We propose a formal framework for interpretable machine learning. Combining elements from statistical learning, causal interventionism, and decision theory, we design an idealised explanation game in which players collaborate to find the best explanation for a given algorithmic prediction. Through an iterative procedure of questions and answers, the players establish a three-dimensional Pareto frontier that describes the optimal trade-offs between explanatory accuracy, simplicity, and relevance. Multiple rounds are played at different levels of abstraction, allowing the players to explore overlapping causal (...) patterns of variable granularity and scope. We characterise the conditions under which such a game is almost surely guaranteed to converge on a optimal explanation surface in polynomial time, and highlight obstacles that will tend to prevent the players from advancing beyond certain explanatory thresholds. The game serves a descriptive and a normative function, establishing a conceptual space in which to analyse and compare existing proposals, as well as design new and improved solutions. (shrink)

This work fulfills the need for a conceptual and technical framework to improve understanding of Information Quality (IQ) and Information Quality standards. The meaning and practical implementation of IQ are addressed, as it is relevant to any field where there is a need to handle data and issues such as accessibility, accuracy, completeness, currency, integrity, reliability, timeliness, usability, the role of metrics and so forth are all a part of Information Quality. -/- In order to support the cross-fertilization of theory (...) and practice, the latest research is presented in this book. The perspectives of experts from beyond the origins of IQ in computer science are included: library and information science practitioners and academics, philosophers of information, of engineering and technology, and of science are all contributors to this volume. -/- The chapters in this volume are based on the work of a collaborative research project involving the Arts and Humanities Research Council and Google and led by Professor Luciano Floridi, University of Oxford. -/- This work will be of interest to anyone handling data, including those from commercial, public, governmental and academic organizations. In this chapter I identify three problems affecting the plausibility of group privacy and argue in favour of their resolution. The first problem concerns the nature of the groups in question. I shall argue that groups are neither discovered nor invented, but designed by the level of abstraction (LoA) at which a specific analysis of a social system is developed. Their design is therefore justified insofar as the purpose, guiding the choice of the LoA, is justified. This should remove the (...) objection that groups cannot have a right to privacy because groups are mere artefacts (there are no groups, only individuals) or that, even if there are groups, it is too difficult to deal with them. The second problem concerns the possibility of attributing rights to groups. I shall argue that the same logic of attribution of a right to individuals may be used to attribute a right to a group, provided one modifies the LoA and now treats the whole group itself as an individual. This should remove the objection that, even if groups exist and are manageable, they cannot be treated as holders of rights. The third problem concerns the possibility of attributing a right to privacy to groups. I shall argue that sometimes it is the group and only the group, not its members, that is correctly identified as the correct holder of a right to privacy. This should remove the objection that privacy, as a group right, is a right held not by a group as a group but rather by the group’s members severally. The solutions of the three problems supports the thesis that an interpretation of privacy in terms of a protection of the information that constitutes an individual—both in terms of a single person and in terms of a group—is better suited than other interpretations to make sense of group privacy. The paper provides a critical review of thedebate on the foundations of Computer Ethics(CE). Starting from a discussion of Moor'sclassic interpretation of the need for CEcaused by a policy and conceptual vacuum, fivepositions in the literature are identified anddiscussed: the ``no resolution approach'',according to which CE can have no foundation;the professional approach, according to whichCE is solely a professional ethics; the radicalapproach, according to which CE deals withabsolutely unique issues, in need of a uniqueapproach; the conservative approach, accordingto which CE (...) is only a particular appliedethics, discussing new species of traditionalmoral issues; and the innovative approach,according to which theoretical CE can expandthe metaethical discourse with a substantiallynew perspective. In the course of the analysis,it is argued that, although CE issues are notuncontroversially unique, they are sufficientlynovel to render inadequate the adoption ofstandard macroethics, such as Utilitarianismand Deontologism, as the foundation of CE andhence to prompt the search for a robust ethicaltheory. Information Ethics (IE) is proposed forthat theory, as the satisfactory foundation forCE. IE is characterised as a biologicallyunbiased extension of environmental ethics,based on the concepts of information object/infosphere/entropy rather thanlife/ecosystem/pain. In light of the discussionprovided in this paper, it is suggested that CEis worthy of independent study because itrequires its own application-specific knowledgeand is capable of supporting a methodologicalfoundation, IE. This article develops an axiomatic theory of induction that speaks to the recent debate on Bayesian orgulity. It shows the exact principles associated with the belief that data can corroborate universal laws. We identify two types of disbelief about induction: skepticism that the existence of universal laws of nature can be determined empirically, and skepticism that the true law of nature, if it exists, can be successfully identified. We formalize and characterize these two dispositions toward induction by introducing novel axioms (...) for subjective probabilities. We also relate these dispositions to the axiom of σ-additivity. This paper presents a belief revision operator that considers time intervals for modelling norm change in the law. This approach relates techniques from belief revision formalisms and time intervals with temporalised rules for legal systems. Our goal is to formalise a temporalised belief base and corresponding timed derivation, together with a proper revision operator. This operator may remove rules when needed or adapt intervals of time when contradictory norms are added in the system. This study examines how multinational corporations (MNCs) from the retail sector deal with four challenges they face when adopting Corporate Social Responsibility (CSR) policies: the challenge of developing well-performing CSR projects and programs, building competitive advantages based on CSR, responding to local stakeholder issues in the host countries and learning from different CSR experiences on a worldwide basis. Based on in-depth case studies of two globally leading retail MNCs (with strong operations in Latin America), the concept of Transverse CSR Management (...) emerged. Transverse CSR Management is defined as a distinctive form of organizational configuration that crosses different functional areas, country operations, and the boundaries of the firm. In particular, this article makes three main contributions: (1) we identify four central challenges faced by MNC managers when developing their CSR strategies; (2) we propose the concept of Transverse CSR Management to face these central challenges (together, at the same time) and identify its key elements (top management, external stakeholders, functional areas, and country subsidiaries); and (3) we propose four mechanisms (hierarchical, relational, cultural, and collaborative) through which the concept of Transverse CSR Management can be implemented by practicing managers. This study provides valuable insights for MNC managers in headquarters and subsidiaries on the issues they need to address in order to successfully deal with the four CSR-related challenges. The paper argues that the two best known formal logical fallacies, namely denying the antecedent (DA) and affirming the consequent (AC) are not just basic and simple errors, which prove human irrationality, but rather informational shortcuts, which may provide a quick and dirty way of extracting useful information from the environment. DA and AC are shown to be degraded versions of Bayes’ theorem, once this is stripped of some of its probabilities. The less the probabilities count, the closer these fallacies (...) become to a reasoning that is not only informationally useful but also logically valid. (shrink)

