The increasing use of information and communication technologies (ICT) to help facilitate neuroscience adds a new level of complexity to the question of how ethical issues of such research can be identified and addressed. Current research ethics practice, based on ethics reviews by institutional review boards (IRB) and underpinned by ethical principalism, has been widely criticised and even called ‘imperialist’. In this paper, we develop an alternative way of approaching ethics in neuro-ICT research, based on discourse ethics, which implements responsible (...) research and innovation through dialogues. We draw on our work in Ethics Support, using the Human Brain Project as empirical evidence of the viability of this approach. (shrink)

Es geht den Lektüreeinflüssen in Tradition, Spiritualität und Begegnungen nach und untersucht dazu aktuelle Fragen um Glaube, Wissen und eine neue Phänomenologie. Ein literarisch intensiver und aus der rekonstruierten Bibliothek quellenerschlossener Bildungsgang wirkte auf die Frömmigkeitsentwicklung der späteren Karmelitin und befruchtete massgeblich ihre Denkwelt und mystisch eigene Position.

This series of images forms part of the ongoing project Soft Ground, Hard Light, which speculates on a multiscalar spatial ontology of photography emanating from the Arditurri silver mine complex in the Basque Country. Evoking the mountainous massif around Arditurri where silver ore and galena have been extracted since Roman presence in the area, the depicted topographies are, in fact, data transcriptions from atomic force microscopy (AFM) probing the analogue film stock of an early 1930s experiment in 3D cinema, Cine (...) en Relieve, by the Basque cinematographer Teófilo Mingueza. In contrast to optical or electron microscopy, AFM uses a scanning probe to physically touch the specimen, recording its surface undulations at the atomic scale of a nanometre, or a billionth of a metre. As a haptic operation based on direct contact between instrument and sample, between apparatus and referent, AFM is literally a contact print, a ‘blind’ scan that senses not the visual content of the recorded image but ‘feels’ its underlying material substrate of silver nanoparticles within the 35 mm film emulsion. The resulting image assemblies visualize a topography resulting from the intra-action between the silver nanoparticles and the scanning probe as much as its transcription through the particular parameters afforded by the AFM analysis software. Hard Light, Soft Ground was initiated during an artist’s residency at Tabakalera Centre for Contemporary Culture, Donostia-San Sebastián, and is currently in production as part of the wider research project Esper Syndrome: Archaeotopologies of the Image at the Royal College of Art, funded by the AHRC through the London Arts & Humanities Partnership. Purpose – The purpose of this paper is to give an introduction to the special issue by providing background on the ETHICOMP conference series and a discussion of its role in the academic debate on ethics and computing. It provides the context that influenced the launch of the conference series and highlights its unique features. Finally, it provides an overview of the papers in the special issues. Design/methodology/approach – The paper combines an historical account of ETHICOMP and a review of (...) the existing papers. Findings – ETHICOMP is one of the well-established conference series focused on ethical issues of information and computing. Its special features include: multidisciplinary and diversity of contributors and contributions; explicit outreach to professionals whose work is to design, build, deploy and maintain specific computing applications in the world at large; creation of knowledge that is accessible and relevant across fields and disciplines; intention of making a practical difference to development, use and policy of computing principles and artefacts; and creation of an inclusive, supportive and nurturing community across traditional knowledge silos. Originality/value – The paper is the first one to explicitly define the nature of ETHICOMP which is an important building block in the future development of the conference series and will contribute to the further self-definition of the ETHICOMP community. Der wachsenden Bedeutung psychologischer Beratung und Planung steht ein nur begrenztes theoretisches Wissen gegenüber. Die sozialwissen- schaftliche Grundlagendiskussion der sechziger Jahre, die Kuhn-Lakatos-Kontroverse sowie der Versuch Sneeds, den Theoriebegriff modelltheoretisch neu zu konstruieren, haben das damit aufgegebene methodologische Problem unberücksichtigt gelassen. Die Arbeit entwickelt die Grundlagen für eine Theorie falsifizierbarer Handlungsbewertung, die diese methodologische Lücke für den psychologischen Praktiker schliessen soll.

