El trabajo postula que la trayectoria del Fondo de las Américas lo ha validado como entidad especializada en la gestión de temas ambientales en Chile, y que su misión surge del compromiso con dos valores fundamentales: el desarrollo sustentable, y la democracia participativa. Delinea tras ello la evaluación de sus políticas institucionales y destaca su apoyo a la creación y fortalecimiento de capacidades en las Organizaciones No Gubernamentales (ONGs) y Organizaciones de Base, operado a través de concursos anuales como principal (...) herramienta de gestión institucional. Ahonda luego en los conceptos de desarrollo sustentable y de sociedad civil, en relación con el nuevo rol tomado por el Estado liberal. También se plantea respecto de la cooperación público-privada para el desarrollo sustentable, y propone nuevas políticas sociales y un ‘nuevo trato’ con el tercer sector. (shrink)

The objective of the article is to problematize the marginal place of the sex trade in the order of mining work, articulated from the psychodynamics of labor policies. We work with critical discourse analysis with individual and group interviews with male miners and with women self-defined as sex workers, from the Antofagasta Region. We conclude that the sex trade and the work of sex workers have a central place in the reproduction of the mining workforce, along with it, the search (...) for psychosexual well-being is satisfied, where sex work enhances the maintenance of the virile image, of a man who is not ready himself to the deconstruction of the hegemonic gender. El artículo aborda la responsabilidad médica penal por omisión en situaciones de emergencia de salud, debido a las dudas que aún existen sobre el accionar médico en estas circunstancias y las posibles consecuencias jurídicas por negligencia, impericia e imprudencia. La responsabilidad médica incluye la obligación moral de responder de los propios actos y reparar o indemnizar las consecuencias perjudiciales para terceros. Se identifican las falencias en las normativas ecuatorianas con relación al actuar médico en situaciones de emergencia de salud y (...) se busca aportar a la academia con publicaciones de conocimiento. Se analizan los elementos normativos y fácticos de la responsabilidad médica penal por omisión en situaciones de emergencia de salud en la República de Ecuador, y se busca identificar el marco normativo en la legislación ecuatoriana para superar la inadecuada actuación médica en estas situaciones. El conocimiento de la normativa legal contribuye a superar la responsabilidad médica penal por omisión en situaciones de emergencia en el Ecuador y se menciona y se analiza el art.146 del COIP que es la normativa vigente. El artículo concluye que el objetivo no es criminalizar la práctica médica, ya que no toda muerte es homicidio y no todo proceso judicial implica el encarcelamiento de los involucrados. (shrink)

This paper presents an overview of my work in philosophy from my first book on Friedrich Schiller and the political sublime to my most recent project on listening to traumatic forms of violence. Starting with a reflection on the autobiographical character of philosophy, I propose to take up the question of an aesthetic dimension of philosophical critique, where aesthetics is understood as an always already embodied perspective on the world, on truth, and on philosophical activity, as well as an always (...) already political realm, where the distribution of sense pre-determines our approach and articulation of experience. Departing from aesthetics understood and deployed as critique, the paper moves on to ask about the specific frameworks of sense or grammars that determine in advance the conditions of audibility in the realms of memory-building and history-making—particularly in those contexts where historical, political, and institutional forms of violence produce silencing and erasure. Putting in dialogue the latter with decolonial studies, I (re)interpret “traumatic violence” as a colonizing form of violence, understanding that one of its central aspects is that it is not only an assault on life but on the conditions of production of sense that make life legible as such. In this context, my project on grammars of listening seeks to carefully unpack these complex intersections while also explaining why I believe that a radical form of listening is an essential subversive/imaginative strategy against traumatic/colonial violence. The analysis of critical incidents in the pre-professional practice of teacher training is essential to promote reflection. Building upon this notion, the urgent need for a reflective practice in the training of science teachers is addressed. In this context, future educators are instructed in the preparation of reports that highlight the critical incidents experienced in their pedagogical work. From these perspectives, reflective practice emerges as a fundamental resource to solidify their identity and pedagogical mastery by incorporating experiences for guidance purposes, (...) emphasizing the significance of reflection. El objetivo del artículo es reflexionar sobre el concepto de revuelta popular para precisar su valor heurístico en relación con la comunidad política. Para ello se realiza un recorrido teórico de la idea de revuelta popular en algunos textos de Arendt, Rancière, Blanchot, Nancy, Agamben y Esposito. Propongo que la revuelta debe ser entendida en el marco de una ontología de la comunidad. Se concluye que la revuelta popular supone el rechazo de un orden de desigualdad sostenido en un desacuerdo (...) y la exigencia de no perder la comunidad entendida como el lugar mismo de nuestra existencia. The aim of this paper is to reflect on the concept of popular revolt in order to clarify its heuristic value in relation to political community. The essay traces a theoretical trajectory of the idea of popular revolt in some texts of Arendt, Rancière, Blanchot, Nancy, Agamben and Esposito. I propose that popular revolt must be understood in the context of an ontology of the community. I conclude that popular revolt presumes the rejection of an order on inequality sustained by a disagreement and the requirement of not to lose the community understood as the very place of our existence. The aim of the present paper is to attack some of the conceptual problems that arise when the framework of mathematical learning theory is applied to the description of the behavior of the firm, in setting prices and production quotas, in a competitive market. The goal is to depict the process by which the firm fixes prices and production quotas as a stochastic learning process. A solution to such problems is proposed which is based on statistical-decision concepts. The conceptualization of (...) the behavior of the firm by means of concepts pertaining to mathematical learning theory gives rise to certain mathematical problems, which are formulated here in rather precise terms. _Confines of Democracy_ is a collection of critical assessments and interpretations of Richard J. Bernstein’s extensive and illuminating work on pragmatism, epistemology, hermeneutics, and social and political theory, including Bernstein’s replies to the contributors.

