Segmentation of the medical image plays a significant role when it comes to diagnosis using computer aided system. This article focuses on the human corneal endothelium’s health, which is one of the filed research interests, especially in the human cornea. Various pathological environments fasten the extermination of the endothelial cells, which in turn decreases the cell density in an abnormal manner. Dead cells worsen the hexagonal design. The mutilated endothelial cells can no longer revive back and that gives room for (...) neighbouring cells to migrate and expand so that they can fill in the space. The latter results in cell elongation that is unpredictable as well as increase in size and thinning. Cell density and shape are therefore considered major parameters when it comes to explaining the health condition attributed to corneal endothelium. In this study, medical feature extraction was obtained depending on the segmentation of the endothelial cell boundary, and the task of segmentation of such objects especially the thin, transparent, and unclear cell boundary is considered challenging due to the nature of the image capture during endothelium layer examination by ophthalmologists using confocal or specular microscopy. The resulting image suffers from various issues that affect the quality of the image. Low quality is due to non-uniformity of illumination and the presence of a lot of noise and artefacts resulting from high amounts of distortion, and most of these limitations are present because of the nature of the imaging modality. Usually, images contain certain kind of noise and also continuous shadow. Furthermore, the cells are separated by poor border, thereby leading to great difficulty in the segmentation of the images. The irregular shape of cell and also the contrast of such images seem to be low as they possess blurry boundaries with diverse objects existing in addition to the lack of homogeneity. The main aim of the study is to propose and develop a totally automatic, robust, and real-time model for the segmentation of endothelial cells of the human cornea obtained by in vivo microscopy and computation of different clinical features of endothelial cells. To achieve the aim of this study a new scheme of image enhancement was proposed such as the Contrast-Limited Adaptive Histogram Equalisation technique to enhance contrast. After that, a new image denoising technique called Wavelet Transform Filter and Butterworth Bandpass for Segmentation is used. Subsequently, brightness level correction is applied by using the moving average filter and the CLAHE to reduce the effects of the non-uniform image lighting produced as a result of the previous step. The main aim of this article is the segmentation of endothelial cells, which involves precise detection of the endothelial contours. So a new segmentation model was proposed such that the shape of the cells will be extracted, and the contours were highlighted. This stage is followed by clinical feature extraction and uses the features for diagnosis. In this stage, several relevant clinical features such as pleomorphism mean cell perimeter, mean cell density, mean cell area, and polymegathism are extracted. The role of these clinical features is crucial for the early detection of corneal pathologies as well as the evaluation of the health of the corneal endothelium layer. A familiar and enduring controversy surrounds the question of whether our phenomenal experience “overflows” availability to cognition: do we consciously see more than we can remember and report? Both sides to this debate have long sought to move beyond naïve appeals to introspection by providing empirical evidence for or against overflow. Recently, two notable studies—Bronfman, Brezis, Jacobson, and Usher and Vandenbroucke, Sligte, Fahrenfort, Ambroziak, and Lamme —have purported to provide compelling evidence in favor of overflow. Here I explain why the (...) data from both studies are wholly consistent with a “no overflow” interpretation. Importantly, when framed purely in representational or informational terms, this “no overflow” interpretation agrees with the interpretations respectively offered by both Bronfman et al. and Vandenbroucke et al.. The difference only emerges when additional assumptions are made concerning which representations correspond to elements in consc.. (shrink)

Humans have, by biological necessity, always lived in watersheds. This article provides an overview of humans’ relationship to these watersheds as an introduction to a special issue of Thesis Eleven on watersheds. It describes the basic functioning of watersheds, how humans have always depended on them, and how they have slowly begun to manipulate them. Humans across the planet began by making strategic adjustments to water’s downward flow to aid the procurement of water and fish. As (...) small states, empires, and finally the Industrial Revolution unfolded, these interventions became more numerous with greater environmental impacts. The rate of riverine exploitation increased dramatically post-Second World War in line with the Great Acceleration. This, in turn, created our current worldwide ecological crisis. This crisis particularly affects the planet’s watersheds, and in turn, humans. The article ends with the assertion that studies of such a complex event are by necessity multi-disciplinary and inter-regional. It then outlines the contents of this special issue which examines watersheds in Asia, America and Australia. (shrink)

