In the popular imagination, the relevance of Turing's theoretical ideas to people producing actual machines was significant and appreciated by everybody involved in computing from the moment he published his 1936 paper ‘On Computable Numbers’. Careful historians are aware that this popular conception is deeply misleading. We know from previous work by Campbell-Kelly, Aspray, Akera, Olley, Priestley, Daylight, Mounier-Kuhn, Haigh, and others that several computing pioneers, including Aiken, Eckert, Mauchly, and Zuse, did not depend on Turing's 1936 universal-machine concept. (...) Furthermore, it is not clear whether any substance in von Neumann's celebrated 1945 ‘First Draft Report on the EDVAC’ is influenced in any identifiable way by Turing's work. Alan Turing is often portrayed as a materialist in secondary literature. In the present article, I suggest that Turing was instead an idealist, inspired by Cambridge scholars, Arthur Eddington, Ernest Hobson, James Jeans and John McTaggart. I outline Turing’s developing thoughts and his legacy in the USA to date. Specifically, I contrast Turing’s two notions of computability (both from 1936) and distinguish between Turing’s “machine intelligence” in the UK and the more well-known “artificial intelligence” in the USA. According to my (...) proposed historical interpretation, Turing did not view computations in the real world to be exhaustively and deterministically characterized by his automatic machines from 1936. What do people mean when they use the word “democracy”? From a survey of usage, we discover that democracy is a highly contestable notion. It is spoken of simultaneously as a moral principle, a state of being, and a system of government. But if democracy is a vigorously contested notion, it is not a hopelessly contested notion. Certain regular distinctions begin to emerge, with the most important being that between “liberal democracy” and “popular democracy.” Democracy today exists as a concept (...) at war with itself. The resultant crisis for democrats is that they are forced to defend liberal values against popular reform. My own view is that democracy is best understood as pharmakon—as both poison and cure. My overall ambition in this paper, however, is not necessarily to defend one definition against another, but only to ask how we might proceed. In this sense, I want to address Jacques Derrida’s question of : “can one and/or must one speak democratically of democracy?”. (shrink)

When we press the “A” key on our computer keyboard, an “a” appears on our screen almost simultaneously. In between those two points there are a number of layers of computer program which communicate with each other: the keyboard controller sends a message to the operating system which is interpreted by a word processor, which then returns a message to the operating system, which communicates with the video controller and the video board sends a message that it needs an “a” (...) and this is mapped as a group of pixels which light up on the screen. Except that none of this actually happens. At the level of physical reality, all that happens is the shifting of magnetic fields and the passing of electrons. The electrons orbiting atoms slide from one atom to the next along wires, among silicon and metal. Entities like computer programs and operating systems are. (shrink)

The most outstanding feature of this book is that here, for the first time, is made available in a single volume all the important historical essays Edgar Zilsel (1891-1944) published during WWII on the emergence of modern science. This edition also contains one previously unpublished essay and an extended version of an essay published earlier. In these essays, Zilsel developed the now famous thesis, named after him, that science came into being when, in the late Middle Ages, the social (...) barriers between the intellectuals and the artisans were eroded, due to the fact that the rapidly expanding commercial classes of that period had a keen interest in improvements in technology. This class was city-based and stimulated a social environment in which men of learning came to regard the craftsmen and technicians with a new respect, in which they no longer felt any contempt for manual work and in which theory and practice were eventually combined to produce modern science. This critical edition also carries a long introduction in which much new material about Zilsel's life and work is presented. It suggests that a radical new look at Zilsel's project needs to be taken. Zilsel's essays on the history of science look like a standard case study to substantiate a particular position on the origins of modern science, but they were also an attempt to show that lawlike explanation in history and social theory is possible. It is claimed that Zilsel's historical essays were a part of another project he was working on which focused on the idea that social phenomena were open to causal explanation as much as physical phenomena. Hence the volume also contains the essays Zilsel wrote in relation to this other project. Previously there have been published a German and an Italian edition of the Zilsel essays. This edition is the first in English; compared to the other two editions this one is the first that includes unpublished material and the first to undertake a serious effort to research Zilsel's life and work. What is special about this volume is the well-articulated social perspective it takes on the origins of modern science. Time passed after the commission of a wrong can affect how we respond to its agent now. Specifically it can introduce certain forms of complexity or ambivalence into our blaming responses. This paper considers how and why time might matter in this way. I illustrate the phenomenon by looking at a recent real-life example, surveying some responses to the case and identifying the relevant forms of ambivalence. I then consider a recent account of blameworthiness and its development over time that (...) purports to account for this ambivalence. Blameworthiness, on this account, consists in a psychological flaw; time matters because it brings the possibility of change in the agent, and ambivalence arises because it is hard to know to the extent of such change. This account, I argue, mischaracterises responses to the case and misidentifies the source of their ambivalence. Drawing on recent work in the philosophy of emotion, I sketch an alternative approach. Our responses, I suggest, make sense within processes through which we address wrongdoing. Time matters because these processes take time and because time’s having passed raises the question whether and how the wrong has been addressed. Unaddressed wrongs can elicit ambivalence of a specific form. (shrink)

