The deflationary aim of this book, which occupies Part I, is to show that a widely held view has little to be said for it. The constructive aim, pursued in Part II, is to make plausible a measure-theoretic account of propositional attitudes. The discussion is throughout instructive, illuminating and sensitive to the many intricacies surrounding attitude ascriptions and how they can carry information about a subject's psychology. There is close engagement with cognitive science. The book should be read by anyone (...) seriously engaged with issues about propositional attitudes.According to the widely held view, which Matthews calls the Received View, the attitude of Φing that p is a matter of standing in a computational/functional relation to an explicit Representation that expresses the proposition that p, and thinking is ‘an inferential computational process defined over one or more of these Representations that eventuates in the production of either another Representation or a behavior’. The representations are understood to be sentences in a language of thought and thus to have a compositional syntax and semantics. The theory that Matthews aims to make plausible has it that ascriptions of propositional attitudes in the form ‘X Φs that p’, ascribe a state to a person by relating that person to an abstract object that is the representative of the state in roughly the way that numbers on a scale are the measure-theoretic representations of certain physical magnitudes. We are to think of the role of ‘Jones believes that interest rates will fall’ by analogy with that of ‘Jones weighs 150lbs’. The latter depends on there being arithmetical relations defined over numbers that enable its particular assignment of a number to Jones's weight to represent physical properties that Jones has in virtue …. Putnam and Searle famously argue against computational theories of mind on the skeptical ground that there is no fact of the matter as to what mathematical function a physical system is computing: both conclude (albeit for somewhat different reasons) that virtually any physical object computes every computable function, implements every program or automaton. There has been considerable discussion of Putnam's and Searle's arguments, though as yet there is little consensus as to what, if anything, is wrong with these arguments. In (...) the present paper we show that an analogous line of reasoning can be raised against the numerical measurement (i.e., numerical representation) of physical magnitudes, and we argue that this result is a reductio ad absurdum of the challenge to computational skepticism. We then use this reductio to get clearer about both (i) what's wrong with Putnam's and Searle's arguments against computationalism, and (ii) what can be learned about both computational implementation and numerical measurement from the shortcomings of both sorts of skeptical argument. This paper defends the commonsense conception of linguistic competence according to which linguistic competence involves propositional knowledge of language. More specifically, the paper defends three propositions challenged by Devitt in his Ignorance af Language. First, Chomskian linguists were right to embrace this commonsense conception of linguistic cornpetence. Second, the grammars that these linguists propose make a substantive claim about the computational processes that are presumed to constitute a speaker’s linguistic competence. Third, Chomskian linguistics is indeed a subfield of psychology, in (...) the business of characterizing the linguistic competence of speakers. (shrink)

Fodor and Pylyshyn (1988), Fodor and McLaughlin (1990) and McLaughlin (1993) challenge connectionists to explain systematicity without simply implementing a classical architecture. In this paper I argue that what makes the challenge difficult for connectionists to meet has less to do with what is to be explained than with what is to count as an explanation. Fodor et al. are prepared to admit as explanatory, accounts of a sort that only classical models can provide. If connectionists are to meet the (...) challenge, they are going to have to insist on the propriety of changing what counts as an explanation of systematicity. Once that is done, there would seem to be as yet no reason to suppose that connectionists are unable to explain systematicity. (shrink)

Propositional relationalists about the attitudes claim to find support for their view in what they assume to be the dyadic relational logical form of the predicates by which we canonically attribute propositional attitudes. In this paper I argue that the considerations that they adduce in support of this assumption, specifically for the assumption that the that-clauses that figure in these predicates are singular terms, are suspect on linguistic grounds. Propositional relationalism may nonetheless be true, but the logical form of attitude (...) predicates provides no grounds for thinking this to be so. (shrink)