Kant’s turn to the subject has changed the epistemological conditions for theology. Four intellectual backgrounds of objections are examined: an Aristotelian and Thomistic teleological order of nature (1); Augustinianism based on original sin in which human agency is completely attributed to God’s grace (2); a Hegelian critique of the deontological conception of an “unconditional ought” which also puts Kant’s postulate of the existence of God into question (3); the combination in Radical Orthodoxy of a postmodern critique of the subject, an (...) Augustinian view of human nature, and a monistic understanding of the Trinity (4). Their different diagnoses why Kant’s work constitutes a cul-de-sac are contrasted with theological positions that welcome it as a watershed: its move from ontology to human subjectivity; from a biologically transmitted inescapable sin to a freedom for good and evil; from a strict reciprocity to an unlimited scope of ethics that is faced with the question of meaning; and from condemning the secular as “heretical” to defining it as the genuine space of the free human counterparts created by God, according to Duns Scotus’s late medieval theology which anticipates Kant’s concept of autonomy. The standard by which theologies are judged is how they do justice to the New Testament’s message of salvation by Jesus Christ. The Conclusion argues that Kant’s turn to freedom in its unconditionality and finitude has opened up a thought form in which the truth of the Gospel finds more adequate categories of understanding than in those of earlier eras. brook muller begins his contribution to the Coss Dialogues by contesting and at least partially deconstructing Le Corbusier’s aphorism “a house is a machine for living.” He then trades upon an ambiguity that masks the difference between watersheds that mark an important transition from one phase to another and those that are defined by the drainage area associated with a body of water. The Huntington, Salamonie, and Mississinewa reservoirs in northern Indiana control seasonal flooding in the Upper Wabash River drainage area. They appeared in the 1960s after a long period of study and planning in response to large-scale flooding in central and southern Indiana in the first half of the twentieth century. Their construction disrupted the pattern of human ecology along the Wabash and its tributaries for many of the watershed’s inhabitants. Supporters touted the projects’ economic and recreational benefits, while opponents experienced (...) the change as a desecration of sacred space. The projects saved millions in property damage and perhaps many human lives, but at the cost of an enduring sense of place amid the advent of a new regime of scientific watershed management and state control over natural resources in the region. Watershed planning has typically been approached as a technical problem in which water quality and quantity as influenced by the hydrology, topography, soil composition, and land use of a watershed are the significant variables. However, it is the human uses of land and water as resources that stimulate governments to seek planning. For the past decade or more, many efforts have been made to create democratic planning processes, which, it is hoped, will be viewed as legitimate by those the plans (...) regulate. This article uses a case study of the Cache River watershed in southernmost Illinois to analyze the complicated historical and political economic context of a specific watershed planning process that occurred from 1993 through 1995. This article assesses the claims made about the democratic, grass-roots, deliberative nature of the planning process and casts doubt on the legitimacy of its outcomes. It also proposes an alternative form of governance that would be both democratic and capable of generating outcomes viewed as legitimate by most affected parties. (shrink)

Hence, watershed users do not only manage their individual plots, crops, forests, etc., knowingly or not, they manage landscape patterns and bio-physical processes that transcend their private property. In this context, drawing on experiences gained through participatory action research in a micro-watershed in the Andean hillsides of southern Colombia, this paper describes a process aimed at fostering collective watershed management. The paper illustrates the importance of platforms as a mechanism for negotiating and coordinating collective action by multiple users and discusses the issues of representation on such platforms as well as the importance of third party facilitation. We chart the ways in which closure properties of consequence relations for uncertain inference take on different forms according to whether the relations are generated in a quantitative or a qualitative manner. Among the main themes are: the identification of watershed conditions between probabilistically and qualitatively sound rules; failsafe and classicality transforms of qualitatively sound rules; non-Horn conditions satisfied by probabilistic consequence; representation and completeness problems; and threshold-sensitive conditions such as `preface' and `lottery' rules.

