The last 3 years have witnessed a period of substantial volatility in Cameroon. In 2016, protests within the minority Anglophone regions against the obligatory use of French in schools triggered a period of considerable unrest, in which hundreds of people have been incarcerated and killed. Following an increased security presence in the English-speaking regions, armed groups have surfaced calling for secession – the creation of an independent nation of Ambazonia. In view of this escalating crisis, this article will investigate (...) how the ‘Anglophone problem’ in Cameroon might be brought to bear upon the African theological debate by examining issues of violence, marginalisation and fragmentation within the two English-speaking areas of Cameroon. The international migration of health workers, including long-term care workers for aging populations, contributes to a shortage of these workers in many parts of the world. In the Anglophone Caribbean, LCW shortages and the migration of nurses to take on LCW positions abroad threaten the health of local populations and widen global inequities in health. Many responses have been proposed to address the international migration of health workers generally, including making it more difficult for these workers to emigrate and (...) increasing and improving local employment opportunities. In this article, we suggest an additional means of ethically reducing health worker migration, targeting the Anglophone Caribbean specifically. Countries in this region can take advantage of their warmer climate and well-trained work force to encourage aging populations in the global north to emigrate temporarily or permanently through international retirement migration. As a result, countries in the Anglophone Caribbean can not only decrease the international migration of trained health workers through the provision of well-paying, local jobs, but potentially reverse this flow by drawing on the international diaspora of their workers. International retirement migration, if carefully managed, can reduce global inequities in health while treating both retirees and LCWs ethically. (shrink)

Purpose In 2006, the United Nations established the convention on the rights of persons with disabilities. Simultaneously, the UN has adopted the sustainable development goals in 2015 and the 17 goals must be achieved by member states by 2030. Regionally, countries within the Caribbean community have formulated the Kingston Accord and the Declaration of Petion Ville. Both of these two instruments outlined a regional framework on the issue of persons with disabilities. The media, therefore, have axiological roles to play in (...) educating and informing all the stakeholders of these programmes, policies and legislation. It is within this context that this researcher did a qualitative assessment of how the media within Caribbean societies have been aiding the process of developmental transformation for PWDs. The main purpose of this paper therefore; is to show that if the varied programmes and policies relating to PWDs within the Anglophone Caribbean are to be successfully implemented, digital and traditional media will have to play a lead role through their social and ethical responsibilities in changing attitudes of non-disabled individuals towards the members of this vulnerable group. The unequivocal questions that have been answered are how and what are the media doing to aid in the transformation of the lives of PWDs in the Caribbean? Are they fulfiling their social and ethical responsibilities? Findings The major finding is that the media in the Anglophone Caribbean has significant work to do to fulfil one of its social and ethical responsibilities in aiding the developmental transformation of PWDs in the region. Research limitations/implications The research is limited by the fact that there is serious data scarcity on the population of PWDs in the region. Serious research on the population is just emerging and this will change significantly over the next few years. Practical implications The practical implication of this study is that it will bring to the forefront of the media in the Caribbean, the importance of placing issues relating to PWDs on the development agenda in a consistent manner. Social implications PWDs will be brought in the mainstream of Caribbean society over time. Originality/value This is an original study and will undoubtedly contribute to a greater understanding of the media and PWDs in the Caribbean. (shrink)

