Local perceptions of protected areas are important for conservation and the sustainability of protected areas. We undertook qualitative and ethnographic fieldwork to explore relationships between people and protected areas in the Blouberg mountain range, South Africa. The history of land use and current relationships with protected areas reveal legacies of marginalisation and immiseration, giving credence to a theory of traumatic nature. The impacts of traumatic nature manifest themselves in local discourses and narratives of nature, protected areas and conservation.

Over the last half century, a multijurisdictional, multiscale system of governance has emerged to address concerns associated with toxic chemicals that have the capacity to bioaccumulate in organisms and biomagnify in food chains, leading to fish consumption advisories. Components of this system of governance include international conventions, laws enacted by nation states and their subjurisdictions, and efforts to adaptively manage regional ecosystems. Given that many of these compounds – including mercury, industrial chemicals such as polychlorinated biphenyls, and pesticides such as (...) toxaphene – circulate throughout the globe through cycles of deposition and reemission, regional efforts to eliminate the need for fish consumption advisories cannot be successful without efforts to reduce emissions everywhere in the world. This paper argues that the scientific community, by monitoring the concentrations of these compounds in the atmosphere and by modeling their fate and transport, play an important role in connecting the various jurisdictional scales of governance. In addition, the monitoring networks that this community of scientists has established can be visualized as a technology of governance essential in an era in which societies have the capacity to produce and release such chemicals on an industrial scale. The theme of the 10th Annual Research Ethics Conference organized by the Uganda National Council for Science and Technology (2018) was “Evolution of Research Ethics in Uganda and the Region: Past, Present and Future”. We were asked to address the topic: “The History of CIOMS and the recent changes in the international ethics guidelines: implications for local research”. The thrust of the conference was to track progress in ensuring ethical conduct of research, highlight challenges encountered, and to propose strategies (...) for effective and meaningful implementation of international ethical guidelines in local contexts. Consequently, the purpose of this paper is to comment on the implications of the history of CIOMS ethical guidelines and suggest strategies for their effective and meaningful implementation in the East African region, and perhaps the whole of Sub‐Saharan Africa. Inferring from the ‘evolutionary’, ‘flexible’, and ‘general’ nature of the CIOMS guidelines, we proposed a six‐point strategy for ensuring their effective and meaningful implementation in local contexts. This strategy is in the form of obligations for local research regulators and researchers, the fulfillment of which will go a long way towards their smooth and meaningful implementation in local contexts. These obligations are: ensuring evidence‐based adaptation of each individual guideline; ensuring sufficiently judicious and motivated RECs membership; acting proactively to ensure harmony between bioethics and local legal regimes; cultivating a ‘bioethics culture’ among the public; moving towards regional bioethics governance; and playing an active and meaningful role in future revisions of these guidelines. The late nineteenth to early twentieth century saw a small but dedicated rise in experimental rainmaking. The possibility that humanity might one day be able to control the weather – especially to alleviate drought – was very attractive to governments and private investors. The late nineteenth century was an era of scientific optimism and a number of rainmaking experiments across the world had brought the potential for weather control out of the realms of discourse and literature and further into tangible (...) near-future science. There has been a small but thorough historiographical literature on this subject, focusing largely on American, British, and Australian efforts. This article seeks to build on this by exploring the little-known history of rainmaking in Hong Kong before 1930, centering on a case study of a particular experiment intended to alleviate the disastrous drought of 1928–9. As was the case elsewhere, Hong Kong’s rainmaking efforts raised as much skepticism as they did support, with the government, scientists, and the general public in two minds about whether making rain was even possible. As such, this article aims to interrogate the concepts of the sociotechnical imaginary and the history of failure, while also contributing to the wider story of meteorological knowledge-making. Continuing the work of the ‘Vienna Circle’, philosopher Carl Hempel created explanatory models to ground scientific inquiry in logic and empirical truth. Beginning with the physical sciences, he explored the application of these models to the social sciences as well. Terrestrial archaeologists incorporated Hempelian concepts by calling for global changes in archaeological methodology. These changes, explicitly designed to maximize data collection, were developed using particular idiosyncratic geographical cues that would undermine archaeology if implemented in other contexts. In this article, I (...) argue that similarly unconscious artifacts of particular archaeologists’ goals and locations have also governed underwater archaeology ’s growth as a discipline, much to its detriment. It is my hope that understanding the philosophical and archaeological issues that have led archaeology to this point will help to move archaeology forward. (shrink)

