Desde la perspectiva de las ciencias jurídicas y, en particular, del derecho internacional ambiental, la presente intervención aborda la emergencia de un Derecho internacional contemporáneo y acude a las ideas del cosmopolitismo blando y la vertiente normativa del constitucionalismo global, como debates filosóficos-jurídicos que podrían cimentar un terreno fértil, un sustrato material, para incidir en las fuentes formales de creación de normas internacionales para enfrentar los problemas globales ambientales. En ese sentido, hace mención a la emergencia y reconocimiento del derecho (...) humano al ambiente sano y saludable como un derecho humano autónomo y exigible, desde su vertiente sustantiva y procesal, lo que puede vislumbrase como el embrión de una ciudadanía global ambiental. In _Uncanny Rest_ Alberto Moreiras offers a meditation on intellectual life under the suspension of time and conditions of isolation. Focusing on his personal day-to-day experiences of the “shelter-in-place” period during the first months of the coronavirus pandemic, Moreiras engages with the limits and possibilities of critical thought in the realm of the infrapolitical—the conditions of existence that exceed average understandings of politics and philosophy. In each dated entry he works through the process of formulating a life’s (...) worth of thought and writing while attempting to locate the nature of thought once the coordinates of everyday life have changed. Offering nothing less than a phenomenology of thinking, Moreiras shows how thought happens in and out of a life, at a certain crossroads where memories collide, where conversations with interlocutors both living and dead evolve and thinking during a suspended state becomes provisional and uncertain. The personal is not political, even if politics marks it and, in many cases, determines it. Infrapolitics seeks to understand conditions of existence that are not reducible to political life and that exceed any definition of world bound to political determinations. It seeks to mobilize an exteriority without which politics could only be business or administration, that is, oppression. It demands a change in seeing and an everyday practice that subtracts from political totalization in the name of a new production (...) of desire, of a new emancipation, and of a conception of experience that can breach the general captivation of life. In this book, Alberto Moreiras describes a form of thought aiming to provide content for a form of life and to offer a new theoretical practice for concrete existence. The book provides a genealogy of the notion of infrapolitics and places it within contemporary philosophical reflection, examining its deployment in the wake of postphenomenology and deconstruction, Lacanian analysis, the principle of anarchy, and an egalitarian symbolization of social life. In doing so, Moreiras elaborates Infrapolitics as both a general critique of the political apparatus and as an imperative horizon for existential self-understanding. (shrink)

Reflection on “the contemporary crisis” must take into account that, beyond financial problems in global capitalist administration, the crisis works over a fall of the human in relation to which every postulation of an affirmative biopolitics seems insufficient. The biopolitical condition responds to a process of nomic self-consecration of technical structures that dramatically increase the capacity to oppress without doing much for the capacity to tolerate it. This essay engages with Heidegger, Keynes, Weber and Schmitt, as thinkers of the “crisis,” (...) in order to understand their apotropaic modulations in the face of the biopolitical fall that they had themselves detected, and for which today we find ourselves without the conceptual apparatus we need to confront it. The umbrella-term ‘executive functions’ includes various domain-general, goal-directed cognitive abilities responsible for behavioral self-regulation. The influential unity and diversity model of EF posits the existence of three correlated yet separable executive domains: inhibition, shifting and updating. These domains may be influenced by factors such as socioeconomic status and culture, possibly due to the way EF tasks are devised and to biased choice of stimuli, focusing on first-world testees. Here, we propose a FREE test battery that includes two open-access tasks for (...) each of the three abovementioned executive domains to allow latent variables to be obtained. The tasks were selected from those that have been shown to be representative of each domain, that are not copyrighted and do not require special hardware/software to be administered. These tasks were adapted for use in populations with varying SES/schooling levels by simplifying tasks/instructions and using easily recognized stimuli such as pictures. Items are answered verbally and tasks are self-paced to minimize interference from individual differences in psychomotor and perceptual speed, to better isolate executive from other cognitive