MCNE was instituted in 1996 in China to support healthcare reform was to include producing greater equity in health-care. However, the literature increasingly reports inequity in participation in (...) MCNE, which is likely to have had a detrimental effect on the pre-existing discrepancies of education in the nursing workforce, and thereby failing to really address health equity. Despite a growing appeal for change, there is lack of critical reflection on the issues of MCNE policy. Critical ethnography underpinned by Habermas’ Communicative Action Theory and Giddens’ Structuration Theory were used to guide this study. Findings are presented in four themes: (i) inaccessibility of learning programs for nurses; (ii) undervaluation of workplace-based learning; (iii) inequality of the allocation of resources; and (iv) demands for additional support in MCNE from non-tertiary hospitals. The findings strongly suggest the need for an MCNE policy review based on rational consensus with stakeholders while reflecting the principles of health equity. (shrink)

This study examines the educational policy related to the inclusion of ethnic minority population in the contemporary China. It has undergone three stages of the educational policy transformation, including the beginning, development and perfection stages. It is characterized by the steadiness, caution, rapidity, quality improvement, standardization and quality. Through implementing the educational policy of the inclusion of ethnic minority population, it has made retrogress and achievements, which has played a positive role in national integration, maintaining national (...) unity and regional stability, improving the academic level and cross-cultural ability of minority students, and sharing educational resources. However, in current China’s education context, the implementation of education policy is faced with some prominent problems, such as the marginalized educational identity, non-communicative education, relative separation of systems and serious cultural barriers, relative emphasis on explicit education. Therefore, it suggested to construct a new integrative and open ethnic education system, strengthen the consciousness of the united integrated education, and enhancing the bi-directionality of ethnic integration. Pursuing world-class universities, China has emerged in recent decades as an increasingly popular destination for internationally mobile academics. The goal of this study was to identify current education policy dispositions toward foreign faculty at the national and institutional levels in China. Findings indicate that within China’s higher education policy discourse, foreign faculty are identified as an advantage, and a source of conflict, ultimately having an ambiguous role as they attempt to manage their complicated (...) status in Chinese higher education institutions. Foreign faculty are typically regarded as an international asset, accelerating global competitiveness and international rankings to enhance the acceleration of China’s higher education system. They are also considered controversial in relation to Chinese culture, values, and traditions. However, the most prevalent policy disposition explored in this study was that of vagueness and marginality, indicating underlying ambiguity toward foreign faculty. This study explores new pedagogical trends in China’s teacher education from a holistic policy analysis perspective. The emerging idea of ‘new normal/teacher education’ is explored in this study. Applying the comprehensive policy text analysis, we examined the quality of teacher education as the core; explored the comprehensive quality and pursuit of excellence; examined the collaborative sharing training model; and focused on the evaluation of students’ training quality. We argued that the ‘new normal/teacher education’ (...) should be guided by the industry needs reflected in the reform of teacher qualification certification system, implement the overall and advanced curriculum of teacher education, reform the teaching content and teaching methods, and enhance the effectiveness of practical teaching such as education probation and educational practice for normal students according to the professional standards and examination syllabus of teachers. This study explores how to optimize and improve the strategical development of urban schools in China from a policy analysis perspective. Geographically, urban school layout emphasizes the regional distribution of schools, which is affected by the geographical environment; Economically, urban school layout involves the adjustment and allocation of students' sources, educational funds, educational facilities and other elements. In terms of policy, urban school layout is the result of mutual consultation among different stakeholders, which is related to the (...) flow of students and teachers, the satisfaction of students' needs and the educational needs of families. Countries around the world have adopted different policies to address the global issue of poverty, though their poverty line varies. China has achieved remarkable results in poverty alleviation through education. Aware that poverty eradication must rely on intellectual support, the country has shifted its anti-poverty theory and policy actions from a passive, one-off poverty reduction mode based on ‘blood transfusion’ to an active and sustainable mode aimed at improving the ‘blood making’ capacity of the poor population, namely (...) the Chinese mode. This study