Due to the COVID-19 Pandemic, several changes have been forcibly made and observed in various fields and areas of society, one of which include the field of education; the foundation of the formation of intellect and knowledge. After two years of studying indoors and private educational institutions holding virtual classes, the time has finally come for students to be re- adjusted once more to the blended mode of learning; a combination of virtual and in-person classes. Thus, this study aimed to (...) investigate the development of students’ study habits and how these habits could potentially affect the students’ academic achievement or performance. The study utilized a descriptivecorrelational design to examine the impact of study habits to the academic performance of 137 senior high school students. The study made use of the Palsane and Sharma’s Study Habits Inventory, or also known as PSSHI, and using this instrument, the study has been able to procure sufficient results that will answer the present study’s problems. Using linear regression analysis, the present study found that there was a significance between the study habits and academic performance of the senior high school students, thus the study’s null hypothesis was eventually rejected. Analizaremos algunos rasgos del proceso de transformación económica y social que tuvo lugar en al-Andalus entre los siglos X y XII, en el marco de la «revolución económica» de la Europa plenomedieval, tomando como caso de estudio la región oriental de la península ibérica. El proceso debió de arrancar con un despegue demográfico y con el aumento de la productividad agrícola, en este caso derivado de los progresos técnicos asociados a la llamada «revolución verde» islámica de los siglos VIII al (...) X. El incremento creciente de los beneficios derivados del campo y el interés por aprovecharlos seguramente impulsó la coacción de las élites urbanas sobre las comunidades campesinas para arrebatarles las tierras más rentables. También pudo ocasionar la colonización de áreas rurales menos favorecidas, que hasta ese momento habían permanecido incultas, por parte de esos grupos acomodados que buscaban expandir los cultivos comerciales, así como por familias de campesinos desposeídos de las mejores tierras. Los cambios en el mundo rural influyeron en el crecimiento de las ciudades debido a la inmigración de la población del campo, presionada y desplazada, que se incorporaba como proletariado urbano ante el incremento en la demanda de manufacturas y bienes de consumo por parte de los terratenientes enriquecidos que habitaban esas ciudades. El presente artículo demuestra como el uso de los cuadernillos de trabajo se convierten en una herramienta importante de las estrategias docentes para la enseñanza y aprendizaje del inglés en el CECyTEC. El aumento en los índices de aprobación en este campo disciplinar muestran que esta estrategia tiene un impacto positivo al implementarse en los diferentes planteles y que esta metodología en un futuro pudiera ser implementada en otros estados. Se llega a esta conclusión a través de varios ensayos; se (...) inicia con este proyecto en septiembre de 2020, no propiamente como cuadernillo sino como una compilación de actividades y ejercicios, mismos que no tuvieron un gran impacto en los estudiantes, ya que las oraciones, textos y ejemplos eran ajenos a su cotidianidad o realidad inmediata, se carecía de gráficos o imágenes que ayudaran a focalizar la atención del joven, así como también la ausencia de enlaces o links para que el estudiante siguiera practicando el contenido en cuestión. A partir del semestre febrero-junio 2021 se realizan todos estos “ajustes/modificaciones” resultando más atractivos en contenido y diseño. (shrink)