This paper presents a periodization of Asian Studies in Turkey (...) in three phases to contextualize and demonstrate these claims. During the first phase of the early republican years, the first Sinology departments were expected to actively contribute to writing Turkish national history. Throughout the second phase of the Cold War years, Turkey found itself in both political and intellectual isolation. In the final phase of post-Cold War globalization, the scope of regional studies scholarship expanded to include East Asia. Despite this development, academic scholarship in Turkey still suffers from Western-centrism and it is not able to directly communicate with East Asia. This collection of essays is unlike others in the field of African studies, for it is based on three very precisely delineated focal points: a particular geographical region, the sub-Sahara; specific modes of cultural production, literature and cinema; and a focus on works of French expression. This three-fold approach to exploring the relationships between power and culture in a non-Western environment greatly contributes to making this book unique from a variety of perspectives: African, Francophone and postcolonial studies, as well as (...) cross-disciplinary, cultural, transnational and diasporic studies. Moreover, the book offers deft and innovative analyses that move beyond the rhetoric of crises on the African continent we so very often hear of, so as to present a critical reflection on the subject at hand that is specific to the sub-Sahara and at the same time intimately linked to global culture, economy and politics. The authors' three-fold approach also presupposes that disciplinary compartmentalization increases power conflicts in academia. If only in part, compartmentalization is the result of antagonistic and competitive relations between specialization and multidisciplinary education. This book is thus a modest attempt at presenting an alternative to excessively fixed and homogeneous academic frontiers while considering that disciplinary expertise remains a must. Keeping in mind that an increasing number of scholars in Anglophone Postcolonial studies and Francophone African studies have been attempting for quite some time now to open interstices and build crossroads that can better connect them to each other, keeping in mind that these scholars work at revealing mechanisms by which any antagonistic discourses can mix, influence, act upon or react to one another, this book seeks to take a constructive step in establishing enduring grounds for multidisciplinary, cross-disciplinary and transnational academic research and collaboration. In their oft-cited manifesto, the Martinican Creolists exhort Caribbean people to forego their continuing allegiances to the “mythical shores” of various old worlds, and to affirm instead the “alluvial Creoleness” that binds (or that ought to bind) them to each other, and to other communities across the globe with a similar plantation history: “Neither Europeans, nor Africans, nor Asians, we proclaim ourselves Creoles; “[the Creole language] is the initial means of communication of our deep self, or our collective unconscious, of (...) our common genius, and it remains the river of our alluvial Creoleness.” Despite their qualifications – “Creoleness is an open specificity,” for example – they have been chided for simplifying the complicated socio-political histories of the region. Maryse Condé, for example, has noted that the opposition of colonizing French language and resisting Creole language ignores the extent to which plantation heterogeneity and negotiation rendered Creole a language of both “unity and compromise.” On what terms can alluvial relationships that can undercut imperial and diasporic ties be uncovered? What does the idea of a Creole unconscious solidify, restore, revivify, and for whom? In this essay, I am interested in a Jamaican-born novelist’s use of Cuba’s second war of independence in the 1890s to critique Jamaican complacency about British colonialism after the Second World War. Cuba, and a “Creole Latin” world more generally, allows him, on my reading, to proffer hispanophone and francophone plantation histories as a model for anglophone sensibilities in the region. The “Creole Latin” affirmation of nationalism, revolutionary struggle, and strong affective ties to the land and to personal relationships, are uncontaminated by the domineering spirit, legalistic prejudices, bureaucracy and commerce, and negotiated concessions that typify anglophone Protestant modes of life. Since the scene of these ideas in this case is the nineteenth century plantation, then we might ask if the social and political inequities are not reinforced, or whether the pleasures afforded by the romance make such considerations moot. The world of academic philosophy is now entering a new age, one defined neither by colonial need for recognition nor by postcolonial wish to integrate. The indicators of this new era include heightened appreciation of the value of world philosophies, the internationalization of the student body, the philosophical pluralism which interaction and migration in new global movements make salient, growing concerns about diversity within a still too-white faculty body and curricular canon, and identification of a range of deep structural problems (...) with the contemporary philosophical academy in its discursive, citational, refereeing and ranking practices. We are entering what we might call " the age of " re-emergence, " a new period the key features of which are as follows. First, philosophies from every region of the world, locally grounded in lived experience and reflection upon it, are finding new autonomous and authentic forms of articulation. Second, philosophical industry, leaving behind a center-periphery mode of production, is becoming again polycentric: the philosophical world is returning to a plural and diverse network of productive sites. Third, Europe and other colonial powers have been provincialized, no longer mandatory conversation partners or points of comparison but rather unprivileged participants in global dialogue. Fourth, philosophers within the largely Anglophone international academy are beginning to acknowledge their responsibility to arrange international institutions to enable wide and open participation; that is, acknowledge that their control over the academy is a fallout from colonialism rather than a reflection of intellectual superiority. We may thus look to a future when there will be a vibrant pluralistic realism in departments of academic philosophy around the globe, and a new cartography of philosophy. (shrink)

