At the general elections in Belgium, the voter bas the possibility to bring out a vote fora party or a vote for a candidate of the party. At the general elections of November 24, 1991, for the House of Representatives, the voters have voted for 48% by preference, whereas, for the Senate 41 % of them have done so. The evolution is stagnating. The use of preferential votes is varying from one electoral district to another: from 62% in the district (...) of Tongeren-Maaseik to 34% in Mechelen.There is also a difference from one political party to another. The highest percentage is obtained by the christian-democratic parties: 58%; the lowest by the last remaining communists: 27%.The preferential v'ótes individual candidates obtain differ widely. This is not only a result of their popularity, but also of their political position, rendering of services and media-attraction. Preferential voting is characteristic to politically conscious voters. Meinong's realist theory of measurement is brought up against the presently dominating positivist and operationalist view. His criticism of 19th century positivist analysis of measurement (J. v. Kries) turns out to be pertinent to modern model-theoretic analysis (Suppes and Zinnes). Meinong's ontology of quantities as well as his view of associative and derived measurement is confronted with the operational analysis. The positivist cannot make sense of measurement error and tries to push it aside. In Meinong's view it is pivotal. This (...) view harmonises with the practice of measurement where error is used as a means of gaining knowledge. The introduction and six essays in this book originally appeared as a continuing series in the Southern Journal of Philosophy, and are gathered together here for the first time in one volume. In the introduction, E. M. Adams briefly touches upon the major questions of the philosophy of mind and how they have been dealt with in the past; his suggestion for the future is that philosophers give themselves a little more "categorial room" in which to handle these problems. In (...) the first essay Douglas Browning argues for the essential privacy of the verbal and adverbial functionings of feeling. This is followed by an essay by Charles Hartshorne in which he argues that feelings are by no means essentially private, and that in fact God shares all of our feelings in their full totality. The essay by Donald F. Gustafson continues the non-privacy argument in a different mode. He argues that there is an essential connection between feeling and the expression of that feeling, and that keeping feelings to oneself is something that is learned and by no means necessary. I am not sure his rather narrow notion of privacy keeps the argument philosophically interesting, however. In contrast, the fourth essay, by Erwin W. Straus, is basically phenomenological, and, unfortunately, sounds more like a polemic than a clear description of the incommensurability between the lived world and the "scientific world." In the fifth essay Edward H. Madden gives a synoptic view of the recent work in the philosophy of mind by C. J. Ducasse. Madden sees in his work an extremely promising analysis of the problems in this field, and attempts to show why this is so. The most interesting essay in this book is, I found, the last, by the editor, in which he adds another discussion of Strawson's concept of a person. Van de Vate argues that the analogy upon which Strawson launches his account is misleading. Rather than seeing the concept of a person allied with a tool of the sort Wittgenstein described, Van de Vate would have us understand it in the light of public tools like parliaments. From here, Van de Vate argues that persons are not natural facts, but social facts. I should like to see a more complete handling of this idea and its problems at some future date.--W. de V. One of the forgotten "small masters" of German Romanticism is the aesthetician Solger. Besides his famous Erwin, his only major writing is the Lectures on Aesthetics. It displays a coherent and original theory of the beautiful and of art, even though a continuous polemical relationship to Schelling, Fichte and Hegel is ever present in its pages. Solger's sensitive theorizing reconciles the norms of classicism with the aims of romanticism and at the same time points beyond them towards the fundamental (...) principles and attitudes of the coming realistic aesthetic. This book is a posthumous one, based upon lectures which Solger never intended to publish. As a matter of fact, he strongly opposed the practice of printing university courses as such. Yet, these texts are perhaps most representative of the subtle and harmonious thought of this man who died at the height of his creative life. Their reprinting is an important literary event.—M. J. Subtitled "Rejections of Cartesian Dualism" this collection of essays traces through western Philosophy the strong but often overlooked idea that the body and the mind are not two different kinds of entity somehow reconciled in man, but rather a unity that is man. The editor's introduction sets forth Aristotle's ideas, concentrating on the dictum that it is the same man that thinks and runs. Spicker also treats Descartes' view, and the view of the Cartesians, ably separating the two when necessary. (...) The rest of the book is basically arranged chronologically, starting with extracts from Spinoza's Ethics, an essay on these extracts by Hans Jonas, and then moving through Julien de la Mettrie and two short essays by Kant. The second part of the book contains interesting essays on the human body by John Dewey, Douglas Long, and B. A. O. Williams, all defending the essential unity of body and soul. The third and last section of the book is itself divided into two parts, the first of which, entitled "Philosophy of Embodiment" contains four extracts from the works of prominent phenomenologists, Max Scheler, Gabriel Marcel, Jean-Paul Sartre, and Maurice Merleau-Ponty. These essays all center around the necessity of a concept of the "lived body" to the understanding of man's being-in-the-world. In the last section, the quality of the essays drops, although it is delightfully leavened by a witty essay by Richard Griffith on the foot. This section contains essays on particular parts of the human body, such as sight and the upright posture, by Herbert Plügge, Hans Jonas, and Erwin W. Straus. A Nobel prize winner, a great man and a great scientist, Erwin Schrödinger has made his mark in physics, but his eye scans a far wider horizon: here are two stimulating and discursive essays which summarize his philosophical views on the nature of the world. Schrödinger's world view, derived from the Indian writings of the Vedanta, is that there is only a single consciousness of which we are all different aspects. He admits that this view is mystical and metaphysical (...) and incapable of logical deduction. But he also insists that this is true of the belief in an external world capable of influencing the mind and of being influenced by it. Schrödinger's world view leads naturally to a philosophy of reverence for life. (shrink)

