Investigating the possible overlap between depressed and presumably strong Black women, this article maintains that women's experiences of depression are both gendered and raced. A review of clinical and popular literatures examining Black women's experiences of depression as well as findings from an interview study with a nonclinical sample of 44 Black women suggest that the discourse of being strong may normalize a distressinducing level of selflessness and powerlessness among such women. Implications of this study include the need to consider (...) the racially specific ways in which women are placed at risk for and experience depression. (shrink)

In this essay, I analyze the cosmopolitan project for a new international order that Habermas has articulated in recent publications. I argue that his presentation of the project oscillates between two models. The first is a very ambitious model for a future international order geared to fulfill the peace and human rights goals of the UN Charter. The second is a minimalist model, in which the obligation to protect human rights by the international community is circumscribed to the negative duty (...) of preventing wars of aggression and massive human rights violations due to armed conflicts such as ethnic cleansing or genocide. According to this model, any more ambitious goals should be left to a global domestic politics, which would have to come about through negotiated compromises among domesticated major powers at the transnational level. I defend the ambitious model by arguing that there is no basis for drawing a normatively significant distinction between massive human rights violations due to armed conflicts and those due to regulations of the global economic order. I conclude that the cosmopolitan goals of the Habermasian project can only be achieved if the principles of transnational justice recognized by the international community are ambitious enough to cover economic justice. This article questions the societal and cultural image of Black women as strong and suggests that this seemingly affirming portrayal is derived from a discourse of enslaved women’s deviance. In highlighting connections between perceived strength and physical size among Black women, the analysis extends current feminist theory by considering the ways in which the weight many strong African American women carry is reflective of the deviant and devalued womanhood that they are expected to embody both within and outside their culture.

The Problems of Philosophy is a 1912 book by Bertrand Russell, in which Russell attempts to create a brief and accessible guide to the problems of philosophy. In this essay I analyze some conceptual difficulties associated with the demand that global institutions be made more democratically accountable. In the absence of a world state, it may seem inconsistent to insist that global institutions be accountable to all those subject to their decisions while also insisting that the members of these institutions, as representatives of states, simultaneously remain accountable to the citizens of their own countries for the special responsibilities they have towards them. This difficulty seems insurmountable in (...) light of the widespread acceptance of a state-centric conception of human rights, according to which states and only states bear primary responsibility for the protection of their citizens' rights. Against this conception, I argue that in light of the current structures of global governance the monistic ascription of human rights obligations to states is no longer plausible. Under current conditions, states are bound to fail in their ability to protect the human rights of their citizens whenever potential violations either stem from transnational regulations or are perpetrated by non-state actors. In order to show the plausibility of an alternative, pluralist conception of human rights obligations I turn to the current debate among scholars of international law regarding the human rights obligations of non-state actors. I document the various ways in which these obligations could be legally entrenched in global financial institutions such as the WTO, the IMF and the World Bank. These examples indicate feasible methods for strengthening the democratic accountability of these institutions while also respecting the accountability that participating member states owe to their own citizens. I conclude that, once the distinctions between the obligations to respect, protect and fulfill human rights are taken into account, no conceptual difficulty remains in holding states and non-state actors accountable for their respective human rights obligations. In his Democracy across borders, Bohman articulates an ambitious political proposal for a future international order. Perhaps its most salient feature is the promise of global democracy without a world government. Global democracy is usually associated with the ideal of a world community unified under a set of global democratic institutions. Fear of the totalitarian consequences that such a concentration of power would generate often leads even the staunchest cosmopolitans to limit their democratic aspirations to the national level and merely (...) hope for the progressive implementation of the rule of law at the global level. In his book, Bohman tries to break with the widespread assumption that an increase in democratization across national borders must be purchased at the price of a concentration of power that dangerously increases the potential for political domination. According to Bohman, this assumption is rooted in a narrow understanding of the democratic ideal - an understanding that needs to be replaced by a more complex one. Philosophy, from the earliest times, has made greater claims, and achieved fewer results, than any other branch of learning. In Our Knowledge of the External World , Bertrand Russell illustrates instances where the claims of philosophers have been excessive, and examines why their achievements have not been greater.

