The right of access to documents is constitutionally based in Sweden and has a long history. The right of access is considered crucial to Swedish democracy. On entering the EU in 1995, Sweden declared that public access to official records forms part of Sweden’s constitutional, political and cultural heritage. The members of the EU for their part declared that they took it for granted that Sweden would fully comply with Community, now Union, law with respect to openness and transparency. Sweden (...) continues to push for transparency when EU legislation potentially containing secrecy clauses is negotiated in the EU. It turns out, however, that the EU membership does pose challenges to the strong Swedish right of access to documents. The protection of personal data is controversial in Sweden to the extent that the stricter EU legislation clashes with the traditionally weak protection of privacy in Swedish law; the right of access to information has largely overridden the right to privacy. Large amounts of publicly available personal data, amassed in data bases by private actors, for commercial reasons but under the protection of the Swedish constitution, is causing problems especially since the Swedish constitutional law is considered, by Sweden, to precede EU legislation in the field. Sweden will somehow have to solve the dilemmas caused by the differing traditions of transparency between itself and other members of the EU and of other international organizations. The Internet has been identified in human enhancement scholarship as a powerful cognitive enhancement technology. It offers instant access to almost any type of information, along with the ability to share that information with others. The aim of this paper is to critically assess the enhancement potential of the Internet. We argue that unconditional access to information does not lead to cognitive enhancement. The Internet is not a simple, uniform technology, either in its composition, or in its (...) use. We will look into why the Internet as an informational resource currently fails to enhance cognition. We analyze some of the phenomena that emerge from vast, continual fluxes of information–information overload, misinformation and persuasive design—and show how they could negatively impact users’ cognition. Methods for mitigating these negative impacts are then advanced: individual empowerment, better collaborative systems for sorting and categorizing information, and the use of artificial intelligence assistants that could guide users through the informational space of today’s Internet. The Internet: A Philosophical Inquiry offers the first concise and accessible exploration of the issues which arise as we enter further into the world of Cyberspace.

This article discusses the datafied embodiment of the Internet of Bodies (IoB) technology by applying the methodology of postphenomenology. Firstly, the author claims that the boundaries of dual distinction between real and virtual, online and offline, and embodiment and disembodiment have become increasingly blurred. Secondly, the author argues that postphenomenology can help us to study today’s emerging technologies’ mediating role in human–world relations. Thirdly, the author analyses the implication of embodiment from phenomenological and postphenomenological perspectives and then demonstrates in (...) what sense the data collected from the IoB devices can constitute our embodiment and selfhood. Fourthly, the author elucidates how the IoB devices are datafying our bodies and the whole lifeworld and how these devices mediate and transform our religious practices and experiences. Fifthly, the author points out that the Quantified Religion as the possible new religious model would smooth out the differences and diversities between religions and then create homogeneous religious data selves, which will mediate, reshape, constitute and even replace our physical selves. Ultimately, the author argues that responsible designing of the IoB devices and establishing the ownership of personal religious data can be seen as significant measures in the face of the risk of our quantified religious future. Contribution: This article contributes to understanding the potential religious transformations caused by the IoB technology. This article analyses the mediating role the IoB technology plays in the relationship between humans and the world through a postphenomenological perspective, thereby explaining how body data harvested from the IoB devices can datafy and constitute our embodiment and selfhood. The article argues that the Quantified Religion as a new religious model will emerge in the future IoB era, and it will mediate, constitute and shape our religious practices and experiences through personal data harvesting and analysis. The Internet has been used as a place for and site of an array of research activities. From online ethnographies to public data sets and online surveys, researchers and research regulators have struggled with an array of ethical issues around the conduct of online research. This paper presents a discussion and findings from Buchanan and Ess's study on US-based institutional review boards and the state of internet research ethics.