Undergirding China’s Belt and Road Initiative’s lofty promise of global connectivity are existing connections between the PRC’s implementation of planetary-scale observation systems for environmental sustainability and the recognizably nefarious policies of localized, colonial surveillance of Turkic minorities in the Xinjiang Uyghur Autonomous Region (XUAR). My article examines how the recently alleged genocide in XUAR becomes the afflicted topos where both the rhetoric and practices of monitoring differently complex systems come together. Such complex connections require a recursive analysis, one which further (...) distinguishes between recursion as an actual technique used in remote sensing and algorithmic processes and recursion as a heuristic in discourses about these computational processes and their effects on controlled populations and territories. This article, following recent interest in the intersections of geopolitics, computational design, digital capitalism and colonialism, argues that the Chinese government’s multipronged investments in environmental sciences-related sensing and imaging technologies do not simply help track its own citizens and foreign populations but also how these groups are increasingly monitored by them. I examine how the Digital Belt and Road’s Science Plan frames the environment, including sovereign territories, peoples, and natural resources as data assets. The rest of my discussion turns away from state-sponsored Earth sciences to examine Anglophone media and human rights groups’ use of satellite imageries and databases to evidence the state’s construction of internment facilities and other surveillance mechanisms in XUAR. Alleged algorithms of oppression enclose the XUAR as a black box of the police state, but digital infographic interfaces like the Xinjiang Data Project, which attempts to expose the PRC’s relegation of Uyghurs to biometric and surveillance data, only furthers a recursive datafication of XUAR. Philosophy in the historical Kingdom of Bohemia has never received much attention in the Anglophone world. Yet in the early modern period, Bohemia and especially Prague were an extraordinarily fertile ground for philosophical thought. Stanislav Sousedík of Charles University in Prague is now the foremost expert on this region and period. His Philosophy in the Bohemian Lands between the Middle Ages and the Enlightenment appeared in Czech in 1997 and is now available in a nearly identical German translation.Within the (...) Holy Roman Empire, the Bohemian Lands formed a cultural unity that was also under independent rule until it came under the Habsburg crown in 1526. This study reveals the contribution of philosophy to the creation of this unity from the late Middle Ages until the end of Joseph II’s rule in 1790.The book starts with the Thomism , the Scotism , and the Lullism taught at the University of Prague after Jan Hus had imposed a strict ontological realism. Recent research in global literature, with a focus on non-Anglophone and non-European literatures and cultures, has sparked a growing interest in utopian and dystopian narratives. These narratives present alternative world scenarios that unfold in both the present and the future. Amidst the escalating impact of the climate crisis in the Anthropocene, the complex issue of migration, and the aftermath of the COVID-19 pandemic, speculative fiction in the Mediterranean region captures the fears, aspirations, and dreams of individuals concerning both the (...) present and the future. Over the last three decades, authors in contemporary Türkiye have increasingly produced utopian and dystopian works. These speculative works exhibit a heightened focus on ecological breakdown, political polarization, gender roles, and the exercise of power. Ça_ğ_rı Akta_ş_'s _Toprak Palas_ (_Underground Station_, 2018), a representative work of speculative fiction in contemporary Turkish literature, carries both utopian and dystopian undertones as it investigates the pressing challenges of Rahim, Akta_ş_'s finely textured underground city. Through its open-ended structure, the narrative galvanizes readers into action, urging an expedited process of transformation toward a different future. (shrink)

It is amazing how polarizing and, at the same time, ahistorical narratives can be heard about the problems discussed, especially in Anglophone countries in recent times, and on social media: identity policy, cultural policy, racism, patriotism, white privilege, patriarchy, sexism, gender, and others. Stoic pragmatism is not in agreement with the most recent populism and neo-tribalistic class of narratives, which highlight division and the polarization of groups of people against other groups of people as the very axis of argumentation. Even more importantly, stoic pragmatists, especially those who happen to have a Central and Eastern European sensibility, may insist on the specificity of the situation of the region as a whole, and the current war in Ukraine only makes this specificity much more articulated. What I mean is that it is difficult to confront active identity and diversity issues when historical contexts and the geographical space have their own narratives about identity, including national identity, in the name of which, for example, Ukrainians fight against Russians these days, and Poles and Balts fought not that long ago. Resumo: Não apenas as famílias aristocráticas indígenas, mas também as famílias de imigrantes do norte que viviam no Leste de Zhejiang, estavam envolvidas nos debates sobre teoria monetária e pensamento político, na Dinastia Jin Oriental e Dinastias do Sul. Os debates geralmente se concentravam nos preços das commodities e no trabalho forçado no Leste de Zhejiang. Esse fenômeno histórico especial reflete duas questões. Por um lado, o caos causado pela guerra no Norte e as famílias de estudiosos, migrando para o (...) Sul, promoveram muito o desenvolvimento do Sul da China, o que tornou os cinco condados do leste de Zhejiang as áreas mais importantes e ativas da economia. Por outro lado, reflete as mudanças de relacionamento entre imigrantes e nobres indígenas. Ou seja, as famílias aristocráticas indígenas e as famílias imigrantes do Norte cooperaram na economia para aumentar a prosperidade e o desenvolvimento do Leste de Zhejiang. Mais tarde, com o surgimento de “povo comum (寒人)”, o status econômico dos estudiosos foi cada vez mais impactado, o que resultou em ansiedade e consciência de crise dos nobres. (shrink)