In Kant’s logical texts the reference of the form S is P to an “unknown = x” is well known, but its understanding still remains controversial. Due to the universality of all concepts, the subject as much as the predicate is regarded as predicate of the x, which, in turn, is regarded as the subject of the judgment. In the CPR, this Kantian interpretation of the S-P relationship leads to the question about the relations between intuition and concept in judgment. (...) In contrast to intuition, if no concept, due to its universality, refers immediately to an object, how should one understand the relations of S and P to one another, as well as their relations to intuition, which corresponds to the possible individuality of the object in general = x? To answer this question, it is necessary to understand Kant’s notion of extension, and to prove its irreducibility to the Port-Royal notion of extension as well as to the Fregean one. (shrink)

Luciano Floridi presents a book that will set the agenda for the philosophy of information. PI is the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. This book lays down, for the first time, the conceptual foundations for this new area of research. It does so systematically, by pursuing three goals. Its metatheoretical (...) goal is to describe what the philosophy of information is, its problems, approaches, and methods. Its introductory goal is to help the reader to gain a better grasp of the complex and multifarious nature of the various concepts and phenomena related to information. The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. O uso de drogas é complexo e multicausal com impactos para as pessoas, famílias e sociedade. Este estudo investigou legislações, políticas públicas e estratégias, que possam diminuir vulnerabilidades e contribuir para os ODS. Foi realizado levantamento documental, em legislações e documentos, para análise da realidade social, a partir das experiências profissionais, e ainda levantamento bibliográfico, na BVS e LILACS, de 2016 a 2018. Observou-se que o Estado se mantém disciplinador e entre as políticas mais relevantes estão a Redução de Danos, (...) os CAPS e o Consultório de Rua, marcadas pelo empirismo, obstáculos e desafios em relação à universalidade e equidade. Estratégias intersetoriais, podem ser utilizadas para se obter melhores condições de saúde e bem-estar, saneamento e água, educação, trabalho. A promoção da saúde corrobora na redução das vulnerabilidades e equidade, com maior sensibilização e qualificação dos profissionais das redes de atenção social, para acolher a população com competência e dignidade. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

The article concerns the meta-epistemological problem of the justification of a theory of knowledge and provides a reconstruction of the history of its formulations. Inducement prizes have been long used to stimulate individuals and groups to accomplish diverse goals. Lately, governments have become more and more interested in these prizes and sought to include this kind of incentives within the set of policy tools available to promote science, technology, and innovation. To date, however, there has been little empirically-based scientific knowledge on how to design, manage, and evaluate innovation prizes. This note discusses aspects of the prize phenomenon and the opportunities and challenges related with (...) the use of innovation prizes as a government policy instrument. Compared to other incentive mechanisms, prizes are likely to present advantages to, for example, accelerate the development and commercialization of technologies that are held back for diverse reasons and help to leverage public money with external ideas, collaborative efforts, and the participation of diverse individuals and organizations. Still, despite these advantages and other interesting features of prizes, there are key questions that policy-makers and scholars must address to better understand this kind of incentives and further improve prize designs and implementations before governments move forward to a more widespread use of innovation prizes in science and technology policies. Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. The primary cost of this facility is the extension of the class of agents and moral agents to embrace AAs. (shrink)