To commemorate 40 years since the founding of the Journal of Business Ethics, the editors in chief of the journal have invited the editors to provide commentaries on the future of business ethics. This essay comprises a selection of commentaries aimed at creating dialogue around the theme Ethics at the centre of global and local challenges. For much of the history of the Journal of Business Ethics, ethics was seen within the academy as a peripheral aspect of business. However, (...) in recent years, the stakes have risen dramatically, with global and local worlds destabilized by financial crisis, climate change, internet technologies and artificial intelligence, and global health crises. The authors of these commentaries address these grand challenges by placing business ethics at their centre. What if all grand challenges were framed as grand ethical challenges? Tanusree Jain, Arno Kourula and Suhaib Riaz posit that an ethical lens allows for a humble response, in which those with greater capacity take greater responsibility but remain inclusive and cognizant of different voices and experiences. Focussing on business ethics in connection to the grand challenge of environmental emergencies, Steffen Böhm introduces the deceptively simple yet radical position that business is nature, and nature is business. His quick but profound side-step from arguments against human–nature dualism to an ontological undoing of the business–nature dichotomy should have all business ethics scholars rethinking their “business and society” assumptions. Also, singularly concerned with the climate emergency, Boudewijn de Bruin posits a scenario where, 40 years from now, our field will be evaluated by its ability to have helped humanity emerge from this emergency. He contends that Milieudefensie v. Royal Dutch Shell illustrates how human rights take centre stage in climate change litigation, and how business ethics enters the courtroom. From a consumer ethics perspective, Deirdre Shaw, Michal Carrington and Louise Hassan argue that ecologically sustainable and socially just marketplace systems demand cultural change, a reconsideration of future interpretations of “consumer society”, a challenge to the dominant “growth logic” and stimulation of alternative ways to address our consumption needs. Still concerned with global issues, but turning attention to social inequalities, Nelarine Cornelius links the capability approach to global and corporate governance, arguing that CA will continue to lie at the foundation of human development policy, and, increasingly, CSR and corporate governance. Continuing debate on the grand challenges associated with justice and equality, Laurence Romani identifies a significant shift in the centrality of business ethics in debates on managing differences, positing that dialogue between diversity management and international management can ground future debate in business ethics. Finally, the essay concludes with a commentary by Charlotte Karam and Michelle Greenwood on the possibilities of feminist-inspired theories, methods, and positionality for many spheres of business ethics, not least stakeholder theory, to broaden and deepen its capacity for nuance, responsiveness, and transformation. Subjects can be assumed as phenomena possessing independent axes on which intellectual and material achievements are deployed into a network of interconnections that, centered on certain axes in specific place and time, may give rise to a series of subjects or may transform into turning points that inevitably lead to dimming or elimination of a range of issues and bring about significant changes and developments in another broad range of them. Phenomena such as local governments/states formation or collapse, industrial (...) revolution, and other phenomena such as new civil laws, the press, public education, etc., in any given period can be new issues affecting the situation before and after them, transforming into turning points and/or serving as axes for other subjects. By identifying a network of such subjects, we will be able to understand their process of formation, evolution and variation within the scope of local histories. (shrink)

