This article is based on narrative, autobiographic interviews with domestic workers in Peru focusing on their migration and work experiences. The interviewees evoke a border discourse that divides and hierarchizes Peruvian society and stigmatizes migrants, especially migrant domestic workers. As domestic service leads to intense social interactions at this ‘border’, the interviewees are constantly forced to ‘translate’ when constructing their identity. The discourse-analytical bottom—up perspective focusing on membership categorization devices evaluates the performativity of the discourses of those considered (...) as ‘oppressed’; it analyses processes of subjection and subjectification: whereas some of the interviewees internalize the discursively attributed inferior ‘Me’, others use the constructed borders as an opportunity to develop hybrid discourse strategies that cross and even deconstruct social categorizations. By focusing on the agency of ‘border-crossers’, the article aims at scientifically ‘rethinking the social with cultural difference as a constitutive feature’. (shrink)

Histories of economic development during the Cold War do not typically consider connections to race science and eugenics. By contrast, this article historicizes the debates sparked by the International Labor Organization’s Puno–Tambopata project in Peru and demonstrates how Cold War development practice shared common epistemological terrain with racial and eugenic thought from the Andes. The International Labor Organization project’s goal of resettling indigenous groups from the Peruvian highlands to lower-lying tropical climates sparked heated debates about the biological specificity of (...) Andean highlanders’ physiques and ability to survive in the tropics. Such concerns betrayed the antitypological consensus expressed in the United Nations Educational, Scientific and Cultural Organization Race Statements and defended by one of the main proponents of the resettlement project, the Swiss–American anthropologist Alfred Métraux. The concern with Andean racial types was central to the research agenda of the acclaimed Peruvian physiologist Carlos Monge, who endorsed modernization projects that did not entail moving highlanders outside of their traditional climate. The debates sparked by the Puno–Tambopata project demonstrate how Cold War development discourse grappled with racial and eugenic thought from Latin America and the Global South and thereby produced projects of indigenous “improvement.”. El presente artículo busca presentar los resultados de un estudio desarrollado entre los años 2011 y 2012 sobre las representaciones sociales y percepciones de los migrantes peruanos acerca de su proceso de integración en Santiago de Chile, particularmente respecto del acceso a los servicios públicos de educación, salud y vivienda. A partir de una metodología cualitativa, estos servicios son puestos bajo la mirada de los discursos de los migrantes peruanos, develando la discriminación de la que son objeto debido a su (...) procedencia nacional, así como otras formas de exclusión derivadas de su origen popular, y retratando a la ciudad de Santiago como un escenario receptor de flujos migratorios internacionales. El presente artículo busca profundizar las formas en que migrantes peruanos en Chile habitan su espacio privado desde una perspectiva de cultura material, a través del análisis de las posesiones del hogar y la comida. La cultura material del hogar encarna tanto su experiencia y trayectoria migratoria como el proceso de integración en la sociedad chilena, representando el continuo proceso de ajuste que deben enfrentar en términos culturales, sociales y materiales. Los resultados muestran que las formas de habitar y apropiarse (...) del hogar están relacionadas con los procesos de integración, pues a través de la cultura material se negocia cotidianamente la pertenencia entre dos mundos, el de origen y destino, generando la ambivalencia de estar aquí y allá simultáneamente. Sus hogares se convierten en transnacionales, donde emerge un sincretismo cultural entre ambos mundos que cohabitan: Perú se refleja en la fotografía y la comida, que permite reactualizar su pertenencia e identidad originaria, y Chile es representado por objetos tecnológicos, que materializan su trabajo sacrificado y coraje, y les permite sentirse parte de la sociedad de destino. A partir de los años 90, la información estadística da cuenta de una masiva llegada de inmigrantes peruanos a la Región Metropolitana, concentrándose principalmente en las comunas de Santiago, Recoleta e Independencia. En este artículo se busca entender el efecto de los inmigrantes como factor de cambio en las áreas centrales de la capital, desde las transformaciones socio-espaciales, las que modifican el territorio, como el comportamiento de la población –evolución y distribución espacial-, y los cambios en la morfología y estructura (...) de éste. Lo anterior tiene sentido sobre la base teórica de la Nueva Geografía de las Migraciones, la cual explica el problema migratorio en el contexto de la Globalización y como ésta origina nuevos polos de atracción para la localización de esta población. Finalmente, se evalúan las condiciones de vida objetiva y percibida de los inmigrantes peruanos en cuanto a la calidad de vida y de satisfacción residencial. (shrink)

Migration und Armut sind eng miteinander verbunden. Für die meisten Migrant*innen ist Armut der Grund, ihre Heimat zu verlassen, um anderswo ein günstigeres wirtschaftliches Umfeld zu finden. Der Internationalen Organisation für Migration zufolge lag die Zahl der sogenannten Arbeitsmigrant*innen im Jahr 2015 weltweit bei 150,3 Millionen, bei einer Gesamtzahl von 247,6 Millionen Migrant* innen. Diese Zahlen erfassen Migrant* innen mit offizieller Arbeitserlaubnis und es ist anzunehmen, dass die Zahl von Arbeitsmigrant*innen ohne legale Dokumente deutlich höher ist.

