En el presente trabajo abordamos actuaciones administrativas enmarcadas en la Dirección de Espectáculos Públicos (DEP) de la Municipalidad de Córdoba. Particularmente, nos preguntamos por los sujetos encargados de implementar las políticas de esta dirección (inspectores) y la formación que adquieren para el ejercicio de prácticas administrativas de control y fiscalización de “casas de fiestas infantiles” y locales de diversión nocturna (bares, discotecas, bailes). Las preguntas que guían el análisis son las siguientes: ¿Cómo se adquieren los conocimientos necesarios para “ser inspector (...) municipal” y cuáles son los escenarios y modalidades de transmisión? ¿Cuáles son los saberes que circulan, se movilizan y son (re)apropiados en esos espacios? Y, finalmente, ¿qué sujetos se construyen en estos procesos (“inspectores”, “especialistas”, “capacitadores”)? Como fuente de reflexión empírica, consideramos actuaciones administrativas que tienen lugar en la DEP, junto con los cursos de capacitación en “Inspectoría General” ofrecidos a los agentes municipales que se desempeñan en aquella Dirección. Los materiales utilizados en el análisis provienen de registros de observaciones participantes realizadas en la DEP, en un curso de capacitación, y entrevistas a funcionarios e inspectores municipales. Las argumentaciones vertidas a lo largo del artículo pretenden contribuir al estudio de los procesos de formación continua del Estado municipal cordobés, a partir de una indagación etnográfica en torno a actuaciones administrativas y formas de transmisión de conocimientos para determinados ejercicios de poder estatal. Purpose Late in 2019, massive protest demonstrations rocked both Chile and Colombia. They were an expression of discontent with the economic model and social policies implemented in both countries in recent decades. The purpose of this study is to investigate how Chilean and Colombian news websites framed these social protests and what aspects of the social movements promoted these media to public opinion. Design/methodology/approach The methodology of this research is empirical; the authors use quantitative and discourse analysis techniques to study (...) the news published by the top three most visited main news websites in each country and deduce the main frameworks emerging from them. After analyzing the framing of reality by media in 4,252 news items, the authors suggest that the main news portals in these Latin American countries not only portrayed the collective actions but also promoted interpretations that did not necessarily reflect the demands of the demonstrations. Findings The findings were that in the 2019 protests in Chile and Colombia, the media approach to collective action was not necessarily positive for the activists. This was mainly because framing in the Chilean and Colombian websites had to do with negative aspects of the movements, such as violence or economic costs. Originality/value The originality and value of this research is that despite the fact that there are abundant case studies on the relationship between social movements and media framing in the literature, this study adds to the current knowledge because it compares two Latin American countries and focuses on Web news portals. La recepción durante el siglo XX se preguntó si la filosofía nietzscheana era a-, im- o anti-política, es decir, si podía ser asimilada por la democracia, o si era antimoderna, elitista y reaccionaria. El italiano Roberto Esposito ha propuesto leerla como formando e informando el paradigma de la biopolítica. Se discuten cuatro lecturas de esa biopolítica: como formadora del paradigma de la inmunidad, como tanatopolítica, como liberal y neoliberal, y como biopolítica afirmativa. Twentieth-century readers wondered if Nietzschean philosophy was apolitical, (...) impolitic, or anti-political; that is, if it could be assimilated by democracy or if it was antimodern, elitist, and reactionary. The Italian philosopher Robert Esposito has proposed reading Nietzsche's philosophy as forming and informing the biopolitical paradigm. Four readings of these biopolitics are discussed: as part of the paradigm of immunity, as thanatopolitics, as liberal and neoliberal, and as affirmative biopolitics. (shrink)