El ensayo recoge las reflexiones sobre el desarrollo histórico y social de dos actividades inherentes al ser humano: la Ciencia y la Educación. La Ciencia, que surge como un nuevo tipo de visión sobre la realidad perceptible, que trasciende otro tipo de explicaciones posibles, entre ellas, las mitológicas o las subjetivas derivadas del sentido común, mediante un proceso que se fue perfeccionando con el paso de los siglos. Y la Educación, vista en sus comienzos como actividad mecánica, instruccional o de (...) adoctrinamiento (relegada al terreno abstracto de la Filosofía), que resurge a mediados del siglo XX tras la debacle de la segunda guerra mundial, como proceso transformador de un hombre nuevo para un mundo nuevo. Por lo cual, el ensayo también analiza la reivindicación de las «Ciencias Sociales y Humanas» como herramienta que posibilitó la construcción de consensos transformadores durante el periodo de posguerra para lograr la recuperación del sentido humano, que es común a los pueblos y naciones como un todo social. Finalmente, el documento aborda la necesidad de investigar en Educación con el fin de entender y mejorar los procesos de enseñanza y aprendizaje, siendoun terreno en el que confluyen otras ciencias afines como la Psicología y la Neurología. Las conclusiones refuerzan el análisis, mostrando la manera armoniosa en que se integran conocimiento y humanismo a través de los procesos de Ciencia y Educación, como reflejo de de la condición humana. El conjunto de tratados de agricultura que se elaboró en al-Andalus ha sido hasta ahora explotado como fuente para aspectos relacionados con la botánica y la historia de las técnicas agrícolas; sin embargo, se ha empleado poco para la obtención de información histórica, aspecto que hemos tratado de enfatizar en este trabajo. Con este objetivo, hemos intentado situar la eclosión de los libros de agricultura en su contexto histórico: el de la revolución económica y demográfica plenomedieval, uno de cuyos aspectos (...) más significativos fue la expansión agrícola impulsada por un estamento de terratenientes, muchos de ellos residentes en las ciudades, que puso en marcha una producción orientada básicamente al mercado. A este grupo social es al que creemos estaban destinados principalmente los libros geopónicos, pues tenía la necesidad y los recursos económicos e intelectuales para aprovecharlos, a diferencia de los pequeños propietarios y las comunidades gentilicias de campesinos que practicaban una agricultura destinada esencialmente al autoabastecimiento. Una vez que reconocemos los libros de agricultura como auténticos manuales de aquellos hacendados, se puede recuperar esa literatura como fuente histórica de primer orden con el fin de conocer el funcionamiento y la organización de ese tipo de propiedad fundiaria en esta fase de la historia de al-Andalus. The Lewis-Sider argument from vagueness is one of the most powerful objections against restricted composition. Many have resisted the argument by rejecting its key premise, namely that existence is not vague. In this paper, I argue that this strategy is ineffective as a response to vagueness-based objections against restricted composition. To that end, I formulate a new argument against restricted composition: the argument from determinate vagueness. Unlike the Lewis-Sider argument, my argument doesn’t require accepting that existence is not vague, but (...) only that it is not vague in a specific way, which, I argue, is entailed by restricted composition. I show that the rejection of this species of vague existence follows from assumptions even friends of vague existence should be happy to accept. (shrink)

Since the 1980s, there has been a significant increase in the number of studies concerning Andalusian rural settlements linked to irrigated agriculture, both related to large suburban green belts and to small hydraulic systems. In the vast areas where water is scarce, the settlement apparently would have been concentrated in cities and fortified towns, leaving without population most of the dry lands between them. However, thanks to the intensive survey of one of these regions, La Mancha’s Southeastern area, we are (...) recording a dense rural settlement corresponding to a pattern unknown until now. It consists basically of small villages in plain, devoid of community defense elements, which must have been inhabited by humble peasants, judging by the modesty of the architecture and domestic goods. Surely they make use of the scanty natural resources, which have traditionally oriented the economy of the region towards livestock and rainfed agriculture. In particular, the studied settlement would be related to the demand of wool for the export oriented textile production of the region, within the framework of the commercial expansion of that period. Apparently, most of those villages could have appeared in the eleventh century, disappearing in the middle of the thirteenth century because of the Christian conquest. Their existence would be associated with a general context of population growth that pushed the competition between urban elites and peasants pursuing the privileged agricultural areas, as well as the colonization of less favorable production areas. Resumen: La imposibilidad del desarrollo para conciliar normativamente imparcialidad con pluralidad responde a un sesgo de carácter ontológico. Esta ruptura, que constituye la esencia misma de los estudios del desarrollo, supone aceptar que cualquier teoría del desarrollo que se precie se encuentra sustancialmente inacabada. De tal imposibilidad emerge, sin embargo, un perfeccionamiento que transcurre dialécticamente en términos de doble negación hegeliana por el cual las distintas teorías van perfeccionándose a partir de un mayor grado de concienciación normativa. Este perfeccionamiento alcanza (...) analíticamente un estado absoluto de desarrollo definido como libertad. Un concepto que perfecciona el presentado por Amartya Sen, facultado para reconciliar analíticamente el sesgo originario.: The impossibility of development to gather normatively impartiality and plurality makes itself to be ontologically incomplete. Nevertheless, the analytical that emerges in the very essence of development discipline implies to accept that any development theory is and will always be unfulfilled. Nevertheless, and beyond that substantive impossibility, an improvement occurs dialectically in terms of Hegelian double negation by which each theory is overcome by a higher grade of normative awareness by the following one. This improvement reaches analytically an absolute dimension of development as freedom. A concept that goes beyond such introduced by Amartya Sen, which it is well able of including all human determinations that ultimately allow to meet analytically those edges of the gap. (shrink)

