The dominant theory of elite power, grounded in Weberian bureaucracy, has analyzed elites in terms of stable positions at the top of enduring institutions. Today, many conditions that spawned these stable ‘command posts’ no longer prevail, and elite power thus warrants rethinking. This article advances an argument about contemporary ‘influence elites’. The way they are organized and the modus operandi they employ to wield influence enable them to evade public accountability, a hallmark of a democratic society. (...) Three cases are presented, first to investigate changes in how elites operate and, second, to examine varying configurations in which the new elites are organized. The cases demonstrate that influence elites intermesh hierarchies and networks, serve as connectors, and coordinate influence from multiple, moving perches, inside and outside official structures. Their flexible and multi-positioned organizing modes call for reconsidering elite theory and grappling with the implications of these elites for democratic society. (shrink)

This article presents a reevaluation of C. Wright Mills’s classic book, The Power Elite, in light of recent historical evidence about the changing nature of the corporate elite in the United States. I argue that Mills’s critique of the mid-twentieth century American elite, although trenchant and in large part appropriate, fails to acknowledge the extent to which business leaders of that era adopted a moderate and pragmatic approach to politics. Operating with an orientation they termed “enlightened self-interest,” the (...) class='Hi'>elites of that era promoted policies that—at least to an extent—served the interests of the larger population. I show how the history of the American corporate elite as well as the character of the current US big business community allows us to gain a clearer perspective on the actions of the group’s mid-century counterparts. The aim of this article is to present the most important voices on the role of the US in the international order during Donald Trump’s presidency in the debate held in the Foreign Affairs. The authors assume that Foreign Affairs expresses the opinions of the most crucial organisation bringing together the elites of American foreign affairs – the Council on Foreign Relations. Walton takes his lead from the 1956 book by Columbia University’s C. Wright Mills, The Power Elite. The “new power elite,” Walton argues, has gravitated from business to the academy. What goes on there, he is convinced, affects every area of life, notably law, government, business, science, and, one might say, culture in general. Bewildered by the titanic changes occurring simultaneously in law, in the business world, in education, and in the family structure, Walton draws upon his considerable (...) experience in the academy to explore the ideological roots of these changes. Widely read, he is not only conversant with the major philosophical trends of the last half of the 20th century but draws upon his considerable experience in the academy as a dean of Duquesne University’s School of Business, as dean of Columbia University’s School of General Studies, and as president of The Catholic University of America. His discussion is wide ranging, but the focus is on the influence of Heidegger, Derrida, and Foucault. Philosophy, he fears, has lost its character as a science based on accurate and precise descriptions of nature and human nature, one given to making distinctions and refining definitions and finally to offering explanations. It is not and should not be, he insists, politics, propaganda, or an evangelizing instrument for cultural change. (shrink)

The financial crisis, and associated scandals, created a sense of a juridical deficit with regard to the financial sector. Forms of independent judgement within the sector appeared compromised, while judgement over the sector seemed unattainable. Elites, in the classical Millsian sense of those taking tacitly coordinated ‘big decisions’ over the rest of the public, seemed absent. This article argues that the eradication of jurisdictional elites is an effect of neoliberalism, as articulated most coherently by Hayek. It characterizes the (...) neoliberal project as an effort to elevate ‘unconscious’ processes over ‘conscious’ ones, which in practice means elevating cybernetic, non-human systems and processes over discursive spheres of politics and judgement. Yet such a system still produces its own types of elite power, which come to consist in acts of translation, rather than judgement. Firstly, there are ‘cyborg intermediaries’: elites which operate largely within the system of codes, data, screens and prices. Secondly, there are ‘diplomatic intermediaries’: elites who come to narrate and justify what markets are ‘saying’. The paper draws on Lazzarato’s work on signifying vs asignifying semiotics in order to articulate this, and concludes by considering the types of elite crisis which these forms of power tend to produce. Examining in detail the work of consecration carried out by elite education systems, Bourdieu analyzes the distinctive forms of power—political, intellectual, bureaucratic, and economic—by means of which contemporary societies are governed.