Social scientific evidence suggests that labor migration can increase resilience to climate change. For that reason, some have recently advocated using labor migration policy as a tool for climate adaptation. This paper engages with the normative question of whether, and under what conditions, states may permissibly use labor migration policy as a tool for climate adaptation. I argue that states may use labor migration policy as a tool for climate adaptation and may even have a duty (...) to do so, subject to two moral constraints. First, states must also provide acceptable alternative options for adaptation so that the vulnerable are not forced to sacrifice their morally important interests in being able to remain where they are. Second, states may not impose restrictive terms on labor migrants to make accepting greater numbers less costly for themselves because doing so unfairly shifts the costs of adaptation onto the most vulnerable. Many philosophers argue that the right of self-determination confers to states a right to exclude would-be migrants. Drawing on the case of anti-colonial struggles of the 20th century, I argue that self-determination should be thought of as fundamentally a claim against intergroup hierarchy. This means that self-determination only grants a right to exclude in cases where immigration poses a genuine oppressive threat. Cases involving immigration into wealthy and powerful states rarely meet this criterion, and so talk of self-determination as grounding (...) a right to exclude in such cases is misguided. (shrink)

L’Europe se prétend terre d’asile et d’accueil, mais elle reste de marbre devant les milliers de noyés en Méditerranée. La gauche européenne pense qu’il vaut mieux minimiser la question, pas de vagues. Pourtant, l’appel à la main d’œuvre immigrée devient à nouveau stratégique avec le développement de la « silver economy » (économie des têtes argentées, autrement dit, du soin), le « réarmement industriel, technologique et scientifique », le besoin de travailleurs agricoles saisonniers. Le pacte européen sur la migration (...) et l’asile va à rebours : il s’agit d’empêcher les étrangers de fouler le sol des États membres par une « procédure à la frontière ». Les demandes d’asile seront désormais filtrées et examinées en amont des frontières européennes. En attendant, les migrants seront détenus dans un sas. Ce qui cimente les pays de l’Union, c’est le partage « équitable » du fardeau de la gestion de ces migrants, en passant des accords avec des pays prêts à gagner de l’argent pour ce gardiennage. This study presents a sociological profile of Peruvian female industrialists and some narratives of their struggle for personal independence and entrepreneurial success within the context of global restructuring and local deindustrialization. The study adopts the classical definition of woman's economic independence as a result of women's participation in the world of paid labor.

This study investigates whether and how the corporate social responsibility (CSR) profile of a company transfers to another company when an executive leaves a firm. We integrate upper echelon and institutional theories, and develop a novel measure of CSR profiles to explore this issue with a longitudinal data set of executive migrations over a 14-year period. We find that migrated executives assimilate elements of their old firms’ CSR profiles into their new firms (i.e., narrowing the distance between the two firms’ (...) CSR profiles), and this is true for both CSR and corporate social irresponsibility (CSiR). This relationship is stronger when the migrating executive comes from a bigger firm with better social and financial performance than that of the new firm. We also find that the potential for improvement in CSR profiles in migration holds true for CSiR, but not CSR. Our findings have import for upper echelon theory and the managerial discretion afforded to executives regarding CSR decisions. (shrink)

