The amalgamation in the small urban centre, for which Bree is chosen as an example, may be considered to have been a success partially because a number of general principles with respect to the amalgamation operation were respected. The socio-cultural differences existing between the submunicipalities could be bridged, which was not the case with other amalgamations. The municipal policy rests to a large extent on the concept of decentralisation and the participation of the citizen. Decentralisation was made concrete both with (...) regard to the provision of services and with regard to the investments in the various centres. The participation of the citizen was implemented by hearings held systematically in the residential areas. The amount of personnel was reduced slightly in spite of the increased municipal tasks. This reduction was made possible by greater efficiency in the use of personnel and by better equipment. Financially, the municipality is having no difficulties, the budget is balanced, and theaccounts show a surplus. (shrink)

Recent neuroscientific evidence brings into question the conclusion that all aspects of consciousness are gone in patients who have descended into a persistent vegetative state (PVS). Here we summarize the evidence from human brain imaging as well as neurological damage in animals and humans suggesting that some form of consciousness can survive brain damage that commonly causes PVS. We also raise the issue that neuroscientific evidence indicates that raw emotional feelings (primary-process affects) can exist without any cognitive awareness of those (...) feelings. Likewise, the basic brain mechanisms for thirst and hunger exist in brain regions typically not damaged by PVS. If affective feelings can exist without cognitive awareness of those feelings, then it is possible that the instinctual emotional actions and pain "reflexes" often exhibited by PVS patients may indicate some level of mentality remaining in PVS patients. Indeed, it is possible such raw affective feelings are intensified when PVS patients are removed from life-supports. They may still experience a variety of primary-process affective states that could constitute forms of suffering. If so, withdrawal of life-support may violate the principle of nonmaleficence and be tantamount to inflicting inadvertent "cruel and unusual punishment" on patients whose potential distress, during the process of dying, needs to be considered in ethical decision-making about how such individuals should be treated, especially when their lives are ended by termination of life-supports. Medical wisdom may dictate the use of more rapid pharmacological forms of euthanasia that minimize distress than the de facto euthanasia of life-support termination that may lead to excruciating feelings of pure thirst and other negative affective feelings in the absence of any reflective awareness. The nature of “the self” has been one of the central problems in philosophy and more recently in neuroscience. This raises various questions: Can we attribute a self to animals? Do animals and humans share certain aspects of their core selves, yielding a trans-species concept of self? What are the neural processes that underlie a possible trans-species concept of self? What are the developmental aspects and do they result in various levels of self-representation? Drawing on recent literature from both human (...) and animal research, we suggest a trans-species concept of self that is based upon what has been called a “core-self” which can be described by self-related processing as a specific mode of interaction between organism and environment. When we refer to specific neural networks, we will here refer to the underlying system as the “core-SELF.” The core-SELF provides primordial neural coordinates that represent organisms as living creatures—at the lowest level this elaborates interoceptive states along with raw emotional feelings while higher medial cortical levels facilitate affective-cognitive integration . Developmentally, SRP allows stimuli from the environment to be related and linked to organismic needs, signaled and processed within core-self structures within subcorical-cortical midline structures that provide the foundation for epigenetic emergence of ecologically framed, higher idiographic forms of selfhood across different individuals within a species. These functions ultimately operate as a coordinated network. We postulate that core SRP operates automatically, is deeply affective, and is developmentally and epigenetically connected to sensory-motor and higher cognitive abilities. This core-self is mediated by SCMS, embedded in visceral and instinctual representations of the body that are well integrated with basic attentional, emotional and motivational functions that are apparently shared between humans, non-human mammals, and perhaps in a proto-SELF form, other vertebrates. Such a trans-species concept of organismic coherence is thoroughly biological and affective at the lowest levels of a complex neural network, and culturally and ecologically molded at higher levels of neural processing. It allows organisms to selectively adapt to and integrate with physical and social environments. Such a psychobiologically universal, but environmentally diversified, concept may promote novel trans-species studies of the core-self across mammalian species. (shrink)

