Purpose: This review identifies the prominent topics in the literature pertaining to the ethical, legal, and social issues raised by research investigating personalized genomic medicine. Methods: The abstracts of 953 articles extracted from scholarly databases and published during a 5-year period were reviewed. A total of 299 articles met our research criteria and were organized thematically to assess the representation of ELSI issues for stakeholders, health specialties, journals, and empirical studies. Results: ELSI analyses were published in both scientific and ethics (...) journals. Investigational research comprised 45% of the literature reviewed and the remaining 55% comprised normative analyses. Traditional ELSI concerns dominated the discourse including discussions about disclosure of research results. In fact, there was a dramatic increase in the number of articles focused on the disclosure of research results and incidental findings to research participants. Few papers focused on particular disorders, the use of racial categories in research, international communities, or special populations. Conclusion: Considering that strategies in personalized medicine increasingly target individuals’ unique health conditions, environments, and ancestries, further analysis is needed on how ELSI scholarship can better serve the increasingly global, interdisciplinary, and diverse PGM research community. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

À l’occasion du creusement du tunnel RW2 sur le trajet Trapeza-Diakopto de la nouvelle ligne ferroviaire Corinthe-Patras, dans la région de Trapeza Aigialeias, ont été mis au jour des vestiges de bâtiments datant de l’époque archaïque à l’époque hellénistique, qui font partie d’un habitat dépendant de Voura, importante cité située à l’Est d’Aigialeia. Au nombre des trouvailles archéologiques, on compte beaucoup de monnaies de bronze provenant des cités voisines de Sicyone, Corinthe et Athènes, qui constituent l’horizon politique et économique naturel (...) de la cité, ainsi que des pièces émises par d’autres États, notamment les Locriens d’Oponte, le koinon des Épirotes et l’Eubée. En présentant les monnaies trouvées à Trapeza, majoritairement des petites dénominations en bronze, nous entendons souligner leur apport pour une étude de la vie économique de la région et démontrer par ailleurs que les cités, en frappant monnaie, stimulaient de manière significative leur économie. Un ensemble de 55 monnaies conservé dans les réserves du Musée archéologique de Nauplie est accompagné d’une indication ancienne, qui le relie à la collection de G. Thermogiannis, offerte au Musée, très probablement après sa mort en 1945. Il y est signalé que les monnaies proviennent d’une boîte qui contenait aussi les gemmes de la même collection. Toutefois, les monnaies n’ont pas reçu de numéro d’inventaire et ne sont reprises dans aucun des catalogues anciens de la donation Thermogiannis. L’identification des (...) 51 monnaies antiques, grecques et romaines, les unes assez banales, d’autres moins, permet de les ordonner par ateliers et zones géographiques, ce qui amène à constater que l’ensemble correspond mieux au contenu d’une autre grande donation faite au Musée archéologique de Nauplie, celle de l’avocat E. The headlines at the outset of 1987 told of Howard Beach, where a group of blacks had been chased, and one killed, because they had unwittingly entered a white enclave in New York City. And they told of Forsythe County, Georgia, where the mere presence of civil rights marchers, in a place from which blacks had been driven three-quarters of a century earlier, brought out depths of antagonism unknown since an earlier era of civil rights marches. Behind both events (...) – indeed, behind almost every question of race to arise in recent years – was the specter of affirmative action. Even as, during the late 1960s, some blamed urban riots on the federal government's failure to achieve equal opportunity between the races by equalizing life outcomes, so in 1987 white antagonisms were regarded in some quarters as a crude reflection of the Reagan administration's hostility towards affirmative action. The rhetoric and the policies of that administration, it was said, contributed to a sentiment that blacks already had their share – indeed, more than their share. Official word and deed contributed also, it was argued, to a resentment against blacks who, because of quotas, had been unfairly advantaged. (shrink)