A major strategy in the creation of sustainable economies is the establishment of alternative market institutions, such as fair trade and local market systems. However, the dynamics of these alternative markets are poorly understood. What are the rules of behavior by which these markets function? How do these markets maintain their separate identity as “alternative”: apart from the conventional (“free”) market system? Building on Lyson’s notion of civic agriculture, we argue that alternative markets maintain themselves through civic engagement. However, (...) we argue that the civically-engaged practices of alternative markets are poorly understood. We seek, therefore, to begin a conversation about the everyday forms of civic engagement in alternative practice and to do this we introduce a few useful conceptual tools. Building upon ideas in science studies about the collaboration of scientists (Hess, Alternative pathways in science and industry, 2007) we argue that civic markets have their own “market fields” and “modes of governance” (Bulkeley et al., Environment and Planning A 39:2733–2753, 2007), their own fields of social interaction in which rules of behavior become stabilized and determine how the market works. The creation of a social field also requires the demarcation of boundaries, referred to in the science studies literature as “boundary work” (Gieryn, Cultural boundaries of science: Credibility on the line, 1999). We apply the idea of boundary work to understand how alternative market actors maintain boundaries between alternative and conventional markets. Finally, studies of collaboration in science have often centered on the object created through these interactions, an object that is partially material and partially a product of knowledge, what (Rheinberger, Toward a history of epistemic things: Synthesizing proteins in the test tube, 1997) calls an “epistemic object.” We use this idea to understand that the creation of alternative objects of exchange, such as organic food, are epistemic objects in that they combine both particular materialities and particular ways of knowing. Using these concepts, we will carry out a close analysis of the mode of governance in the national organic market, looking specifically a recent governance crisis in organic agriculture known as the Harvey lawsuit. The author, a French anthropologist, has extensive field experience in Ethiopia. Deploying the insights and methods of social anthropology by drawing on local history, interviews and participant observation, Abélès describes politicians at every level, from municipal officers to Members of Parliament and Ministers. He provides a clear picture of the process of 'decentralization' initiated by the Socialist (...) government in 1982, and undermines the simplistic notion of 'centralist France'. This book, which develops a fresh perspective on political life in France, past and present, illustrates more generally an exciting approach to modern political phenomena, from the point of view of anthropology. From 1957 to 1973, Barcelona Zoo was transformed from a small-scale, antiquated establishment harboring very few animals, a place that was still in a poor condition following the Spanish Civil War, into a new, larger, modern, and internationally recognized institution that included up-to-date animal enclosures and that boasted one of the first dolphinariums in Europe, as well as a famous white gorilla as its icon. From its very beginning, this renovation involved an intense popularization campaign. In this paper, by describing (...) the public discourse generated throughout this transformation and by analyzing the roles played by Antoni Jonch, the director of the zoo at that time; Josep Maria de Porcioles, the then-mayor of Barcelona; and General Francisco Franco, the Spanish dictator who was head of state during this period, I will highlight how the context of the dictatorship not only authorized the new Barcelona Zoo but is, in fact, crucial to its understanding. The narratives that surrounded the renovation of the zoo focused on its civic and educational purpose, with a firm emphasis on modernity. The zoo was a modern space for learning about animals in order to become better people. These narratives were not only suitable to the policies, ideas, and aims of Porcioles’ City Council and Franco’s dictatorial regime; in fact, they completely matched them. Both local and national governments benefited from the restructuring of Barcelona Zoo and from its public discourse as a tool for social control and an instrument for their own propaganda, legitimation, and perpetuation. It is not too early to suggest that the attempts to place medical care in private hands (through group insurance arrangements) has not fulfilled its promise—or better, the promises that were made for it. Yet history has not been kind to plans to make government the single payer, and the laudable progress in medical technology has placed high-technology medical care beyond the reach of most privatebudgets. In this paper I suggest that the major problem of the U.S. health care (...) system as presently conceived is a failure of legitimacy,and I put forward a proposal that purports to solve that problem. The proposal is to localize health care, on the model of a public school system, on the argument that such localization will answer most of the questions of legitimacy at the core of the private insurance imbroglio, provide a brake for medical costs, while preserving our ability to take advantage of the most advanced medical interventions. I present some initial arguments for the proposal, but await its proof in the dialogue emerging as the present insurance system collapses. (shrink)

Parallel lives is an ontological model of nature in which quantum mechanics and special relativity are unified in a single universe with a single space-time. Point-like objects called lives are the only fundamental objects in this space-time, and they propagate at or below c, and interact with one another only locally at point-like events in space-time, very much like classical point particles. Lives are not alive in any sense, nor do they possess consciousness or any agency to make decisions—they are (...) simply point objects which encode memory at events in space-time. The only causes and effects in the universe occur when lives meet locally, and thus the causal structure of interaction events in space-time is Lorentz invariant. Each life traces a continuous world-line through space-time, and experiences its own relative world, fully defined by the outcomes of past events along its world-line, which are encoded in its external memory. A quantum field comprises a continuum of lives throughout space-time, and familiar physical systems like particles each comprise a sub-continuum of the lives of the field. Each life carries a hidden internal memory containing a local relative wavefunction, which is a local piece of a pure universal wavefunction, but it is the relative wavefunctions in the local memories throughout space-time which are physically real in PL, and not the universal wavefunction in configuration space. Furthermore, while the universal wavefunction tracks the average behavior of the lives of a system, it fails to track their individual dynamics and trajectories. There is always a preferred separable basis, and for an irreducible physical system, each orthogonal term in this basis is a different relative world—each containing some fraction of the lives of the system. The relative wavefunctions in the lives’ internal memories govern which lives of different systems can meet during future local interactions, and thereby enforce entanglement correlations—including Bell inequality violations. These, and many other details, are explored here, but several aspects of this framework are not yet fleshed out, and work is ongoing. (shrink)