In his book The Future of Human Nature, Habermas argues against the moral and legal permissibility of any future practices of genetic human enhancement as well as against current practices such as embryonic research or preimplantation genetic diagnosis. After analyzing the core of Habermas’s argument against positive eugenics, I argue that his attempt to derive a principle of abstention under uncertainty from the principle of counterfactual consent assumes that non-interference is the proper default norm in the absence of consent. Yet, (...) this cannot be a plausible default norm for parental relationships. Moreover, since Habermas agrees that the no-harm principle justifies negative eugenics, once technical possibilities of genetic manipulation become available, non-interference becomes as much in need of normative justification as interference. I conclude that if our normative innocence regarding positive eugenics must be lost for the sake of negative eugenics, then it is an innocence well lost. (shrink)

Il y a sans doute là un motif d'espérance. Mais ce grand motif d'espérance réside surtout dans le tournant anthropologique contemporain : nous comprenons aujourd'hui que l'homme n'existe pas en réalité sans son frère qui lui parle. This volume of Bertrand Russell's Collected Papers finds Russell focused on writing Principia Mathematica during 1905–08. Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and eleven (...) unpublished drafts from 1907-08 deal with this. Numerous letters show his thoughts on the process. The volume's 80-page introduction covers the evolution of his logic from 1896 until 1909, when volume I of Principia went to the printer. (shrink)

One of Russell's most important and interesting books which reconciles the materialistic tendency of psychology with the anti-materialistic tendency of physics.

This book articulates a participatory conception of deliberative democracy that takes the democratic ideal of self-government seriously. It aims to improve citizens' democratic control and vindicate the value of citizens' participation against conceptions that threaten to undermine it. The book critically analyzes deep pluralist, epistocratic, and lottocratic conceptions of democracy. Their defenders propose various institutional ''shortcuts'' to help solve problems of democratic governance such as overcoming disagreements, citizens' political ignorance, or poor-quality deliberation. However, all these shortcut proposals require citizens to (...) blindly defer to actors over whose decisions they cannot exercise control. Implementing such proposals would therefore undermine democracy. Moreover, it seems naive to assume that a community can reach better outcomes 'faster' if it bypasses the beliefs and attitudes of its citizens. Unfortunately, there are no 'shortcuts' to make a community better than its members. The only road to better outcomes is the long, participatory road that is taken when citizens forge a collective will by changing one another's hearts and minds. However difficult the process of justifying political decisions to one another may be, skipping it cannot get us any closer to the democratic ideal. Starting from this conviction, the book defends a conception of democracy ''without shortcuts''. This conception sheds new light on long-standing debates about the proper scope of public reason, the role of religion in politics, and the democratic legitimacy of judicial review. It also proposes new ways to unleash the democratic potential of institutional innovations such as deliberative minipublics. (shrink)

Des croquis d'Alfred Wallace aux " proêmes " de Francis Ponge, des bestiaires de William Swainson aux sonnets de Rainer Maria Rilke, ce livre donne à entendre le chant, aussi tenace que ténu, d'un très ancien savoir sur le monde - un savoir qui répertorie les êtres par concordances de teintes et de textures, compose avec leurs lueurs des dictionnaires éphémères, s'abîme et s'apaise dans le spectacle de leurs métamorphoses. During the First World War, Bertrand Russell was political commentator for The Tribunal , the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. This volume contains many short papers from that period, which reflect Russell's immediate reponses to developments in the conflict. These documents bear witness to Russell's growing commitment to pacifism, and reveal the development of the patterns of political argument, rhetoric and activism which were to characterise his work throughout his life.

Détente or Destruction, 1955-57 continues publication of Routledge's multi-volume critical edition of Bertrand Russell's shorter writings. Between September 1955 and November 1957 Russell published some sixty-one articles, reviews, statements, contributions to books and letters to editors, over fifty of which are contained in this volume. The texts, several of them hitherto unpublished, reveal the deepening of Russell's commitment to the anti-nuclear struggle, upon which he embarked in the previous volume of Collected Papers ( Man's Peril, 1954-55 ). Continuing with (...) the theme of nuclear peril, this volume contains discussion of nuclear weapons, world peace, prospects for disarmament and British-Soviet friendship against the backdrop of the Cold War. One of the key papers in this volume is Russell's message to the inaugural conference of the Pugwash movement, which Russell was instrumental in launching and which became an influential, independent forum of East-West scientific cooperation and counsel on issues as an internationally agreed nuclear test-ban. In addition to the issues of war and peace, Russell, now in his eighties, continued to take an interest in a wide variety of themes. Russell not only addresses older controversies over nationalism and empire, religious belief and American civil liberties, he also confronts head-on the new and pressing matters of armed intervention in Hungary and Suez, and of the manufacture and testing of the British hydrogen bomb.