aims to explore the educational foreign exchange and cooperation policy conceptual framework in China’s education system from a historical policy retrospective analysis. Since reform and opening-up, China has issued a total of 151 pieces of educational foreign exchange and cooperation policy documents, including the cultural education policy, the technical educational policy, the overseas educational policy, and the foreign student policy. It is suggested that we need to carry (...) out capacity building and improve the quality of education exchanges and cooperation with other countries; expand forms and paths and expand educational exchange and cooperation resources and optimize the project system and support education exchange and cooperation with foreign countries; enhance the strength of education and enhancing the influence of education on foreign exchange and cooperation. This study evaluated the online privacy policies of business-to-consumer e-commerce firms in five industries of mainland China, Taiwan, and Hong Kong. Based on the neo-institutional theory, we also tested whether the four institutional factors, top management’s legal education, managerial ethics, rule of law in information privacy protection and peer practices, had any effects on e-information and e-communication content. Results from a content analysis of 229 websites found that the privacy policy contents that complied with generally accepted privacy (...) standards were lesser in mainland China firms than those of Taiwan and Hong Kong firms. There were also significant differences in the amount of contents among the five industries. The results of regression analyses showed the importance of all four factors on e-information content. They also showed the importance of coercive, mimetic, and normative isomorphisms on e-information content. The validation of normative isomorphism highlighted the importance of managerial ethics and legal education. Our findings supplemented extant literature which identified economic motive as the main factor in influencing privacy practice disclosures. (shrink)

School moral education in any country is carried out in a particular social and cultural context. The renewal of policy and practice in moral education in China has come about because of a rapidly changing Chinese society, as a result of the government's ‘reform and opening up’ policy since the end of the 1970s. The consequent changes in the Chinese economy, politics and culture are innovatory and challenging. It is these changes that have brought about, (...) and will continue to bring about, new ideas and practices in moral education. This paper describes how Chinese moral education has been influenced according to recent social changes and modernization in China, including the formation of the market economy, the impact of globalization, mass media and the Internet, cultural diversity and value pluralism, trends to democratization in politics, and structural changes in the family. China is experiencing high social inequality accompanying influential education reforms. The Independent Freshmen Admission policy was one of the multiple strategies in higher education reforms in China against the social context of high social inequality and the expansion of higher education. By comparing students admitted through IFA with those admitted by the National College Entrance Examination, we examined how family advantages contributed to higher education inequality in terms of educational opportunity, process, and results. (...) Using data from an elite university in Beijing, we found that: Family advantages improved a student’s likelihood of being admitted through IFA, exhibiting opportunity inequality. No significant difference in academic grades existed between the students admitted through IFA and NCEE. In comprehensive quality, however, those recruited through IFA performed significantly better than those admitted through NCEE. Family social capital not only increased the likelihood of students being admitted through IFA but also, through direct and indirect effects, increased their comprehensive quality performance in terms of receiving student association and social practice awards. This study aims to unpack policy evaluation and measurement of creating world-class universities in China from an integrated policy analysis. Specifically, an integrated policy analysis of policy evaluation of creating world-class universities concentrated on exploring the world class evaluation index released by the university rankings organization and the scholars’ views on the assessment criteria for world-class disciplines. The characteristics of policy evaluation of creating world-class (First-Class) universities included adhering to diversified comprehensive evaluation; clear educational (...) objectives and positioning; taking students as the foundation and cultivate first-class talents and paying attention to scientific research and produce first-class achievements. In the meanwhile, problems existing in the policy evaluation of creating world-class universities were also explored in this study. The suggestion and implications were offered to deepen theoretical research and enhance the practical effect of third-party evaluation and improve the evaluation system for "Double Tops" construction and balance the two characteristics of "Chinese characteristics" and "world-class" and respect the development rules of universities and disciplines and create a systematic ecology of orderly competition. This