A central task of climate justice is to agree upon a just distribution of the right to emit greenhouse gases. According to the equal per capita shares view, the right to emit should be divided equally between every inhabitant of Earth, since to emit is to use up the resource of atmospheric absorptive capacity, and this is a resource to which no one person has any stronger claim than any other. The fact that a significant proportion of the Earth’s ability (...) to absorb and sequester greenhouse gases actually comes not from the atmosphere, but from terrestrial climate sinks that are located within national borders, and that are therefore plausibly subject to legitimate territorial claims, poses a serious challenge to the intuitive egalitarian simplicity of the equal per capita shares view. A defence of this view, then, is tantamount to a defence of the redistribution of terrestrial sink capacity, and therefore must involve either (1) an argument against the legitimacy of territorial claims to terrestrial sink capacity, or (2) an argument for why legitimate territorial claims to terrestrial sink capacity should nevertheless be ignored in favour of an equal per capita distribution of emissions shares. One strategy for doing so involves applying Charles Beitz’s resource redistribution principle to terrestrial sink capacity. Some authors have argued that this strategy will fail due to important differences between the nature of ‘conventional’ natural resources, and the nature of a resource link climate sink capacity. In this paper, I consider five arguments to this effect that seek to establish the legitimacy of territorial claims to terrestrial sink capacity. Respectively, they appeal to attachment, identity, self-determination, improvement and fairness in order to do so. I argue that each one either fails to establish the legitimacy of territorial claims to terrestrial sink capacity, or, where they do plausibly establish legitimacy, they do so in a way that renders them vulnerable to type-(2) objections that suggest territorial claims to terrestrial sink capacity should nevertheless be ignored. I conclude that, if one is willing to adopt the resource redistribution principle, a just distribution of emissions shares need not respect territorial claims to terrestrial sink capacity. (shrink)

How does the human brain link relational concepts to perceptual experience? For example, a speaker may say “the cup to the left of the computer” to direct the listener's attention to one of two cups on a desk. We provide a neural dynamic account for both perceptual grounding, in which relational concepts enable the attentional selection of objects in the visual array, and for the generation of descriptions of the visual array using relational concepts. In the model, activation in neural (...) populations evolves dynamically under the influence of both inputs and strong interaction as formalized in dynamic field theory. Relational concepts are modeled as patterns of connectivity to perceptual representations. These generalize across the visual array through active coordinate transforms that center the representation of target objects in potential reference objects. How the model perceptually grounds or generates relational descriptions is probed in 104 simulations that systematically vary the spatial and movement relations employed, the number of feature dimensions used, and the number of matching and nonmatching objects. We explain how sequences of decisions emerge from the time‐ and state‐continuous neural dynamics, how relational hypotheses are generated and either accepted or rejected, followed by the selection of new objects or the generation of new relational hypotheses. Its neural realism distinguishes the model from information processing accounts, its capacity to autonomously generate sequences of processing steps distinguishes it from deep neural network accounts. The model points toward a neural dynamic theory of higher cognition. (shrink)

Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and cultural (...) aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life. (shrink)

Rorty was one of the great dissolvers of dualisms, but strangely this iconoclasm ended when it came to liberal democracy. Here he held fast to the most stubborn of dualisms in political thought, a simple dichotomy of the public and the private, and used it, unsuccessfully, to resolve questions concerning the place of religion in modern democratic politics. Yet the philosophical basis of Rorty's pragmatism both undercuts two common ways of spelling out the relationship between religion and the polity in (...) liberalism and makes his use of the public/private dichotomy impossible. Mental representations have continuous as well as discrete, combinatorial properties. For example, while predominantly discrete, phonological representations also vary continuously; this is reflected by gradient effects in instrumental studies of speech production. Can an integrated theoretical framework address both aspects of structure? The framework we introduce here, Gradient Symbol Processing, characterizes the emergence of grammatical macrostructure from the Parallel Distributed Processing microstructure (McClelland, Rumelhart, & The PDP Research Group, 1986) of language processing. The mental representations that emerge, Distributed Symbol Systems, (...) have both combinatorial and gradient structure. They are processed through Subsymbolic Optimization–Quantization, in which an optimization process favoring representations that satisfy well-formedness constraints operates in parallel with a distributed quantization process favoring discrete symbolic structures. We apply a particular instantiation of this framework, λ-Diffusion Theory, to phonological production. Simulations of the resulting model suggest that Gradient Symbol Processing offers a way to unify accounts of grammatical competence with both discrete and continuous patterns in language performance. Normative questions concerning political authority and political obligation are widely seen as central questions of political philosophy. Current global transformations require an innovative response from normative political thinking about these two topics. In light of a concrete example of the supranational forms of authority and obligation that have been and are emerging beyond the national state and beyond the traditional domains of international law, I lay out what has become the standard approach to authority and obligation and indicate why this (...) approach is inadequate in contemporary circumstances. I sketch an alternative approach and suggest how the most promising exemplar of this kind, Habermas’ discourse theory of law and politics, can better deal with the example. Having thus made plausible the advantages of the discourse theory of the alternative approach, I end with an ‘internal’ critique of Habermas’ own recent writings on the global political order. This essay starts from recent, polemical debates about relations between different generations and proceeds to a notion of human generativity that requires generative and intergenerational solidarity in a human world. In this perspective the author poses the question if a historical life for one another can emerge out of a mere sequence of lives which engenders ‘others’.