The emergent Coronavirus Disease 2019 caused by the Severe Acute Respiratory Syndrome Coronavirus 2 could produce a maternal immune activation via the inflammatory response during gestation that may impair fetal neurodevelopment and lead to postnatal and adulthood mental illness and behavioral dysfunctions. However, so far, limited evidence exists regarding long-term physiological, immunological, and neurodevelopmental modifications produced by the SARS-CoV-2 in the human maternal-fetal binomial and, particularly, in the offspring. Relevant findings derived from epidemiological and preclinical models show that a MIA (...) is indeed linked to an increased risk of neurodevelopmental disorders in the offspring. We hypothesize that a gestational infection triggered by SARS-CoV-2 increases the risks leading to neurodevelopmental disorders of the newborn, which can affect childhood and the long-term quality of life. In particular, disruption of either the maternal or the fetal cholinergic anti-inflammatory pathway could cause or exacerbate the severity of COVID-19 in the maternal-fetal binomial. From a translational perspective, in this paper, we discuss the possible manifestation of a MIA by SARS-CoV-2 and the subsequent neurodevelopmental disorders considering the role of the fetal-maternal cytokine cross-talk and the CAP. Specifically, we highlight the urgent need of preclinical studies as well as multicenter and international databanks of maternal-fetal psychophysiological data obtained pre-, during, and post-infection by SARS-CoV-2 from pregnant women and their offspring. The application of Bauman’s and Luhmann’s theories and key concepts calls into questions the characteristics of education and the changes that should be made in the educational field. It is of paramount importance to reconsider the role that social agents who participate in education have in a changing society that presents challenges to education. Mindreading capacity has been widely understood as the human ability to gain knowledge about the inner processes and states of others that bring about the behavior of these agents. This paper argues against this epistemic view of mindreading on the basis of different empirical studies in linguistics and social and developmental psychology: we are systematically biased in attributing mental states, and many everyday uses of mental ascription sentences do not reflect an epistemic function in our social interactions. We introduce an (...) alternative view of mental ascriptions, the social cover view, which is consistent with the evidence. The social cover view holds that the main function of mental ascriptions is to cover the social status and reputation of an agent rather than to gain knowledge about her inner processes and states. Finally, we discuss two possible objections to our proposal. (shrink)

IN THE LAST PART of the Theory of Moral Sentiments, Adam Smith puts his theory in a class with those of his contemporaries Francis Hutcheson and David Hume, namely, the systems that make sentiments the principle of approbation. Despite recognizing important differences with both of them, he thinks that since he has placed the origin of moral sentiments in sympathy, and in particular the fact that we are able to enter into the motives of the agent and get pleasure from (...) finding them appropriate to their cause, sentiments are the foundation of his theory of morals. Many of Smith’s commentators, in fact almost all of the most important studies over the last few years, reaffirm the author’s self-description. However, my aim in this paper is to challenge this view by showing that Smith’s system can also be plausibly seen as a theory of practical reasoning, and in some important aspects very similar to Aristotelian ethics. Surprisingly few scholars have seen this parallel. Laurence Berns, Samuel Fleischacker, Charles Griswold, and Gloria Vivenza are the latest exceptions, identifying several points of coincidence between Adam Smith and Aristotle’s ethics. None of them, however, has tied all these similarities under a unified interpretation, such as the one I propose here: The basic analogy between these theories, and the source of those particular coincidences, is the operation of practical reason. Moreover, and besides the common elements with Aristotle’s ethics, Smith’s reconstruction of practical reason simultaneously announces some of the main features of modern accounts of ethics, such as impartiality and universality as preconditions of moral judgment. The integration of these ancient and modern elements in a single coherent theory allows Smith’s TMS to overcome the insufficiencies and paradoxes of both these traditions, and it constitutes one of the most interesting and challenging proposals of modern ethics. Is there an Asian Bioethics? Some people might consider it blasphemous even to ask this question. But this paper asks it not so much to seek an answer as to clarify what it could actually mean. The idea is to sort out the presuppositions and possible implications of asserting the existence of an Asian bioethics. In the end, this paper makes the following points: (1) In the attempt to assert an Asian identity, one must be careful not to commit the (...) mistake of universalizing (among Asians) a single Asian perspective; and (2) In the face of pluralism and multi‐culturalism, there is some room for a kind of universalist ethics that is founded on a collage of culturally inspired perspectives rather than on a single standard of morality. In this brief commentary, however, I suggest that the conceptual thresholds of the meaningful learning give rise to a typical Boltzmann's weighting measure, which indicates astatistical verisimilitudeof quantum behavior in the human cognitive ensemble.