study investigates how talent cultivation contributes to creating world-class universities in China from the perspectives of characteristics, problems, and choices. A policy discourse perspective is applied to examine the overall landscape of policy formulation and implementation, relatively. It explores the policy discourse analysis of talent cultivation and indicates that the task of talent cultivation is to train student to undertake the great task of national rejuvenation; the goal of talent cultivation is to guide students to (...) grow and become talents; the mission of talent cultivation is to spread advanced culture and core values; the object of talent cultivation is to strengthen undergraduate and graduate education development; the theme of talent cultivation is to enhance innovation and entrepreneurship development. In addition, this study also points out that the assimilation of the objectives of talent training and regional imbalance of talent training are considered as two problems of implementing talent cultivation strategies. This study also suggests that we might reasonably adjust the hierarchical structure of students and control the scale of the school; create the characteristics of first-class talent training and promote the personalized development of talents and reasonably allocate higher education resources to promote the balanced distribution of talents. Education of Chinese cultural traditions has been endorsed by the central government in Mainland China in recent years. The article presents a study which examined how nationalism advocated in the policy text has been interpreted at the localized level by primary school teachers in Beijing. The study draws on discourse theories as the primary point of reference. The qualitative coding methods and textual analysis were employed to interpret the meanings of 52 interview transcripts of public primary school (...) teachers. The findings reveal a discrepancy between the discourse on nationalism presented by the policy and the discourse used by the respondents. The former exhibited a strong nationalist aspiration. The latter made a discourse of cultural nationalism more explicit, which cherishes the intellectual and esthetic aspects of Chinese cultural heritage, and considers them important in cultivating students’ cultural taste and moral characters. This study explores how China’s education responses to COVID-19 from a perspective of policy analysis. Specifically, it involves building an educational policy system for COVID-19 to examine educational governance framework, school management and teaching, policies for teachers during the epidemic. The education policy during the epidemic has achieved positive results. Those results aim to ensure the physical and mental health of teachers and students, ensure the supply of epidemic prevention materials and educational resources, ensure (...) the quality of students' learning, and enhance the application ability of teachers' teaching technology. The process of policy changes and effects of policy implementation have been examined to analyze how China’s education responses to COVID-19. The characteristics and experience of China's education policy in response to the epidemic concentrate on forming a governance system under the centralized and unified leadership of the Communist Party of China, building a pattern in which families and schools cooperate closely to promote the smooth development of education and teaching, transforming from an emergency substitute during the crisis into an important motivation to promote the transformation of education paradigm, and paying great attention to remote and poor areas and disadvantaged student groups. The One-Child Policy dramatically changed the Chinese family structure, and the literature indicates that only children may have an advantage in terms of family resource dilution. Moreover, as Chinese families traditionally prioritize investing in sons, only daughters are found to have been empowered by the policy because they did not need to compete with their brothers for parental investment. However, the literature is limited to only teenage children when they were still living in their parents' homes. It is (...) unclear whether—when the generation of only children grew up and married—their family structure differed from that of children with siblings and whether married only daughters retained more family resources from their parents. Based on the data analysis of a 2016 survey, “Study of Youths in 12 Cities of Mainland China,” including a sample of 1,007 fathers and 2,168 mothers born between 1975 and 1985, this study explores the empowerment of married only daughters, employing the theory of family resource dilution in expanded Chinese families. Using educational investment in children as an example, and with random intercept models, this study presents empirical evidence that the dilution of family resources in Chinese expanded families still benefits males and patrilineal practices. Thus, this study demonstrates that Chinese families still tend to sacrifice the interests of married daughters to ensure support for their adult sons. However, it also illustrates that married only daughters could still connect to their parents' resources, giving them a relatively dominant position for decision-making regarding the family's educational expenditure on her own children. Thus, this study extends our understanding of the family resource dilution theory to Chinese expanded families, underscoring