In the drought-prone regions of Maharashtra State, a growing social movement for equitable water distribution is engaging the help of engineers to build technical projects. This movement aims to challenge the state’s agroindustrial development model favoring water-intensive sugarcane farming by redistributing water. This article examines the Baliraja Memorial Dam, located in southwestern Maharashtra. Through the dam, 400 families in the villages of Balawadi and Tandulwadi will receive a share of water for irrigation and domestic needs. This article explores the Baliraja (...) Dam as an appropriate technology project designed jointly by village farmers, engineers, and social activists. Through this unique alliance, Baliraja was designed to meet the needs of ecological restoration, community empowerment, and democratic technological design. The pioneering success of the Baliraja effort has prompted other communities to pressure the state irrigation bureaucracy to address the ecological and human costs of prolonged drought and water misuse. Long run success in watershed management requires understanding of how economic stratification and social values affect water quality protection. Feedback effects on water quality are produced by three aspects of economic well-being: income levels, quality of life and inequality, including the effects of gender based inequality. In the US emphasis on individualistic values leads to reliance on local and private policy solutions to social problems. Analysis of the context of New York City's internationally famous watershed agreement with communities 120 miles (...) distant provides a case study of these relationships. The nature of economic stratification in these upstate communities and the insufficient response of social policies were an impediment to achieving New York City's water quality goals. As a consequence the City's watershed agreement contains direct economic aid to Watershed communities. The Agreement does not address all stratification issues. Some call for solutions beyond the local level and an approach that benefits from the European emphasis on community. It is in the interest of watershed managers to broaden the scope of their concerns to understand and support state and national programs which address problems created by economic stratification. The expansion of the European Union increases the relevance of these lessons for Europe. (shrink)

Showing remarkable insight into the relationship between language and thought, Alan Turing in 1950 proposed the Imitation Game as a proxy for the question “Can machines think?” and its meaning and practicality have been debated hotly ever since. The Imitation Game has come under criticism within the Computer Science and Artificial Intelligence communities with leading scientists proposing alternatives, revisions, or even that the Game be abandoned entirely. Yet Turing’s imagined conversational fragments between human and machine are rich with complex instances (...) of inference of implied information, reasoning from generalizations, and meta-reasoning, challenges AI practitioners have wrestled with since at least 1980 and continue to study. We argue that the very fact the Imitation Game is so difficult may be the very reason it shouldn’t be changed or abandoned. The semi-decidability of the game at this point hints at the possibility of a hard limit to the powers of technology. (shrink)

Environmental controversies are often framed as conflicts between environmentalist and antienvironmentalist positions. The underlying dimensions of ethics and justice tend to be overlooked. This article seeks to integrate insights from environmental ethics and sociological observations through a case study of a watershed conflict. A controversy emerged in the 1990s when residents of the New York City watershed filed a lawsuit to block NYC’s proposed regulations for the land surrounding the streams and reservoirs that supply NYC’s drinking water. The conflict was (...) resolved after NYC agreed to provide economic development funds to the watershed towns in exchange for accepting the regulations. An analysis of interviews with NYC watershed town supervisors reveals that the conflict was resolved because underlying competing theories of justice were addressed. This contradicts the popular narrative that an environmental conflict can be resolved when competing parties come to the realization that natural ecosystems provide valuable water-purification services. Farmers’ decisions to conserve natural resources generally and soil and water particularly are largely determined by their knowledge of the problems and perceived benefits of conservation. In Ethiopia, however, farmer perceptions of erosion problems and farmer conservation practices have received little analysis or use in conservation planning. This research examines farmers’ views of erosion problems and their conservation knowledge and practices in the Beressa watershed in the central highlands of Ethiopia. Data were obtained from a survey of 147 farm households (...) managing 713 fields during the 2002/2003 cropping season. In-depth interviews and group discussions were also held with the farmers to obtain additional information. The results show that 72% of the farmers reported erosion problems, and they recognized that conservation was necessary. However, they considered erosion to be severe mostly when visible signs – rills and gullies – appeared on their fields. The majority of the farmers believe that erosion could be halted, and they use a range of practices for erosion control and fertility improvement. These include contour plowing (83%), drainage ditches (82%), and stone terraces/bunds (73%). Nevertheless, despite decades of conservation intervention in the area, it appears that most farmers have developed negative attitudes towards externally recommended measures. The research concludes that under the conditions present in the Ethiopian central highlands, soil and water conservation interventions should consider farmers’ conservation knowledge and practices to improve acceptance and adoption of the recommendations. A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups (...) generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy. (shrink)