This paper presents a conceptual model for describing the role of information systems in a Total Quality Management (TQM) organization and contrasts it with one for a traditional business firm. The model, based on systems theory, provides a framework for understanding the principles of TQM and their effects on information systems (IS). This paper suggests that TQM introduces changes in the firm’s feedback loop and creates new requirements for the IS function. This study evaluates the impact of new voters and deceased voters in the statistical analysis of shifts in voting behaviour from one election to another. Conclusions about the shifts between the political parties from one election to another are ajfected by the fact that at the time of the analyzed election, the population of the former election bas substantial by changed. In order to fix the marginal distributions of the turnover table, estimations should be made about the distribution of the (...) new voters and the deceased voters over the political parties. Information about the new voters can be extracted from the sample in use. Estimations of the last voting behaviour of the deceased are based on prior surveys. The conclusions about the mutual shifts between parties are affected to the degree that the parties differ according to the age distributions.The method has been applied to exit poll datafrom the 1991 general elections in Limburg. The relationships between the political parties and the social movements that emerged in the last part of the previous century has been described as a pillarized form of intermediation. The political parties were built on the major cleavages that divided the Belgium society and the links between each organisational network and the political party were exclusive, stable, and formal. In the so-called new social movements, the links with the political parties are specific, unstable, and informal. A vast and stable support (...) for each network party by the majority of the members of the social organisations that belang to each network is one of the conditions for an adequate functioning of the model of pillarized intermediation. Is that condition still met in Flanders after the General Elections ofNovember 24, 1991?This study, based on a sample of 2,691 Flemish voters, shows strong differences in 'faithful' and stable voting behaviour according to the generation and the kind of involvement in the social organisations. Among the generations that were born after 1945, the proportion of electoral 'movers' is larger than the proportion ofvoters that remain faithful to their network party. In the generations born before 1945, stable and faithful voting behaviour is still dominant in the three traditional political families. The more involvement in the Christian Labour Movement, the higher the degree of stable voting behaviour in favour of the Christian Democratie Party. A logistic regression analysis with church involvement, age category, urban environment, and several organizational variabels shows thatmembership of social organisations still has a substantial effect on stable voting behaviour. The future of the pillarized model of intermediation is discussed in view of these results. (shrink)

The General Elections of November 24 1991 will secure a place in Belgian political history. On this 'Black Sunday' one third of the electorate changed party. The traditional parties were heavy losers and the swing was wholly to the advantage of 'Vlaams Blok' and 'Rossem'. Since the election a never ending stream of explanations has appeared. Immediately after the elections the Interuniversity Center of Political Opinion research, located at the Catholic University of Leuven, began a national survey of political attitudes (...) and beliefs among 2,691 Flemish voters. This article explores the reasons for voting for the winning parties. Is it appropriated to speak of protest, disappointment and apathy?The authors expect stable, traditional voting behaviour to continue to decrease in future as a result of loosening ties with the "pillars", the decline of church involvement and the process of individualisation. The article ends with some critical comments on the role of the media as a producer of explanations andlegitimations. (shrink)

