The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century. Die Arbeitsbibliothek von Dieter Adelmann befindet sich in der Universitätsbibliothek Potsdam und ist in diesem Band verzeichnet; der Nachlass und das Findbuch befinden sich im Universitätsarchiv Potsdam. Dieter Adelmann wurde am 1. Februar 1936 in Eisenach, Thüringen, geboren. Er studierte Philosophie, Germanistik und Soziologie an der Freien Universität Berlin und an der Universität Heidelberg und wurde dort 1968 mit der Arbeit Einheit des Bewusstseins als Grundlage der Philosophie Hermann Cohens bei Dieter Henrich und Hans-Georg Gadamer promoviert. Von (...) 1968 bis 1970 war Adelmann Leiter des „Collegium Academicum“ der Universität Heidelberg; von 1970 bis 1974 Landesgeschäftsführer der SPD in Baden-Württemberg (Zuständigkeit: Politische Planung) und zeitweise auch Wahlkreisassistent des SPD-Bundestagsabgeordneten Horst Ehmke. Anschließend arbeitete Adelmann publizistisch mit dem Grafiker und gegenwärtigen Präsidenten der Berliner Akademie der Künste, Klaus Staeck zusammen, bevor er von Juli 1977 bis einschließlich September 1979 beim Vorwärts im Ressort Parteien und Programme beschäftigt war. Nach seinem Abschied vom Vorwärts war Adelmann freiberuflich in Bonn tätig, u.a. als Journalist. 1995 war er wissenschaftlicher Mitarbeiter im Rahmen der Herausgabe der Werke Hermann Cohens am „Moses-Mendelssohn-Zentrum“ und am Lehrstuhl für Innenraumgestaltung an der Technischen Universität Dresden. Nach dem Ende der Tätigkeit in Potsdam war Adelmann bis zu seinem Tod am 30. September 2008 freiberuflicher Philosoph und Cohen-Forscher. (shrink)

First published in 1992, this book evokes Pandora and Occam as metaphoric corner posts in an argument about language as discourse and in doing so, brings analytic philosophy to bear on issues of Continental philosophy, with attention to linguistic, semiological, and semiotic concerns. Instead of regarding meanings as guaranteed by definitions, the author argues that linguistic expressions are schemata directing us more or less loosely toward the activation of nonlinguistic sign systems. Ruthrof draws up a heuristic hierarchy of discourses, with (...) literary expression at the top, descending through communication-reduced reference and speech acts to formal logic and digital communication at the bottom. The book offers multiple perspectives from which to review traditional theories of meaning, working from a wide variety of theorists, including Peirce, Frege, Husserl, Derrida, Lyotard, Davidson, and Searle. In Ruthrof's analysis, Pandora and Occam illustrate the opposition between the suppressed rich materiality of culturally saturated discourse and the stark ideality of formal sign systems. Die hier skizzierte Behandlung des Antinomienproblems, die im Gegensatz zu herkömmlichen Ansätzen nicht restriktiv ist, eröffnet auch für das Gödelsche Unvollständigkeitsproblem eine neue Zugangsmöglichkeit. Hier wird transparent, warum bei der Verschmelzung eines formalen Systems mit seiner Metatheorie gewisse unentscheidbare Sätze auftreten müssen und warum sich dies auf höheren Metastufen zwingend wiederholt. Andererseits aber kann auch gezeigt werden, daß dieses Dilemma keineswegs - wie allgemein unterstellt wird - unausweichlich ist: Es erweist sich als möglich, zwei Systeme so zu koppeln, daß beide (...) wechselseitig als Metatheorie des jeweils anderen zu betrachten sind. Das Resultat ist, daß formale Systeme antinomienfrei und, im Sinne dieser "Dualisierung", darüber hinaus als vollständige Systeme aufgebaut werden können, auch wenn die Teilsysteme selbst unvollständig sind. Ein solches duales Gegenseitigkeitsverhältnis wäre als formale Repräsentation eines "indirekten Selbstbezugs" zu deuten, der zur Folge hat, daß nun auch formale Sprachen ihre eigene Metasprache enthalten können und damit wie die Umgangssprache reflexiv sind. Gewisse These wie etwa diese: daß - unter Berufung auf Gödels Unvollständigkeitstheorem - ein "kybernetisches Modell des Bewußtseins" prinzipiell unmöglich sei, verlieren damit erheblich an Stichhaltigkeit. Das Leben einer Person ist durch starke physische und psychische Veränderungen gekennzeichnet. In seinem Verlauf hängen Anfang und Ende gleichwohl in einer Weise zusammen, dass für die erlebende Person wie für beobachtende Personen im sozialen Raum von numerisch einer Person gesprochen werden kann. Der Begriff ›Identität der Person‹ bezeichnet eine über die Zeit hinweg bestehende interne Verbindung zwischen Abschnitten im Leben ein und derselben Person.

