Knowledge brokers are among the main channels of communication between scientists and the public and a key element to establishing a relation of trust between the two. But translating knowledge from the scientific community to a wider audience presents several difficulties, which can be accentuated in times of crisis. In this paper we study some of the problems that knowledge brokers face when communicating in times of crisis. During the first wave of the COVID-19 pandemic, we collected (...) interviews with Italian experts that played a major role as knowledge brokers in the local media. We asked them questions about five main topics: the features and role of science communicators; the use of language in communicating science; the importance of the relation of trust with the public; the peculiarity of communicating in a context of emergency; the problem of disagreement among experts, and its public perception and communication. The goal of this paper is to understand, through the words of knowledge brokers themselves, what they consider as best practices (and obstacles) to create trust between scientists and the public. With the rise of research impact as a ‘third’ space (next to research and teaching) within the universities in the United Kingdom and beyond, academics are increasingly expected to not only produce research but also engage in brokering knowledge beyond academia. And yet little is known about the ways in which academics shape their practices in order to respond to these new forms of institutionalised expectations and make sense of knowledge brokering as a form of academic practice. Drawing (...) on 51 qualitative interviews with researchers and research users involved in two large knowledge brokering initiatives in the UK, this study identifies four repertoires of co-production practices: (i) _Challenge_ to the existing policy framework, (ii) _Deliberation_ between diverse stakeholders, (iii) _Evidence intervention_ producing of actionable knowledge, and (iv) _Advocacy_ for specific evidence-based options. By exploring knowledge brokering as navigation of different knowledge production regimes – traditionally academic and policy-oriented – the paper contributes to the existing debates by providing insights into the nature of navigating science-policy interactions as a process of epistemological bricolage, requiring an assemblage of different meanings, values and practices into new repertoires of practice. Importantly, the choice of a repertoire is not limited to the individual choice of a researcher but rather, it is shaped by the broader institutional context of higher education, risking _instrumental bias_ in which practices oriented towards practical solutions are incentivised over critical or participatory forms of engagement. This paper examines the planning, execution, and closure of the US–Korea Cooperative Ecological Survey project in the Korean Demilitarized Zone in the 1960s. In this period, the U.S. National Academy of Sciences initiated bilateral scientific cooperation between the NAS and similar organizations in developing countries along the line of the developmental turn of U.S. foreign assistance. Working closely with the NAS, U.S. conservationists used this scheme to introduce nature conservation practices and the discipline of ecosystem ecology to developing countries. In (...) this context, by way of the NAS’s Pacific Science Board, two countries’ biologists initiated the preliminary cooperative project in the DMZ in 1966. Korean and U.S. scientists soon began to realize that their collaboration was marked by dissonance. The U.S. side attributed the cooperation failure to Korean culture while the Korean side criticized the unequal structure of their cooperation. Joining the global historiography of Cold War scientific collaboration, this paper pays particular attention to the intermediaries of the collaborative project and their rivalry. It argues that political struggles revolving around the position of go-betweens – as what I call knowledge brokers – on the recipient side provoked contestation between American and Korean scientists. The contention between the two sides played out in the collaboration coming to an end, albeit partially. Throughout this analysis, this study suggests paying more serious attention to the politics of scientific exchange among actors on the recipient side as an outset from which to analyze the heterogeneity of the Korean side without losing sight of their active role in the building process of American hegemony. This study proposed and examined a conceptual framework on the influence of real estate brokers’ personalities, psychological empowerment, social capital, and knowledge sharing on their innovation performance, and used moral hazard as a moderating variable. We used structural equation modeling for data analysis and estimation. The participants were real estate brokers in Kaohsiung City. A total of 1,000 questionnaires were administered to 100 branch offices of real estate companies, 571 of which were later recovered from 80 branch offices. After (...) removing 52 for being invalid, we were left with 519 valid questionnaires, indicating a 51.9% recovery rate. The empirical results suggest that the real estate brokers’ personalities and psychological empowerment positively and significantly influence social capital; personality and psychological empowerment also positively and significantly influence their innovation performance; and social capital significantly influences knowledge sharing, which in turn positively and significantly influences the brokers’ innovation performance. In environments with higher levels of moral hazard, the influence of social capital on the brokers’ knowledge sharing is significantly diminished. (shrink)