According to agency theory, agents base their economic decisions on self-interests when adverse selection conditions exist. However, cognitive moral development theory predicts that ethics/morals may influence decision-makers not to behave egoistically. Rutledge and Karim, 173-184) find both the moral reasoning level of the managers and an adverse selection condition affect a manager's project evaluation decisions significantly. Since prior studies have shown that national culture might influence the application of agency theory in project evaluation, this current study uses a different moral (...) development measurement to reexamine Rutledge and Karim's hypotheses in another culture. A total of 73 Taiwanese executive MBA students with an average of 12.17 years work experience participated in this study. We found that both moral development level and adverse selection conditions significantly affect managers' project continuance decisions. The interaction effect of these two factors indicates that, when adverse selection conditions exist, participants with a high level of moral development exhibit less of a tendency to continue an unprofitable project than those with a low level of moral development. With subjects from a different culture, our results confirm the findings of Rutldege and Karim. That is, the effects of moral development and adverse selection conditions on managers' project continuance decisions are robust and can be generalized to different cultures. Implications of the findings of this study to multinational firms are also discussed. (shrink)

The age at menarche, body height and weight of the daughters of farmers, farmer1977, a time of economic development, a decrease in age at menarche (by 0.74 years) and a secular trend in body height (by 2.4 cm/decade) was observed. In 19772001, age at menarche decreased and body height increased by 0.28 years and 2.9 cm respectively. The percentage of families owning a car, freezer and video increased during this period. These last results are indicative of an improvement in living (...) conditions, but the villagers regard themselves as losers as a result of the political transformation (1989) in Poland. (shrink)

As climate change continues to pose global challenges, understanding how individuals perceive and respond to its effects is crucial for informed policymaking and community engagement. Conducting the Bayesian Mindsponge Framework (BMF) analysis on a dataset of 1,831 water users in Albuquerque, New Mexico, the study explores the intricate dynamics between climate change belief, awareness of water scarcity, and water conservation behaviors. Results reveal a complex relationship wherein residents with increased awareness of water scarcity demonstrate intensified water conservation behaviors, particularly when (...) believing in climate change’s negative impacts on water supply. The moderating role of water scarcity awareness introduces complexity, suggesting that the correlation between residents' belief in climate change and their engagement in water conservation behaviors depends on their awareness of local water challenges. This study highlights the importance of appropriate interventions that consider both psychological and contextual dimensions in promoting sustainable water management practices. Policy recommendations emphasize integrated awareness campaigns, developing an eco-surplus mindset, and incorporating sustainability principles aligned with the Sustainable Development Goals. BACKGROUND: Serotonin transporter promoter genotype appears to increase risk for depression in the context of stressful life events. However, the effects of this genotype on measures of stress sensitivity are poorly understood. Therefore, this study examined whether 5-HTTLPR genotype was associated with negative information processing biases in early childhood. METHOD: Thirty-nine unselected seven-year-old children completed a negative mood induction procedure and a Self-Referent Encoding Task designed to measure positive and negative schematic processing. Children were also genotyped for the 5-HTTLPR gene. (...) RESULTS: Children who were homozygous for the short allele of the 5-HTTLPR gene showed greater negative schematic processing following a negative mood prime than those with other genotypes. 5-HTTLPR genotype was not significantly associated with positive schematic processing. LIMITATIONS: The sample size for this study was small. We did not analyze more recently reported variants of the 5-HTTLPR long alleles. CONCLUSIONS: 5-HTTLPR genotype is associated with negative information processing styles following a negative mood prime in a non-clinical sample of young children. Such cognitive styles are thought to be activated in response to stressful life events, leading to depressive symptoms; thus, cognitive styles may index the "stress-sensitivity" conferred by this genotype. Analytic philosophy arose as part of a general modernist revolt against the developmental historicisms of the nineteenth century with their faith in progress. Modernism inspired more formal approaches to knowledge, philosophy, and the human sciences. It is, however, a mistake to assume the rise of modernism and analytic philosophy left no space for historicism. Three main traditions (...) of historicism continued to persist in Anglophone philosophy through the twentieth century. First, the lingering presence of idealism continued to inspire the historicism of philosophers such as R. G. Collingwood and later Charles Taylor. Second, modernist historians, such as Quentin Skinner, sometimes grabbed at arguments from analytic philosophy to defend their methodological agendas.
