ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly (...) or explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

ABSTRACT Jason Brennan’s Against Democracy makes a strong case that democratic majorities’ right to rule rests on shaky grounds so long as their ballot box decisions are heavily influenced by ignorance and bias. But his “epistocratic” alternative - empowering the better-informed segments of society - has significant flaws of its own. Ironically, the biggest shortcoming of epistocracy may be that we lack the knowledge necessary to make it work well.

Russian neo-Kantianismʼs status in the history of the development of Russian philosophy is an important, but poorly presented in scientific publications, issue is revealed in the article. With some exceptions, which are represented by a number of few, but informative and informative articles and a monograph, the problem remains without proper reception in the scientific discourse of our time. Russian neo-Kantianism, however, leaving aside the question of what is the phenomenon of Russian neo-Kantianism, it is impossible to productively and consistently (...) actualize the content of Russian neo-Kantians and, moreover, to show their significance in the history of Russian philosophical and socio-humanitarian thought in general. Three key difficulties stand out: 1) the question of originality and the related theme of the independence of the philosophical direction (originality, independence and originality – differ from each other, but are united in their immanent orientation); 2) Russian neo-Kantianism, which in many ways seems to be the most difficult task for researchers engaged in historical and philosophical reconstruction; 3) the question remains ambiguous as to whether Russian neo-Kantianism is a continuation of the German tradition or whether it is a direction of Russian philosophy of thought. Russian neo-Kantianism, the three difficulties identified in the reception of the phenomenon of Russian neo-Kantianism taken as a whole, are consistently revealed in the content of the proposed article, supplemented by a brief overview of the most systemic positions of Russian philosophers, ranked among Russian neo-Kantianism. Overcoming the indicated difficulties, which undoubtedly affect the objective disclosure of the creativity of each representative of Russian neo-Kantianism or thinkers related to them, seems appropriate not only from the standpoint of the history of philosophy, but also for actualizing the heritage of philosophers in the conditions of modern socio-humanitarian pragmatics. Russian neo-Kantianism The author of the article suggests that one of the ways to overcome the ambiguity of the definition of Russian neo-Kantianism in the history of Russian thought may be, firstly, a more detailed consecration of the activities of Russian neo-Kantians in the historical and philosophical literature, and secondly, a comprehensive representation of this direction, including studies of individual personalities and their works. Despite the controversial and polemical nature of the task, its formulation is necessary for the objectivity of the meaning of Russian thought in the global context. (shrink)

The article is devoted to identifying the concept of the meaning of life in the critical philosophy of A.I. Vvedensky, where special attention is paid to the methodological foundations and the historical and philosophical context. The formulation of the question about the meaning of life is one of the ultimate questions in philosophy, the answer to which makes it possible to determine the motives of human activity. In Vvedenskyʼs philosophy, the problem of goal-setting in life is revealed in the prism (...) of a key research intention – the construction of a scientifically revised worldview based on the principles of criticism. As a result, the question of life and its purpose is reduced to the formulation of the question of the logical permissibility and boundaries of questioning. The article attempts to reconstruct the philosopherʼs reasoning and identify the most significant definitions, which include morality, mental life, and the purpose of life. The disclosure of the concept of life in Vvedenskyʼs philosophy invariably requires consideration of the context in which the development of the philosopherʼs ideas takes place. Based on a comprehensive analysis, it is concluded that the concept of life is an extension of the main goal of Vvedenskyʼs research – the disclosure of the conditions for the formation of a reliable worldview, focused on the principles of scientific knowledge in accordance with moral values. Another important consequence is the provision on the priority of morality in relation to scientific and philosophical knowledge. The foundations of morality, to which the meaning of life belongs, can be presented only in a special form of applicability of critical reason – critical faith. Thus, the question of the specifics of critical metaphysics and the importance of differentiation of types and forms of faith in the work of the Russian neo-Kantian are clarified. (shrink)

Central among problems in cosmology is the crucial question of the articulation of natural and historical time: how is human history related to natural processes described by science? A deterministic world view in which natural processes are reversible, as emphasized by classical Western science, is obviously not the answer. Recent research in fields such as far‐from‐equilibrium thermodynamics and statistical mechanics reveals irreversibility in natural processes and allows us to explore new forms of dialogue between science and the humanities.

ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

The article reveals the value and contribution of A.I. Vvedensky in the formation of Russian neo-Kantianism on the example of a systematic and integrated review of his research. The author reveals the significance of A.I. Vvedensky critical methodology for the subsequent development of Russian neo-Kantianism in the first third of the XX century. The method of “logicism” is designated as an integral part of criticism, which consists in the elimination of dogmatic foundations from philosophical discourse. In turn, the critical methodology, (...) understood as a theoretical tool for constructing a holistic picture of the world on the principles of science, serves as the basis for identifying the problems of the correlation of the rational and the irrational. The indicated problem in the works of A.I. Vvedensky becomes the beginning of the formation of Russian neo-Kantianism, which is opposed to dogmatism and religious and philosophical research. Developing a critical methodology, the Russian philosopher turns to the consideration of the role of philosophy in the formation of ideological foundations. The contents of the article consistently reveal the key provisions of the philosophy of A.I. Vvedensky, from raising the question of the methodological foundations of criticism to identifying the specifics of philosophy in relation to scientific disciplines, on the example of experimental psychology, based mainly on empirical methods. In conclusion, the article indicates the prospect of further comprehensive study of the works of A.I. Vvedensky in order to establish a reliable understanding of the development of the national philosophy of thought. (shrink)

Assessment in ethics education faces a challenge. From the perspectives of teachers, students, and third-party evaluators like the Accreditation Board for Engineering and Technology and the National Institutes of Health, assessment of student performance is essential. Because of the complexity of ethical case analysis, however, it is difficult to formulate assessment criteria, and to recognize when students fulfill them. Improvement in students’ moral reasoning skills can serve as the focus of assessment. In previous work, Rosa Lynn Pinkus and Claire Gloeckner (...) developed a novel instrument for assessing moral reasoning skills in bioengineering ethics. In this paper, we compare that approach to existing assessment techniques, and evaluate its validity and reliability. We find that it is sensitive to knowledge gain and that independent coders agree on how to apply it. (shrink)

The paper describes an algorithm for semantic representation of behavioral contexts relative to a dichotomic decision alternative. The contexts are represented as quantum qubit states in two-dimensional Hilbert space visualized as points on the Bloch sphere. The azimuthal coordinate of this sphere functions as a one-dimensional semantic space in which the contexts are accommodated according to their subjective relevance to the considered uncertainty. The contexts are processed in triples defined by knowledge of a subject about a binary situational factor. The (...) obtained triads of context representations function as stable cognitive structure at the same time allowing a subject to model probabilistically-variative behavior. The developed algorithm illustrates an approach for quantitative subjectively-semantic modeling of behavior based on conceptual and mathematical apparatus of quantum theory. (shrink)

For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but also to ineffective use (...) of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

In recent decades, advances in the life sciences have created an unprecedentedly detailed picture of heredity and the formation of the phenotype where clusters of simplistic reductionist and deterministic views and interpretations have begun to lose ground to more complex and holistic notions. The developments in gene regulation and epigenetics have become a vivid emblem of the ongoing ‘softening’ of heredity. Despite this headway, the outlook and rhetoric widely popular in the twentieth century favoring the ‘gene’ in the ‘genegenetic plasticityphenotypeenvironment’ (...) tetrad have not been successfully tackled but continue to exist in parallel with a new, equally monochromatic, viewpoint championing genetic plasticity. An examination of epigenetics and its presentation in the public sphere, open to a conversation with the social disciplines and philosophy, could address this dichotomy and contribute to the discourse. This article outlines key biological aspects of epigenetics and discusses the language, presentation and wider resonance of this field of life science research. (shrink)

The article traces possible channels of influence of a religious factor on the formation of a specific Russian version of socialism. Using the logics of the M. Weber?s work?The Protestant Ethic and the Spirit of Capitalism?, I. Zabaev reveals the categories that played a dominating role in the people?s consciousness in the pre-revolutionary Russia. According to his conclusion, these categories were?obedience? and?resignation?. It was obedience and resignation that assured the salvation of an Orthodox person. In everyday life such orientations were (...) easily transformed into the readiness to obey the?superior?. Once elaborated, they turned to be quite stable and, being separated from their religious roots, ensured a sort of asceticism on the secular path. (shrink)

Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. Psychology suffers from the absence of mathematically-formalized primitives. As a result, conceptual and quantitative studies lack an ontological basis that would situate them in the company of natural sciences. The article addresses this problem by describing a minimal psychic structure, expressed in the algebra of quantum theory. The structure is demarcated into categories of emotion and color, renowned as elementary psychological phenomena. This is achieved by means of quantum-theoretic qubit state space, isomorphic to emotion and color experiences both in meaning (...) and math. In particular, colors are mapped to the qubit states through geometric affinity between the HSL-RGB color solids and the Bloch sphere, widely used in physics. The resulting correspondence aligns with the recent model of subjective experience, producing a unified spherical map of emotions and colors. This structure is identified as a semantic atom of natural thinking—a unit of affectively-colored personal meaning, involved in elementary acts of a binary decision. The model contributes to finding a unified ontology of both inert and living Nature, bridging previously disconnected fields of research. In particular, it enables theory-based coordination of emotion, decision, and cybernetic sciences, needed to achieve new levels of practical impact. (shrink)

The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. Philosophy of science as a scholarly discipline exists today side by side with other disciplines within an interdisciplinary framework of the history and philosophy of science or science and technology studies. The rationale for this “joint venture” is commonly seen in the division of labor. The history of science focuses on the rise and development of scientific theories in the past; the sociology of science deals with science as a social institution; the psychology of science investigates the mechanisms of creativity (...) and one’s personal impact upon scientific discoveries; and finally, the philosophy of science is responsible for the logical and methodological analysis of the structure and growth of the scientific knowledge, mostly within the context of justification. This allegedly fruitful division of labor presumes an independent existence of social, personal and cognitive domains, and the desired interdisciplinary communication between the correspondent disciplines aims to account for the complementary understanding of science. But in fact no sufficient exchange of meanings takes place for every discipline insists upon its independence and prior significance. Under these conditions, neither a consistent picture of science appears to be possible nor might science policy be construed and justified basing on this disintegrated conglomerate of knowledge. A way out of the situation is as follows: to acknowledge non-independent character of the philosophy of science; to learn more from social philosophy; to revisit the epistemological status of the natural sciences as the only cognitive ideal; to focus on the social and the human sciences in search of a new methodological experience; to cease considering concrete case studies as a new version of the “neutral language of observation”, which gives a “crucial justification” of a theory, and to view new philosophical interpretations a necessary feature of any case study. The strengths and weaknesses of federalism have been debated for centuries. But one major possible advantage of building decentralization and limited government into a constitution has been largely ignored in the debate so far: its potential for reducing the costs of widespread political ignorance. The argument of this paper is simple, but has potentially important implications: Constitutional federalism enables citizens to “vote with their feet,” and foot voters have much stronger incentives to make well-informed decisions than more conventional ballot box (...) voters. The informational advantage of foot voting over ballot box voting suggests that decentralized federalism can increase citizen welfare and democratic accountability relative to policymaking in a centralized unitary state.Ballot box voters have strong incentives to be “rationally ignorant” about the candidates and policies they vote on because the chance that any one vote will have a decisive impact on an electoral outcome is vanishingly small. For the same reason, they also have little or no incentive to make good use of the information they do possess. By contrast, “foot voters” choosing a jurisdiction in which to reside have much stronger incentives to acquire information and use it rationally; the decisions they make are individually decisive. The innate knowledge problem is a classical problem in philosophy, which has been known since the classical antiquity. Plato in his dialogues Meno and Phaedo formulated the doctrine of innate ideas and proposed an early version of the poverty of the stimulus argument, which is the most frequently used argument in innate knowledge debates. In the history of philosophy there was also an opposite view. This approach is often associated with J. Locke’s philosophy. Locke thought that all our knowledge about (...) the world is a product of the universal learning mechanisms whose functioning is based on perception. The question about the presence of innate ideas in the human mind still remains relevant. New findings in cognitive science and neurosciences and also some recent arguments from philosophers contribute to the contemporary discussion between the spokesmen of the rival approaches to this problem. The paper presents the investigation of one of the approaches to solving the problem of innate concepts, which is called a “concept nativism.” It highlights the outstanding characteristics of the concept nativism: (a) domain specificity position, (b) belief that domain-specific mechanisms of learning are innate and (c) belief that at least some concepts are innate. The article also proposes an analysis of notions “innateness” and “idea” which is important for understanding nativists’ approach to innate ideas theory. And finally, it describes the most popular nativists’ arguments: (a) references to empirical studies using the preferential looking technique, (b) the poverty of the stimulus argument and (c) the argument from animals. This essay examines women's spectacularly visible status in feminised mass cultural domains in the first decades of the twentieth century. Feminine spectacles are commonly understood to invite viewers to access women's bodies, yet early twentieth-century spectacles paradoxically called renewed attention to women's illegibility. Women's visual prominence made apparent their ‘unknowability’, recasting an ancient ideational heritage in modern terms. Representations of women as opaque in the early twentieth century constituted a challenge to ocularcentrism and reveal the centrality of femininity in mass (...) mediations of epistemology and ontology. Drawing on written accounts of women's opacity in the fashion and beauty press, I argue that attention to spectacles of unknowability can be productive for feminist modernist studies. The texturing of histories of feminine spectacle challenges some tenacious dichotomies that continue to inform accounts of women's place in the modern, including those of subject and object, and visibility and invisibility. Focusing on opacity leads us to a productive account of the variable visibility of women in the modern, which foregrounds the multiple historical relations of different groups of women to regimes of visibility and keeps in view the diverse ways that differently classed and raced women were positioned vis-à-vis spectacle. The essay draws on feminist and postcolonial theory to suggest that an attunement to the unknowable not only nuances our understanding of a discrete historical period, but can lead the feminist researcher to confront and expand her own gaze in the era of capitalist modernity. Abstact. Although it is generally known that M.M. Bakhtin viewed himself as primarily a philosopher and not a philologist, the overwhelming majority of studies of his work belong to literary criticism. The purpose of this article, relying on the oral testimony of Bakhtin himself and his philosophical texts written in the Nevel-Vitebsk period, is to restore the origin of his philosophical sources and the content of his philosophical ideas of this period. The main idea is the concept of moral philosophy (...) as a philosophical system, whose main subject is participative thinking and an answerable act as an event of being. One of the most important sources of these ideas was probably the philosophy of Neo-Kantianism represented by the teachings of H. Cohen. The article provides four examples of Bakhtin's continuity in relation to the Marburg philosopher - the idea of an answerable act concerning another person as the source of a human's self-consciousness and personal integrity, the idea of a correlative relationship between a person and his neighbor as an expression of a caring participatory being, the idea of distinguishing a moral attitude from an ethical-legal one and the idea of the philosophical system, whose subject is the process of interpersonal relations. In this case, the system consists not only in the integrity of the object but also in its openness. Revealing the continuity of Bakhtin's philosophical ideas regarding Cohen leads to a better understanding of these ideas and Bakhtin's originality of their development. It is also fruitful to compare the perception of Cohen's ideas by Bakhtin and their reception by another philosopher of dialogue, F. Rosenzweig. (shrink)