No debate teórico sobre a empatia, há uma recente renovação do interesse pelo modelo husserliano. Após uma análise prévia sobre o lugar da empatia na fenomenologia transcendental, propõe-se uma investigação sobre como Husserl desenvolveu sua perspectiva, a partir de dois textos, em especial, nas Ideias II (Hua 4) e na Fenomenologia da Intersubjetividade (Hua 13, 14 e 15). Avalia-se inicialmente, nas Ideias II, qual é o papel da empatia, na constituição da realidade anímica. Em seguida, propõe-se, a partir da Fenomenologia (...) da Intersubjetividade, uma análise sobre como Husserl desenvolveu os argumentos da apercepção analógica e do emparelhamento originário. A noção de emparelhamento surge por volta de 1927, em conexão com os estudos de Husserl sobre a síntese passiva e o aprofundamento sobre a fenomenologia genética. A fenomenologia da empatia torna-se, para Husserl, o fundamento de uma monadologia “com janelas”. (shrink)

Relatively subtle forms of exploitation of human subjects may arise from the inefficiency or incompetence of a researcher, from the existence of a power imbalance between principal and subject, or from the uneven distribution of research risks among various segments of the population. A powerful and knowledgeable person (or institution) may perpetrate the exploitation of an unempowered and ignorant individual even without intending to. There is an ethical burden on the former to protect the interests of the vulnerable. Excessive or (...) insufficient compensation may be exploitative. However, genuine economic imperatives motivating needy volunteers have to be considered. These forms of exploitation should be appreciated in the context of social and cultural factors suggesting that the relationship between researcher and subject cannot properly be appraised as a contractual undertaking. While compliance with pertinent codes and regulations minimises the exploitative potential, they cannot be enforced in a way that does not recognise a society's peculiar characteristics. The experience with some Filipino cultural traits illustrates this point. (shrink)

Aunque muchas normas son convencionales, existen otras interculturales, en concreto las de justicia. ‘No dañar a un igual’ es una norma con dos elementos: el daño, que puede entenderse como relativo a la cultura; y los iguales, que aunque no sean siempre reconocidos, no dependen de las distintas culturas. En el daño a estos últimos se fundarían las normas interculturales de justicia.

Background Q-CEP (Qualificação dos Comitês de Ética em Pesquisa que compõem o Sistema CEP/Conep) is a nationwide project resulting from a partnership between the Brazilian National Research Ethics Commission (Conep), the Ministry of Health and Hospital Moinhos de Vento (HMV). It was developed to consolidate policy for ethical review of research with human beings in all members of the CEP/Conep System, Brazil’s national system of institutional review boards. The aim of this study was therefore to report on the experience and (...) results of the Q-CEP project. Methods An observational, retrospective study includes data from the Q-CEP, obtained from visits to all the institutional research ethics committees (RECs) in the country. The actions implemented by Q-CEP were part of a two-step process: (i) training visits to each REC; (ii) development of distance learning modules on strategic topics pertaining to research ethics evaluation. The data presented herein cover step one (training visits), defined by Q-CEP as the diagnostic stage of the project. For a country with social and economics inequalities such as Brazil, this is a particularly important stage; an accurate picture of reality is needed to inform planning of quality improvement strategies. Results In 2019–2021, Q-CEP visited 832 RECs and trained 11,197 people. This sample covered almost all active RECs in the country; only 4 (0.5%) were not evaluated. Of the 94 items evaluated, 62% did not reach the target of at least 80% compliance and around 1/4 (26%) were below 50% compliance. The diagnostic stage of the process revealed inadequacies on the part of the RECs in their ethical reviews. The analysis of informed consent forms showed compliance in only 131 RECs (15.74%). The description of pending issues made by RECs in their reports was compliant in 19.33% (n = 161). Administrative and operational aspects were also considered inadequate by more than half of the RECs. Conclusions Overall, Brazilian RECs showed poor compliance in several aspects of their operation, both in ethics evaluation and in other processes, which justifies additional training. The Q-CEP project is part of a quality improvement policy promoted by the Brazilian Ministry of Health. The data obtained in the diagnostic step of the project have contributed to the qualification and consolidation of one of the world’s largest research ethics evaluation systems. (shrink)