While children’s experiences of online risks and harm is a growing area of research in New Zealand, public discussion on the matter has largely been informed by mainstream media’s fixation on the dangers of technology. At best, debate on risks online has relied on overseas evidence. However, insights reflecting the New Zealand context and based on representative data are still needed to guide policy discussion, create awareness, and inform the implementation of prevention and support programmes for children. This research report (...) presents findings from a quantitative study regarding different aspects related to risks and online safety. It looks at the online experiences that children find bothersome and upsetting and explores the hurtful behaviours they encounter or engage in, both online and in person. Evidence regarding exposure to different types of potentially harmful online content is also presented. Another relevant contribution is the insights related to excessive internet use.The findings presented in this report are based on data from 2,061 New Zealand children aged 9-17. We hope the findings will contribute to the development of policies, practices and services designed to support New Zealand children to safely take advantage of the opportunities available to them online. To explore social media use in New Zealand, a sample of 1001 adults aged 18 and over were surveyed in November 2021. Participants were asked about the frequency of their use of different social media platforms (text message included). This report describes how often each of the nine social media sites and apps covered in the survey are used individually on a daily basis. Differences based on key demographics, i.e., age and gender, are tested for statistical significance, and findings summarised.

The question as to the existence of laws in history has frequently been discussed. A new a discussion may yet be useful, since some mis- conceptions based on incorrect comparisons with the natural sciences have been brought forward by both advocates and opponents of historical laws. We shall try to clarify the problem by applying a few ideas familiar to physicists and astronomers to the condi- tions peculiar to history. Physics is the most mature of all empirical sciences as to (...) method. In physics the law-concept has been used for three hundred years. It may be assumed, therefore, that most of the difficulties in its application to other fields have their physical counterpart and can be clarified most easily with the help of physical concepts. A few preliminary examples of historical laws will be given towards the end of the article. (shrink)

In Sein und Zeit , Heidegger claims that (1) das Man is an 'existential' i.e. a necessary feature of Dasein's Being; and (2) Dasein need not always exist in the mode of the Man -self, but can also be eigentlich , which I translate as 'self-owningly'. These apparently contradictory statements have prompted a debate between Hubert Dreyfus, who recommends abandoning (2), and Frederick Olafson, who favors jettisoning (1). I offer an interpretation of the structure of Dasein's Being compatible with both (...) (1) and (2), thus resolving the Dreyfus-Olafson debate. Central to this resolution is the distinction between das Man and the Man -self. Das Man is one of three existential 'horizons', or fields of possibilities; the other two horizons are the world and death. At any time, Dasein encounters entities in one of two basic modes: either by 'expressly seizing' possibilities of the horizon, or by occluding these possibilities. These modes are 'existenti ell ', i.e. features of Dasein's Being that are possible, but not essential. Self-ownership and the Man -self are the two basic existentiell modes of being oneself, i.e. projecting everyday possibilities of oneself appropriated from the horizon of das Man . What differentiates these two modes is the stance one takes to the possibility of death, the existential horizon of being oneself. (shrink)

