The issue of public health ethics has received much attention in recent years and is seen as a new field, distinct from medical ethics. Faculty from the University of Virginia, Johns Hopkins School of Public Health, Georgetown University, the University of Minnesota, and others received a grant from the Greenwall Foundation to examine this new field of public health ethics and identify the unique principles that distinguish it from the study of medical ethics. In the course of that study, which (...) included exploring the field with public health practitioners, a number of distinguishing ethical principles emerged. The moral principles appropriate for public health officials included producing benefits; avoiding, preventing and removing harms; producing a maximum balance of benefits over harms; and distributing benefits and burdens fairly. Word in noise identification is facilitated by acoustic differences between target and competing sounds and temporal separation between the onset of the masker and that of the target. Younger and older adults are able to take advantage of onset delay when the masker is dissimilar to the target word, but only younger adults are able to do so when the masker is similar. We examined the neural underpinning of this age difference using cortical evoked responses to words masked by either (...) Babble or Noise when the masker preceded the target word by 100 or 600 ms in younger and older adults, after adjusting the signal-to-noise ratios to equate behavioural performance across age groups and conditions. For the 100 ms onset delay, the word in noise elicited an acoustic change complex response that was comparable in younger and older adults. For the 600 ms onset delay, the ACC was modulated by both masker type and age. In older adults, the ACC to a word in babble was not affected by the increase in onset delay whereas younger adults showed a benefit from longer delays. Hence, the age difference in sensitivity to temporal delay is indexed by early activity in the auditory cortex. These results are consistent with the hypothesis that an increase in onset delay improves stream segregation in younger adults in both noise and babble, but only in noise for older adults and that this change in stream segregation is evident in early cortical processes. A form of logic called relational and contextual reasoning is put forward as an improvement over other, more familiar types of logic. Developmental ideas are used to show how maturity ordinarily leads people away from binary (true/false) logic to systems of reasoning that are more subtle and better suited to making decisions in the face of ambiguity.

In den heutigen Geistes- und Sozialwissenschaften herrscht eine Vorstellung von Handlungsgründen, die von dem englischen Moralphilosophen Bernard Williams als „Internalismus„ bezeichnet worden ist. Dieser Vorstellung zufolge hängt die Beantwortung der Frage, was eine gegebene Person P Grund hat zu tun, letztendlich von P’s Motivationsprofil ab, insbesondere von P’s Wünschen und Dispositionen; normative Handlungsgründe sind demnach als subjektiv bedingt zu verstehen. Mein Anliegen in diesem Aufsatz ist es, eine kritische Perspektive auf diese sehr einflußreiche These zu eröffnen.

Both played interesting roles in Nazi propaganda and the legitimization of Nazi political goals. In the “Third Reich,” efforts to claim Copernicus as a German astronomer were closely linked to revisionist policies in Eastern Europe culminating in the war-time expansion. The example of Galileo’s condemnation by the Catholic Church in 1633 became a symbol of its unjustified opposition to new (...) “scientific” results, namely Nazi racial theory. Summary The development of post-war German social sciences is marked by a series of disputes about the nature and implications of positivist methodology. Two of these are selected for consideration here; the ‘positivist dispute’ in German sociology associated with Adorno and Popper, and the more diffuse assault on positivism in the legal sciences. In both cases, self-avowed positivists were in fact hard to find but the debates were important polemical disputes about the past—notably the Weimar Republic and the Third (...) class='Hi'>Reich—and the future of the young Federal Republic. It is suggested below that these disputes should be seen in this context and that the polemical claim in both disputes that certain methodological standpoints mandated specific moral and political commitments is more questionable. Theodore Roszak wrote of the counter-culture, Charles Reich of Consciousness III, and Alvin Toiler of Future Shock. In Culture Out Of Anarchy, Judson Jerome, an eminently successful college teacher with all the sensitivity of an accomplished poet, brings all these concerns to bear upon the reconstruction of American higher education. Jerome, however, has no clear consistent thesis, and his proposals for academic change seem rather vague, general, and even undramatic. Part I, entitled "The Fifth Estate," describes the social/political context (...) of contemporary academe. Part II, "Threshold of Change," describes six recent experimental colleges. Part III, "Tomorrow's Schools...," is Jerome's prognostication for the reconstruction of American colleges and universities. It seems from evidence in the book that the author had students tape a number of interviews, these tapes forming the background for much of the book. There are no documentary references and index. The result is that much of the book reads like an interminable college-student bull session. The discussion is serious and intense, interspersed with many personal experiences and suffused throughout with high idealism. But the reader is apt to suffer from the same kind of hangover one feels after sitting through an all-night session. One remembers many personal details, but he can recall very few well-defined principles and has no carefully constructed proposals for genuine educational reform. Perhaps professional educators can read Culture Out Of Anarchy and distill enough essence to rejuvenate the old forms of education. Or perhaps today's anarchists can see in this book the emerging new culture. There are others who only feel dulled with a foggy hangover.--E. W. R. (shrink)