The article proceeds from the concept of understanding local government in Russia as a projection of the potestar (pre-state) organization of public life, which transforms under the dominance of methods of state organization of public life, but retains its influence as the essential core of political and social interaction between people. The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. State (...) authorities, which are focused on the totality of their own administrative influences, have not yet succeeded in fully integrating local self-government into the general public space of responsibility for powers, since local power is unbuilt initially on the principles of autogenesis, autochthony and autonomy. The current situation contributes to the archaicism of a part of social relations. For some time now, to work in the multidimensional reality of society, the authorities have begun to need analytical models to understand what is happening. As an explanatory theoretical basis for the modes of existence of local authorities developed and described by the author in the current stage of development of Russian statehood, a modal methodology is used, supplemented by the results of constructing model-oriented political ontologies, which reflect the aggregates of the layers and actors of the municipal sphere of sociopolitical reality at the regional level that are actually and actively present in the Russian society. The author is interested in searching the patterns that operate in the environment created and cultivated by the organizational and activity efforts of state structures against the background of sociocultural and other characteristics inherent in the regions. Possible working models for the needs of public administration arising from the modes offered by the author are still under development, since the reform of constitutional rules proposed by the country’s leadership raises the question of new forms of organizing the continuum of coexistence and interaction of local and state authorities in Russia. The article outlines the main research lines that indicate a number of features and reference points of the author’s approach in understanding the relationship between local government and municipal government, which may serve as an occasion for a new circle of discussions of specialists interested in the prospects for the development of political potential in the Russian municipal environment. In his description of patriotism in the Philosophy of Right, Hegel essentially neglects contemporary patriotism's defining characteristic, namely loyalty to or pride in one's country. I argue that the historical context of patriotism explains this neglect. German patriotism during Hegel's lifetime encompassed disparate political trends, including an emphasis on engagement in local community, attention to political ideals, and burgeoning nationalism. Hegel's comments on patriotism incorporate the first two trends; Hegel broadly rejected the later, nationalist trend. I also claim that (...) Hegel's comments on patriotism in his lectures on Rechtsphilosophie enhance our understanding of Hegel's political philosophy generally: in the lectures, the connection between patriotism and good government becomes explicit; the need for local civic engagement becomes clearer; we understand better the place of sentiment in a citizen's attitude towards the state. I also argue that Hegel differentiates between true patriotism, which protects individuality within the state, and inferior forms of patriotism that threaten modern political life as Hegel understands it. From humans to hermit crabs to deep water plankton, all living things compete for locally limiting resources. This universal truth unites three bodies of thought--economics, evolution, and history--that have developed largely in mutual isolation. Socio-cultural changes in the pattern of development of a group of people often occur when there is an introduction of foreign cultures. The annexation of Gold Coast brought the Asante Empire under British rule, and from the beginning of the twentieth century Gold Coast witnessed a total transformation of the economy from it subsistence nature to a cash economy. Economic changes associated with diversification and rapid expansion of Gold Coast export mitigated for a demand in labour force. However, the research (...) focused on the people of Kumasi and using the Winick theory of alcohol dependency sought to unveil the socio-cultural changes that occurred within the period under review. Furthermore, with the use of qualitative narrative, interviews, secondary and primary data, the research was undertaken and findings revealed some changes in customs, values, and lifestyle of individuals in the community. It further indicated the role played by colonial influence and administration’s reliance on imported alcohol coupled with the introduction of a new kind of local gin (akpeteshie). It was also discovered that, European influence contributed greatly to changes that occurred in the social and cultural uses of distilled liquor in Kumasi. European liquor came to be identified with modernity and European lifestyle. Furthermore, the introduction of railway transport, road transport and creation of urbanization by colonial government policies promoted a new form of social drinking notable among the youth which was devoid of any form of restrain by elders and chiefs. In addition, there was the emergence of social classes who appreciated the European way of life and drinking because it depicted prestige wealth. On the other hand, the emergence of akpeteshie promoted social disorder and the decline in palm wine. (shrink)

We will not try here to attempt a complete comparison of decentralized local government in France and Japan together with their respective impact on economic development, but rather to focus on some points which appear to be of particular significance for further reflection in order to learn from both cases.