There has been much debate whether computers can be responsible. This question is usually discussed in terms of personhood and personal characteristics, which a computer may or may not possess. If a computer fulfils the conditions required for agency or personhood, then it can be responsible; otherwise not. This paper suggests a different approach. An analysis of the concept of responsibility shows that it is a social construct of ascription which is only viable in certain social contexts and which serves (...) particular social aims. If this is the main aspect of responsibility then the question whether computers can be responsible no longer hinges on the difficult problem of agency but on the possibly simpler question whether responsibility ascriptions to computers can fulfil social goals. The suggested solution to the question whether computers can be subjects of responsibility is the introduction of a new concept, called “quasi-responsibility” which will emphasise the social aim of responsibility ascription and which can be applied to computers. How can we best identify, understand, and deal with ethical and societal issues raised by healthcare robotics? This paper argues that next to ethical analysis, classic technology assessment, and philosophical speculation we need forms of reflection, dialogue, and experiment that come, quite literally, much closer to innovation practices and contexts of use. The authors discuss a number of ways how to achieve that. Informed by their experience with “embedded” ethics in technical projects and with various tools and methods of responsible (...) research and innovation, the paper identifies “internal” and “external” forms of dialogical research and innovation, reflections on the possibilities and limitations of these forms of ethical–technological innovation, and explores a number of ways how they can be supported by policy at national and supranational level. The two main challenges of the theory of conceptual content presented by Robert Brandom in Making It Explicit are to account for a referential dimension of conceptual content and to account for the objectivity of conceptual norms. Brandom tries to meet both these challenges in chapter 8 of his book. I argue that the accounts presented there can only be understood if seen against the background of Brandom's theory of communication developed in chapter 7. This theory is motivated by the (...) well-known problem that semantic holism threatens the possibility of communication because it has the consequence that words mean different things in different mouths. Brandom offers a solution to this problem in terms of what he calls recurrence commitments. I show that chapter 8 of Making It Explicit should be understood as arguing that a practice that includes acknowledging interpersonal recurrence commitments institutes both conceptual contents with a referential dimension and objective conceptual norms. I close by raising the objection that Brandom's argument can only show that conceptual norms are communally shared and not that they are objective. I propose an emendation of this argument, having recourse to a practice Brandom refers to as rational rectification in his new book Between Saying and Doing. (shrink)

This book is a ricochet against mainstream physics. It sprang out of the idea that outer symmetries of space-time are the same as inner symmetries of matter. In other words, the standard model of physics is a space-time group. This book is about structures and phenomena that are lying hidden underneath the surface of space-time. It begins with a few biographic events, Majoranas legacy, the philosophy of Gerhard Frey and some related anthropological topics which have to do with high energy (...) physics. It continues with a reconstruction of the theorem by Banach and Tarski in Minkowski space. We are making acquaintance with the standard model as a property of space-time. So we are challenging quite unusual actions such as penetration of quarks by a probe. We propose to apply a penetrating function D. Then, measure and basis are connected with the axiom of choice. In this paper, I approach the power of digital platforms by using the republican concept of domination. More specifically, I argue that the traditional, agent-relative interpretation of domination, in the case of digital domination, is best supplemented by a more radical version, on which republicans ought to give priority to structural elements. I show how radical republicanism draws attention to (1) the economic rationales and the socio-technical infrastructures that underlie and support digital platforms and to (2) the forms of influence (...) that are directed at cognitive dimensions, such as habituation and routinisation, which are particularly relevant for the power of digital platforms. These insights also imply that republicans have reason to favour a more structural response to digital platforms over more direct and individualised forms of control that fit with a ‘standard’ republican approach, such as securing exit options and requiring user consent. Für Kant spielt die Religion im Hinblick auf die moralische Lebensführung weder in geltungstheoretischer noch in motivationstheoretischer Hinsicht eine wesentliche Rolle. Deshalb ist er auch vom tendenziellen Ende der historischen Religionen überzeugt. Mit schonungsloser Kritik wendet sich Kant gegen den dogmatischen Bestand der Offenbarungsreligionen und gegen religiöse Praktiken, die er als „Afterdienst“ bzw. als „Wahnglauben“ brandmarkt. Aber schon die Zeitgenossen haben mit einiger Irritation zur Kenntnis genommen, dass Kant auf der anderen Seite den historischen Religionen für die Gegenwart noch die (...) nützliche Funktion eines ‚Vehikels‘ für die Etablierung eines moralischen „Religionsglaubens“ zuspricht. Bernd Dörflinger hat sich in seinen richtungsweisenden Studien die Aufgabe gestellt, im Rahmen sorgfältiger Analysen die Komplexität von Kants religionsphilosophischen Überlegungen herauszuarbeiten, zugleich aber zu zeigen, was diese im Kontext einer veränderten historischen Situation bedeuten, ohne theologischen Versuchen der Vereinnahmung anheim zu fallen. Attempts to explain the origin of macroevolutionary innovations have been only partially successful. Here it is proposed that the patterns of major evolutionary transitions have to be understood first, before it is possible to further analyse the forces behind the process. The hypothesis is that major evolutionary innovations are characterized by an increase in organismal autonomy, in the sense of emancipation from the environment. After a brief overview of the literature on this subject, increasing autonomy is defined as the evolutionary (...) shift in the individual system–environment relationship, such that the direct influences of the environment are gradually reduced and a stabilization of self-referential, intrinsic functions within the system is generated. This is described as relative autonomy because numerous interconnections with the environment and dependencies upon it are retained. Features of increasing autonomy are spatial separations, an increase in homeostatic functions and in body size, internalizations and an increase in physiological and behavioral flexibility. It is described how these features are present in different combinations in the major evolutionary transitions of metazoans and, consequently, how they should be taken into consideration when evolutionary innovations are studied. The hypothesis contributes to a reconsideration of the relationship between organisms and their environment. (shrink)