About thirty years ago, when the Internet started to be commercialised, access to the medium became a topic of research and debate. Up-to-date evidence about key predictors, such as age, is crucial because of the Internet's ever-changing nature and the challenges associated with gaining access to it. This paper aims to give an overview of New Zealand's Internet access trends and how they relate to age. It is based on secondary analysis of data from a larger online panel survey with (...) 1,001 adult respondents. The Chi-square test of independence and Cramer's V were used in the analysis. The study provides new evidence to understand the digital divide. Specifically, it uncovers a growing disparity in the quality of Internet connectivity. Even though fibre is the most common type of broadband connection at home, older adults are less likely to have it and more likely to use wireless broadband, which is a slower connection type. Additionally, a sizable majority of people in all age categories have favourable opinions on the Internet. Interestingly, this was more prevalent among older people, although they report an increased concern about the security of their personal information online. The implications of the results are discussed and some directions for future research are proposed. (shrink)

El propósito de este artículo es profundizar en el pensamiento de Arendt y estudiar su interpretación del mundo griego, en diálogo con el estado actual de la historia de la antigua Grecia, en especial por lo que se refiere a los conceptos de acción, nomos y libertad, así como a la importancia del espacio político del ágora. Además, se tiene el objetivo de rebatir esa amplia recepción que le atribuye una suerte de ingenua grecomanía y de mostrar las limitaciones que (...) ella misma observa en el planteamiento político de la polis. Lo que se descubre es que Arendt no encuentra en la antigua Grecia ninguno de los contrapesos de la acción que considera necesarios para que ésta no caiga en la _hybris_, como son el perdón, la promesa y la autoridad, o que el concepto romano de _lex_, debido a su carácter relacional, resulta mucho más cercano a su comprensión de la política que el griego de _nomos_. While children’s interaction with digital technologies is a matter of interest around the world, evidence based on nationally representative data about how integrated these tools are in children’s everyday life is still limited in New Zealand. This research report presents findings from a study that explores children’s internet access, online skills, practices, and opportunities. This report is part of Netsafe’s research project Ngā taiohi matihiko o Aotearoa - New Zealand Kids Online, and our first publication as a member of Global (...) Kids Online. Generating insightful, reliable evidence about New Zealand children’s online experiences is vital to develop adequate support that reflects children’s experiences and needs. This, in turn, will help them to manage online risks and potential harm from behaviours such as cyberbullying, harassment, and other forms of abuse and intimidation. (shrink)

The literary and scientific renaissance that struck Germany around 1800 is usually taken to be the cradle of contemporary humanism. Posthumanism in the Age of Humanism shows how figures like Immanuel Kant and Johann Wolfgang Goethe as well as scientists specializing in the emerging modern life and cognitive sciences not only established but also transgressed the boundaries of the “human.” This period so broadly painted as humanist by proponents and detractors alike also grappled with ways of challenging some of humanism's (...) most cherished assumptions: the dualisms, for example, between freedom and nature, science and art, matter and spirit, mind and body, and thereby also between the human and the nonhuman. Posthumanism is older than we think, and the so-called “humanists” of the late Enlightenment have much to offer our contemporary re-thinking of the human. (shrink)

I respond to Lennart Nordenfelt's analysis of dignity by questioning his attempt to establish an objective standard by which dignity can be determined. I approach this by considering the way in which claims to dignity may be contested and defended. This leads, in the cases of dignity of merit and dignity of moral status, to an apparent relativism. This relativism is checked by further consideration of dignity of identity, and in particular by consideration of the nature of the processes that (...) serve to humiliate people. It is suggested that acts of humiliation attack certain competences that human beings develop as embodied, social beings. Menschenwürde may then be articulated as an account of human nature, in terms of the human potential to develop a series of core competences. This account of human nature aspires to universality, and as such offers an objective ground to dignity. Hospital admission and mortality statistics suggested that peptic ulcer reached a peak prevalence in the mid-1950s. During the Second World War, against this background of serious and common pathology, an epidemic of dyspepsia afflicted both service personnel and civilians alike. In the absence of reliable diagnostic techniques, physicians struggled to distinguish between life-threatening illness and mild, temporary disorders. This article explores the context in which non-ulcer stomach conditions flourished. At a time when fear was considered defeatist and overt psychological disorder (...) attracted stigma, both soldiers and civilians exposed to frightening events may have unconsciously translated their distress into gastrointestinal disorders. While the nature of army food was initially identified as the cause of duodenal ulcer in servicemen, the pre-war idea that conscientious and anxious individuals were at high risk gathered support and fed into post-war beliefs that this was a stress-related illness. Diet continued to be employed as a means of management at a time when the nation was preoccupied by food because of the constraints imposed by rationing. The peptic ulcer phenomenon set much of the medical agenda for the war years and conflicted with the commonly held view that the British people had never been healthier. (shrink)