Introduction Hume uses the adjectives "civilized" and "barbarous" in a variety of ways, and in a variety of contexts. He employs them to describe individuals, societies, historical eras, and forms of government. These various uses are closely related. Hume thinks that cultural and political (...) development are intimately connected, and are mutually dependent. Civilized government goes together with civilized society. A wise ruler cannot emerge before "refinements have taken place" in the society at large and "science [becomes] known in the world." At the same time, the policy of a monarch who is "ignorant and uninstructed... for ever prevents all improvements."1 This intimate connection, however, is not an identification. A civilized government is not simply that which produces, or results from, a civilized society. When discussing forms of government, Hume uses the terms "barbarous" and "civilized" consistently and somewhat narrowly, to describe governments that possess certain specific characteristics. It is striking that these characteristics are explicitly divorced from the abilities or characters of the rulers. To understand Hume's distinction between these two kinds of government, it is useful to abstract away from his discussion of more general issues of cultural development, and to lay temporarily aside the causal question of what social and economic conditions are necessary to produce a civilized government. I propose to explain Hume's concepts of barbarous and civilized government just in terms of the institutional characteristics possessed by each. Hume's choice of adjectives is not, of course, accidental. The complex causal questions of how a civilized government comes about, and what is its relation to civilized society, are large and important ones. However, 1 do not propose to take them up here.2 The crucial feature dividing civilized and barbarous government is their relation to law. In his essay "Of Civil Liberty" Hume says: "It may now be affirmed of civilized monarchies, what was formerly said in praise of republics alone, that they are a government of Laws, not of Men."3 "Barbarous government" are thus "governments of men"—he also calls them governments "of will."4 Scholars of Hume's political theory have noted the importance of the rule of law in defining "civilized government. "5 However, they have not made clear precisely what Hume thinks precisely defines a "government of laws. " I submit that such a government must (for Hume) possess three characteristics. It must have: 1. A clear separation between the legislative and magisterial "powers" of the state; 2. A rigid subordination of the magisterial to the legislative power, such that the "discretion" of magistrates is restricted by "general laws"; 3. Self-sufficient laws and institutions, such that they are able to operate regardless of the intentions or abilities of individual rulers or officeholders. To this end, a government of laws must possess fixed rules governing the succession of officers, including (in a civilized monarchy) succession to the throne. Hume thinks specific governments may meet these criteria to varying degrees through time (with regression also possible). His use of the term "civilized government" nevertheless implies that it exists as a distinct, and achievable, ideal. An examination of Hume's theory of civilized government shows his understanding of the rule of law to be more subtle and complex than has previously been acknowledged. Hume moves beyond traditional Whig panegyrics on the rule of show to show how the law must operate if it is to protect people from oppression in the local theatres in which it is most acute. He articulates a theory of "civilized monarchy" that provides a middle path between republican and absolutist theories of government, and that is consistent his philosophy as a whole. The consumption of halal food may be seen as an expression of the Muslim identity. Within Islam, different interpretations of ‘halal’ exist and the pluralistic Muslim community requests diverse halal standards. Therefore, adaptive governance arrangements are needed in the halal food market. Globalization and industrialization have complicated the governance of halal food. A complex network of halal governors has developed from the local to the global level. In this paper, we analyze to what extent halal certification bodies in the (...) Netherlands address the needs of the Muslim community and how they are influenced by international halal governance. The Netherlands serves as a case study with its growing Muslim community and its central position in international trade. The data comes from literature review and eleven qualitative semi-structured interviews with the most prominent actors in the Dutch halal governance system. Our analysis shows that the halal governance system in the Netherlands is weakly institutionalized and hardly adaptive to the needs of a heterogeneous Muslim community. Improvements are needed concerning stakeholder engagement, transparency, accessibility, impartiality and efficiency. (shrink)

This anthology contains selected papers from the 'Science as Culture' conference held at Lake Como, and Pavia University Italy, 15-19 September 1999. The conference, attended by about 220 individuals from thirty countries, was a joint venture of the International History, Philosophy and Science Teaching Group (its fifth conference) and the History of Physics and Physics Teaching Division of the European Physical Society (its eighth conference). The magnificient Villa Olmo, on the lakeshore, provided a memorable location for the presentors of the (...) 160 papers and the audience that discussed them. The conference was part of local celebrations of the bicentenary of Alessandro Volta's creation of the battery in 1799. Volta was born in Como in 1745, and for forty years from 1778 he was professor of experimental physics at Pavia University. The conference was fortunate to have had the generous financial support of the Italian government's Volta Bicentenary Fund, Lombardy region, Pavia University, Italian Research Council, and Kluwer Academic Publishers. The papers included here, have or will be, published in the journal Science & Education, the inaugural volume (1992) of which was a landmark in the history of science education publication, because it was the first journal in the field devoted to contributions from historical, philosophical and sociological scholarship. Clearly these 'foundational' disciplines inform numerous theoretical, curricular and pedagogical debates in science education. This article argues that the movement of dogs from pounds to medical laboratories played a critically important role in debates over the use of animals in science and medicine in the United States in the twentieth century, not least by drawing the scientific community into every greater engagement with bureaucratic political governance. If we are to understand the unique characteristics of the American federal legislation that emerges in the 1960s, we need to understand the long and protracted debate over the (...) use of pound animals at the local municipal and state level between antivivisectionists, humane activists, and scientific and medical researchers. We argue that the Laboratory Animal Care Act of 1966 reflects the slow evolution of a strategy that proved most successful in local conflicts, and which would characterize a “new humanitarianism”: not the regulation of experimental practices but of the care and transportation of the animals being provided to the laboratory. Our analysis is consistent with, and draws upon, scholarship which has established the productive power of public agencies and civil society on the periphery of the American state. (shrink)

