In 1992, the Walloon Region modified its investment incentive legislation. The new legislation applies the notion of SME to any business employing up to 250 people and which turnover does not exceed 20 million ECU, and replaces the former interest subsidies and capital premiums by a grant calculated as a percentage of investment. According to the size of the business, the activity sector and the area, the maximum aid may vary from 13 to 21 %. The grant total percentage is (...) calculated by summing up the percentage of aid obtained for five criteria under which job creation is by far the most important. The new legislation gives a partial answer to traditional criticisms against investment incentives. First of all it aims at reducing the risk of accelerated substitution of capital for Labour. Besides, it simplifies adminsitrative procedures and reduces the "sprinkling". It should also reduce the risk of inefficient allocation of resources thatarises when grants go to loss-making entreprises. But the question of whether investment incentives actually increase the level of investment remains largely unanswered. Evidence suggests that investment incentives might have contributed to attract foreign investments hut have little impact on thelevel of domestic investment. Nevertheless, as far as SMEs are concerned, public grants might contribute to increased investment not by reducing the cost or increasing the profitability of the project but rather by increasing the means available in the business. This study explores the prevalence and predictors of three sexual contact and conduct risks through mobile phone use among adolescents : the exchange of sexually explicit content, the sharing of one's mobile phone number with a stranger from the opposite sex, and participation in anonymous chat rooms on TV. One in three adolescents admits having exchanged sexual content, one in five reports having shared their number with a stranger, and one in ten has participated in TV chat rooms. Contextual predictors (...) were gender, age, having a partner, self-esteem, popularity, susceptibility to peer pressure, parent attachment and attitude towards school. Strong mobile phone use predictors were the frequency of text messaging, problematic phone use and using one's phone to avoid face-to-face interactions. However, different patterns emerged for the different mobile phone practices and for girls and boys, indicating the need for further research. (shrink)

This study dealt with the interaction between two important trends in future Western societies, i.e. the greying of society and the technology-induced transformation of everyday life. It aimed at formulating a framework of policy recommendations with regard to the elderly and ICT in 2030. To meet this objective a three-phased methodology was developed, relying on methods of participatory technology assessment and technology foresighting. In the first phase of the project, a literature study, semi-structured expert discussions and focus groups with (future) (...) elderly provided the necessary information for the development of scenarios about the future. In the second phase, these scenarios were transformed into a theatre play, which was performed for elderly audiences. Group discussions with senior participants led to the formulation of the “desired” future with regard to the elderly and ICT. During the last phase of the project—a backcasting exercise—experts and stakeholders from different fields formulated policy recommendations, necessary to achieve this future. (shrink)

Young adolescents’ online bullying behavior has raised a significant amount of academic attention. Nevertheless, little is known about the social context in which such negative actions occur. The present paper addresses this issue and examines how the patterns of traditional bullying and cyberbullying are related, and how electronic forms of bullying can be linked to the social context at school. To address these questions, social network analysis was applied to examine the networks of social interactions and bullying among an entire (...) grade of 1,458 thirteen- to fourteen-year-old pupils. The results show that cyberbullying is an extension of traditional bullying as victims often face the same perpetrators offline and online, there is evidence of mutual cyberbullying among youngsters, and cyberbullying is more likely to occur in same-gender and same-class students. The implications for future research and prevention of cyberbullying are discussed. (shrink)

This study explored the relationship between both overall television viewing and romantic youth drama viewing, as well as of females’ concerns about boys’ attractiveness expectations on the one hand, and body image dissatisfaction on the other. Participants were 411 adolescent girls who completed self-report measures on body dissatisfaction, television viewing, and concerns about appearance expectations. Our results indicated that there was both a direct and indirect relationship between romantic youth drama viewing and body satisfaction. Girls who spent more time watching (...) romantic youth drama displayed lower levels of body satisfaction. In addition, romantic youth drama viewing had a significant positive impact on concerns about boys’ attractiveness expectations, which had an indirect effect on body satisfaction. (shrink)

The fitting attitude analysis of value states that for objects to have value is for them to be the fitting targets of attitudes. Good objects are the fitting targets of positive attitudes, while bad objects are the fitting targets of negative attitudes. The following paper presents an argument to the effect that value and the fittingness of attitudes differ in terms of their explanations. Whereas the fittingness of attitudes is explained, inter alia, by both the properties of attitudes and those (...) of their fitting targets, the explanation of value tends to have a different content. In particular, objects have value in virtue of the features that make them valuable, and these need not involve any attitudinal properties. If this is right, then there are reasons to doubt the claim that for objects to have value is just for them to be the fitting targets of attitudes. Insofar as value is a property, it appears to be distinct from the property of objects being the fitting targets of attitudes. (shrink)