This book offers a critical introduction to the work of American philosopher D. G. Leahy (1937-2014). Leahy's fundamental thinking can be characterized as an absolute creativity in which all creating is 'live' -- a happening occurring now that manifests a supersaturated polyontological actuality that is essentially created by the logic that characterizes it. Leahy leaves behind the categorial presuppositions of modern thought, eclipsing both Cartesian and Hegelian subjectivities and introducing instead an essentially new form of thinking founded in a nondual (...) logic of creation. The new thinking delineates the absolute unicity of existence as a creative interactivity beyond all traditional dichotomies (such as one vs. many, unity vs. plurality, identity vs. change): a fully "digitized" actuality that is nothing but newness, which inherently implies nothing but change. Through this new form of thinking, change itself is revealed to be the very essence of reality and mind. One aspect of auditory scenes that has received very little attention is the level of diffuseness of sound sources. This aspect has increasing importance due to growing use of amplification systems. When an auditory stimulus is amplified and presented over multiple, spatially-separated loudspeakers, the signal’s timbre is altered due to comb filtering. In a previous study we examined how increasing the diffuseness of the sound sources might affect listeners’ ability to recognize speech presented in different types of background noise. Listeners (...) performed similarly when both the target and the masker were presented via a similar number of loudspeakers. However, performance improved when the target was presented using a single speaker and the masker from three spatially separate speakers but worsened when the target was diffuse, and the masker was compact. In the current study, we extended our research to examine whether the effects of timbre changes with age and linguistic experience. Twenty-four older adults whose first language was English and 24 younger adults whose second language was English were asked to repeat non-sense sentences masked by either Noise, Babble, or Speech and their results were compared with those of the Young-EFLs previously tested. Participants were divided into two experimental groups: A Compact-Target group where the target sentences were presented over a single loudspeaker, while the masker was either presented over three loudspeakers or over a single loudspeaker; A Diffuse-Target group, where the target sentences were diffuse while the masker was either compact or diffuse. The results indicate that the Target Timbre has a negligible effect on thresholds when the timbre of the target matches the timbre of the masker in all three groups. When there is a timbre contrast between target and masker, thresholds are significantly lower when the target is compact than when it is diffuse for all three listening groups in a Noise background. However, while this difference is maintained for the Young and Old-EFLs when the masker is Babble or Speech, speech reception thresholds in the Young-ESL group tend to be equivalent for all four combinations of target and masker timbre. This article contends that Georg Simmel attempted a rehabilitation of the Jewish stereotype in a singular way: via his theory of modernity and the quintessential place held therein by money. The first part of the article, based almost entirely on Simmel's The Philosophy of Money, seeks to demonstrate that Simmel intended to overturn the negative Aristotelian and Marxist assessments of money and of those who deal with it. The second part of the article is based on Simmel's unique theory of (...) type. This part seeks to establish that what Simmel in fact rehabilitates is the Jewish type, rather than any actual historical entity, and that this type is in fact the stereotype of the Jew. Simmel's attempt is made in terms of existential authenticity and in direct relation to the project of modernity. (shrink)

We tend to think of philanthropy as unequivocally good, but as the contributors to this book show, philanthropy is also an exercise of power. And like all forms of power, especially in a democratic society, it deserves scrutiny. Yet it rarely has been given serious attention. This article reads Simmel's and Lacan's respective theories of subject and object with regard to their understandings of alienation as a constant human feature. It demonstrates a gradual shift in their work from a conception of humans as autonomous subjects to humans as free individuals. It argues that this shift is best understood with regard to their respective contentions with alienation and in relation of transgression.