This article introduces the special issue on ‘Elites and Power after Financialization’. It is presented in three parts. The first sets out the original Weberian problematic that directed the work of Michels and Mills, in the 1910s and 1950s respectively. It then discusses how this framework was appropriated and then cast aside as our understanding of capitalism changed. The second section makes the case for a reset of elite studies around the current capitalist conjuncture of financialization. It is (...) explained how this unifying theme allows for a diverse set of approaches for answering old and new questions about elites and power. The third part identifies four key themes or sites of investigation that emerge within the nine papers offered here. How can a just peace be built in sites of genocide, massive civil war, dictatorship, terrorism, and poverty? In Strategies of Peace, the first volume in the Studies in Strategic Peacebuilding series, fifteen leading scholars propose an imaginative and provocative approach to peacebuilding. Today the dominant thinking is the "liberal peace," which stresses cease fires, elections, and short run peace operations carried out by international institutions, western states, and local political elites. Istvan Bibó was the clandestine politological authority during the late Kadar period, and was rediscovered after the fall of communism. The essay examines and reconstructs the notions of elite and legitimation in Bibó''s political philosophy. As a young thinker he confronted the value crisis between the two world wars. He was influenced by Oswald Spengler''s and Ortega y Gasset''s theories of elites. The essay analyses the similarities and differences in their views. In Bibó''s conceptual world, the theory of (...) class='Hi'>elites is connected with the issue of legitimation, because in his opinion the crisis of elites always results in a crisis of legitimation. Bibó''s analysis of elites, their social responsibilities as well as the types of legitimization are highly instructive for us since they help us rethink our conceptions of the social roles of elites and political legitimation under conditions of globalisation. In this article we examine elite formation in relation to money power within the city of London. Our primary aim is to consider the impact of the massive concentration of such power upon the city’s political life, municipal and shared resources and social equity. We argue that objectives of city success have come to be identified and aligned with the presence of wealth elites while wider goals, of access to essential resources for citizens, have withered. A diverse (...) national and global wealth-elite is drawn to a city with an almost unique cultural infrastructure, fiscal regime and ushering butler class of politicians. We consider how London is being made for money and the monied – in physical, political and cultural terms. We conclude that the conceptualization of elites as wealth and social power formations operating within urban spatial arenas is important for capturing the nature of new social divisions and changes. We explore the meaning and implications of Bourdieu’s construct of the field of power and integrate it into a wider conception of the formation and functioning of elites at the highest level in society. Corporate leaders active within the field of power hold prominent roles in numerous organizations, constituting an ‘elite of elites’, whose networks integrate powerful participants from different fields. As ‘bridging actors’, they form coalitions to determine institutional settlements and societal resource flows. We ask (...) how some corporate actors become hyper-agents, those actors who ‘make things happen’, while others remain ‘ordinary’ members of the elite. Three hypotheses are developed and tested using extensive data on the French business elite. Social class emerges as persistently important, challenging the myth of meritocratic inclusion. Our primary contribution to Bourdieusian scholarship lies in our analysis of hyper-agents, revealing the debts these dominants owe to elite schools and privileged classes. (shrink)