the need for further research on Chinese only children after they marry and form families of their own. This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home is (...) regarded as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China’s higher education system, but also poses challenges to the reform of the current higher education system. This present article explores the effects of cultural value, economic prosperity, and community mental wellbeing through multi-sectoral infrastructure growth projects under the Belt and Road Initiative. The implications of the social exchange theory are applied to observe the support of the local community for the China-Pakistan Economic Corridor. This study explores the CPEC initiative, it’s direct social, cultural, economic development, and risk of environmental factors that affect residents’ lives and the local community’s wellbeing. CPEC is a multibillion-dollar project to (...) uplift economic growth and free trade between Pakistan, China, and other regional stakeholders. Although CPEC is still in its initial phases with partial startups, policymakers and government officials claim this mega project as a “game-changer” in the region, mainly for Pakistan and China. This gigantic project offers the significant potential to generate business slews and employment opportunities with international outreach. Due to the term’s newness, numerous studies have recently explored the macro and microeconomic benefits of the CPEC initiatives; still, these projects are theoretical. The existing literature insufficiently explored how helpful CPEC would be to a specific group and how residents perceive its advantages. This study fills in the literature gaps and explores the likely advantageous potential of the CPEC for the regional states. The study applied a convenient sampling technique for the data collection process. It used a mixed-method approach to gain scientific results, with a standardized questionnaire survey of 459 people from five major cities of Pakistan. The study results designate that residents believe that CPEC infrastructure projects will significantly improve residents’ life quality through more job openings and community poverty reduction. Still, they raised their concerns regarding environmental protection issues in the region. The findings specified that residents had an optimistic approach to better educational productivity by adopting environment-oriented policies. Policymakers should establish new CPEC study centers in different areas, and investors should be encouraged to participate in the industrial sector. Officials can overwhelm community worries about environmental degradation. Government officials in both countries can utilize the findings to raise public awareness about CPEC’s social, economic, cultural, mental wellbeing, and ecological implications. (shrink)

ABSTRACT This corpus-assisted critical discourse study examines news reports published by China’s official English-language media from 2000 to 2018, with the goal of understanding how they represent LGBTQ+ issues within the China’s socio-political context. Analysis reveals that the discussion of LGBTQ+-related topics has been consistently discouraged in China’s official English-language media, and the few news reports which have appeared in these media sources have focused on preventing the spread of HIV/aids through homosexual behaviors, on promoting LGBTQ+ rights, (...) and on advocating for the liberalization of sex education in China. The range of these focuses indicates that, despite widely-held negative stereotypes regarding homosexual behaviors and their relation to the spread of HIV/aids, the official English-language media of China have endeavored to project a positive image of the Chinese central government’s efforts to construct a society that is open, inclusive, and tolerant of LGBTQ+ individuals. This study also discusses positive changes in the social well-being of LGBTQ+ persons in China as evidenced first by the more liberal attitudes that gradually have resulted from the efforts of Chinese netizens to influence LGBTQ+-related governmental policies and second, by the more positive representations of LGBTQ+ issues being communicated to global audiences through the China’s official English-language media. In little more than 30 years, China has recovered from the intellectual stagnation brought about by the Cultural Revolution to become a global leader in science and technology. Like other leading countries in science and technology, China has encountered some ethical problems related to the conduct of research. China's leaders have taken some steps to respond to these problems, such as developing ethics policies and establishing oversight committees. To keep moving forward, China needs to continue to (...) take effective action to promote research integrity. Higher education (HE) mobility programmes around the globe have been key initiatives over the past thirty years, driven by combinations of supranational and national state-led knowledge economy policies, university strategies, and decisions made by individuals regarding employability, credentials, or academic tourism. In this paper we argue that mobility too often is understood through the prism of internationalism, itself umbilically tied to and nourished by Enlightenment liberal thinking, such as Kantian cosmopolitanism, and the romantic figure of the wandering scholar. This (...) has the effect of reducing our understanding of transnational mobility to individual actors, their desires, and experiences. In this paper we ask: to what extent and in what ways can HE transnational mobility projects be understood as forms of imperialism? In this regard we examine the literature on imperialism and argue for a more capacious use of the term; as taking economic, political and cultural forms. We use these to examine the links between the expansion and securing of empires historically, the state’s spatial projects and global market making. We do this through the prism of two nations, the UK and China, comparing their state’s transnational HE strategies, selectivities and outcomes. (shrink)