Now that pornography is on the Internet, its political and social functions have changed. So contends Margret Grebowicz in this imperative philosophical analysis of Internet porn. The production and consumption of Internet porn, in her account, are a symptom of the obsession with self-exposure in today's social networking media, which is, in turn, a symptom of the modern democratic construction of the governable subject as both transparent and communicative. In this first feminist critique to privilege the effects (...) of pornography's Internet distribution rather than what it depicts, Grebowicz examines porn-sharing communities and the politics of putting women's sexual pleasure on display as part of the larger democratic project. Arguing against this project, she shows that sexual pleasure is not a human right. Unlikely convergences between thinkers like Catherine MacKinnon, Jean Baudrillard, Judith Butler, and Jean-François Lyotard allow her to formulate a theory of the relationships between sex, speech, and power that stands as an alternative to such cyber-libertarian mottos as "freedom of speech" and "sexual freedom.". We show that it is possible to generalize the Ursell–Mayer cluster formalism so that it may cover also the statistics of Internet websites. Our starting point is the introduction of an extra variable that is assumed to take account, as will be explained, of the nature of the Internet statistics. We then show, following the arguments in Mayer, that one may obtain a phase transition-like phenomena.

El desarrollo de internet en los últimos años ha sido espectacular. Con la explosión del internet de las cosas (IoT) el procesamiento de datos incrementa su complejidad, pero también sus beneficios. No obstante, en la última década han surgido periódicamente noticias que nos muestran una serie de efectos de esta tecnología, alejados de la visión casi mítica que siempre ha tenido y que pudiera afectar a elementos básicos de nuestra democracia. En este trabajo se señalan tres de los (...) principales retos que tienen nuestros Estados democráticos de derecho. El primero es el de los datos y la forma en qué son procesados. El segundo es el uso de la tecnología de la información para la vigilancia de la ciudadanía con el uso de instrumentos que vulneren las garantías contempladas por los derechos fundamentales. Innovations in web technologies, data warehousing and data mining enable Internet marketers to collect, process and analyze personal data gathered from web users browsing and online purchase habits on a much greater scale as it is now quicker and more economical to do so. Recent surveys indicate that consumers are not comfortable with these practices, especially when the data is collected or sold without their consent. The resulting conflict of interest demands a solution. This paper has two distinct but related goals: (1) to identify some of the potential consequences of the Internet for our cognitive abilities and (2) to suggest an approach to evaluate these consequences. I begin by outlining the Google effect, which (allegedly) shows that when we know information is available online, we put less effort into storing that information in the brain. Some argue that this strategy is adaptive because it frees up internal resources which can then be used (...) for other cognitive tasks, whereas others argue that this is maladaptive because it makes us less knowledgeable. I argue that the currently available empirical evidence in cognitive psychology does not support strong conclusions about the negative effects of the Internet on memory. Before we can make value-judgements about the cognitive effects of the Internet, we need more robust and ecologically-valid evidence. Having sketched a more nuanced picture of the Google effect, I then argue that the value of our cognitive abilities is in part intrinsic and in part instrumental, that is, they are both valuable in themselves and determined by the socio-cultural context in which these cognitive abilities are utilised. Focussing on instrumental value, I argue that, in an information society such as ours, having the skills to efficiently navigate, evaluate, compare, and synthesize online information are (under most circumstances) more valuable than having a lot of facts stored in biological memory. This is so, partly because using the Internet as an external memory system has overall benefits for education, navigation, journalism, and academic scholarship. (shrink)