The idea of Culture led by Social Sciences presents emotions as if they were difficult to measure, and consequently, from the point of view of the interpretation of Cultural Practices, bothering. The secondarysation (and even, the marginalisation) of emotions among the interpretaive arguments, is linked to a linear and diachronical perspective on the social fact, more than to a forgotten aspect. The traditional ethnographer’s incapacity on including emotional worlds in their reaserches produces traces of a fake objectivity and it is (...) the source of important inexactitudes (or even falsations). -/- Along three reaserches about Urban Culture, introduced in the context of the Sociocultural Process Workshop of the La Universidad del Zulia (“The Affective Dispositifs of Hugo Chávez’ Phenomenom”, “The Opprobium Laberynth: Sexual Chanceros in Maracaibo” and “Walking Throught the Night, Things Get Confused. Reflections about Transgendered, Body and Power in Maracaibo”), it is possible to see conditions for resolving some aspects obout meaning/sense and emotions/intellect tensions, using the body as an emotional territory and as an ethnographical resource. Those reaserches try to evaluate the affective consistence of the urban territory, from the transgendered’s street fronteers, from chanceros and from the “no deviated” society, until the Chávez’ phenomenom, throught the corporal imago between the subjects and the reaserchers. -/- At the end, it is possible to conclude about some useful principles of the idea of Culture that sees the body as a bridge to the missed subjectivity of knowledge. Diversas evidencias parecen indicar que, durante la comprensión oral, el procesamiento del habla se realiza a partir de la información verbal auditiva y de la información viso-gestual proveniente del interlocutor. En este marco, se evaluó el tiempo y la precisión de respuestas de sujetos oyentes en una tarea de lectura labial con el patrón acústico suprimido. En ella, 25 participantes adultos, sin diagnóstico de patologías lingüísticas o cognitivas ni discapacidad auditiva o visual, debían distinguir si estaban frente a una palabra (...) del español a partir de la visualización de su articulación. Para la tarea se construyeron 240 estímulos, divididos en tres grupos de 80 ‘Palabras’ del español, 80 ‘Pseudopalabras’ del español y 80 ‘No-Palabras’, presentados en forma aleatoria. Los resultados respecto del tiempo de respuesta indicaron que las ‘Palabras’ (m=717,6ms) se reconocen con una velocidad menor que las ‘Pseudopalabras’ (m=809,5ms) y las ‘No-Palabras’ (7633,7ms); mientras que las ‘Pseudopalabras’ demoraron más en ser respondidas que las ‘No-Palabras’. Por su parte, en los resultados de precisión los estímulos presentaron el siguiente patrón de reconocimiento: ‘Palabras’<‘Pseudopalabras’<‘No-Palabras’ (correspondientes a un 59,89%, 62,5% y 86,3%, respectivamente). Del mismo modo, se encontró evidencia robusta de la relación entre el tipo de estímulo presentado y el acierto/desacierto de las respuestas, aunque el modelo indica que la condición ‘No-Palabra’ es reconocida con mayor facilidad y que la diferencia entre ‘Palabras’ y las ‘Pseudopalabras’ no es relevante. Asimismo, se observó una relación entre la menor velocidad y el desacierto en las respuestas. Estos datos corroboran la hipótesis de la integración de información proveniente de la percepción visual y el procesamiento del lenguaje, al mismo tiempo que permiten proyectar trabajos futuros con evidencias electrofisiológicas. In this contribution we suggest two simple contentions: i) that Saint Anselm’s ontological argument, as presented in the Proslogion, only makes sense if embedded in an ordered and bounded ontology; and ii) that an interpretation of the main premise of the argument, within such ontology, produces a dilemma that demands a new revision of the argument.