For reasons that have more to do with the historiographical traditions of modern Jewish history and the history of critical thought than history itself, Georg Simmel – of Jewish descent – is rarely discussed within the frame of modern Jewish history. Bringing the two together as a theoretical contribution to Simmel studies and modern Jewish history alike, this article explores Simmel’s logic of contingency in the context of modern Jewish history. Which forms and types could Jews realistically seek to fulfill (...) from the perspective of Simmel’s thought? Which could they hope to escape and what could they expect from the future? The author suggests that in answering these questions we disclose a peculiar notion of ‘bounded contingency’ embedded in Simmel’s positing of a non-binary, ‘gray area’ between the necessary and the impossible. This hypothesis is tested in several distinct contexts: a letter on Zionism from around 1900; an odd passage on love in the excursus on ‘The Stranger’ ; and a letter on individuals of Jewish background in German academia. Simmel’s coherency lies in the ‘realist’ approach he adopts to reality as the domain of the contingently possible. When applied to Jewish history in general and Zionism in particular, this notion not only explains why Zionism is unfeasible but also demystifies its emergence as an attempt to escape the status of stranger in Europe. It also evinces why this Jewish national enterprise inevitably carried within it the seeds of the problem it sought to solve. (shrink)

This article compares two radically opposed views concerning “race” in the first half of the 20th century: the one of Franz Boas , the founder of American cultural anthropology, and the other of Hans F.K. Günther , the most widely read theoretician of race in Nazi Germany. Opposite as their views were, both derived from a similar non-evolutionist German anthropological matrix. The article reconstructs their definitions of racial objects and studies their analyses of racial intermixture. Although both believed that contemporary (...) peoples were racially deeply mixed, Boas moved towards an antiracist conception of race-as-population, whereas Günther moved towards a racist conception of homogenous races in mixed peoples. The comparison shows that the major difference between them concerns their ideals or guiding principles. Their respective ideals seeped into their versions of science and transformed the nature and the significance of their respective ideas. (shrink)

McCullough and Warren Thomas ReichThe past three decades have witnessed the emergence and remarkable success of the fields of bioethics and medical humanities. The intellectual landscape of medicine and that of the humanities have been remarkably altered in the process. Twenty-five to 30 years ago in the United States there existed but a few courses in what came (...) to be called “bioethics” in departments of philosophy, religious studies, and theology in colleges and universities, a handful of programs of teaching in medical schools such as the University of Texas Medical Branch at Galveston and Pennsylvania State University School of Medicine at Hershey, and but one independent research center (the Hastings Center) and one university-based research center (the Kennedy Institute of Ethics at Georgetown University). Articles on bioethics began to appear in the peer-reviewed medical, nursing, and humanities literature and some books were published. There was only one journal in bioethics, The Hastings Center Report (which consolidated two previously separate journals from the Hastings Center). Graduate programs in bioethics and medical humanities in colleges and universities and fellowship training in bioethics and medical humanities in medical schools did not exist. Very little existed in colleges, universities, and medical schools in other countries. Now, of course, everything is different.Teachers, scholars, and students of bioethics and medical humanities should not take these remarkable changes for granted, for they represent a sustained and innovative interaction between medicine and the humanities. We have chosen the metaphor of “laying medicine open” to characterize the history of bioethics and medical humanities of the past three decades. This surgical metaphor was used in eighteenth-century Britain by a number of writers who wanted to make medical science and practice more accessible to the sick and to the lay public more generally (Lawrence 1975). We use the metaphor to characterize the efforts of teachers and [End Page 1] scholars over the past three decades and more to make the value-laden dimensions of biomedical science and practice and of health care policy more accessible to patients and to the lay public more generally. The result of this laying open of medicine has gone a long way toward bringing closer together the two cultures of science and the humanities that had, as C. P. Snow famously described, become significantly isolated from each otherAlbert Jonsen (1998) has recently contributed the first book-length history of what he calls the “birth” of bioethics, adding to the work of other scholars such as Warren Reich (1994; 1995) and Robert Baker (1993) and, before them, Corrado Viafora (1990) and David Rothman (1991). The articles in this issue of the Kennedy Institute of Ethics Journal make additional contributions to the developing understanding of the history of the past thirty years of interaction between medicine and the humanities.Laurence McCullough provides an historical context for the three accounts of the recent laying open of medicine that follow. McCullough examines two times in the history of medicine when it has been laid open to accountability (in addition to its being laid open to and by bioethics and medical humanities). The first laying open occurred in the work of the eighteenth-century Scottish physician and philosopher John Gregory, who set out to create a profession of medicine in a true moral sense of a fiduciary profession by making medicine accountable for its scientific and moral quality.