Studies about the Flemish voter's perceptions and attitudes revealed that the ecologist party "Agalev" and the radical right-wingparty "Vlaams Blok" were each other's antipodes. These two parties were perceived by the voters as extreme poles on dimensions that were mainly formed by the parties' viewpoint about the rights of immigrants, about Flemish political autonomy, and about materialistic versus postmaterialistic policy alternatives. According to the voters' attitudes, the two electorates were polarized by their attitudes towards immigrants, materialism, economic conservatism, and Flemish (...) nationalism. The electorates of these two 'extreme' parties were very similar in age composition, urban/rural environment, and church involvement. The voters of the ecologist party were more likely to have finished higher education and to have a high occupational status. Blue collar workers with little educational formation were over-represented among the electorate of the right-wing party.Using the data collected among 2,691 Flemisch voters after the 1991 General Elections, this study analyses relevant attitudes and socio-demographic characteristics within one global logistic-regression model. The focus is on the Vlaams Blok versus Agalev with the other electorates as reference category. Controlled for social characteristics, four attitudinal variables still show significant net effects on the likelihood of votingfor Agalev or for the Vlaams Blok and not for the other parties: the attitude towards immigrants, Belgian/Flemish nationalism, materialism, and readiness to make efforts for the preservation of the physical environment. This findings support Swyngedouw's thesis about the emergence of two new cleavages: the so called universalistic/particularistic and postmaterialistic/materialistic cleavages that are capable tocatch about 20% of the Belgian-Flemish voters in the early 90s. In 1995, the Flemish Government commissioned a two wave panel study on the citizens knowledge about the Flemish institutions, structures, and policy, and on the effect of an intensive information campaign held between the first and the second wave. 710 respondents co-operated in thefirst wave. In 1996 the study was repeated, following a simulated test-re-test design with 532 panel respondents and 455 new respondents. This study is based on the 987 respondents in the 1996 survey. After a discussion of the (...) theoretical models for political knowledge, a model with eight latent variables and with a number of social-background variables is introduced and tested, using a structural modeling approach. The model has a strong predictive power for political knowledge. The most important explanatory variables are education, and reading political news in newspapers. Other explanatory factors for the variation in political knowledge are generation, and membership of voluntary associations, gender, individualism, and reading local news. The 'consumption' of local news or sensational news about crimes or calamities has a negative effect on political knowledge.The lack of political knowledge clearly affects both trust in polities and the experience of a complex incomprehensible society. The less the knowledge the more distrust and feelings of uncertainty. These relationships clearly show the importance ofknowledge about politics for the quality of democracy. (shrink)

In the domain of survey research, it is well known and documented that the structure, wording, and context of questions may affect the distributions of the responses to choice questions. Surprisingly, the application of the knowledge about these effects is not often made in the domain of referendums. Only few studies deal with the effects of question characteristics in referendums, although in the field, there are many discussions about the results obtained by problematic questions. In this study, a number of (...) wording effects that can be expected in referendums are discussed in the context of the actual state of theory and knowledge in the research on question wording effects in surveys. Some are well known and others are new, but also very relevant. The expected problems deal with: the choice between real alternatives; the decision about the majority in the case of multiple choice questions; the ambiguity in the choice between "yes" and "no"; the bidden response scale behind "yes-no" questions and the selection of the of verbs or qualifiers; the use of"double barrelled questions"; the suggestive wordings in the question text or in the introduction; the context of the questions when several questions are asked response sets. The importance and seriousness of each ofthese effects is evaluated, and reflections are made on the quality of the questions in referendums. Consequently suggestions are made about the kind of questions that can be used in referendums. (shrink)

Previous research has shown that there is a strong relationship between church involvement and preference for the Belgian Christian Democratic Party. When religious preference is controled, the relationship between social class and preference for the CVP/PSC seems to disappear completely. Indeed, this party is very heterogeneous as regards the social origins of its adherents. The situation is completely different for preference for the Socialist Party whi.h has a strong relationship between party preference, on the one hand, church involvement and social (...) class, on the other. The unchurched and the workers manifest more preference for the BSP/PSB than do other people. According to Hill the degree of involvement in the «zuil», the so-called «organizational variable», is also significant in the explanation of voting behavior. This could not be confirmed, however, due to a lack of data.Two hypotheses are formulated : 1) pillar involvement in addition to social class and church involvement is significant in the preference for the BSP; 2) there is no connection between preference for the CVP and social class so that only church and pillar involvement remain. These two models were tested by means of loglinear analysis and seem to fit the data.The intention of this article, however, is primarily didactic : to show the possibilities and limitations of the analysis of contingency tables by means of Goodmans loglinear analysis procedure through the use of asimple and relevant example. Sociological research in three Catholic «pillar» organizations indicates that secularization is not followed by a «de-pillarization» or crumbling of the Catholic pillar. Our explanation suggests a process of secularization within the Catholic organizations, with as main components : the development of a social-cultural christianity - which may be considered a secular surrogate for church-religion -, and professionalization by which the christian organizations provide a milieu which ensures job security and social advancement for its loyal members. Thanks to its informal and (...) formal ties with the Christian pillar organizations, the CVP acts on both components, by stressing a specific identity and by defining the interests of the pillar organizations. This explanation may indicate some major aspects of the ties between sociological Catholics and «their» political party - a bond which is certainly not being affected by the secularization processes, rather the contrary is occurring. v. 1. Reflection & mystery -- v. 2. Faith & reality.