With the spread of the COVID-19 pandemic worldwide, university teachers are coping with and adjusting to online teaching platforms. In this concurrent mixed-methods study, 10 science and technology universities as the research sites were first chosen, and educational planning in these sites during the pandemic was examined; then, eight selected teacher participants in these sites were interviewed to report how their beliefs and practices changed during the pandemic echoing the examined educational planning. The results show that educational planning and policies (...) assisted teachers in accommodating the new demands and changes during the pandemic; teachers' beliefs and practices generally echoed the educational planning and policies, with certain tensions still existing. The discussion part of the study is centered around emergency remote teaching and planning, tensions between teacher beliefs and practices, and the shift from emergency remote teaching to regular, sustainable online schooling. The study provides administrators and teacher educators with insights on how emergency remote teaching can be planned and implemented during an unprecedented time. (shrink)

Together, China and India account for almost two fifths of mankind. In purchase power parity terms the Chinese economy is the second largest in the world ahead of Japan, and the Indian economy is the fourth largest ahead of Germany. In less than two decades these two big Asian economies together might account for a quarter of the global product. Currently, however, both countries are still poor.Both countries might outgrow poverty, because potential advantages of backwardness as well as fairly (...) strong domestic investment favor growth. Concerning human capital formation China and India differ. China is much better than India in primary school education. Eradication of analphabetism is in sight in China, but far in the future in India. India, however, is much stronger in tertiary education than China. Another major difference between China and India is their degree of integration in the global economy. China benefits much more from the global division of labor than India does. China attracts much more foreign direct investment, too.In the past fifty years, Chinese economic performance was superior to the Indian performance. Nevertheless I reject the interpretation that either China’s autocracy or China’s communist ideology is responsible for China’s better performance. China started to grow faster than the global economy only after Deng Xiaoping liberalized and opened up the economy. Under Mao Zedong and during the great leap forward more than 30 million Chinese starved to death. Similar disasters did not happen in poorer India. If China and India teach a lesson about the impact of regime characteristics on growth, it is the following: Democracy promotes performance quite similar to the global average, autocracy as a constitution of arbitrariness permits much better performance or much worse performance.In the long run, the growth prospects of both China and India depend not only on their own economic policies, but also on Western readiness to take their exports. En termes de capacité de pouvoir d’achat comparé, l’économie chinoise est la deuxième plus grande au monde, devant le Japon, et l’économie indienne est la quatrième plus grande, devançant l’Allemagne. Dans moins de deux décennies, ces deux gigantesques économies asiatiques pourraient représenter conjointement un quart du produit global. Aujourd’hui cependant, ces deux pays sont toujours pauvres.Les deux pays pourraient surmonter la pauvreté car les potentialités que recèle un retard économiq- ue ajoutées à un investissement intérieur relativement soutenu favorisent la croissance. En ce qui concerne la formation du capital humain, des différences existent entre la Chine et l’Inde. La Chine est meilleure que l’Inde dans le domaine de l’éducation primaire. L’éradication de l’analphabétisme semble être en vue en Chine mais est loin d’être une partie gagnée en Inde. A l’inverse, l’Inde devance la Chine dans le domaine de l’éducation tertiaire. Une autre différence majeure entre la Chine et l’Inde concerne leur degré d’intégration dans l’économie globale. La Chine bénéficie davantage de la division globale du travail que l’Inde. De plus, la Chine attire plus d’investissements directs de l’étranger. Durant les cinquante dernières années, la performance de l’économie chinoise a été supérieure à celle de l’Inde. Néanmoins, l’auteur rejette l’interprétation suivant laquelle ce serait ou l’autocratie chinoise ou l’idéologie communiste qui serait à l’origine de cette supériorité. La Chine commença à croître plus rapidement que l’économie globale seulement après que Deng Xiao Ping a libéralisé l’économie chinoise et ouvert ses frontières. Sous le règne de Mao Tsé Tung, et durant le “grand bond en avant”, plus