abilities. We tested these tasks on 146 early adolescents of both sexes and varying SES, because this is the age group in which the executive domains of interest become distinguishable and in order to confirm that SES effects were minimized. Performance was determined by Rate Correct Scores, which consider speed-accuracy trade-offs. Scores were sensitive to the expected improvement in performance with age and rarely/inconsistently affected by sex and SES, as expected, with no floor or ceiling effects, or skewed distribution, thus suggesting their adequacy for diverse populations in these respects. Using structural equation modeling, evidence based on internal structure was obtained by replicating the three correlated-factor solution proposed by the authors of the model. We conclude that the FREE test battery, which is open access and described in detail, holds promise as a tool for research that can be adapted for a wide range of populations, as well as altered and/or complemented in coming studies. Apresento neste artigo as linhas gerais do pensamento do filósofo e epistemólogo catalão Marià Corbí, bem como sua teoria acerca da função da religião nas sociedades tradicionais e da perda desta função nos quadros da moderna sociedade científica e tecnológica. Para Corbí, a era industrial fez desaparecerem as condições de vida que tornavam necessárias as culturas pré-industriais e suas mitologias e religiões. Os sistemas de programação coletiva baseados nessas religiões e mitologias perderam sua função, e por isso estão todos em (...) colapso. Em seguida abordo sua proposta de uma espiritualidade leiga, voltada para o conhecimento silencioso e o caminho interior. A espiritualidade leiga, livre da submissão a sistemas de crença, deve preservar o rico legado espiritual presente nas várias tradições religiosas como contribuição para uma sociedade mais humana e livre. Por fim, faço algumas observações e comentários sobre questões que considero sensíveis no modelo teórico de Corbí, sobretudo sua afirmação sobre o fim da religião e a falta de substitutos para ela, sua compreensão da história e a possível universalização de sua proposta de espiritualidade. Palavras-chave: Religião; Espiritualidade; Cultura; Revolução científica; Corbí.This article presents the general lines of thought of the catalan philosopher and epistemologist Marià Corbí, as well as his theory about the role of religion in traditional societies and the loss of this function within the frameworks of modern scientific and technological society. For Corbí, the industrial era made disappear the living conditions which made necessary the pre-industrial cultures and their mythologies and religions. Social programming systems based on these mythologies and religions have lost their function, so they are all collapsing. Then I discuss his proposal for a lay spirituality, which seeks the quiet knowledge and the interior path to oneself. This lay spirituality, free from submission to belief systems, should preserve the rich spiritual heritage present in the various religious traditions as a contribution to a more human and free society. Finally, I make some observations and comments on sensitive issues in Corbí´s theoretical model, especially his statement about the end of religion and the lack of substitutes for it, his understanding of history and the possible universality of his spirituality proposal. O artigo propõe-se a, num primeiro momento, pensar o significado do Concílio Vaticano II e seu esquecimento. Em relação a seus frutos, aponta a nova realidade eclesial, particularmente na América Latina, em termos de rompimento com o passado legalista, antimodernista e eurocentrista, e a construção de caminhos alternativos. Sobre o esquecimento do Concílio, destaca que a Cúria romana, os últimos dois papas e a parcela conservadora do episcopado, ainda quando mantinham um discurso de filiação e reverência pelo legado do Concílio, (...) trabalhavam pelo desvanecimento de seu caráter formativo e vinculante. Num segundo momento, o artigo especula, a partir de alguns questionamentos, sobre as dimensões e possibilidades de “um novo Pentecostes”. Pergunta: Considerando a longa duração dos processos históricos, pode-se afirmar que “o Concílio passou”? Que pressões estruturais e condições objetivas favoreceriam um novo processo de mudança na Igreja? Que podemos aprender do crescente Pentecostalismo em nossos países? Terá futuro o milenar modelo de organização da Igreja frente aos processos de “teia de relações” trazidos pela globalização? A teologia tradicional se sustentará frente às exigências do diálogo inter-religioso? Que é “religião”? Qual seria a contribuição das religiões frente às grandes questões planetárias? In relation to its fruit, the article firstly highlights the new ecclesial reality, particularly in Latin America in terms of breaking with the past legalistic, anti-modernist and Eurocentric, and the construction of alternative paths. The article postulates that the Roman Curia, the last two popes and the