In Roger Pielke Jr.’s The Honest Broker (2007) he discusses different roles a scientist can adopt when giving advice to policymakers. The honest broker role focuses on clarifying and expanding the scope of choice for others. This role has the virtues of being sensitive to known problems with experts being partisan by stealth, dominating policy decisions by controlling knowledge input, and reducing the scope of considerations deemed relevant to decision-making. Yet I argue that to the extent the (...) honest broker role involves expanding the scope of choice, an array of problems arises. These include ambiguity about which and whose consensus ought to guide scientists in their decisions about what role to adopt, an implicit tendency to insulate politics from science, and a possible replication of the anti-pluralism of political populism. Drawing upon Phillip Pettit’s critique of Isaiah Berlin’s account of freedom as non-interference, I argue that the honest broker role for scientists inherits the problems afflicting accounts of freedom as the non-restriction of options: namely, the problems of adaptive preference formation and ingratiation. On this basis I suggest not advising scientists to be honest brokers, because doing so might fail to help them be reflexive scientists. (shrink)

Ethical sourcing and socially responsible purchasing is increasingly on the business agenda, but developing and implementing policy and practice across a global network of suppliers is challenging. The purpose of this paper is to expand theory on the nature of linkages between firms in a social network, specifically postulating how ties between organizations can be configured to facilitate development, diffusion, and adoption of sustainability initiatives. The theory development provides a lens with which to view the influence of a firm’s structural (...) embeddedness in its organizational social network on developing, diffusing and adopting sustainability initiatives. The focus is on brokers who in various structural alignments help bridge the focal firm’s sustainability initiatives with distant or disconnected stakeholders the focal firm is trying to reach. The brokers help the focal firm engage these stakeholders by sharing knowledge and information regarding sustainability initiatives and by incorporating localized needs into the development of the initiatives to facilitate better diffusion and adoption. The theoretical contribution of this manuscript is a novel perspective on sustainability in organizational networks. This perspective allows for greater explanatory power regarding how organizations can achieve sustainable outcomes that meet a broad base of stakeholder needs and better facilitate sustainability initiatives across a diverse and expansive network. In workplace health interventions, engaging management and union decision makers is considered important for the success of the project, yet little research has described the process of making this happen. A case study of a knowledge-transfer process is presented to describe the practices and processes adopted by a knowledge broker who engaged workplace parties in discussions on research on physical and psychosocial factors important for employee health. The process included one-on-one interactions between the knowledge broker (...) and individuals to explain the research, to build trust and credibility, and to explore the applicability of the research to their work (sense making). It also included facilitated group sessions, where the groups explored how the research could solve problems within the workplace (social construction of knowledge). The workplace context offered multiple opportunities that helped and hindered the flow of research. Nevertheless, this intense, sustained, knowledge-transfer intervention noted conceptual, structural, and political knowledge use. (shrink)

Normal science involves persistent collective application of an agreed research agenda. Anomaly can threaten normal science, but so too can “undue persistence” in that agenda by a normal science peer group. We consider how “undue persistence” might be a collective effect of the common incentive structure that individual members of the peer group typically face in relation to their careers. To understand how “undue persistence” might be ameliorated, we consider the affordances of a peer’s membership of a departmental collegium, organized (...) on a different basis than the specialist peer group and hence able to supply the individual scholar with kinds of information and critical comment that may occasion off-agenda contributions to the specialty. The idea of brokerage is borrowed from the sociology of innovation to see how a scholar’s departmental colleagues might be able to broker new ways of thinking that can assist in the avoidance of “undue persistence”. This paper puts forward a theoretical framework for the analysis of expertise and experts in contemporary societies. It argues that while prevailing approaches have come to see expertise in various forms and functions, they tend to neglect the broader historical and societal context, and importantly the relational aspect of expertise. This will be discussed with regard to influential theoretical frameworks, such as laboratory studies, regulatory science, lay expertise, post-normal science, and honest brokers. Leur travail ne consiste pourtant pas seulement à servir de véhicule entre les deux mondes ; ils opèrent d’une triple manière : ils mettent les savoirs en circulation, les traduisent et les solidifient. Ils établissent en fait des connexions très particulières transitoires, temporaires et flexibles. L’article s’attache à décrire ces opérations pour montrer que le courtage conduit vers (...) un nouveau monde aux contours incertains et surtout imprévisibles.Knowledge brokers may be described as people moving between the two different worlds of knowledge producers and knowledge users. However, they do more than merely shuttle knowledge between the two worlds. Their task is threefold: they bring knowledge into circulation, translate it and give it solid substance. To do so, they establish very specific, transitory, temporary and flexible connections. This article describes their operations to show that knowledge brokering is ushering in a new world whose boundaries are not only uncertain but also unpredictable. (shrink)

The idea of dignity seems indissociable from that of humanity, whether in its universal dimension of ‘human dignity’, or in the individual ‘dignity of the person’. This paper provides an outlook on the ethics governing the sciences and technology, in particular the biological sciences and biotechnology, and recalls the notion of ‘glory’, both human and divine, as it infuses a great part of the Middle Ages and the Renaissance cultures, just before the scientific revolution in Europe.