The Deutsche Biographische Enzyklopadie der Theologie und der Kirchen (DBETh) (German Biographical Encyclopaedia of Theology and the Church) offers biographical articles on 8,000 people from the areas of church, theology and the non-Christian religions, in the German-speaking regions. This biographical encyclopaedia of the church and the history of religion reaches from the early Middle Ages to the present, covering a period of more than a thousand years. Christians of different confessions and communities, Jews, prominent theologians and religious leaders and representatives (...) of religious studies are presented with their life histories and life's work. The DBETh is a unique type of lexical work of unparalleled extensiveness. The geographical area covered by the DBETh is defined by the German language. Besides Germany, it covers Austria, German-speaking Switzerland, the Alsace and Transylvania, the Baltic and South Tyrol. The biographical articles are free of value judgements and censorship, and do not cover people still living. Men and women, who made a significant impact during their lives and had far reaching influence following their deaths, are dealt with more extensively in articles written and signed by experts. Almost all the articles have details of further reading. Indexes of persons and places make it easier to use and to find connections. The sphere of people covered is broad: theologians, holders of church offices, philosophers with a religious-theological emphasis as well as artists concentrating primarily on ecclesiastical themes and activities - writers, musicians, painters, sculptors, and architects. An increase in the number of companies that publish corporate social responsibility (CSR) statements, and a rise in their ‘sustainability’ research, reflects a growing acceptance that broad ethical considerations are key for any type of company. However, little is known about how companies consider moral objectives for their research and development (R&D) activities, or the basis upon which these activities are chosen. This research involves qualitative investigation into Responsible Research and Innovation (RRI) in the Information and Communication Technology (ICT) industry, (...) comprising 30 in-depth, pan-European interviews with key personnel in the industry, and focus groups with employees at 14 different companies. Through investigation of the ‘responsible’ activities these companies currently undertake, we shed light on the types of moral goals they set and their underlying ethical standpoints. By reviewing both the responsible innovation and sustainability discourses, and presenting phenomenological evidence, we demonstrate that companies have adopted some aspects of RRI, even though it might not be recognised as such. Our findings indicate that these innovators recognise some of the ethical and societal concerns associated with their activities but their approach is often piecemeal; primary focus is upon the most immediate issues and on legal compliance, to the detriment of broader societal issues and wider challenges. We recommend explicit mechanisms that draw upon established ethical thought and practical academic work to improve companies' abilities to carry out their sustainability activities, and incorporate them into a responsible business strategy. We conclude with recommendations for innovators, corporate research and development, and policy. (shrink)

Modern biology is ambivalent about the notion of evolutionary progress. Although most evolutionists imply in their writings that they still understand large-scale macroevolution as a somewhat progressive process, the use of the term “progress” is increasingly criticized and avoided. The paper shows that this ambivalence has a long history and results mainly from three problems: (1) The term “progress” carries historical, theoretical and social implications which are not congruent with modern knowledge of the course of evolution; (2) An incongruence exists (...) between the notion of progress and Darwin’s theory of selection; (3) It is still not possible to give more than a rudimentary definition of the general patterns that were generated during the macroevolution of organisms. The paper consists of two parts: the first is a historical overview of the roots of the term “progress” in evolutionary biology, the second discusses epistemological, ontological and empirical problems. It is stated that the term has so far served as a metaphor for general patterns generated amongst organisms during evolution. It is proposed that a reformulation is needed to eliminate historically imported implications and that it is necessary to develop a concept for an appropriate empirical description of macroevolutionary patterns. This is the third way between, on the one hand, using the term indiscriminately and, on the other hand, ignoring the general patterns that evolution has produced. (shrink)

Trustful interaction serves the interests of those involved. Thus, one could reason that trust itself may be analyzed as part of rational, goaloriented action. In contrast, common sense tells us that trust is an emotion and is, therefore, independent of rational deliberation to some extent. I will argue that we are right in trusting our common sense. My argument is conceptual in nature, referring to the common distinction between trust and pure reliance. An emotional attitude may be understood as some (...) general pattern in the way the world or some part of the world is perceived by an individual. Trust may be characterized by such a pattern. I shall focus on two central features of a trusting attitude. First, trust involves a participant attitude (Strawson) toward the person being trusted. Second, a situation of trust is perceived by a trusting person as one in which shared values or norms motivate both his own actions as well as those of the person being trusted. As an emotional attitude, trust is, to some extent, independent of objective information. It determines what a trusting person will believe and how various outcomes are evaluated. Hence, trust is quite different from rational belief and the problem with trust is not adequately met in minimizing risk by supplying extensive information or some mechanism of sanctioning. Trust is an attitude that enables us to cope with risk in a certain way. If we want to promote trustful interaction, we must form our institutions in ways that allow individuals to experience their interest and values as shared and, thus, to develop a trusting attitude.