conservative portion of the episcopate struggled for the attenuation of the formative dimension of the Council. Secondly, the article raises some questions about the dimensions and possibilities of “a new Pentecost”. Here are some of these questions: a) taking into account the long-term processes, could one say that the Vatican II is already outdated? b) What structural pressures and objective conditions would facilitate a new process of change in the Church? c) What can we learn from the growing of the Pentecostalism in our countries? d) Faced with the processes of “web relationships” presented by globalization, would the old model of church organization continue to succeed? e) Will the traditional theology survive to the demands of inter-religious dialogue? f) What is “religion”? g) What would be the main contributions of religions to the great planetary questions? The COVID-19 pandemic has led to the widespread use of online hearings in arbitral proceedings, raising questions about the impact of such proceedings on the determination of facts underlying a dispute. This article explores the extent to which online hearings may hinder arbitrators’ ability to assess witness credibility by drawing upon the cognitive psychology literature on truthfulness determination and lie detection. A survey of the literature suggests that the ability to differentiate truthful from dishonest statements through verbal and nonverbal cues (...) is limited, leading to the notion that observing behaviors like fidgeting, gaze aversion, vocal pitch, or body posture is not particularly relevant in assessing the credibility of a witness. Instead, focusing on the content of what is reported appears to be the most relevant strategy to determine credibility. Therefore, research does not support the idea that face-to-face contact with witnesses is essential to determine the facts of a dispute. Still, the use of in-person hearings may, in practice, continue to be preferred due to underlying cultural assumptions regarding the nature of hearings, the facilitation of communication between parties, counsel, and the tribunal, and a general sense of _Zoom fatigue_. Information is a central notion for cognitive sciences and neurosciences, but there is no agreement on what it means for a cognitive system to acquire information about its surroundings. In this paper, we approximate three influential views on information: the one at play in ecological psychology, which is sometimes called information for action; the notion of information as covariance as developed by some enactivists, and the idea of information as minimization of uncertainty as presented by Shannon. Our main thesis is (...) that information for action can be construed as covariant information, and that learning to perceive covariant information is a matter of minimizing uncertainty through skilled performance. We argue that the agent’s cognitive system conveys information for acting in an environment by minimizing uncertainty about how to achieve her intended goals in that environment. We conclude by reviewing empirical findings that support our view and by showing how direct learning, seen as instance of ecological rationality at work, is how mere possibilities for action are turned into embodied know-how. Finally, we indicate the affinity between direct learning and sense-making activity. (shrink)

Cultural evolution studies are characterized by the notion that culture evolves accordingly to broadly Darwinian principles. Yet how far the analogy between cultural and genetic evolution should be pushed is open to debate. Here, we examine a recent disagreement that concerns the extent to which cultural transmission should be considered a preservative mechanism allowing selection among different variants, or a transformative process in which individuals recreate variants each time they are transmitted. The latter is associated with the notion of “cultural (...) attraction”. This issue has generated much misunderstanding and confusion. We first clarify the respective positions, noting that there is in fact no substantive incompatibility between cultural attraction and standard cultural evolution approaches, beyond a difference in focus. Whether cultural transmission should be considered a preservative or reconstructive process is ultimately an empirical question, and we examine how both preservative and reconstructive cultural transmission has been studied in recent experimental research in cultural evolution. Finally, we discuss how the relative importance of preservative and reconstructive processes may depend on the granularity of analysis and the domain being studied. (shrink)

In this paper we put forward the thesis that qualia are tropes (or qualitons), and not (universal) properties. Further, we maintain that Wittgenstein hints in this direction. We also find in Wittgenstein elements of an account of language acquisition that takes the presence of qualia as an enabling condition. We conclude by pointing out some difficulties of this view.