Drawing upon the concepts of civic epistemologies and sociotechnical imaginaries, this article delves into the history of nuclear energy in Portugal, analyzing the ways in which the nuclear endeavor was differently enacted by various sociopolitical collectives – the Fascist State, post-revolutionary governments and the public. Following the 1974 revolution - known as the Carnation Revolution - this paper analyzes how the nuclear project was fiercely contested by a vibrant anti-nuclear movement assembled against the construction of the Ferrel Nuclear Plant, the (...) first sociotechnical controversy in Portugal, paving the way for the emergence of a combative civic epistemology. Supported by semi-structured interviews with scientists, activists and local residents of Ferrel and the analysis of historical material, this article presents the failed Portuguese nuclear endeavor as an emblematic case study to explore the co-production of science and society, in particular the role of revolutionary processes in the unfolding of sociotechnical controversies. In this article, I engage with the ways in which disability is governed within the Millennium Development Goals. Using a Foucauldian perspective on the governing of populations in modern states, I problematise this politics of disability and development by interrogating the ways in which biopower, through the constructions of modern development frameworks, has shaped our understanding of disability and impairment. I pursue this historical trajectory by tracing the emergence of the Global Burden of Diseases, a global study developed by the (...) World Health Organization and the World Bank in the 1990s. The forms of knowledge emerging in these global frameworks shed light on genealogies of disability in the twenty-first century. By re-visiting a postcolonial critique of Foucault’s conception of power in the context of Third World’s struggles for liberation, I suggest that a Foucauldian critique in disability and development could be deepened through its engagement with postcolonial studies. A critical and genealogical perspective on disability and development, I argue, is useful for understanding the government of disability and impairment in the intersections of global and local histories. The article investigates how national and international measures to protect wolves turned the whole of Norway into a field of study for wildlife biologists, and how the extensiveness of this “field” prompted a transformation in the methods employed to count and monitor wolves. As it was not possible to conduct traditional field studies throughout the whole of Norway, the biologists constructed an extensive infrastructure, which I have termed a “counting complex,” in order to count wolves from a distance. The article (...) identifies three decisive periods in the construction of this complex: the 1960s, the 1980s, and the first decade of the new millennium. During the first two periods, biologists used the infrastructure to mobilize ordinary people’s observations; they did this by first searching through newspaper notes, then enrolling people more directly through local committees of game management. However, the public’s observations often turned out to be unreliable, and, in the 2000s, molecular biologists helped to incorporate genetic techniques into the counting complex. By using the infrastructure to mobilize wolf scat, rather than observations, and by constructing DNA profiles for individual wolves, the molecular biologists enabled research that I have termed “nationwide field studies in absentia.” The article argues that the biologists’ main motive for constructing and refining the counting complex was to make wolves amenable to government, as they considered this a vital premise for the successful practice of protecting wolves. The increased intensity in monitoring in the last period, however, was also driven by international conventions and detailed regulations. (shrink)

Postmodernism was not launched by the development of Warholesque pop art in the 1960s, nor was it initiated by the explosive destruction of the Pruitt-Igoe modern housing project of St Louis, Missouri in 1972, or by the commissioning of Jean-Francois Lyotard's work on knowledge in advanced societies by the Quebec government in the late 1970s. Postmodernism began with the publication of a paper entitled `The individualistic concept of plant the association' in 1926 by the plant ecologist Henry Gleason. If (...) we dare to characterize postmodernism, emphases on ideas such as heterogeneity, ephemerality, anti-foundationalism, pluralism, fragmentation, indeterminacy, schizophrenia, chaos, antiformalism, discontinuity, absence, playfulness, irony, localism, anarchy and ontological meaninglessness are the ones that tend to abound. The Gleasonian theory of plant associations can be said to reflect such ideas in the ecological arena. Certainly there is room for, and an expanding professional commitment to, a fully-fledged neo-Gleasonian postmodern approach to natural history in which ecological phenomena are examined using non-determinist, pluralist and local perspectives that reject the foundationalism and unifying approach of modernist science and which posits a view of the Earth's biota highlighting fragmentation, anarchism and non-interaction. Community ecology, as opposed to the unifying and totalizing tendencies of ecosystems ecology, might rightly claim to be the intellectual site of such a postmodern natural history. Often, postmodern studies not only attempt to describe a postmodern phenomenon but act to forge new varieties of postmodernism. It is in this vein that this paper seeks to present a non-anthropocentric form of postmodernism; not by dissolving the dualistic barrier that separates humanity from nature (as many environmentalisms would advocate) but by dissolving humanity and nature. Of the three strategies available for managing common property resources (CPR)—centralized control, privatization and local management—this essay focuses on the last, which has proven quite effective in various settings throughout the Third World, with the key to success being local ability to control access to the resource. The major factors at issue in the Sundarbans situation are: historically external pressure on the forest; currently dense population in adjacent areas; a land distribution even more unequal than the norm in (...) Bangladesh; and a decentralized local government structure initiated in the mid-1980s. The first three factors have encouraged the local population to view this CRP as a frontier to be exploited,rather than as a resource to be preservedfor sustained yield. Thus to the extent that the new local government structure proves to be democratic and responsive to popular needs, it would most likely accelerate destruction of the Sundarbans, using the area as a cheap and easy way to provide some livelihood to the rural poor and landless. Accordingly, decentralization cannot be a viable strategy for preserving this unique forest resource; only a strong central control can ensure its survival into the next century. (shrink)