de 30 millions de chinois sont morts de famine. De tels désastres n’ont pas été observés en Inde qui est relativement plus pauvre. Si une leçon peut être tirée des expériences chinoise et indienne à propos de l’impact des caractéristiques des régimes sur la croissance économique, c’est la suivante : la démocratie promeut des performances assez identiques à la moyenne globale, et l’autocratie en tant que constitution de l’arbitraire donne lieu à des performances bien meilleures ou bien pires. A long terme, les perspectives de croissance de la Chine et de l’Inde dépendent non seulement de leurs propres politiques, mais aussi de la volonté des pays occidentaux de digérer leurs exportations. Des marchés occidentaux ouverts et des politiques intelligentes en Chine et en Inde peuvent promouvoir la prospérité et la paix au niveau global. (shrink)

Laws in China relating to HIV disclosure are inconsistent. After a patient has tested HIV‐positive, service providers struggle to decide who should be informed first: patients, family members, or both. To understand service providers' attitudes and practices regarding the HIV notification process in China, 1101 service providers from a southwestern province of China were surveyed. Opinions were gathered from providers at five different levels of health care facilities (provincial, city, county, township and village). A mixed methods approach (...) was used to analyze perceptions of informing family members of a patient's HIV status. Quantitative analysis was used to examine whether providers held a favorable attitude toward notifying family members first and qualitative analysis was used to explore the reasons and consequences of notifying family members first. Nearly half of service providers felt family members should be informed of a patient's HIV status first. Providers who were older, had contact with HIV patients, or had less medical education were more likely to agree with a family‐first notification practice. Psychological pressure, concern about protecting family members, the need for family support, and consideration for local regulations were cited as the main reasons for this practice. There is an immediate need to re‐examine HIV notification policies so that there are consistent guidelines and procedures for providers throughout China. (shrink)

Although homosexuality is not illegal, the police can always find any reason to detain homosexuals. A difficult ethical issue is about the laws prohibiting prostitution and drug use in China which force prostitutes and intravenous drug users underground, giving them no chance to access information, education and the services needed to protect them. The dilemma facing China is whether to stay with a restrictive policy for the reason of ideology cleansing or to turn to a more supportive policy. It is necessary to have some change in the ethical framework to evaluate the action in HIV prevention. Tolerance should be the first ethical principle. (shrink)

This article aims to answer the question that whether higher education would lead to happier life in China and tries to provide some explanations from the perspective of housing asset. Using data from four waves of China Household Finance Survey, we find that higher education on average is significantly negatively correlated with people's happiness in urban China. Higher education tends to prevent people from achieving “extremely happy” lives; instead, it is more likely to lead (...) to “acceptable” lives. Based on the realities of housing market in urban China, we find that housing asset plays the mediating role in the relationship between higher education and happiness. Specifically, years of schooling could evidently compress the years of being homeowners; as a result, highly educated people generally have more unpaid housing debts and bear more housing purchase costs due to the soaring housing prices. Meanwhile, higher education has negative effect on people's happiness in cities with relatively high housing prices, while this effect is insignificant in cities with relatively low housing prices. Moreover, the market-oriented housing reform that launched in 1998 has negative impact on highly educated people's happiness, since it has dramatically boosted housing prices and essentially changed housing distribution system for urban employees. Besides, we also find that Ph.D graduates are the relatively unhappiest people compared to bachelors or masters. Obviously, our findings have important policy implications for Chinese government to understand and resolve the “education-happiness paradox.”. (shrink)

Based on the nationally representative sample data from the Chinese General Social Survey, this study examines the relationship of education levels and health status with an individual's probability of being employed in China. The findings obtained from the binary logistic regression estimator suggest that people with a higher level of education were more likely to be employed than those who have less or no education. The individual with university or above education was found to be (...) 85% more likely to be employed than college or equal diploma holders. Further, the healthier individual was found to be 11% more likely to be employed than relatively less healthy. Moreover, the resulting coefficients obtained from the moderation effect suggest that all of the two-way interaction effects among health status and education levels with gender are not statistically significant even at the 10% level. The results suggest that there was no multiplicative effect of gender with health status and level of education on an individual's probability of being employed. Further, the study also suggests important policy implications in the light of China's active labor force market and the gender gap in employment. (shrink)