This article analyzes business power in the context of noisy politics by comparing business involvement in two British referendum campaigns: one about membership in the European Communities in 1975, and the Brexit referendum about European Union membership in 2016. By exploring these two contexts, the article seeks to identify the conditions under which business elites can and cannot be effective in a context of noisy politics. Three key factors are identified as determinants of business influence during periods of (...) noisy politics: the incentives to get directly involved in noisy politics; the legitimacy of business involvement; and, finally, the capacity to act in a cohesive way. The article shows that these factors have changed substantially over the last four decades because of wider changes in the nature of capitalism, and their impact on business power in the United Kingdom and more generally is discussed. This article introduces and develops the concept of trade narrative to understand how business sectors defend against public disapproval and the threat of increased regulation or removed subsidy. Trade narrative works by accumulating lists of benefits and occluding costs, and is created by consultants for economic interests organized via trade associations. This represents an under-analysed ‘policy-based evidence machine’, the aim of which is to format the discourses of the media and political classes about the contribution of the sector in ways (...) that frame political choice about what is thinkable and doable. In doing so it supports elite power by providing a relay for intra-elite communication. Using illustrations from privatized railways, banking and pharmaceuticals in the UK and US, the argument explores how the causal arrow runs in the opposite direction from that supposed in most discussion of discourse-economy relations in the field of cultural economy. This article aims at integrating the phenomenon of the Central and Eastern European intelligentsia into the application of the theory of cultural capital of Pierre Bourdieu to the analysis of societies of that region. This is done by critically reevaluating the model of evolution of the post-communist countries of Central Europe proposed by Gil Eyal, Ivan Szelényi, and Eleanor Townsley, in their “Making Capitalism without Capitalists.” The present article argues for supplementing their approach with an analytical distinction between the concepts (...) of intellectuals (as masters of the critical discourse culture) and the intelligentsia, which in countries like Poland have an important component of post-gentry culture. The identity and images of the intelligentsia are analyzed as important though highly contested aspects of cultural capital in Poland. Wide implications of discursive battles on the status of intelligentsia in contemporary Poland are exemplified in the case of the debates over the so-called Rywin Affair in Poland and the role played in that affair by the major Polish intellectual Adam Michnik. The political discourse related to the affair and to the status of Michnik are studied in context of the structure of the Polish political scene and related to the academic debates on the intelligentsia, whether it is a “really existing” and significant social group or merely a marginal one and “outdated discourse.”. This article uses the example of public sector outsourcing to explore how elite power can be fallible. A contract between the state and private companies represents a complex interweaving of different kinds of power with uncertain outcomes: the experience of outsourcing in the UK and elsewhere is that it frequently goes wrong, with fiascos creating political embarrassment for states and financial problems for companies. Drawing on Deleuze and Guattari, the article explores how the contract is a political device (...) that can be both tool and weapon but which has uncertain outcomes. In doing so, it makes a distinctive contribution by arguing that elite work is often about repair and managing the political or financial consequences of failure. (shrink)

The paper aims to explore the relationships that exist between party structure, party system, patronage, and the appointments of the political elites. It is focused on the extent to which political parties can control the allocation of jobs as well as find out which are the institutions over whom the political parties can exercise power; the extent to which historical legacies influence patronage patterns; the extent to which party patronage is exercised in a ‘majoritarian’ as opposed to a (...) more ‘consensual’ manner across the spectrum of political parties; and the relationship that exist between the structure of the party, the appointment of political elites and patronage. The conclusion is that the party in public office and its allies in the coalition cabinet control the post of ministers and vice-ministers. While these last ones control the posts of their subordinates, it is hard to understand whether they select the employees from the party pool or from their personal networks. The other finding is that the structure of the party creates strong links between patronage and appointment, these last ones done with the scope of having control over government resources and distribution of resources. On the other hand, the research didn’t prove any link between historical legacies and patronage and party system and patronage. (shrink)

Contrary to belief held in the 1980s in mainstream social anthropology that fieldwork in the classic anthropological fashion could not be done among the western élite, the findings of long-term research in this field have yielded key ethnographic insights leading to academic and public debate. In this article I draw on ethnographic research on legitimacy, power, and governance among key Neapolitan élite groups to offer reflections on a (...) style of governance that has at once engendered and thrived on the blurring of the dividing line between what is legitimate and what is not legitimate in public life. The discussion focuses on powerful, tightly networked groups that, inspired by an elitist philosophy of power, have been hard at work to gain and maintain power, while losing trust and authority. The analysis builds towards an understanding of their implosion and of the corresponding erosion of the relationship between citizenship and governance. (shrink)