The European Union is working towards harmonizing legislation across Europe, in order to improve cross-border interchange of legal information. This goal is supported for instance via standards such as the European Law Identifier and the European Case Law Identifier, which provide technical specifications for Web identifiers and suggestions for vocabularies to be used to describe metadata pertaining to legal documents in a machine readable format. Notably, these ECLI and ELI metadata standards adhere to the RDF data format which forms the (...) basis of Linked Data, and therefore have the potential to form a basis for a pan-European legal Knowledge Graph. Unfortunately, to date said specifications have only been partially adopted by EU member states. In this paper we describe a methodology to transform the existing legal information system used in Austria to such a legal knowledge graph covering different steps from modeling national specific aspects, to population, and finally the integration of legal data from other countries through linked data. We demonstrate the usefulness of this approach by exemplifying practical use cases from legal information search, which are not possible in an automated fashion so far. (shrink)

Clinical ethics consultation service remains undeveloped in developing countries. It is recognised that its introduction poses challenges. Malaysia, a multicultural society with diverse religions, values and perceptions further complicate the introduction of formal clinical ethics consultation service. Clinicians attending a national congress workshop completed a Strengths–Weaknesses–Opportunities–Threats analysis. The aim was to gain insight into clinician’s expectations and promote initiatives leading to the introduction of clinical ethics consultation service. Clinicians agree that clinical ethics consultation service can improve quality of care, reduce (...) healthcare costs and advocate for patients and providers. The analysis highlighted constraints in sufficient critical mass of relevant expertise and restricted opportunities for training. The aim of this article is to free Aristotle's Metaphysics, especially book XII (Lambda), frome some metaphysical and theological presuppositions by detecting their inappropriate conceptual framwork, which once was progressive, but now holds an obsolete position. Ousia, being (not substance, a much later concept, construed to solve other problems than Aristotle's), stand for a question, not for an answer. Book Lambda develops a highly speculative argument for this queston. The famous noesis noeseos says that empirical being and knowledge is the (...) realization of a noetic structure (noesis), laid down in our most fundamental opinioons about being. (shrink)

When it has become uncertain who or what determines what actually happens, when the world oppresses us physically and emotionally and the only certainty in the future is our death, when our needs and the limits of their fulfilment have become unclear to us, then nothing helps more than reflection - reflection on our nature and its place in the world, thinking about the hierarchy of our needs, about how we can harmonise the success of our lives with reason and justice.