The position advanced in this paper is that the bedrock of emotional feelings is contained within the evolved emotional action apparatus of mammalian brains. This dual-aspect monism approach to brain–mind functions, which asserts that emotional feelings may reflect the neurodynamics of brain systems that generate instinctual emotional behaviors, saves us from various conceptual conundrums. In coarse form, primary process affective consciousness seems to be fundamentally an unconditional “gift of nature” rather than an acquired skill, even though those systems facilitate skill (...) acquisition via various felt reinforcements. Affective consciousness, being a comparatively intrinsic function of the brain, shared homologously by all mammalian species, should be the easiest variant of consciousness to study in animals. This is not to deny that some secondary processes cannot be evaluated in animals with sufficiently clever behavioral learning procedures, as with place-preference procedures and the analysis of changes in learned behaviors after one has induced re-valuation of incentives. Rather, the claim is that a direct neuroscientific study of primary process emotional/affective states is best achieved through the study of the intrinsic , albeit experientially refined, emotional action tendencies of other animals. In this view, core emotional feelings may reflect the neurodynamic attractor landscapes of a variety of extended trans-diencephalic, limbic emotional action systems—including SEEKING, FEAR, RAGE, LUST, CARE, PANIC, and PLAY. Through a study of these brain systems, the neural infrastructure of human and animal affective consciousness may be revealed. Emotional feelings are instantiated in large-scale neurodynamics that can be most effectively monitored via the ethological analysis of emotional action tendencies and the accompanying brain neurochemical/electrical changes. The intrinsic coherence of such emotional responses is demonstrated by the fact that they can be provoked by electrical and chemical stimulation of specific brain zones—effects that are affectively laden. For substantive progress in this emerging research arena, animal brain researchers need to discuss affective brain functions more openly. Secondary awareness processes, because of their more conditional, contextually situated nature, are more difficult to understand in any neuroscientific detail. In other words, the information-processing brain functions, critical for cognitive consciousness, are harder to study in other animals than the more homologous emotional/motivational affective state functions of the brain. Famously, in the essay Inquiry Concerning the Distinctness of the Principles of Natural Theology and Morality (Prize Essay), Kant attempts to distance himself from the Wolffian model of philosophical inquiry. In this respect, Kant scholars have pointed out Kant’s claim that philosophy should not imitate the method of mathematics and his appeal to Newton’s “analytic method.” In this article, I argue that there is an aspect of Kant’s critique of the Wolffian model that has been neglected. Kant presents a powerful (...) attack of the idea that philosophy should proceed through the analysis of concepts and argues that we should give up the aim of arriving at “complete” concepts as one of its fundamental desiderata. Importantly, this attack of philosophy conceived as conceptual analysis is distinctive and original if one compares it with Kant’s critique of analysis in the Critique of Pure Reason, which rests on the idea that analysis is insufficient to ground substantial metaphysical truths. I also make an additional point: Scholars have debated whether the appeal to Newton’s analytic method involves a form of empiricism. I submit that this debate is ill-conceived because Kant uses a notion of “given concepts” that is indeterminate with respect to their a priori or a posteriori status. (shrink)