In Ockhamist branching-time logic [Prior 67], formulas are meant to be evaluated on a specified branch, or history, passing through the moment at hand. The linguistic counterpart of the manifoldness of future is a possibility operator which is read as `at some branch, or history (passing through the moment at hand)'. Both the bundled-trees semantics [Burgess 79] and the $\langle moment, history\rangle$ semantics [Thomason 84] for the possibility operator involve a quantification over sets of moments. The Ockhamist frames are (3-modal) (...) Kripke structures in which this second-order quantification is represented by a first-order quantification. The aim of the present paper is to investigate the notions of modal definability, validity, and axiomatizability concerning 3-modal frames which can be viewed as generalizations of Ockhamist frames. Reúne comunicações ao Congresso Internacional com o mesmo título realizado no Seminário da Boa Nova, Valadares, de 8 a 11 de Setembro de 2005, no âmbito das comemorações do 75o Aniversário da Sociedade Missionária Portuguesa.

Em mais de uma ocasião, e em variados escritos, Tarso Mazzotti enfatizou a importância do diálogo e do debate como parte constitutiva do fazer científico e demonstrou a importância da Teoria da Argumentação como ferramenta essencial ao exame das teorias e doutrinas pedagógicas. Podese seguramente identificar como algumas das principais características da filosofia da educação, praticada por este autor, o rigor na apresentação das idéias e construção dos argumentos, além do amplo espectro de temas que aborda. Seu último livro, Doutrinas (...) pedagógicas: máquinas produtoras de litígio, é um testemunho da originalidade inerente ao seu pensamento, que focaliza, dessa feita, o exame de algumas doutrinas pedagógicas, as quais, a partir do século XVII, operam direta ou indiretamente nos discursos a respeito da educação escolar. A completeness theorem is established for logics with congruence endowed with general semantics (in the style of general frames). As a corollary, completeness is shown to be preserved by fibring logics with congruence provided that congruence is retained in the resulting logic. The class of logics with equivalence is shown to be closed under fibring and to be included in the class of logics with congruence. Thus, completeness is shown to be preserved by fibring logics with equivalence and general semantics. (...) An example is provided showing that completeness is not always preserved by fibring ligics endowed with standard (non general) semantics. This major publication is a history of the semantic tradition in philosophy from the early nineteenth century through its incarnation in the work of the Vienna Circle, the group of logical positivists that emerged in the years 1925-1935 in Vienna who were characterised by a strong commitment to empiricism, a high regard for science, and a conviction that modern logic is the primary tool of analytic philosophy. In the first part of the book, Alberto Coffa traces the roots of (...) logical positivism in a semantic tradition that arose in opposition to Kant's theory that a priori knowledge is based on pure intuition and the constitutive powers of the mind. In Part II, Coffa chronicles the development of this tradition by members and associates of the Vienna Circle. Much of Coffa's analysis draws on the unpublished notes and correspondence of many philosophers. The book, however, is not merely a history of the semantic tradition from Kant 'to the Vienna Station'. Coffa also critically reassesses the role of semantic notions in understanding the ground of a priori knowledge and its relation to empirical knowledge and questions the turn the tradition has taken since Vienna. People’s awareness of tactile stimuli has been investigated in far less detail than their awareness of stimuli in other sensory modalities. In an attempt to fill this gap, we provide an overview of studies that are pertinent to the topic of tactile consciousness. We discuss the results of research that has investigated phenomena such as “change blindness”, phantom limb sensations, and numerosity judgments in tactile perception, together with the results obtained from the study of patients affected by deficits that can (...) adversely affect tactile perception such as neglect, extinction, and numbsense. The similarities as well as some of the important differences that have emerged when visual and tactile conscious information processing have been compared using similar experimental procedures are highlighted. We suggest that conscious information processing in the tactile modality cannot be separated completely from the more general processing of spatial information in the brain. Finally, the importance of considering tactile consciousness within the larger framework of multisensory information processing is also discussed. (shrink)

Solving poverty is a laudable public policy goal. While there are many approaches, one that has gained popularity is the conditional cash transfer that requires recipients to satisfy conditions imposed on them such as requiring regular medical checkups. Another approach, which is gaining interest is unconditional cash transfers that do not impose conditions. The question we ask in this paper is: what do these past and current attempts tell us about the implications for gender? To answer this question, we explore (...) two programs using a gendered framework: Brazil's Bolsa Familia,which is a conditional cash transfer, and Manitoba's Mincome experiment, which was an unconditional cash transfer in Canada. We then consider how this information might be used by states, particularly as it relates to ending social marginalization.