Japan has often been regarded as an ethnically homogeneous society whose restrictive immigration policies reflect the deep-seated cultural peculiarities of this ‘island nation’. By contrast, I shall argue that Japan’s post- 1945 cultural separation from the other countries of East Asia, and its strict border controls, were to a large extent products of Cold War politics. The postwar democratization of Japan went hand in hand with the introduction of tight restrictions on cross-border mobility: restrictions which had profound consequences for the (...) rights of ethnic minorities in Japan (particularly Koreans and Taiwanese). An exploration of the emergence and impact of this border control regime casts new light, not just on Japan’s role in the Northeast Asian region, but also on key limitations of nation-state centred notions of liberal democracy. Nursing migration: global treasure hunt or disaster‐in‐the‐making?International nurse migration — moving from one country to another in the search of employment — is the focus of this article. The majority of member states of the World Health Organization report a shortage, maldistribution and misutilisation of nurses. International recruitment has been seen as a solution. The negative effects of international migration on the ‘supplier’ countries may be recognised today but are not effectively addressed.Nurse migration is motivated by (...) the search for professional development, better quality of life and personal safety. Pay and learning opportunities continue to be the most frequently reported incentives for nurse migration, especially by nurses from less‐developed countries. Career opportunities were considered key incentives for nurses emigrating from high‐income countries. Language was reported to be a significant barrier. The positive global economic/social/professional development resulting from international migration needs to be weighed against a substantial ‘brain and skills drain’ experienced by supplier countries. The vulnerable status of migrant nurses is also of concern in certain cases. The focus on short‐term solutions as opposed to resolving the problem of a worldwide shortage of nurses causes great concern. Recent initiatives attempt to curb or channel international recruitment. The delicate balance between recognising the right of individual nurses to migrate and a collective concern for the health of a nation’s population must be achieved. (shrink)

It is often argued that development aid can and should compensate the restrictions on migration. Such compensation, Shachar has recently argued, should be levied as a tax on citizenship to further the global equality of opportunity. Since citizenship is essentially a ‘birthright lottery’, that is, a way of legalizing privileges obtained by birth, it would be fair to compensate the resulting gap in opportunities available to children born in rich versus poor countries by a ‘birthright privilege levy’. This article (...) sets out a defence of three theses. The first states that equality of opportunity is incompatible with, and cannot be achieved in, segregated territories. The second posits that to believe that material equality compensates the injustice of restrictions on movement is to commit a ‘sedentarist mistake’. The third affirms that any citizenship levy, including the egalitarian and non-sedentarist formula I’m proposing, would be better understood as a penalty rather than a tax. (shrink)

How should we understand the political morality of migration? Are travel bans, walls, or carrier sanctions ever morally permissible in a just society? This book offers a new approach to these and related questions. It identifies a particular vision of how we might apply the notion of justice to migration policy - and an argument in favor of expanding the ethical tools we use, to include not only justice but moral notions such as mercy.

Mathematical models of tumour invasion appear as interesting tools for connecting the information extracted from medical imaging techniques and the large amount of data collected at the cellular and molecular levels. Most of the recent studies have used stochastic models of cell translocation for the comparison of computer simulations with histological solid tumour sections in order to discriminate and characterise expansive growth and active cell movements during host tissue invasion. This paper describes how a deterministic approach based on reaction-diffusion models (...) and their generalisation in the mechano-chemical framework developed in the study of biological morphogenesis can be an alternative for analysing tumour morphological patterns. We support these considerations by reviewing two studies. In the first example, successful comparison of simulated brain tumour growth with a time sequence of computerised tomography (CT) scans leads to a quantification of the clinical parameters describing the invasion process and the therapy. The second example considers minimal hypotheses relating cell motility and cell traction forces. Using this model, we can simulate the bifurcation from an homogeneous distribution of cells at the tumour surface toward a nonhomogeneous density pattern which could characterise a pre-invasive stage at the tumour-host tissue interface. This article argues that vehicles, roads and routes merit a much more central place in theorizations of migration politics. This argument is developed in terms of three theses. First, the study of migration politics should examine how vehicles feature in the public mediation of migration and border controversies. Second, it is important to analyze vehicles as mobile sites of power and contestation in their own right. Third, an understanding of the materiality of transportation helps to explain how (...) the vehicle can sometimes become a site of strategic political action. These arguments are in turn used to develop a concept of viapolitics as a contribution to literatures on migration, mobilities and power. Viapolitics orients us to see migration from the middle, that is, from the angle of the vehicle and not just the state. It also seeks to connect migration studies to the history of problematizations, cultural types and the mythopoetics of the road. (shrink)

Climate change intersecting with complex socio-economic and political processes has produced distinctive patterns of crisis migration. However there exists a significant gap in understanding and theorizing these forms of migration creating significant policy challenges. Using a case study of an interstate migrant settlement in Bengaluru, India this article unpacks migration as an adaptation strategy through the lens of emotions. The article offers significant insights into how emotions affect the choice of migration as an adaptation strategy and (...) shapes the differential experiences of risks and vulnerability for different groups of people. Emphasizing such relational aspects of migration, the article calls for more research that develops a nuanced understanding of the emotional landscapes of migrants across migration pathways. In recent years, Western countries have been experiencing a growing wave of immigration. Due to this development, these countries are facing great challenges in successfully integrating large numbers of immigrants and in preserving social cohesion. Research has already developed several assumptions about and models of how acculturation processes occur. The present contribution aims to investigate the relationship between the acculturation (and acculturation profiles) of immigrants and naturalization in their residence countries. Based on representative and longitudinal data, our investigation is a (...) case study on Germany – one of the main receiving countries in recent years. Results show that acculturation in the country of residence is crucial for immigrants’ motivation to take up citizenship. Likewise naturalization leads to an increase in identification with the residence country. (shrink)