The “top-down” and “bottom-up” approaches have been thought to exhaust the possibilities for doing cognitive neuroscience. We argue that neither approach is likely to succeed in providing a theory that enables us to understand how cognition is achieved in biological creatures like ourselves. We consider a promising third way of doing cognitive neuroscience, what might be called the “neural dynamic systems” approach, that construes cognitive neuroscience as an autonomous explanatory endeavor, aiming to characterize in its own terms the states and (...) processes responsible for brain-based cognition. We sketch the basic motivation for the approach, describe a particular version of the approach, so-called ‘Dynamic Causal Modeling’ (DCM), and consider a concrete example of DCM. This third way, we argue, has the potential to avoid the problems that afflict the other two approaches. (shrink)

In colonial societies such as Canada the implications of colonialism and ethnocide (or cultural genocide) for ethical decision‐making are ill‐understood yet have profound implications in health ethics and other spheres. They combine to shape racism in health care in ways, sometimes obvious, more often subtle, that are inadequately understood and often wholly unnoticed. Along with overt experiences of interpersonal racism, Indigenous people with health care needs are confronted by systemic racism in the shaping of institutional structures, hospital policies and in (...) resource allocation decisions. Above all, racism is a function of state law – of the unilateral imposition of the settler society law on Indigenous communities. Indeed, the laws, including health laws, are social determinants of the ill‐health of Indigenous peoples. This article describes the problem of Indigenous ethnocide and explores its ethical implications. It thereby problematizes the role of law in health ethics. (shrink)

The issues and problems of mandatory vaccination policy and roll out in First Nations communities are unique and do not concern the safety and effectiveness of vaccines. These issues are also independent of more specific arguments of mandatory vaccination of healthcare workers as a condition of employment. As important as these issues are, they do not consider the complex politics of ongoing settler colonialism and First Nations community relations. In this paper, we also set aside the very real problems of (...) disinformation, hesitancy, scientific and health illiteracy, and other concerns that drive vaccine hesitancy and refusal. These affect all communities, including First Nations communities. We, instead describe the dominant arguments in favour of mandatory vaccination and critique them in terms of the disputed legitimacy of Settler-Colonial decision-making as it impacts First Nations communities. We contend cultural responsiveness and safety—not state compulsion—must remain the first principles of any engagement—including vaccination—with First Nations Peoples, families, and communities. _Learning Communities_ is a groundbreaking book that shows how learning communities can be a flexible and effective approach to enhancing student learning, promoting curricular coherence, and revitalizing faculty. Written by Barbara Leigh Smith, Jean MacGregor, Roberta S. Matthews, and Faith Gabelnick¾acclaimed national leaders in the learning communities movement¾this important book provides the historical, conceptual, and philosophical context for LCs and clearly demonstrates that they can be a key element in institutional transformation.

The paper describes the unique health ethics challenges of working with Indigenous peoples. It explores the distorting impacts of colonial law and economic policy on clinical ethics decision making and makes some practical recommendations for overcoming or subverting them.

In a recent article, Gross argues that physicians in decent societies have a civic duty to aid in the torturing of suspected terrorists during emergency conditions. The argument presupposes a communitarian society in which considerations of common good override questions of individual rights, but it is also utilitarian. In the event that there is a ticking bomb and no other alternative available for defusing it, torture must be used, and physicians must play their part. In an earlier article, Jones also (...) argues in favour of physician participation in torture, going so far as to enthusiastically endorse the allocation of research resources as well to ensure that the ability to meet emergency situations is as efficient as scientifically possible. I argue against both these views and defend the absolute prohibition against torture generally, and against any participation by physicians in particular. I show that these arguments are incompatible with liberal or decent societies, and that the institutional requirements for making torture effective would constitute an unacceptable degradation both of medical ethics and practice, as well as of political institutions in general. The impetus for this volume developed from the 1982 University of Western Ontario Learnability Workshop, which was organized by the editors and sponsored by that University's Department of Philosophy and the Centre for Cognitive Science. The volume e~plores the import of learnability theory for contemporary linguistic theory, focusing on foundational learning-theoretic issues associated with the parametrized Government-Binding framework. Written by prominent re searchers in the field, all but two of the eight contributions are pre viously unpublished. The editor's introduction provides (...) an overview that interrelates the separate papers and elucidates the foundational issues addressed by the volume. Osherson, Stob, and Weinstein's "Learning Theory and Natural Language" first appeared in Cognition ; Matthews's "The Plausi bility of Rationalism" was published in the Journal of Philosophy. Many believe that the grammatical sentences of a natural language are a recursive set. In this paper I argue that the commonly adduced grounds for this belief are inconclusive, if not simply unsound. Neither the native speaker's ability to classify sentences nor his ability to comprehend them requires it. Nor is there at present any reason to think that decidability has any bearing on first-language acquisition. I conclude that there are at present no compelling theoretical grounds for requiring that transformational (...) grammars enumerate only recursive sets. Hence, the fact that proposed transformational grammars do not satisfy this requirement does not, as some have claimed, represent a shortcoming in current theory. (shrink)