Der Status des Liberalismus in der Französischen Revolution und ihrer Folgezeit lässt sich nicht näher bestimmen, ohne zunächst von dem Wort zu reden, das seinen Kern ausmacht: Freiheit. Zu diskutieren sind die Unterscheidung zwischen zwei Freiheitsbegriffen, die die französischen Liberalen der ersten Stunde vorschlagen, und die These, dass die politische Freiheit als Instrument für die private oder bürgerliche Freiheit anzusehen sei. Am Ende soll das Verhältnis zwischen Französischer Revolution und Liberalismus anhand eines markanten Votums TocquevillesTocqueville, Alexis de illustriert werden.

Summary: Kant's characterization of organic entities by the principle of an inner, and that is to say, immanently natural and mind-independent purposiveness has continued to retain validity. Difficulties however exist for Kant's theory from the conditions of their realization. The following inquiry attempts to describe to what extent this difficulty has currently found a system-theoretical solution: The realizability of cyclical causal relationships proves itself here to be a fundamental prerequisite. The possibility for self-regulating systems thus consequently ensues. Decisive for the (...) cybernetical reconstructability of inner purposiveness is however the evidence that the principle of self-regulation - which has apparently been misunderstood in recent discussions (Jonas, Spaemann, Löw) includes not only the possibility of active goal pursuance (robots) but, additionally, the possibility forexistential self-reference (organism). This has fostered greater insight into how normative instances can be established upon a purely physical basis. The status of information will then accordingly be questioned. The well-known empiricist apories of the lawfulness of nature prevent an adequate philosophical interpretation of empirical science until this day. Clarification can only be expected through an immanent refutation of the empiricist point of view. My argument is that Hume’s claim, paradigmatic for modern empiricism, is not just inconsequent, but simply contradictory: Empiricism denies that a lawlike character of nature can be substantiated. But, as is shown, anyone who claimes experience to be the basis of knowledge (as the empiricist naturally (...) does), has, in fact, always already presupposed the lawfullness of nature, i.e. has assumed the ontology of a nature lawful in itself. If lawfulness is, more closely, understood as dependency on conditions, then the functional character of the laws of nature is involved with the consequence that verification is not to be taken as a mere repetition of measurements but as clarification of the conditional structure of the physical process. Furthermore the functionality of the laws of nature also includes a statement on their invariance (relative to certain transformations) and so their lawlikeness. This throws a new light on the problem of induction. Seen in this way it is hardly surprising that the notorious neglect of the functional aspect in empiricism has led to fundamental problems with the concept of the law of nature. (shrink)

Flemish community senators hold seats in both the Flemish Parliament and the Belgian Senate. A lot of expectations are related to their specific mandate. On the basis of our analysis, though, we come to the conclusion that the community senators do not meet these high expectations. While one would expect Flemish community senators to be very active in putting forward parliamentary questions concerning deliberation and cooperation between the different governments, this was clearly not the case in 1995-1999. 'Community senators' in (...) other words, do not exist. They do not act like a community senator, and according to the interviews, nor do they feel like one. Prime Minister Verhofstadt, who wants to reform the Senate and revalue the role of the community senators by turning every senator into a community senator, is a warned man. In the future, the concept of community senator will only work if significant structural changes are made. (shrink)

Are empirical theories empirically testable? In this article Theoretische Begriffe und die Prüfbarkeit von Theorien V. Gadenne comes to the conclusion that theories are testable. On this basis he criticizes the non-statement view which asserts the contrary. It is shown that this criticism, however, is erroneous.