The aim of this paper is to show that any process of benefit sharing that does not guarantee the representation and participation of women in the decision-making process, as well as in the distribution of benefits, contravenes a central demand of social justice. It is argued that women, particularly in developing countries, can be excluded from benefits derived from genetic research because of existing social structures that promote and maintain discrimination. The paper describes how the structural problem of gender-based inequity (...) can impact on benefit sharing processes. At the same time, examples are given of poor women’s ability to organise themselves and to achieve social benefits for entire communities. Relevant international guidelines (e.g. the Convention on Biodiversity) recognise the importance of women’s contributions to the protection of biodiversity and thereby, implicitly, their right to a share of the benefits, but no mechanism is outlined on how to bring this about. The authors make a clear recommendation to ensure women’s participation in benefit sharing negotiations by demanding seats at the negotiation table. (shrink)

This paper investigates the semantics of implicit comparatives (Alice is tall compared to Bob) and its connections to the semantics of explicit comparatives (Alice is taller than Bob) and sentences with adjectives in plain positive form (Alice is tall). We consider evidence from two experiments that tested judgments about these three kinds of sentence, and provide a semantics for implicit comparatives from the perspective of degree semantics.

Abstract -/- The indistinction between repose and uniform movement exposed in the principle of inertia marks one of the most famous dissertations: the discussion between Newton and Leibniz. Through their respective conceptions of space, both seek to solve the problem of indistinction. The relational space of Leibniz, supported by the principle of sufficient reason and the identity of indiscernibles leads to the kinematic solution of the problem of inertia. The objective of this paper is to show the contribution of Leibniz, (...) in terms of relations of order, by distinguishing between equality by identity and equality by equivalence. Under a philosophical approach we link identity, equivalence and equality as relations of order with the indiscernibility between different states of movement. We expose first the principle of sufficient reason and the identity of indiscernibles. Under Bernoulli's principle of indifference, we argue that we distinguish between equality in abstract and equality in concrete. As a third part, we present the relationship between the identity of the indiscernibles and the predicate of equality under logical analysis. Finally we present the conclusions. -/- . (shrink)

Mi propósito en este trabajo es reconsiderar una de las lecturas más relevantes y provocativas que se han hecho sobre John Dewey en el mundo de habla hispana. En la primera parte reconstruyo las circunstancias que rodearon la difusión, interpretación y traducción de las obras de Dewey en el México de mediados de los años 1940, y en concreto las razones que llevaron a que la visión sociológica que José Medina Echavarría quiso dar de Dewey fuera finalmente desplazada por la (...) filosófica de José Gaos. En la segunda parte analizo la traducción y lectura que Gaos hizo de Experience and Nature de Dewey, teniendo muy presente sus comparaciones con Sein und Zeit de Heidegger . Finalmente, propongo algunas críticas a la visión que Gaos transmite de Dewey como un pensador carente de un tipo de "soberbia diabólica" propia de la verdadera gran filosofía. The purpose of this work is a reconsideration of one of the most relevant and provocative readings of John Dewey written in the Hispanic World. In the first part I reconstruct the circumstances which surrounded the publicity, interpretation and translation of John Dewey's works in the Mexico of the middle 1940's, particularly the reasons why the sociological reading of Dewey that José Medina Echavarría proposed was finally displaced by the metaphysic perspective of José Gaos. In the second part I reconsider Gaos' own translation and interpretation of Experience and Nature, taking in consideration his comparisons with Heidegger's Sein und Zeit . Finally I analyze critically Gaos' view of Dewey as a thinker whose philosophy lacked the "diabolical arrogance" that true great philosophy would seem to require. (shrink)