_Elite Schools in Globalizing Circumstances_ foregrounds the richly theoretical and empirically-based work of an international cast of scholars seeking to break out of the confines of the methodological nationalism that now governs so much of contemporary scholarship on schooling. Complex training is a combination training method that alternates between performing high-load resistance training and plyometric training within one single session. The study aimed to examine the effects of CT on lower-limb strength and power of elite female modern pentathlon athletes under the new modern pentathlon format and competition rules. Ten female participants of the national modern pentathlon team completed 8 weeks of RT as followed by 8 weeks of CT, with 2 weeks of break. Then, the participants conducted (...) 8 weeks of CT, which included RT combined with plyometric training. All stages of training were designed by the linear strength training period theories, requiring participants to train twice for the first 4 weeks and three times for the second 4 weeks. The one-repetition maximum of squat, isometric mid-thigh pull, counter-movement jump, squat jump, pre-stretch augmentation percentage, and reaction strength index were assessed before and after both RT and CT training. One-way repeated-measure ANOVA models revealed that the 1RM of squat was significantly improved after RT as compared to pre-RT. No significant improvement in IMTP, CMJ, SJ, PSAP, and RSI was not observed. After CT, 1RM of squat, IMTP, CMJ, SJ, RSI were significant improved as compared to pre-RT, post-RT and pre-CT, while significant improvements in PSAP were observed as compared to pre-RT and pre-CT, but not to post-RT. This pilot study showed the promise of CT following RT to improve lower-limb strength and power in elite female modern pentathlon athletes. The findings are worthwhile to be confirmed in future studies with larger sample size and randomized design. (shrink)

During most of the twentieth century, it was possible to consider Switzerland a coordinated market economy, characterized by dense interfirm networks and the strong role of business associations. Thanks to their cohesion and collective organization, in a context of quiet politics and informal institutions, business elites could largely self-regulate major socioeconomic issues in the shadow of politics. However, since the end of the twentieth century, Swiss business elites have undergone profound changes not only in their composition, but also (...) in their coordinating capacity, their growing political divisions, and their connections to politics. This growing sociological and political fragmentation, combined with changes in the way of doing politics, through noisier and more formal politics, has weakened the instrumental power of Swiss business elites. To compensate for this loss of direct influence, business elites of the largest Swiss companies have developed new political strategies, relying on their growing structural power in a context of global and financial capitalism. This article investigates elite young people’s transitions from the Leysin American School in Switzerland, an elite secondary school, to international higher education. These young people often moved to the UK or the US for higher education – locations associated with global status in the education market. However, I argue, new configurations of race and racism in those spaces may challenge some students’ elite status, despite their wealth. This article demonstrates that to navigate such issues in their transition to higher education, (...) these young people leaned on their diasporic networks. By doing so, they strategically and pre-emptively ascertained whether their power and privilege would travel with them when they became mobile. Significantly, then, this article attends to the differential experiences of members of the transnational elite and highlights the racial discrimination that they may face in mobility. It thereby complicates the notion of mobility as an effective strategy for elite status maintenance. (shrink)

Designed as a textbook for courses in political theory, political sociology and comparative politics, and as a contribution in its own right, this book explores the role of elite relations as a key to understanding democracy. Following a critical review of the literature on classes, democracy and elites, the author argues that although Western democracy is not `governed by the people' and has not created equality, it is unique in that it has generated a relative separation of power (...) holders, or a relative autonomy of elites and sub-elites in the control of resources. Developing this argument the author discloses strengths and weaknesses in democracy's infrastructure. The Elite Connection contains a warning that a major danger to democracy stems from the tendency of elites to make incursions into the autonomy of other elites, and to develop excessively close dependency relations, either in subjugation of them, or in collusion with them, which result in threats to civil liberties and to the very foundations of democracy. It argues, however, that democracy has the built-in potential to counter its own subversions. Although it focuses on elites, the book has an egalitarian perspective: it concludes with the argument that the separation of elites makes possible struggles for greater equality. The still relatively independent elites of social movements have the potential of pushing democracy towards greater participation and equality. (shrink)