Alberg University of West Georgia To speak of Jean-Jacques Rousseau and scandal is not difficult. Immediately one thinks of his relationship with Mme de Warens, his lover and his beloved mama. Most of his works upset some group or another—other intellectuals (the Discourse on the Sciences andArts), the Genevan authorities (the "Dedication" the Discourse on Inequality), the Church (Emile)—the list (...) could go on and on. In this article I would like to turn away from our usual use ofthe word scandal and look more deeply at the connection between Rousseau's system and the theological or, more properly, the biblical notion of scandal. This notion is obscure. While no one would deny its importance in the New Testament, trying to develop a coherent "theory ofscandal" from the various usages in the New Testament has proven difficult.1 To give only one example of the problem, Christ crucified is proclaimed as a scandal (ICor 1.23) and yet the Christians who follow him are forbidden to cause scandal to others (ICor 8.9), especially the younger and weaker. 1 For a basic understanding ofthe biblical notion ofscandal the following titles are helpful' G. Alberg The most successful attempt at bringing coherence to the various elements of scandal has been carried out in the various works of René Girard.2 His basic insight was to see in biblical scandal an inchoate theory of human desire. Girard calls this desire "mimetic" or desire that one receives from another. This type of desire leads to scandal. It is here that the connection with Rousseau becomes evident. The famous literary theorist T. Todorov states: "the 'mimetic desire' of Girard is only another name for the amour-propre ofRousseau" (Todorov 38). For his part Girard defines theskandalon (that which causes the scandal) in the following way: It is not an obstacle thatjust happens to be there and merely has to be got out ofthe way; it is the model exerting its special form of temptation, causing attraction to the extent that it is an obstacle and forming an obstacle to the extent that it can attract. (Girard 1987, 416) Rousseau's analysis of amour-propre as that which excites without satisfying, seduces without delivering, and promises without fulfilling, parallels Girard's analysis ofmimetic desire as the doomed-to-be-frustrated reaching for the scanáalon3 Thus, I am arguing that in his various works Rousseau is developing the conceptual possibilities of biblical scandal. While there would be many way's of showing this structural parallel between Rousseau's thought and biblical scandal, I will concentrate on a reading ofthe "Preface" to the Discours sur l'origine et lesfondements de l'inégalité parmi les hommes (1755), in order to show that this work is structured by scandal. It is structured by a human desire that seeks what is unattainable and renders the object unattainable in the very seeking after it. The tripartite account of propositional, fallibilist knowledge that p as justified true belief can become adequate only if it can solve the Gettier Problem. However, the latter can be solved only if the problem of a successful coordination of the resources (at least truth and justification) necessary and sufficient to deliver propositional, fallibilist knowledge that p can be solved. In this paper, the coordination problem is proved to be insolvable by showing that it is equivalent to the ''''coordinated attack'''' problem, (...) which is demonstrably insolvable in epistemic logic. It follows that the tripartite account is not merely inadequate as it stands, as proved by Gettier-type counterexamples, but demonstrably irreparable in principle, so that efforts to improve it can never succeed. Philosophical discussions of species have focused on multicellular, sexual animals and have often neglected to consider unicellular organisms like bacteria. This article begins to fill this gap by considering what species concepts, if any, apply neatly to the bacterial world. First, I argue that the biological species concept cannot be applied to bacteria because of the variable rates of genetic transfer between populations, depending in part on which gene type is prioritized. Second, I present a critique of phylogenetic bacterial species, (...) arguing that phylogenetic bacterial classification requires a questionable metaphysical commitment to the existence of essential genes. I conclude by considering how microbiologists have dealt with these biological complexities by using more pragmatic and not exclusively evolutionary accounts of species. I argue that this pragmatism is not borne of laziness but rather of the substantial conceptual problems in classifying bacteria based on any evolutionary standard. (shrink)

Recent policy developments in the area of livestock husbandry have suggested that, from the perspective of optimizing animal welfare, new animal husbandry systems should be developed that provide opportunities for livestock animals to be raised in environments where they are permitted to engage in “natural behavior.” It is not known whether consumers regard animal husbandry issues as important, and whether they differentiate between animal husbandry and other animal welfare issues. The responsibility for the development of such systems is allocated jointly (...) between farmers, regulators, different actors in the food chain, and consumers. This research focuses on understanding consumer attitudes and preferences regarding the development and introduction of such systems, to ensure that they are acceptable to consumers as well as producers, regulators, and scientists. Consumer perceptions of animal welfare and animal husbandry practices were evaluated using quantitative consumer survey, which focused on two animal husbandry issues – farmed pigs and farmed fish. Following pilot work, 1000 representative Dutch consumers were sampled about their attitudes to either pig or fish husbandry. The results indicated that consumers think about animal welfare in terms of two broad categories related to their health and living environment, but do not think about welfare issues at a more detailed level. Greater concern was expressed about the welfare of pigs compared to fish. Consumer trust in labeling also emerged as an important issue, since consumers need to trust different food chain actors with responsibility for promoting animal welfare, and are reluctant to consider the details of animal husbandry systems. As a consequence, a transparent, enforceable, and traceable monitoring system for animal welfare friendly products is likely to be important for consumers. (shrink)