RESUMEN: La dificultad de elaborar políticas públicas capaces de integrar una estrategia de acción dirigida a la participación política y el ejercicio de una ciudadanía activa por parte de las mujeres obliga a recapacitar sobre modelos de actuación cuyo objetivo contemple al mismo tiempo la dimensión colectiva y la individual del empoderamiento político, como clave estratégica para el diseño de políticas de igualdad de género que pretendan tal finalidad. El presente trabajo ofrece una propuesta de medidas para las políticas de (...) igualdad que, combinadas unas con otras atendiendo a la situación actual del panorama político, responden a una estrategia de acción integral para el empoderamiento político de las mujeres.ABSTRACT: The difficulty of developing public policies capable of integrating an action strategy aimed at political participation and the exercise of active citizenship by women forced to rethink models of action aimed at the same time contemplating collective and individual dimension of political empowerment as a strategic key to the design of gender equality policies that seek this purpose. La vida y obra del polígrafo granadino Lisān al-Dīn Ibn al-Ḫaṭīb (m. 776/1374) sigue siendo fuente de importantes estudios y traducciones habida cuenta de que su prolija producción literaria está repleta de valiosos testimonios históricos y personales que sitúan a su autor como un personaje destacado en la transmisión del conocimiento en el Mediterráneo islámico. En la difusión de su obra y prestigio jugó un papel fundamental la copia manuscrita de su obra al-Iḥāṭa fī aḫbār Ġarnāṭa que Ibn al-Ḫaṭīb envió (...) en vida (768/1366), a través de su hijo ʿAlī, a la ḫānqāh de Saʿīd al-suʿadāʾ de El Cairo, regida por el tremeceno Ibn Abī Ḥaǧala (m. 776/1375). El conocimiento de esta copia ha llegado hasta nosotros a través de otro tremeceno, al-Maqqarī (m. 1041/1632) y su monumental obra, Nafḥ al-ṭīb, en honor al sabio granadino. Gracias a ella sabemos, entre otras cosas, que esta copia fue profusamente consultada y comentada en sus márgenes. Dos autores destacan por encima de los demás: el hijo del autor Abū l-Ḥasan ʿAlī (m. s. IX/XV), y el magrebí Ibn Marzūq (m. 781/1379). A través del estudio y la traducción de las notas manuscritas de este manuscrito cairota, este estudio pretende poner de relieve el valor de los marginalia como fuente documental, así como arrojar un poco más de luz sobre estas dos figuras, junto con al-Maqqarī, como piezas importantes en la transmisión y pervivencia de la obra de Ibn al-Ḫaṭīb en el Oriente islámico hasta al menos el siglo XI/XVII. This essay reexamines the four-principle approach to biomedical ethics in the context of ethics education in general and in relation to possible ethics discourse within a community of inquiry in particular. A community of inquiry is the setting for learning and education in philosophy for children. This community enables children to acquire critical thinking and other skills as part of democratic education. The use of the four principles approach tends to contribute to a practice that limits critical thinking skills because (...) of the constraints on the conceptual tools that tend to be used. It has also had the effect of promoting conceptual ambiguity by encouraging the use of limited conceptual molds, thus giving rise to the possibility of multiple interpretations among diverse users, especially in the field of global bioethics. While recognizing the continuing appeal of the approach as a conceptual tool for ethical decision-making the essay brings out the limitations that need to be overcome in order to promote the clarity that the four principles approach is meant to possess. There is a frequent attitude of scholars against the quantification of Social Sciences. Our purpose here consists of describing the central topic of quantification, namely the measure ment topic by the axiomatic method. We emphasize the significance of measurement axioms for building the laws of experimental knowledge. The first step which seems unavoidable for every measuring process, thus the order structure, is presented as the initial topic which must be followed up by the more sophisticated topics in the future. The (...) above mentioned attitude against the quantification is disclosed as a prejudice without any rational support given the actual scientific development of measurement. (shrink)

Algumas passagens bastante controversas dos Fundamentos da Metafísica dos Costumes sáo comumente interpretados como se Kant propusesse a tese de que as ações náo podem ter qualquer valor moral quando estiverem acompanhadas de inclinações ( Neigungen ) favoráveis a tais ações. O que resulta dessa interpretaçáo é uma retrato de Kant como um severo defensor de uma moralidade em que sentimentos de compaixáo e assemelhados nada acrescentam ao valor moral de uma açáo, e em vez disso, o solapam. Neste artigo, (...) sustento que tal interpretaçáo náo é apoiada pela evidência textual. Além disso, discuto tentativas feitas por diversos autores no sentido de mostrar que as inclinações favoráveis sáo na verdade compatíveis com a argumentaçáo de Kant nos Fundamentos e defendo uma versáo em particular da tese da compatibilidade.