At IAPS Ljubljana conference (September 2007) Dag Vidar Hanstad and Sigmund Loland presented a paper on elite-level athletes' duty to provide information on their whereabouts, to decide between two opposing positions: is this WADA demand justifiable anti-doping work or an indefensible surveillance regime? They concluded that on moral grounds this regime is conditionally acceptable, the condition being the acceptability of a general framework and objectives embodied in anti-doping global legislative foundations (the World Anti-Doping Code). But, as they said, principled objections (...) against the system have more universal relevance, which has to be taken seriously . To take this ambiguous and intriguing conclusion a step further, I propose a legal rather than ethical approach, from the aspect of constitutional and international human rights law, and the possible clash of two legally acknowledged values - the concept of elite sport without doping, and the concept of individual human rights. This conflict between ideological or moral values and the legality of individual rights is not a novelty. This paper presents three instances of this conflict: Bernard de Mandeville's differentiation between public and private values; Eug ne Sue's parallel legal and civil morals; and the contemporary moralisation of law which conflates legality into morality. The subordination of legality to morality has potentially dangerous consequences: here, Agamben's 'state of exception' comes to mind, with his analysis of potestas and auctoritas. However, in the case of sport and the war against doping, the origin of power is not in the nation state; it originates in civil society's non-governmental national and international bodies recognised as autonomous sources of legal order. The aim of this study is to examine the influence of the Italian thinker Machiavelli on the approaches of Pareto, Mosca and Michels, which are the classical representatives of elite theories and elitist approaches discussed in the discipline of political sociology. Majority-minority relations that shape the political forms of government, the share of the powerful and influential in the government, the reasons that ensure the social acceptance of power, and the legitimation of these reasons fall within the scope of (...) elite theories.Some concepts emphasized by elite theorists are related to the basic concepts that Machiavelli put forward in his teachings. These concepts and the contexts in which they are used depend on being powerful, cunning and protecting one's status, etc. is related.It is thought that examining the effects of Machiavellian attitudes and methods on the formation of elite theories will allow the classical elite approaches to be examined from a different perspective. It is important for both sociology and political sciences to examine the projection of the concept of "inequality", which is examined as a sociological concept, and the concept of "stratification" based on it, in the political field, with the help of elite theories. Because the Machiavellian philosophy in the background of elite-elite approaches illuminates the main lines of the systematic of political stratification. In this study, a method in which primary and secondary sources are examined and the views of thinkers are presented comparatively has been adopted. Therefore, first of all, information about the theoretical background was given, based on the views put forward by Machiavelli in his works. Then, the contributions of the above-mentioned thinkers to elite theories are discussed comparatively. (shrink)