We argue that the Internet is, and is acting as, an EA because it shapes our belief systems, our worldviews. We explain key concepts for this discussion and provide illustrative examples to support our claims. Furthermore, we explain why recognising the Internet as an EA is important for Internet users and society in general. We discuss several ways in which the Internet influences the choices, beliefs, and attitudes of its users, and we compare this effect with (...) those of psychological conditioning and brainwashing techniques. The Internet is an important focus of attention for those concerned with issues of extended cognition. In particular, the application of active externalist theorizing to the Internet gives rise to the notion of Internet-extended cognition: the idea that the Internet can form part of an integrated nexus of material elements that serves as the realization base for human mental states and processes. The current review attempts to survey a range of issues and controversies that arise in (...) respect of the notion of Internet-extended cognition. These include the issue of whether the Internet, as a technological system, is able to support real-world cases of cognitive extension. It also includes issues concerning the cognitive and epistemic impacts of the Internet. Finally, the review highlights a range of issues and concerns that have not been the focus of previous philosophical attention. These include issues of ‘network-extended cognitive bloat’, ‘conjoined minds’, and an entirely new form of cognitive extension that goes under the heading of ‘human-extended machine cognition’. Together, these issues serve to highlight the value and importance of Internet-extended cognition to contemporary philosophical debates about the extended mind. In particular, the notion of Internet-extended cognition has the potential to highlight points of philosophical progress that are not easily revealed by the kind of technologically low-grade cases that tend to animate the majority of philosophical discussions in this area. PurposeThis paper aims to present results of a study that focused on the question of how computer and data experts think about Internet and social media surveillance after Edward Snowden’s revelations about the existence of mass-surveillance systems of the Internet such as Prism, XKeyscore and Tempora. Computer and data experts’ views are of particular relevance because they are confronted day by day with questions about the processing of personal data, privacy and data protection.Design/methodology/approachThe authors conducted two focus groups (...) with a total of ten experts based in London. As London is considered by some as the surveillance capital of the world, and has a thriving Internet industry, it provided a well-suited context.FindingsThe focus group discussions featured three topics that are of crucial importance for understanding Internet and social media surveillance: the political economy surveillance in general; surveillance in the context of the Snowden revelations; and the question what the best political reactions are to the existence of a surveillance-industrial complex that results in political and economic control of the Internet and social media. The focus groups provided indications that computer and data experts are pre-eminently informed on how Internet surveillance works, are capable of critically assessing its implications for society and have ideas about on what should be done politically.Originality/valueStudies of privacy and surveillance after Edward Snowden’s revelations have taken on a new dimension: Large-scale covert surveillance is conducted in a collaborative endeavour of secret services, private communications corporations and security companies. The Internet has revolutionized the way knowledge is currently produced, stored and disseminated. A few finger clicks on a keyboard can save time and many hours of search in libraries or shopping in stores. Online trademarks with an prefix such as e-library, e-business, e-health etc., are increasingly part of our daily professional vocabularies. However, the Internet has also produced multiple negative side effects, ranging from an unhealthy dependency to a dehumanization of human relationships. Fraudulent, unethical and scam practices (...) are also flourishing through for example misleading online advertising methods. Some social and professional networks gather users’ profiles for selling and advertising purposes, sometimes by making it technically difficult to unsubscribe. Here, I discuss some of these unethical aspects and propose some potential solutions to reduce them. (shrink)

In its ethics guidelines, the Association of Internet Researchers advocates a bottom-up, case-based approach to research ethics, one that emphasizes that ethical judgement must be based on a sensible examination of the unique object and circumstances of a study, its research questions, the data involved, and the expected analysis and reporting of results, along with the possible ethical dilemmas arising from the case. This article clarifies and illustrates the mind-set and process of such a bottom-up approach to internet (...) research ethics. Two ethics concepts to think with, namely ‘the distance principle’, and the notion of ‘perceived privacy’, are introduced and applied in a concrete empirical internet study, in which web archives based on personal communications on social media formed the main body of data. The empirical case example serves to highlight the unique challenges of internet research ethics, in light of the blurring boundaries between text and person, and between private and public on the internet, with profound implications and challenges for the definition of human subjects, privacy, and so on. The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research methods. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet. Direct-to-consumer advertising of healthcare products refers to a variety of marketing practices based on a combination of information and promotion strategies directed at consumers through different media such as radio and television broadcasts, newspaper and magazine ads, and, more recently, through the Internet. The principal form of marketing used by the pharmaceutical industry is the distribution of free samples to physicians but DTCA is an increasing part of global promotional spending for prescription drugs. Latest estimates suggest that DTCA now (...) represents an annual $3.2 billion enterprise for the U.S. pharmaceutical industry. Findings from the literature show that these substantial efforts are geared toward the newer pharmaceuticals for chronic conditions with huge market potentials. In the past sixty years computer technology has revolutionized the way information is processed, stored, distributed, and communicated. These changes have greatly affected myriad ways of life including especially the activities of government, commerce and social life broadly construed. This entry will not attempt to cover the broad sweep of ethical issues raised by information and computer technology. It will focus on those questions within computer ethics raised by the Internet.