This paper substitutes a structural hermeneutics for the sequential approach to the Tractatus and its manuscript, which leaves the manuscript completely unexplained. All the pieces come together only if we recognise that Wittgenstein's book is a hierarchical object that was composed following a top-down strategy. Therefore, we realise that the “summary on scattered sheets” represents the perspicuous version of the manuscript, the correlations with the Notebooks become obvious and the “supplements” can be reconstructed. A correct dating of the composition allows (...) us to understand how it was possible, without digital technologies except from an ingenious application of the decimal system, to achieve this formal masterpiece. Modern digital technologies—from web-based services to Artificial Intelligence (AI) solutions—increasingly affect the daily lives of billions of people. Such innovation brings huge opportunities, but also concerns about design, development, and deployment of digital technologies. This article identifies and discusses five clusters of risk in the international debate about digital ethics: ethics shopping; ethics bluewashing; ethics lobbying; ethics dumping; and ethics shirking.

The capacity to collect and analyse data is growing exponentially. Referred to as ‘Big Data’, this scientific, social and technological trend has helped create destabilising amounts of information, which can challenge accepted social and ethical norms. Big Data remains a fuzzy idea, emerging across social, scientific, and business contexts sometimes seemingly related only by the gigantic size of the datasets being considered. As is often the case with the cutting edge of scientific and technological progress, understanding of the ethical implications (...) of Big Data lags behind. In order to bridge such a gap, this article systematically and comprehensively analyses academic literature concerning the ethical implications of Big Data, providing a watershed for future ethical investigations and regulations. Particular attention is paid to biomedical Big Data due to the inherent sensitivity of medical information. By means of a meta-analysis of the literature, a thematic narrative is provided to guide ethicists, data scientists, regulators and other stakeholders through what is already known or hypothesised about the ethical risks of this emerging and innovative phenomenon. Five key areas of concern are identified: informed consent, privacy, ownership, epistemology and objectivity, and ‘Big Data Divides’ created between those who have or lack the necessary resources to analyse increasingly large datasets. Critical gaps in the treatment of these themes are identified with suggestions for future research. Six additional areas of concern are then suggested which, although related have not yet attracted extensive debate in the existing literature. It is argued that they will require much closer scrutiny in the immediate future: the dangers of ignoring group-level ethical harms; the importance of epistemology in assessing the ethics of Big Data; the changing nature of fiduciary relationships that become increasingly data saturated; the need to distinguish between ‘academic’ and ‘commercial’ Big Data practices in terms of potential harm to data subjects; future problems with ownership of intellectual property generated from analysis of aggregated datasets; and the difficulty of providing meaningful access rights to individual data subjects that lack necessary resources. Considered together, these eleven themes provide a thorough critical framework to guide ethical assessment and governance of emerging Big Data practices. (shrink)

This paper argues that there is an urgent need for an international doctrine for cyberspace skirmishes before they escalate into conventional warfare.

Starting from sociological perspectives on complexity, we show how the social capital of boards and owners networks affects the implied cost of capital of companies listed on Brazilian stock exchange. We specifically show arguments and evidence that the effect of the relational resources found in the direct, indirect, and heterogeneous board’s ties reduces the cost of capital while relational resources embedded in shareholder networks increase the cost of capital. Our results show that while the increase in the relational resources of (...) the board reduces the implied cost of capital, an increase in these shared resources in the ownership relationships of the firm increases the cost of financial capital. The aim of this article is to clarify the critical role of Hegel's early logic, through an assessment of the dialectical process of sublation [Aufhebung] of the determinations of finite thinking at stake within its exposition. I want to show that the dialectical-critical work of logic has a speculative meaning for Hegel, thereby displaying the inward correspondence between critical and speculative aspects of philosophical activity. By pointing out the evidence from fragmentary texts on logic relating to Hegel's teaching activity in (...) 1801–1802, I will first put into question the idea of an introductory role of logic. In so doing I challenge a widespread reading which argues for the presence of a sharp separation between critical logic and speculative metaphysics. I will then focus on the texts on logic in the 1804–1805 Reinschrift, reading them as the worksite wherein the dawning form of a full-fledged dialectical logic is first prepared and elaborated. More generally, if this paves the way for establishing a continuity between Hegel's early and mature logic and his concept of dialectic, it is also paramount for understanding how the activity of systematic philosophy in the mature version of the system essentially constitutes an ongoing work on the forms of the finite.