Highly sophisticated capabilities of artificial intelligence (AI) have skyrocketed its popularity across many industry sectors globally. The public sector is one of these. Many cities around the world are trying to position themselves as leaders of urban innovation through the development and deployment of AI systems. Likewise, increasing numbers of local government agencies are attempting to utilise AI technologies in their operations to deliver policy and generate efficiencies in highly uncertain and complex urban environments. While the popularity of (...) AI is on the rise in urban policy circles, there is limited understanding and lack of empirical studies on the city manager perceptions concerning urban AI systems. Bridging this gap is the rationale of this study. The methodological approach adopted in this study is twofold. First, the study collects data through semi-structured interviews with city managers from Australia and the US. Then, the study analyses the data using the summative content analysis technique with two data analysis software. The analysis identifies the following themes and generates insights into local government services: AI adoption areas, cautionary areas, challenges, effects, impacts, knowledge basis, plans, preparedness, roadblocks, technologies, deployment timeframes, and usefulness. The study findings inform city managers in their efforts to deploy AI in their local government operations, and offer directions for prospective research. (shrink)

Throughout the medieval period law was seen as the product of social groups and associations that formed legal orders, as Max Weber elaborates, "either constituted in its membership by such objective characteristics of birth, political, ethnic, or religious denomination, mode of life or occupation, or arose through the process of explicit fraternization." During the second half of the Middle Ages, roughly the tenth through fifteenth centuries, there were "several distinct types of law, sometimes competing, occasionally overlapping, invariably invoking different traditions, (...) jurisdictions and modes of operation." Types of law included imperial and royal edicts and statutes, canon law, unwritten customary law of tribes and localities, written Germanic law, residual Roman law, municipal statutes, the law of merchants and of guilds, and in England the common law, on the continent the Roman law of jurists after the twelfth century revival of the Justinian Code. The types of courts included various imperial and royal courts, ecclesiastical courts, manorial or seigniorial courts, village courts, municipal courts in cities, merchant courts, and guild courts. Serving as judges in these courts, respectively, were kings or their appointees, Bishops and abbots, barons or lords of the manor or their appointees, local lay leaders, leading burghers, merchants, and members of the guild. These various positions were not wholly separate-many high government officials were in religious orders, while Churches held landed estates that came with local judicial responsibilities. "Bishops, abbots and prioresses, as lords of temporal possessions, controlled manorial or honorial courts at which they sometimes, though not generally, presided in person, exercising responsibility for criminal and customary law." "The result was the existence of numerous law communities," Weber wrote, "the autonomous jurisdictions of which overlapped, the compulsory, political association being only one such autonomous jurisdiction in so far as it existed at all." Jurisdictional rules for judicial tribunals and the laws to be applied related to the persons involved and the subject matter at issue. The personality principle linked law to a person's community or association, and under feudalism property ownership came wrapped together with the right to judge those tied to the property. "Demarcation disputes between these laws and courts were numerous." Jurisdictional conflicts arose especially in relation to ecclesiastical courts, which claimed broad jurisdiction over personal status laws (marriage, divorce, inheritance) and moral crimes, as well as church property and personnel, matters which regularly overlapped with the jurisdiction of other courts. Furthermore, different bodies of law could be applicable in a given court in a given case. "It was common to find many different codes of customary law in force in the same kingdom, town or village, even in the same house, if the ninth century bishop Agobard of Lyons is to be believed when he says, 'It often happened that five mem were present or sitting together, and not one of them had the same law as another.'" In long settled areas, the personal law of communities became local customary law. People living within cities were subject to municipal statutes and customary law on certain matters (penal law, procedural), and the community law to which they were attached. (shrink)

This study deals basically with a critique of ideological and policy-oriented approaches in area studies, and problems of political interventions and ideological inclinations in the Middle Eastern studies. Politics and ideology not only makes the area more complex to understand, since they aim to meet the needs of the governments, but also prevents the academic studies to develop independently. The study aims at putting forth a historical analysis required both to take the issues of the Middle East studies within their (...) unique socio-economic settings, and to regard them from the historical point of view. Central for the paper is to propose bases for the development of area studies depending on the interactions of regional histories and politics with each other. The study argues that Middle East studies in particular and area studies in general would produce reasonable knowledge and add up to the literature within a working relationship with world history, and in a comparative and multi-dimensional manner. The case describes the developments of an ethics code observed in the local government of Suffolk County, New York, USA. In Suffolk County, there is now a dedicated Board of Ethics Agency (“Board”) within the local government to ensure that business operations and government operations run as ethically compliant as possible. This Board was created in 2012 in order to follow compliance with a law that established a replacement for the Ethics Commission (previously existing within (...) Suffolk County) because this Ethics Commission had been involved in a serious controversy. The former County Executive, Steve Levy, was found guilty of compromising the “integrity of an ethics commission”. Suffolk County government prescribed various measures in order to ensure that the citizens of Suffolk County were protected from business ethical violations. The Board also preemptively created laws that discouraged businesses from acting unethically. (shrink)