Ohne Ende ist vom Ende die Rede, das nicht recht eintreten will, weil von ihm unaufhörlich die Rede ist, so als ob es nachträglich erst noch zum Ende kommen müsste. Das Ende zögert sich also hinaus in der Weise eines endlosen Zum-Ende-Kommens, das immerfort dementiert, was das Ende doch auszeichnen müsste: dass es bereits eingetreten ist. Proceeding from the current discourse on guilt, blame, and debts this essay discusses three theoretical positions which trace the origin of guilt from debts or derive debts from guilt respectively. In a second step the author relates the corresponding proposals of Nietzsche, Heidegger and Levinas to specifically modern positions maintaining that we owe nothing to others or rather that we are indebted to others for almost everything. The guiding thread of this essay is the question how the notions to owe, (...) moral guilt and economic debts are to be correlated conceptually. (shrink)

Proliferation of data processing and data storage devices in the Internet of Things poses significant privacy risks. At the same time, faster and faster use-cycles and obsolescence of devices with electronic components causes environmental problems. Some of the solutions to the environmental challenges of e-waste include mandatory recycling schemes as well as informal second hand markets. However, the data security and privacy implications of these green policies are as yet badly understood. This paper argues that based on the experience with (...) second hand markets in desktop computers, it is very likely that data that was legitimately collected under the household exception of the Data Protection Directive will “leak” into public spheres. Operators of large recycling schemes may find themselves inadvertently and unknowingly to be data controller for the purpose of Data Protection law, private resale of electronic devices can expose the prior owner to significant privacy risks. Following an idea first proposed by Jerzy Wróblewski, this paperexamines the usefulness of formal logic for comparative legal analysis. Subject of the comparison are the doctrines of mistake and attempt in Germanand English criminal law. These doctrines are distinguished by the interaction of deontic, epistemic and alethic modalities. I propose a purely extensional logic which is based on Leśniewski’s substitutional interpretation ofquantification to analyse differences in the logical structure of the variouscriminal law doctrines.

Describing actions entails that relations between objects are discovered. A pervasively neural account of this process requires that fundamental problems are solved: the neural pointer problem, the binding problem, and the problem of generating discrete processing steps from time-continuous neural processes. We present a prototypical solution to these problems in a neural dynamic model that comprises dynamic neural fields holding representations close to sensorimotor surfaces as well as dynamic neural nodes holding discrete, language-like representations. Making the connection between these two (...) types of representations enables the model to describe actions as well as to perceptually ground movement phrases—all based on real visual input. We demonstrate how the dynamic neural processes autonomously generate the processing steps required to describe or ground object-oriented actions. By solving the fundamental problems of neural pointing, binding, and emergent discrete processing, the model may be a first but critical step toward a systematic neural processing account of higher cognition. Levinas' erstes Hauptwerk, Totalitat und Unendlichkeit, markiert den tiefsten Einschnitt in die Geschichte der Philosophie, der nach dem Ende des Zweiten Weltkriegs zu verzeichnen war. Wie kein anderes steht es ganz unter dem Eindruck radikalster Gewalt, die den europaischen Kontinent verwustet hat. Dieser Gewalt setzt Levinas die unaufhebbare Alteritat des Anderen entgegen, mit der er einen unverfugbaren, zur Verantwortung fur den Anderen bestimmenden ethischen Anspruch verbindet. So entfaltet Levinas die Grundfrage aller Sozialphilosophie, die Frage nach dem Anderen, so, dass das (...) Ausgeliefertsein an eine eminent gewaltsame Geschichte nicht "das letzte Wort" hat. Dafur hat ethisches Denken einzustehen, das Levinas als sozialphilosophisches zur vorrangigen Aufgabe einer Ersten Philosophie erklart. The influence of background music on cognitive functions is still a matter of debate. In this study, we investigated the influence of background music on executive functions (particularly on inhibitory functions). Participants completed a standardized cued Go/NoGo task during three different conditions while an EEG was recorded (1: with no background music, 2: with relaxing or 3: with exciting background music). In addition, we collected reaction times, omissions, and commissions in response to the Go and NoGo stimuli. From the EEG (...) data, event-related potentials (ERPs) were calculated for the Go and NoGo trials. From these ERPs, the N2 and P3 components were specifically analyzed since previous studies have shown that these components (and particularly the Go-NoGo difference waves) are strongly associated with inhibitory functions. The N2 and P3 components of the difference waves (N2d and P3d) were used for statistical analyses. The statistical analyses revealed no differences between the three conditions in terms of amplitudes and latencies of the N2d and P3d components. In addition, reaction times, omissions, and commissions were comparable across all conditions. Our results suggest that in the context of this paradigm, music as background acoustic stimulation has no detrimental effects on the performance of a Go/NoGo task and neural underpinnings. (shrink)