ABSTRACT This corpus-assisted critical discourse study examines news reports published by China’s official English-language media from 2000 to 2018, with the goal of understanding how they represent LGBTQ+ issues within the China’s socio-political context. Analysis reveals that the discussion of LGBTQ+-related topics has been consistently discouraged in China’s official English-language media, and the few news reports which have appeared in these media sources have focused on preventing the spread of HIV/aids through homosexual behaviors, on promoting LGBTQ+ rights, (...) and on advocating for the liberalization of sex education in China. The range of these focuses indicates that, despite widely-held negative stereotypes regarding homosexual behaviors and their relation to the spread of HIV/aids, the official English-language media of China have endeavored to project a positive image of the Chinese central government’s efforts to construct a society that is open, inclusive, and tolerant of LGBTQ+ individuals. This study also discusses positive changes in the social well-being of LGBTQ+ persons in China as evidenced first by the more liberal attitudes that gradually have resulted from the efforts of Chinese netizens to influence LGBTQ+-related governmental policies and second, by the more positive representations of LGBTQ+ issues being communicated to global audiences through the China’s official English-language media. How to improve the level of compulsory education equalization, the key lies in the realization of standardization of compulsory education schooling. Compulsory education schooling standardization is a basic project, is the responsibility of national education modernization management system. (...) Later, as chancellor of Peking University, he was a central figure in the tumultuous events of the May Fourth period. Having been educated traditionally to the doctoral level before studying at a European university, Ts'ai attempted to synthesize the humanist side of the Confucian tradition with the libertarian elements in Western culture. In little more than 30 years, China has recovered from the intellectual stagnation brought about by the Cultural Revolution to become a global leader in science and technology. Like other leading countries in science and technology, China has encountered some ethical problems related to the conduct of research. China 's leaders have taken some steps to respond to these problems, such as developing ethics policies and establishing oversight committees. To keep moving forward, China needs to continue (...) to take effective action to promote research integrity. Some of the challenges China faces include additional policy development, promoting education in responsible conduct of research, protecting whistle-blowers, and cultivating an ethical research environment. This article draws the attention of research managers and policy makers to the issue that to become a science power curtailing misconduct is the daunting challenge that emerging countries simply cannot ignore. Systematic and orchestrated efforts are needed to foster and institutionalize research integrity education among all stakeholders.

To effectively reduce the homework burden and off-campus training burden of students in the compulsory education stage in China, China adopts the double reduction policy to carry out corresponding governance in the field of education. This study aims to explore the public's psychological cognition of the current education system under the implementation of the double reduction policy. The public's opinion data on education concepts under the implementation of the double reduction policy (...) are collected, then the SPSS software and Amos software to quantitatively analyze the public's educational concept data are used, and a corresponding structural model equation to analyze the public's opinion on the implementation of the double reduction policy is established. The psychological concepts of all aspects of education are observed, the public's psychological views on education under the implementation of the double reduction policy are finally obtained, the ideological connotation of popularizing the double reduction policy for the general public is provided, and the balanced development of the domestic education system for the implementation of the double reduction policy is ensured. Two suggestions are made in order to provide a corresponding reference for the public's psychological cognition research on the current education system under the implementation of the double reduction policy. Ideological indoctrination is explicit and pervasive in China, with the school curriculum used to mould the spirit and character of adolescents, fulfilling ideological and political purposes. But the exact content varies over time. Comparing two versions of textbooks published in 1997 and 2005, this paper depicts the continuities and change in the curricular discourses centred on the notion of ‘good citizen’. While keeping the official status of socialism and the Party leadership untouched, the new textbooks soften the presentation and (...) packaging of the ideological content, very much in tandem with the soft authoritarianism practised since the post‐Deng era when China has been deeply involved in the processes of marketisation, liberalisation and globalisation. The new textbooks also adopt a stance of greater reconciliation with human rights and global citizenship. While being granted more autonomy and rights, young citizens are still expected to shoulder the mission of national revival and socialist modernisation—very much derived from official policies. Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications (...) by year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. In 1995 the People's Republic of China passed a controversial Eugenics Law, which, after a torrent of international criticism, was euphemistically renamed the Maternal and Infant Health Law. Aimed at "the implementation of premarital medical checkups" to ensure that neither partner has any hereditary, venereal, reproductive, or mental disorders, the ordinance implies that those deemed "unsuitable for reproduction" should undergo sterilization or abortion or remain celibate in order to prevent "inferior births." Using this recent statute as a springboard, Frank (...) Dikötter explores the contexts and history of eugenics in both Communist China and Taiwan. Dikötter shows how beginning in Late Imperial China, Western eugenics was imported and combined with existing fears of cultural, racial, or biological degeneration in Chinese society, leading to government regulation of sexual reproduction. _Imperfect Conceptions_ is a revealing look at the cultural history of medical explanations of birth defects that demonstrates how Chinese assumptions about the relationship of the individual to society form the very core of their attitudes toward procreation. Dikötter explains the patrilineal model of descent, where a person is viewed as the culmination of his or her ancestors and is held responsible for the health of all future generations. By this logic, a pregnant woman's behavior and attitude directly influence the well-being of her baby, and a deformed or retarded child reflects a moral failing on the part of the parents. Dikötter also shows how the holistic medicine practiced in China blurs any distinction between individual and environment so that people are held responsible for illness. Drawing on cultural, social, economic, and political approaches, Dikötter goes beyond a simple authoritarian model to provide a more complex view of eugenic policy, showing how a variety of voices including those of popular journalists, social reformers, medical writers, sex educators, university professors, and politicians all disseminate information that supports rather than questions the state's program. _Imperfect Conceptions_ reveals how Chinese cultural currents--fear and fascination with the deviant and the urge to draw clear boundaries between the normal and the abnormal--have combined with medical discourse to form a program of eugenics that is viewed with alarm by the rest of the world. Chinese kindergartens’ over 110 years of adaptation of foreign models is a vivid example of how globalization comes into direct contact with Chinese culture and creates cultural hybridities. Learning Stories as a narrative assessment tool to children’s development from New Zealand, has swept China with the endorsement from the professional organizations and local authorities, especially attracting many followers in Beijing. Based on a two-year participatory action research in Beijing, the article examines Learning Stories as policy borrowing, redesigned as (...) an innovative reflection tool for professional learning community which results from processes of mutual influence between the global and the local. The article highlights the importance of culture and context in considering professional development and the ‘fluid’ and dynamic nature of ‘glocalization’ working towards integration of globalization and localization. The accurate measurement of university students’ motivation to participate in physical activity is a prerequisite to developing better physical fitness programs. However, motivation driven by government policies, i.e., physical education policies, are often excluded from many existing scales. The purpose of this study was to develop and evaluate a psychometric instrument based on self-determination theory that exclusively measures the motivation of Chinese university students to participate in PA. A total of 1,215 university students who regularly participated in PA at (...) five universities in China constituted the final valid sample. Sample 1 was used to determine the underlying factor structure of the initial Chinese University Students’ Physical Activity Motivation Scale through exploratory factor analysis. Sample 2 was used to test the model fit of the EFA-derived factor structure and data through confirmatory factor analysis and to test the internal consistency of each factor and of the whole scale. Sample 3 was used to confirm the model stability and criterion validity. Finally, 177 individuals were randomly selected from Sample 3 to perform test–retest reliability. Preliminary evidence showed that the nine-factor CUSPAMS, consisting of 32 items, yielded good psychometric characteristics. The development of the CUSPAMS provides an opportunity to improve current theories and practices regarding the assessment of PA motivation. The CUSPAMS is recommended for examining factors that influence motives as well as the impact of motives on PA among Chinese university students. (shrink)