This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. (...) Currently developed strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. The paper focuses on mainstreaming gender equality goals at the level of local government. On the part of local government, this requires foremost the using these different needs to inform all local governance processes – policymaking, planning, budget allocation, Programme development, local service delivery and performance monitoring – in order to directly address existing gender inequalities. The authors proposed a methodology for assessing the gender orientation of local management systems, which is designed in (...) the following parameters: Gender Focal Point (in the organizational structure), gender-sensitive leadership style, gender budget, gender statistics, and gender planning, gender-responsible performance. The use of qualitative characteristics of gender orientation in the local management system allows for both internal introspection and external monitoring. The analysis technique is proposed to the gender content of the municipality website and applied to the Vienna website as a “best practice” of city governance. The model was tested by assessing the gender mainstream practices of local government bodies in Ukraine. In addition, a comparative analysis, and monitoring of the websites of the municipalities of cities with a population of one million in Ukraine (Kyiv, Kharkiv, Dnipro) was carried out. This will allow municipalities to design an individual trajectory for improving gender-mainstreaming practices. (shrink)

This paper examines the impact religious affiliation and faith commitment exerts on the political life of one inner-London borough. It gives a historical sketch of the interaction of faith and politics in the period from about 1975-2006 and attempts some explanation of the patterns of voting in local elections and political involvement by members of the many faith communities which are found in the borough. The key to this is seen in the changing urban ecology of the area and (...) the communal interests of particular ethno-religious groups who have striven and, to a measure, succeeded in gaining representation in local politics over this period. Drawing on many years participation observation, an analysis of the religious and community affiliations of elected members, and a series of interviews with Councillors and faith leaders, it reflects political issues and conflicts involving faith communities. Evidence will be presented which suggests that while many Christians involved in politics are primarily motivated individually by beliefs and values which centre on service to the whole community, politicians from other faith communities are more likely to be cast in a role as communal representatives and advocates of particular sections of the community. This essay examines the aims, labor regime, and workers of the St. Vincent botanic garden to highlight differences in the infrastructure of government‐funded botany across the British empire. It argues that slavery was a foundational element of society and natural history in the Anglo‐Caribbean, and the St. Vincent botanic garden was both put into the service of slavery and transformed by it. When viewed from the Caribbean context and the perspective of enslaved workers, the St. Vincent garden's affiliation with (...) imperial improvement becomes less salient than its support of the status quo of slavery as a system and labor regime. The garden was dependent on enslaved laborers, yet the conditions of work and contemporary prejudices led superintendents to see them as undifferentiated labor. The politics of the archive make it impossible for historians to reconstruct the experiences of the garden's enslaved workers as individuals, including the specific labor that they performed or skills that they possessed. Plantation slavery's appropriation of and influence on the infrastructure of colonial botany through the St. Vincent botanic garden suggests that historians should center the local logics of the societies where scientific knowledge making took place to reveal the many meanings of science. In contemporary European policy discussion, “innovation“ is a term popularly used for finding responses to the pressure of global competition. In various forms of innovation, the accent is mainly given to technical and business innovation but less to social innovation. This article studies the issue of social innovation with reference to the local practice in Hangzhou city, which aims to strengthen the life quality of citizens in this city. These practices develop various forms of inter-sectoral collaboration, resulting in numerous (...) “common denominator subject“ (CDS) groups that are promoted by the local government. These practices follow the principles of cooperation and partnership, and thus develop a corporatist mechanism for urban development. Through discussion of these practices this article explores the nature and the features of these CDS groups, and evaluates its meaning for social innovation, local administration, life quality and social quality. Europe is thus, seen in this study as a region in the lead in situating the local government paradigm, within its proper democratic context. Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of debates (...) naturally emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. [End Page 594] Yet it is not here that the profound transformation of the discipline has occurred. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. This article argues that studies of late-development should be altered in two respects: the unit of analysis should increasingly be the subnational economy, and an understanding of economic outcomes should be sector specific. Variation in the developmental outcomes of particular sectors can be best understood by analyzing the fit between local institutions and firms within a particular sector. The specific development needs of firms vary across sectors, and the institutional structures required to meet firm-level needs are local more (...) often than national.