Despite the popularity of the term “global,” the making of a global world has been little studied to date and only a few works have been published. It is assumed that this kind of world has already partly crystallized thanks to globalization, but it is not expected to take a more coherent shape until later in the future. The purpose of the paper is to justify the opinion that a global world should be construed as a state of civilization and (...) its interaction with nature fulfilled by securing global sustainability. Abstract In Politicians Don't Pander, Lawrence Jacobs and Robert Shapiro show that politicians follow public opinion much less slavishly than conventional wisdom suggests. However, the case studies they themselves rely on show that public opinion constrains policy makers more than they claim. Conversely, to the extent that political leaders are able to ignore the public's wishes, Jacobs and Shapiro do not adequately consider the possibility that this is due in large part to severe voter ignorance of public policy. In urging (...) greater obedience to the popular will, the authors also overlook the danger that increased adherence to the often internally contradictory wishes of the electorate may be impossible or undesirable. Abstract Richard Posner's Law, Pragmatism, and Democracy urges that political and legal decision makers should be guided by what he calls ?everyday pragmatism,? rather than by ?abstract? moral theory. He links his conception of pragmatic government to Sclmmpeter's unromantic view of democracy. Posner argues that judicial review should be based on a combination of pragmatism and adherence to this limited conception of democracy, rather than sticking closely to ?formalist? theories of adjudication, which demand strict adherence to traditional legal norms. However, (...) Posner's consequentialist pragmatism fails to provide an adequate guide to judicial decision making, because it does not give us any criterion for deciding which consequences are desirable. His Schumpeterian theory of democracy, too, is problematic because it does not sufficiently consider the shortcomings exposed in recent scholarship in political science and economics. (shrink)

Abilitism is an approach to the metaphysics of concepts according to which each concept consists of a managing cognitive ability coordinating other abilities (cognitive and non-cognitive) and a set of subordinate abilities associated with this managing ability. As I argue here, if we accept the abilitist approach, we can efficiently solve such puzzles in the metaphysics of concepts as the partial possession problem, the concept pluralism problem, etc. However, there are some possible objections to abilitism, concerning the abilitist explanation of (...) compositional properties of concepts, knowledge-that, an extension/intension of concepts, and the idea that concepts are constituents of thought. As I demonstrate here, these objections can be answered. (shrink)