Image segmentation in land cover regions which are overlapping in satellite imagery, is one crucial challenge. To detect true belonging of one pixel becomes a challenging problem while classifying mixed pixels in overlapping regions. In current work, we propose one new approach for image segmentation using a hybrid algorithm of K-Means and Cellular Automata algorithms. This newly implemented unsupervised model can detect cluster groups using hybrid 2-Dimensional Cellular-Automata model based on K-Means segmentation approach. This approach detects different land use land (...) cover areas in satellite imagery by existing K-Means algorithm. Since it is a discrete dynamical system, cellular automaton realizes uniform interconnecting cells containing states. In the second stage of current model, we experiment with a 2-dimensional cellular automata to rank allocations of pixels among different land-cover regions. The method is experimented on the watershed area of Ajoy river (India) and Salinas (California) data set with true class labels using two internal and four external validity indices. The segmented areas are then compared with existing FCM, DBSCAN and K-Means methods and verified with the ground truth. The statistical analysis results also show the superiority of the new method. This thesis evaluates Lydia Goehr’s claim that the musical work-concept did not regulate musical practice before the watershed date of 1800. In the first chapter, I evaluate Goehr’s arguments for this claim from historical musicology. I appeal both to recent secondary research sources in musicology, and to philosophical analysis. The second and third chapters focus on philosophical aspects of Goehr’s watershed claim. In the second chapter, I focus on understanding Goehr’s claim that a regulative shift occurred during the watershed date—that (...) is, a change in the norms of musical practice. I argue that this shift is properly understood as a shift in unconscious, rather than conscious, concepts about musical practice. In the third chapter, I consider the ontological implications of Goehr’s view; Goehr adopts a view according to which musical works do not exist. I show that the argument for this view is unsound. The dam rush in the upper-Brahmaputra River basin and local, minority resistance to it are the result of complex geopolitical and parochial causes. India and China’s competing claims for sovereignty over the watershed depend upon British and Qing Dynasty imperial precedents respectively. And the two nation-states have extended and enhanced their predecessors’ claims on the area by continuing to erase local sovereignty, enclose the commons, and extract natural resources on a large scale. Historically, the upper basin’s terrain forestalled the thorough (...) integration of this region into both nation-states, but recent technological and economic advances have enabled the two states and their agents to dramatically transformed these landscapes. Many of their projects have perpetuated the interventionist hydrological regimes that India and China also inherited from their imperial forebears. Nevertheless, as with their definition of their borders, neither state has highlighted this historical contingency. Instead, both governments have consistently presented their hydropower projects as shining examples of necessary and benevolent development. Their economy-focused, monolithic development paradigms have, not coincidently, also enabled the systemic side-lining of non-majority cultures, religions and histories. The combination of this cultural exclusion and the nation-states’ late integration of this peripheral region has laid the ground for conflict with local groups over the dam rush. Local identities and experiences have evolved around complex religious, cultural and trade networks, many of which were heavily influenced by the now-defunct Tibetan polity, rather than via modern Chinese and Indian nationalist discourses of development. The dam clashes highlight both the basin’s complex cultural matrixes and the ambiguous relationship Asia’s two most populous nation-states have with their respective imperial pasts. And as the situation remains unresolved, the watershed is an ecological catastrophe in waiting. (shrink)

Data about flow rate, fishing intensity, and expenditures made by anglers can be used to capture some of the recreational value of waterways in economic terms in a way that avoids a number of the weaknesses of the most commonly used tools such as the contingent valuation method. Furthermore, recreational fishing may spur more economic activity than competing uses of riverine flows such as agriculture. This suggests that potential opportunity cost in regards to recreation ought to be a factor considered (...) in management decisions. (shrink)