If an object has a property essentially, it has that property in every possible world according to which it exists.2 If an object has a property accidentally, it does not have that property in every possible world according to which it exists. Claims about an object’s essential or accidental properties are de re modal claims, and essential and accidental properties are de re modal properties. Take an object’s modal profile to specify its essential properties and the range of its accidental (...) properties. Note that “world” as I am using it is a term of art: a modal realist believes that there are many concrete worlds, while the actualist believes in only one concrete world, the actual world. The ersatzist is an actualist who takes nonactual possible worlds and their contents to be abstracta. Essentialism is the view that objects have properties essentially, but one should distinguish deep essentialism from shallow essentialism. Deep essentialists take the (nontrivial) essential properties of an object to determine its nature— such properties give sense to the idea that an object has a unique and distinctive character, and make it the case that an object has to be a certain way in order for it to be at all.3 As Stephen Yablo (1987, 297) describes it, the essence of a thing is “an assortment of properties in virtue of which it is the entity in question,” as well as “a measure of what is required for it to be that thing.” Intuitively, on the deep essentialist picture, an ordinary object has essential properties, and it must have its essential properties in order for it to exist. On this view, objects’ essential properties are absolute, i.e., are not determined by contexts of describing (or thinking, etc.) about the object, and truths about such properties are absolute truths.4 Shallow essentialists oppose deep essentialists: they reject the view that objects can be said to have essential properties independently of contexts of description or evaluation, and so substitute context-dependent truths for the deep essentialist’s context-independent ones.. The article also discusses some of the ideas put forward by William Starr in his article, Codes of Ethics — Towards a Rule-Utilitarian Justification,Journal of Business Ethics 2(2) (May 1983).The paper refers to recent definitions of codes of ethics and considers reasons for the proliferation of such codes. It examines the moral justification for these codes and analyses the underlying ethical theory particularly (...) in relation to Kantian ethics. There is an account of how Kant''s views of the source of morality and moral obligation, the structure and nature of Kantian moral law and the role of the individual and his/her relationship with others, which is relevant to the development of a theoretical base for codes of ethics. Aristotle is widely regarded as the greatest of all philosophers; indeed, he is traditionally referred to simply as `the philosopher'. Today, after more than two millennia, his arguments and ideas continue to stimulate philosophers and provoke them to controversy. In this book J.L. Ackrill conveys the force and excitement of Aristotle's philosophical investigations, thereby showing why contemporary philosophers still draw from him and return to him. He quotes extensively from Aristotle's works in his own notably clear English translation, and a (...) picture emerges of a lucid, lively, subtle and tough-minded thinker of astonishing range and penetration. To be radical about pornography used to mean that one favored less censorship; now it often means that one favors more. That political change reflects a shift in the dominant paradigm of pornography and its putative evils. Until quite recently, most people who believed pornography wrong thought that it offended against decency and propriety and was therefore obscene. That was certainly the view of the law. English judges first created the crime of obscene libel in 1727 on the basis that (...) such expression tended to corrupt the morals of the King's subjects, a thought that inspired most subsequent legislation in the common‐law world. Sometimes the underlying concern really was paternalistic: pornography degrades and corrupts its producers and consumers; the law forces them to become better people. More often, however, it was just moralism of the familiar sorts: the view that a majority of a community is entitled to enforce its moral views on the rest, either because that is democratic or because that is just what it means to be a community. The obscenity paradigm thus had two features. First, it was illiberal: it ranked personal autonomy below realizing the good, enforcing the majority will, or embodying communitarian values. Second, it was gender neutral: to understand the nature of pornography did not require theorizing relations between men and women. On the obscenity paradigm, pornography was a matter of virtue versus vice, majorities versus minorities. (shrink)

US Supreme Court rulings concerning sanctions for juvenile offenders have drawn on the science of brain development and concluded that adolescents are inherently less mature than adults in ways that render them less culpable. This conclusion departs from arguments made in cases involving the mature minor doctrine, in which teenagers have been portrayed as comparable to adults in their capacity to make medical decisions. I attempt to reconcile these apparently incompatible views of adolescents’ decision-making competence. Adolescents are indeed less mature (...) than adults when making decisions under conditions that are characterized by emotional arousal and peer pressure, but adolescents aged 15 and older are just as mature as adults when emotional arousal is minimized and when they are not under the influence of peers, conditions that typically characterize medical decision-making. The mature minor doctrine, as applied to individuals 15 and older, is thus consistent with recent research on adolescent development. (shrink)