Twenty-five years ago Israel Scheffler argued for the inclusion of philosophy of science in the preparation of science teachers. It was part of his wider argument for the inclusion of courses in the philosophy of the discipline in programmes that are preparing people to teach that discipline. For the most part Scheffler's suggestion, at least as far as science education is concerned, went unheeded. Pleasingly, in recent times there has been some rapprochement between these fields. This paper will restate parts (...) of Scheffler's argument, it will develop some additional considerations pertaining to it, and it will set the discussion in the context of contemporary debate about science, science education and teacher training. With changed time and circumstances, Scheffler' arguments might find more adherents than when they were initially proposed. My revision of Scheffler's argument has two planks: first pedagogical, second professional. (shrink)

The paper describes the consequences of the failure of defences of torture to engage with interdisciplinary empirical literature on torture. It argues that the validity of existing defences of torture can only be asserted in the absence of consideration of the nature of torture and its actual impacts.

Background: Studies of sexual conditioning typically focus on the development of conditioned responses to a stimulus that precedes and has become associated with a sexual unconditioned stimulus (US). Such a sexually conditioned stimulus (CS) provides the opportunity for feed-forward regulation of sexual behavior, which improves the efficiency and effectiveness of the sexual activity. Objective and Design: The present experiments were conducted to provide evidence of such feed-forward regulation of sexual behavior in laboratory studies with domesticated quail by measuring how many (...) fertilized eggs were produced by the female after the sexual encounter. During the conditioning phase, male and female quail received a conditioned stimulus paired with the opportunity to copulate with each other. Results: Sexual conditioning increased the number of eggs that were fertilized as a consequence of copulation, especially if both the male and the female were exposed to the sexual CS. This conditioned fertility effect occurred with a range of CS durations and CS types. The conditioned fertility effect also occurred in situations involving sexual competition. When two males copulated with the same female, DNA fingerprinting showed that the male whose sexual encounter was signaled by a sexual CS was responsible for most of the resulting offspring. Sexual conditioning also reduced the first-male disadvantage in fertilization that occurs when two males copulate with the same female separated by several hours. Another significant finding was that sexual conditioning attenuated the usual drop in fertilization rate that occurs when the same male copulates with two females in succession. Conclusion: These results show that sexual conditioning increases the number of offspring that are produced in both isolated male-female encounters and in situations that involve two males copulating with the same female or one male copulating with more than one female. By increasing fertilization rates, sexual conditioning can alter genetic transmission across generations and shape evolutionary change. Originally published in 1954, this volume describes and analyses the course of short-period fluctuations in the British economy between 1833 and 1842. Through concentrating on a relatively short space of time, the text is able to provide a rigorous examination of the evidence and also avoids the over-simplification inherent in comparing the history of fluctuations in different periods. A variety of sources are put under scrutiny, both 'literary' and statistical, reflecting a relative lack of surviving economic material from the period. (...) This, in turn, reflects a generally broad approach which is described by the author as 'quantitative-historical'.