For most people, the internet is now the most dominant source of socially useful knowledge. Its widespread use has made knowledge more accessible, more widely distributed, and more commonly produced. -/- But the internet is also widely seen—and not just by philosophers—as raising a number of distinct epistemological problems. Some of those problems concern the metaphysics of knowledge—the extent to which knowledge via the internet is understood as outsourced, or even extended, knowledge. Others concern the type of (...) knowledge the internet can give us—whether, for example, the knowledge we gain by using our digital devices is a kind of testimonial knowledge. -/- In this chapter, we will focus on a third issue: how our uses of the internet to gain information affect our epistemic agency—or our capacity to take responsibility for our own epistemically relevant mental states and our wider contributions to our epistemic environment. In the early days of digital technology, the internet was generally seen as increasing our epistemic agency for the simple reason that it made information (and presumably knowledge) more accessible and widespread. But in recent years, such optimism has been tempered due to the rise of fake news, massive amounts of misinformation online, and the average consumer’s seeming credulity with regard to what they read on social media. The chapter will outline these objections and critically examine them, arguing that both our epistemic agency and our ability to responsibly exercise such agency can be undermined by some uses of the internet, even as those same uses increase agency in other ways. The paper deals with the state of the social sciences after the boom of internet services in the Czech Republic in the 1990s. The results of our survey, based on 512 responses from the economics and history departments of major Czech public universities, show that internet services are considered a quality factor for academic output; however, the issues of plagiarism, a lack of resource criticism, inadequacy of impact factor-based evaluations, poor academic training for the new generation of social (...) scientists, the failure of state academic policy, and the generation gap make further development in the Czech social sciences rather problematic. As a result we recommend creating a better communication link between policy makers and scholars, reforming the current state policy which encourages lower quality academic output, and improving academic training, which requires a more individual approach, and also placing higher demands on social scientists. Greeks of Pontian ancestry migrated, forcibly, from Pontus to Greece where they founded Pontian Greek communities, mainly in northern Greece. The rapid increase in usage of the Internet during the past years appears to be significantly affecting the activity of cultural associations in general. The Greek Pontian associations of Thrace have begun taking advantage of the Internet and social networks for their diversified activities, a “modernization” which has not been studied extensively thus far. In this paper, a corresponding (...) analysis is performed, concluding that the activity of the associations on the Internet reflects an upward trend, while an increasing number of them seek to maintain an active presence on the Internet through web sites and social networks. It has been recommended that parents should monitor their children’s Internet use, including what sites their children visit, what messages they receive, and what they post. In this paper, I claim that parents ought not to follow this advice, because to do so would violate children’s right to privacy over their on-line information exchanges. In defense of this claim, I argue that children have a right to privacy from their parents, because such a right respects their current capacities and (...) fosters their future capacities for autonomy and relationships. En el presente artículo analizamos la Internet desde su origen hasta la actualidad considerándola como una unidad integrada por otras tecnologías de comunicación e información, donde todos tienen la posibilidad de hablar. A partir de esta condición inicial dividimos el análisis en dos direcciones: la red como tecno-capitalismo, y la red como «comunista», «comunitaria», «solidaria», «socialista», «democrática».

Human rights protect the conditions of a minimally decent life of which mental health is an indispensable element. Adequate care for mental health is thus recognized as part of the human right to health. However, for populations living far from urban centers, adequate in-person (mental) health care is often extremely costly and thus not provided. Digital mental health care options have become an effective alternative to in-person treatment. Benefitting from these new digital opportunities, though, requires sufficient access to the (...) class='Hi'>internet. Because everyone has a human right to adequate health care, and digital mental health care is now an effective option for progressively realizing this human right for people who live in remote regions, these people also have to be understood to have a right to access to the internet. This right to internet access creates duties for public authorities and the international community to create the required digital infrastructure and (where needed) to cover the costs of internet access where this is the only feasible way of delivering, or progressively realizing, the mental health care that is indispensable for having the opportunity to lead minimally decent lives. The article is an overview of the VI Scientific and Practical Conference «Internet beyond 2020» (April 22-24, 2021) organized by the online school of Internet research with the support of the Higher School of Economics. The conference program included workshop reports and round tables on the role of the global network, the evolution of art and education during the COVID-19 pandemic. The conference brought together representatives of social sciences and humanities (sociologists, cultural scientists, linguists), artists, designers, and specialists (...) in the field of Internet studies. The organizers and participants of the conference tried to answer various questions, including the following. Is a modern person witnessing the emergence of fundamentally new anthropological practices? Is it possible to obtain a comprehensive picture of digital realities from single events of Internet studies, as well as predict the emergence and development of yet unknown social and anthropological transformations? Is it possible for a post-pandemic narrative conceptualizing the heterogeneous eventuality of our time to emerge? (shrink)