In the late 1940s in Spain, a group of young scholars, most of them newly appointed university lecturers, gained control of Arbor, the promotional journal of the Consejo Superior de Investigaciones Científicas, the institution that General Franco had founded after the Spanish Civil War to organize Spanish science. This group constituted the intellectual core of the more reactionary, Catholic traditionalist faction of Franco’s regime, and they coveted greater political power, in competition with other factions of the regime. Lacking the (...) opportunity to launch an overt political campaign within a dictatorship, the group started a fight for the cultural conquest of Spain. In this cultural struggle for hegemony, journals, magazines, cultural associations, publishing houses, newspapers, and cultural centers became their weapons. By analyzing this faction’s views on and activities within the popularization of science, particularly regarding theories of evolution, this article argues that popular discourse on science played a critical role in the cultural struggle both as a “safe” channel in which to forward their claims and as a tool to gather popular attention through topics of general interest. A covert political campaign was conducted through the popularization of science and this, in turn, fueled the construction of a public sphere for science in a dictatorial context. Scientific popularization became a much-appreciated tool to achieve cultural hegemony and, as such, it also became a central element in constructing and legitimating the ideological foundations of Franco’s regime. The four books under review form part of a resurgent social science interest in elites as obligatory entry points in understanding changing relations of power and growing inequalities in a post-organized capitalism. All four books demonstrate, in differing but often complementary ways, that in an age of formal meritocracy, rising powers, government outsourcing, weightless information economies, financial deregulation, and increasingly dense digitized networked information and communication systems, elites have changed. Their mobile lives, their ability to feel at (...) ease in almost any situation, and their role as intermediaries connecting different spheres of cultural, economic and political life are defining features of the new, truly global elites. Recent years have witnessed growing controversy over the “wisdom of the multitude.” As epistemic critics drawing on vast empirical evidence have cast doubt on the political competence of ordinary citizens, epistemic democrats have offered a defense of democracy grounded largely in analogies and formal results. So far, I argue, the critics have been more convincing. Nevertheless, democracy can be defended on instrumental grounds, and this article demonstrates an alternative approach. Instead of implausibly upholding the epistemic reliability of average voters, I (...) observe that competitive elections, universal suffrage, and discretionary state power disable certain potent mechanisms of elite entrenchment. By reserving particular forms of power for the multitude of ordinary citizens, they make democratic states more resistant to dangerous forms of capture than non-democratic alternatives. My approach thus offers a robust defense of electoral democracy, yet cautions against expecting too much from it—motivating a thicker conception of democracy, writ large. (shrink)

Zusammenfassung Der Geschäftsbereich Leistungssport des Deutschen Olympischen Sportbundes agiert als Common Agent, nämlich der Sportverbände und des Bundes­ministern des Innern bei der Verteilung der Sportfördermittel des BMI an die olympischen Spitzenverbände im DOSB. In diesem Beitrag wird theoriegeleitet ein Hypothesensystem entwickelt, welches beschreibt, nach welchen Kriterien der GBL bei der Verteilung der Mittel vorgeht. Es zeigt sich, dass neben den Bewertungskriterien, die im so genannten Förderkonzept 2012 formalisiert werden, diskretionäre Handlungsspielräume bestehen. The first part of this evolutionary study of the persistence of the autocratic/oligarchic variety of personal rule in Russia provides a historical overview, followed by two theories explaining why it persisted, interrupted by brief “times of troubles,” for over 500 years. Edward Keenan, on the one hand, hypothesizes successful long-term adaptation to a demanding environment. Richard Hellie, on the other hand, develops a theory of service-class revolutions and a cyclical pattern based on the methods of Russian elites for overcoming (...) relative backwardness. Neither theory takes a neo-Darwinian approach.The second part examines neo-Darwinian evolutionary approaches. In the cosmic perspective of Big History, the human species in its relatively brief existence has had an accelerating impact on other species and the earth’s environment. Biologists modeling complex systems come to a similar conclusion. Agent-driven history, as modeled by demographer Noël Bonneuil, raises questions about the adequacy of the historian’s traditional single-trajectory narrative approach to “the time of human history” and also critiques the biases built into the mathematical models of many evolutionary thinkers. An evolutionary approach to human history does not restrict itself to organic replication, but takes into account populations of evolving human skills and also group projects that act as evolutionary forces as well as units of selection, and outlive generations of organic populations.The third part applies this approach to the Russian tradition of state power by showing how group projects operate as evolutionary forces in a variety of modern power systems. The “parable of the tribes” avers that the aggressive agent in any given power system—ideological, economic, social, military, or political—dictates the dynamics of the system. The “braided stream” approach shows, however sketchily here, how agent-driven modern power systems interact, coevolve, and produce hybrid forms. The article takes the first steps towards a general theory of civil society elites, a concept not fully developed in either elite or civil society research. This conceptual gap hampers academic and public understanding of the dynamics at the top of civil society. To address this, the authors rely on the theoretical framework of Pierre Bourdieu to build a theory of civil society elites as managers of civic capital. This role is illustrated through examples from the differently institutionalised (...) UK and Nordic civil societies. The first part of the article introduces the notion of civic capital and its emergence during the 19th century. The second part focuses on elite positions in civil society fields, demonstrating how civil society elites, as managers of civic capital, navigate between their constituents and other elite groups. These elites wield the power to consecrate social relations while misrecognising their own symbolic and economic gains. Recent scandals in the climate movement and UK and Nordic civil societies shed light on the symbolic aspects of the positions of civil society elites. This comprehensive analysis contributes to elite and civil society research and enriches public discussions about the role of civil society leaders in society. (shrink)