In recent years there has been an expansion of scientific work on consciousness. However, there is an increasing necessity to integrate evolutionary and interdisciplinary perspectives and to bring affective feelings more centrally into the overall discussion. Pursuant especially to the theorizing of Endel Tulving , Panksepp and Vandekerckhove we will look at the phenomena starting with primary-process consciousness, namely the rudimentary state of autonomic awareness or unknowing consciousness, with a fundamental form of first-person ‘self-experience’ which relies on affective experiential states (...) and raw sensory and perceptual mental existences, to higher forms of knowing and self-aware consciousness. Since current scientific approaches are most concerned with the understanding of higher declarative states of consciousness, we will focus on these vastly underestimated primary forms of consciousness which may be foundational for all forms of higher ‘knowing consciousness’. A cross-species affective neuroscience strategy for understanding the primary-process (basic) emotions is defended. The need for analyzing the brain and mind in terms of evolutionary stratification of functions into at least primary (instinctual), secondary (learned), and tertiary (thought-related) processes is advanced. When viewed in this context, the contentious battles between basic-emotion theorists and dimensional-constructivist approaches can be seen to be largely nonsubstantial differences among investigators working at different levels of analysis.

On the basis of the research literature, five aspects of the extreme right-wing ideology were distinguished : racism, extreme ethnic nationalism, the preference for a strong leadership, anti-parliamentarianism, and an anti-left attitude. The data of a postal survey in the spring of 1991 of a representative sample of the Flemish population in Belgium show that the items with which these extreme right-wing topics were operationalized show a one dimensional structure. About 10% to 25% of the interviewees agree with the individual (...) items and about 20% of the subjects scored on the extreme right-wing side of the scale. The 'hardcore' of extreme right-wing respondents is, however, much smaller, and does not seem to be higher in Flanders than in most of the surrounding countries. The right-wing extremism scale developed correlates as expected with a previously developed typology that integrates the attitude with respect to autochthons and allochthons. The analysis confirms that the voters for the Vlaams Blok - taken as a whole - may not be considered right-wing extremists, as suggested by previous research. Right-wing extremism correlates with a large number of attitudes and seems to be embedded in the broader opinion dimension of socio-cultural conservatism. This may also explain why it is associated primarily with the age, educational level, and religiosity of the respondents. (shrink)

An adequate understanding of ‘the self’ and/or ‘primary-process consciousness’ should allow us to explain how affective experiences are created within the brain. Primitive emotional feelings appear to lie at the core of our beings, and the neural mechanisms that generate such states may constitute an essential foundation process for the evolution of higher, more rational, forms of consciousness. At present, abundant evidence indicates that affective states arise from the intrinsic neurodynamics of primitive self-centred emotional and motivational systems situated in subcortical (...) regions of the brain. Accordingly, a neural understanding of ‘the self’ may arise from a study of how various biological value-coding systems converge and interact with coherent brainstem representations of the body and nearby attentional/waking systems of the brain. Affective feelings may be caused by the neurodynamics of basic emotional circuits interacting with the neural schema of bodily action plans. One key brain area where such interactions occur is found within centromedial diencephalic midbrain areas such as the periventricular and periaqueductal gray and nearby tectal and tegmental zones. Here I will envision that a Simple Ego-type Life Form is instantiated in those circuits The ability of this ’primal SELF’ to resonate with primitive emotional values may help yield the raw subjectively experienced feelings of pleasure, lust, anger, hunger, desire, fear, loneliness and so forth. A study of such systems is a reasonable starting point for the neurological analysis of affective feelings, which may lie at the periconscious core of all other forms of animal consciousness. If such a neurodynamic process was an essential neural preadaptation for the emergence of higher levels of consciousness, it may help us close the explanatory gap between brain circuit states and the psychological nature of affective feelings. Thereby, it may also help us conceptualize the nature of psychological binding within higher forms of consciousness in new ways. (shrink)