Why do some Chinese local governments include informal workers in their welfare systems while others exclude them? This article argues that local officials attempt to balance multiple, conflicting, top-down career-evaluation criteria by developing different inclusion mechanisms. The central mandate to build an inclusive welfare regime incentivizes local officials to embrace welfare “outsiders”. However, other top-down policy goals and the locally defined citizenship system disincentivize the full integration of outsiders. Faced with this political dilemma, local officials have strategically incorporated different types (...) of outsiders into their welfare regimes. Their strategies depend on local labor market structures—specifically, the extent to which informal workers overlap with nonlocal workers. This hypothesis is tested using an original data set derived from thirty-one Chinese provinces, covering the period between 2005 and 2015, as well as two rounds of national-level survey data. Findings suggest that recent Chinese welfare expansion has ironically consolidated, even exacerbated, regional inequality. (shrink)

ZusammenfassungMenschen mit türkischem Migrationshintergrund zählen zu einer der größten Bevölkerungsgruppen mit Migrationshintergrund in Deutschland. Im Vergleich zu Menschen ohne Migrationshintergrund leiden sie im Durchschnitt häufiger an einigen chronischen Erkrankungen, was teilweise auf ihren durchschnittlich niedrigeren sozioökonomischen Status zurückzuführen ist. Im Gesundheitssystem begegnen sie zudem unterschiedlichen Zugangs- und Wirksamkeitsbarrieren, da ihre Bedarfe und Erwartungen von Versorgungseinrichtungen oft nicht ausreichend berücksichtigt werden. Eine solche nicht nutzerorientierte Versorgung chronisch kranker Menschen kann der erfolgreichen Behandlung bzw. Krankheitsbewältigung im Weg stehen. Die Berücksichtigung von subjektiven (...) Krankheitsvorstellungen ist notwendiger Bestandteil einer nutzerorientierten Gesundheitsversorgung. Sie muss dabei sowohl die Sensibilisierung des Personals für die Krankheitsvorstellungen seiner Patientinnen und Patienten, als auch die gezielte Förderung von Krankheitsvorstellungen auf Seiten von Patientinnen und Patienten umfassen, die sich positiv auf die Krankheitsbewältigung auswirken. Gleichzeitig müssen Patientinnen und Patienten befähigt werden, sich kritisch mit eigenen Krankheitsvorstellungen auseinanderzusetzen, wenn diese eine erfolgreiche Krankheitsbewältigung behindern. Als Strategien kommen hierfür zum Beispiel Interventionen wie Storytelling in Frage, die auf dem Austausch von Wissen und Erfahrungen basieren. (shrink)

This article sets out the principal ethical considerations for a just immigration policy. Advocates of a more liberal immigration regime have called for open borders or at least a more relaxed immigration policy. They argue that it is incompatible with basic rights such as freedom of movement, association, and opportunity. Furthermore, the use of coercion to prevent needy people from seeking opportunities abroad sits uneasily in a world of massive inequalities divided along geographical and state lines, as well as the (...) large number of refugees. At the other end of the spectrum, many individuals and groups protest immigration levels and their real or imagined effect on jobs, wages, and culture. The article briefly discusses the causes of migration and the implications of moral theory for immigration policy. It gives special consideration to the case of refugees and addresses the difficult question of how states should treat guest workers and undocumented immigrants. (shrink)

In this chapter, I bring non-ideal theory to bear on the ethics of immigration. In particular, I explore what the obligations of liberal states would be if they were to attempt to implement migration arrangements that conform to liberal-cosmopolitan principles. I argue that some of the obligations states have are feasibility-insensitive, while some are feasibility-sensitive. I show that such obligations can have as their content both the inclusion and exclusion of prospective immigrants, and that they can be grounded in (...) the requirements of liberal justice, mere capacity to assist, as well as past or foreseeable contribution to harm. The chapter therefore explores the possibility of an international migration regime that takes human rights seriously whilst avoiding the twin pitfalls of strict immigration restrictions and the complete liberalization of immigration.