In this article, we explore the micro-foundations of elite politics by focusing on changes in network structures that emerge from informal conversations. Empirically, we offer a novel “situational conflict” explanation to account for the puzzle of why reformist leaders were periodically ousted during China’s reform era (1977–1992), emphasizing the unexpected power collision that catalyzed the violent crackdown on the Tiananmen movement in 1989. To do so, we employ network analysis and narrative to utilize an original dataset of elite conversations (...) and primary sources that have only recently been made available. We find that ideological cleavage and manipulative brokerage produced each conflict to varying degrees but were contingent on the relational structure arising from elite conversational interactions. Furthermore, the actual unfolding of those conflicts often resulted from key actors’ discrepant understandings of the changing relationships via ongoing interactions at vital moments, such as during the Tiananmen movement. Integrating micro-sociological theories and network analysis, our work has methodological and theoretical implications for unpacking the black box of elite politics and its role in macro-historical change. SUMMARYThis paper examines the formal filters of the public's political will defended by JS Mill as consistent with the best form of representative government. Holding that institutions must adjust to democratic society, and that democratic society must be improved to achieve wise rule, Mill rejects secret ballots and electoral pledges, and advocates a constitutional council and graduated enfranchisement. He also recommends but does not require the indirect election of the President and a unicameral legislature. Mill's historically sensitive approach puts pressure (...) on interpreters to be sensitive to their own political and social context when applying Mill's ideas. In particular, obviously undemocratic measures such as plural voting should be adjusted to reflect Mill's view that the ratio between legitimacy and competence is constantly changing. The continual readjustment between the powers of masses and elites is the way that Mill's Considerations on Representative Government manage to avoid the now-traditional charge of expertocracy. Dans un régime comme celui de la République populaire de Chine, où prévaut la suprématie d’un Parti-État unique, la politique et le politique constituent, a fortiori plus qu’ailleurs, la chasse gardée de l’élite dirigeante du pays, à savoir les cadres du Parti communiste. Cet article tente de saisir qui sont les élites politiques aux commandes de la Chine d’aujourd’hui à travers l’analyse du modus operandi de l’École des cadres du Parti de Shanghai. L’étude de cette institution, qui participe à la (...) régulation de la circulation des élites et constitue l’un des lieux privilégiés de la transmission et de l’exercice du pouvoir, permet, par-delà son propre fonctionnement, d’éclairer la nature et le devenir même du régime. S’il apparaît que les forces modernisatrices, en assimilant davantage l’École du Parti à un institut d’administration publique, œuvrent à la professionnalisation du métier de cadre, c’est également et avant tout afin de mieux perpétuer l’hégémonie du Parti-État unique.In a regime where the one Party-State rule still prevails, as is the case in the People’s Republic of China, the polity and politics constitute – here more than anywhere else – the private ground of the country’s ruling elite, i.e. the cadres of the Communist Party. This article attempts to grasp who the political elites in control of contemporary China are, by analyzing the modus operandi of the Shanghai Party School for Cadres. The study of an institution that takes part in the circulation of the elites and hence constitutes one of the privileged playing fields for the transmission and the exercise of power, allows, beyond the understanding of its own working, to shed light on the very nature and evolution of the regime. If the modernizing forces appear to work towards the professionalization of the cadres’ craft by equating the Party School to an institute of public administration, they ultimately do so in order to better perpetuate the supremacy ofthe one-Party system.