In this article I review the efforts of eighteen scientists and theologians, recorded in this book, to describe the relation of God to the universe during a conference sponsored by the John Templeton Foundation at Windsor Castle in 2001. Theologians from several branches of Christian faith articulate their understanding of panentheism, revealing a considerable diversity. I deal with each author in relation to six issues: the way God acts, how God's intimate relation to the world is to be described, (...) the relation of God to spacetime, whether God is dependent upon the world, what type of language is used, and the problem of dipolar panentheism. I identify significant differences between these authors, suggest where fruitful dialogue is possible, and distinguish between intelligibility and plausibility in comparing dipolar panentheism with other types. Research and practice about self-determination in the context of disability has centred on teaching skills and providing support to help people with impairments to be independent. However, limited research exists about the impact of Information and Communication Technologies, in particular social media and mobile devices, on the development of self-determination skills among people with disabilities. This paper presents the findings of a qualitative study which collected data from observations, a researcher diary, focus groups, individual interviews and data from social media. (...) The focus of the study was on young people with vision impairments who were transitioning to university life. The study found that the participants developed self-determination skills by using and adapting collaborative and interactive online tools and mobile devices according to their transition needs. This finding expands the understanding of the implications of new technologies for young people with disabilities’ personal development and the enhancement of self-determination. (shrink)

En la segunda mitad del siglo XX Nowak denunció que las teorías y las leyes científicas tienen un aspecto idealizado que pasaron de largo los filósofos de la ciencia que consideraron como correcto el modelo nomológico deductivo de la explicación científica. En consecuencia, propuso un modelo alternativo de la explicación científica denominado “explicación por concretización gradual” por Hanzel, quien lo retomó, criticó y enmendó a finales del siglo pasado. Ambos autores reconstruyeron varias leyes y teorías científicas empleando su marco conceptual (...) propuesto ignorando la termodinámica clásica o termostática casi por completo. Por esta razón, se pretende aquí aplicar dicho marco conceptual para reconstruir las leyes de la termodinámica clásica y determinar con precisión en qué consiste su aspecto idealizado, así como las implicaciones de este en la interpretación realista de la termodinámica. En este artículo se propone repensar la cuestión específica de la autoridad y captar cómo se entrelaza con la acción y la performatividad. Primero, se lleva a cabo una exposición de la acción según el pensamiento de Arendt y se muestra su carácter rupturista, natalicio y performativo. Luego, se aborda el problema de la performatividad en Butler y cómo no puede ser explicada exclusivamente desde la perspectiva de los actores. A continuación, se conecta lo anterior con la cuestión de la (...) autoridad y se plantea una reconsideración de ésta que nos puede ayudar a comprender cómo los espectadores pueden tener un rol activo y productivo en el éxito de la acción y en su incidencia en el mundo. La crisis es valorada fundamentalmente como una crisis económica, aunque en realidad afecta también a lo político y lo social. Por eso, la primera tarea debe consistir en replantear los axiomas de la economía que han desembocado en la creencia en el Homo economicus y la apología de la competitividad. Frente a ello, convendría desarrollar una política de la cooperación, que aquí recibe el nombre de contrademocracia. Esta cooperación no debería tener miedo del conflicto ni del rol, muchas veces problemático, (...) que debe desempeñar el otro, y ella encuentra su mejor ejemplificación en la concepción de la comunidad desarrollada por Jean-Luc Nancy y Roberto Esposito, lo que aquí llamamos una comunidad de la diferencia.