The primary objective of this book is to open space for rethinking the relationship between art and politics. It seeks to combat one of the fundamental assumptions that has plagued many of the previous debates on this issue: that art and politics are distinct entities definable in terms of common properties, and that they have privileged points of intersection, which can be determined once and for all in terms of an established formula. This common sense assumption is rooted in a (...) transcendent illusion according to which there are more or less fixed characteristics that unify our terms, concepts, and practices in such a way as to guarantee their meaning. Against this substantialist approach, Radical History & the Politics of Art argues for a praxeological account that begins the other way around by analyzing specific cultural practices without presupposing a conceptual unity behind them. Such an orientation is radically historicist in the sense that it recognizes that all of our practices—be they linguistic, theoretical, aesthetic or political—are historically constituted and that they are necessarily part of a temporal dynamic. Hence the contingent nature of the labels used to classify various practices or even identify ‘practice’ as such. Radical history thereby proposes a significant departure from the extant debates on art and politics by maintaining that there is no ‘art’ or ‘politics’ in general, nor a singular relation between them. There are only historically constituted practices in various conjunctures, some of which have been labeled, through practical acts of denomination, as ‘artistic’ or ‘political.’ Instead of proposing one more response to the oft-repeated question ‘what is the relationship between Art and Politics?’ this book seeks to overcome the presuppositions that plague such a question. It thereby changes the very nature of the investigation by asking: ‘how do the diverse aspects of practices identified as ‘aesthetic’ and ‘political’ overlap, intertwine and sometimes merge in precise socio-historical force fields of action? This discussion of pride, shame, and guilt centers on the beliefs involved in the experience of any of these emotions. Through a detailed study, the author demonstrates how these beliefs are alike--in that they are all directed towards the self--and how they differ. The experience of these three emotions are illustrated by examples taken from English literature. These concrete cases supply a context for study and indicate the complexity of the situations in which these emotions usually occur.

Recent epidemiological research on the social determinants of health has been used to attack an important framework, associated with Norman Daniels, that depicts healthcare as special. My aim is to rescue the idea that healthcare has special importance in society, although specialness will turn out to be mainly limited to clinical care. I build upon the link between Daniels's theory and the work of John Rawls to develop a conception of public justification liberalism that is suitable to the field of (...) justice and health. I argue that, from the perspective of public justification liberalism, (clinical) healthcare deserves special status. (shrink)

From mass murder to genocide, slavery to colonial suppression, acts of atrocity have lives that extend far beyond the horrific moment. They engender trauma that echoes for generations, in the experiences of those on both sides of the act. Gabriele Schwab reads these legacies in a number of narratives, primarily through the writing of postwar Germans and the descendents of Holocaust survivors. She connects their work to earlier histories of slavery and colonialism and to more recent events, such as South (...) African Apartheid, the practice of torture after 9/11, and the "disappearances" that occurred during South American dictatorships. Schwab's texts include memoirs, such as Ruth Kluger's _Still Alive_ and Marguerite Duras's _La Douleur_; second-generation accounts by the children of Holocaust survivors, such as Georges Perec's _W_, Art Spiegelman's _Maus_, and Philippe Grimbert's _Secret_; and second-generation recollections by Germans, such as W. G. Sebald's _Austerlitz_, Sabine Reichel's _What Did You Do in the War, Daddy?_, and Ursula Duba's _Tales from a Child of the Enemy_. She also incorporates her own reminiscences of growing up in postwar Germany, mapping interlaced memories and histories as they interact in psychic life and cultural memory. In this paper, I distinguish three general approaches to public trust in science, which I call the individual approach, the semi-social approach, and the social approach, and critically examine their proposed solutions to what I call the problem of harmful distrust. I argue that, despite their differences, the individual and the semi-social approaches see the solution to the problem of harmful distrust as consisting primarily in trying to persuade individual citizens to trust science and that both approaches face two general (...) problems, which I call the problem of overidealizing science and the problem of overburdening citizens. I then argue that in order to avoid these problems we need to embrace a (thoroughly) social approach to public trust in science, which emphasizes the social dimensions of the reception, transmission, and uptake of scientific knowledge in society and the ways in which social forces influence both positively and negatively the trustworthiness of science.