Music performance anxiety (MPA) is a multifaceted phenomenon occurring on a continuum of severity. In this survey study, we investigated to what extent the affective (anxiety), cognitive (catastrophizing), and somatic (bodily complaints) components of MPA prior to solo performances vary as a function of age, gender, instrument group, musical experience, and practice as well as how these MPA components relate to self-rated change in performance quality from practice to public performance. The sample comprised 75 male and 111 female classical music (...) university students, aged 15–45 years. Age was positively associated with anxious feelings and bodily complaints. Compared to male students, female students reported significantly more anxious feelings and catastrophizing. Singers reported less anxious feelings and catastrophizing than instrumentalists. Breathing-, mouth- and throat-related complaints were highest among singers and wind players; hand- and arm-related complaints were highest among string players and pianists. The indices of musical experience and practice had marginal effects. An average of four bodily complaints bothered the participants strongly to very strongly. Worsening in performance quality from practice to public performance was reported by almost half of the participants and was best predicted by anxious feelings and breathing-related complaints. We conclude that age, gender and instrument play a significant role in understanding the phenomenology of MPA. Musicians should be examined according to these characteristics rather than as one homogenous population. In particular, it might be valuable to develop assessment tools for MPA that incorporate items related to the bodily complaints that are most relevant to the different instrument groups. Breathing-related complaints could add an important dimension to the investigation of MPA and music performance. Finally, the high percentage of students reporting worsening of their performance quality from practice to public performance highlights the need of professional support to help music students be able to perform at their best and thrive as artists. Effective inseparability of pairs of sets is an important notion in logic and computer science. We study the effective inseparability of sets which appear as index sets of subsets of an effectively given topological T0-space and discuss its consequences. It is shown that for two disjoint subsets X and Y of the space one can effectively find a witness that the index set of X cannot be separated from the index set of Y by a recursively enumerable set, if X (...) intersects the topological closure of an effectively enumerable subset of Y. As a consequence of a more general parametric inseparability result a theorem of Rice-Shapiro type is obtained. Moreover, under some additional requirements it follows that nonopen subsets have productive index sets. This implies a generalized Rice theorem: Connected spaces have only trivial completely recursive subsets. As application some decision problems in computable analysis and domain theory are studied. It follows that the complement of the halting problem can be reduced to the problem to decide of a number whether it is a computable irrational. The same is true for the problems to decide whether two numbers are equal, whether one is not greater than the other, and whether a number is equal to a given number. In the case of an effectively given continuous complete partial order the complexity of the last problem depends on whether the given element is the smallest element, in which case the complement of the halting problem is reducible to it, whether it is a base element and maximal, then the decision problem is recursively isomorphic to the halting problem, or whether it is none of these. In this case, both the halting problem and its complement are reducible to the problem. The same is true in nontrivial cases for the problems whether an element belongs to the basis, whether two elements of the partial order are equal, or whether one approximates the other. In general, for any nonempty proper subset of the partial order either the halting problem or its complement can be reduced to the membership problem of the subset. (shrink)

Tropical forest conservation in developing countries has repeatedly been highlighted as a new element in international climate policy. However, no clear ideas yet exist as to what shape such a conservation strategy might take. In the present paper, we would like to make some observations to this end. It is shown how projects in order to reduce CO 2 -emissions resulting from deforestation and degradation (REDD) can be integrated into a system of tradable emission rights in an industrialised country and (...) which requirements ought to be fulfilled. Instruments are emission credits and emission allowances. Driving actors interested in emission rights through forest projects may be private investors or the rainforest state itself. The efficiency of the system depends on a great extent on a binding reference path for the tolerable emissions from deforestation, which has been agreed upon and adhered to by the rainforest country by means of a forest law aimed at limiting deforestation. Our considerations lead us to conclude that the national baseline approach with an appropriate contribution by the rainforest country coupled with a decentralised system with private investors seems the most viable option. Since additional burdens are imposed on the rainforest country to some extent, a compromise could consist of agreeing on a moderate deforestation path, which is harmonised with the benefits from the forest projects. Combining both programmes (offset credits and emission allowances) is particularly attractive because all participants, and especially the industrialised country, benefit from it. The industrialised country can expand its climate conservation programme without any additional costs to a certain degree. (shrink)

Widergespiegelt wird das breite Spektrum seines philosophischen Denkens, das von der Lehre einer zweiten, praktischen Philosophie uber die Geschichtsvisionen einer Burgergesellschaft in Antike und Neuzeit zu der Gewichtung einer akroamatischen - das Horen auf (...) die Sprache erorternden - Hermeneutik und dem Zusammenhang von Denken und Dichten bei Nietzsche und den grossen Lyrikern der klassischen Moderne reicht. The article is devoted to the problem of moral motivation. Author presents a view which, as he argues, is able to bridge the gap between acceptance of a moral rule and an action according to this rule. The main issue here is the future ethics that could possibly become a part of environmental ethics if it takes into consideration future goods and condition of nature. The author discusses rationality of moral norms in future ethics from a perspective of a universalistic (...) paradigm. Drawing from Hare and Sidgwick he maintains that temporal position of someone harmed by a present action cannot be relevant to the moral evaluation of the action in question. He also emphasizes that in case when moral agent is a future and abstract one, there is an important factor involved which could have an influence on our moral identity. It plays a crucial role because our ,,natural” motivation to act according to a rule concerns, first of all, moral subjects within a moral community. Birnbacher claims that taking non-moral motivations into account makes the prospects of future-oriented action appear much less gloomy. Therefore, in his project of future ethics, he fuses together levels of moral theory and of emotional basis of our motivation. He illustrates the point by demonstrating that the course of psychological factors has an impact on our motivation for action by the data drawn from empirical social research conducted in Europe and USA.
