database theory, properly enhance the expressive power of first-order logic (...) even as far as deterministic queries are concerned, thereby answering a question raised by Abiteboul and Vianu.
