In this article I analyze the justification of rawlsian anti-perfectionism, present in both A Theory of Justice and Political Liberalism. My aim is to show how justice as fairness, Rawls's conception of justice, lacks stability because of it. As an alternative to his anti-perfectionism, I propose, in the second part, the idea of progress as practical perfectionism by John Dewey. I argue that a perfectionist liberalism of this kind does not undermine reasonable pluralism as Rawls argued. Also I argue that (...) it is indispensable to establish a liberal society that is stable. Are liberalism and perfectionism compatible? In this study Steven Wall presents and defends a perfectionist account of political morality that takes issue with many currently fashionable liberal ideas but retains the strong liberal commitment to the ideal of personal autonomy. He begins by critically discussing the most influential version of anti-perfectionist liberalism, examining the main arguments that have been offered in its defence. He then clarifies the ideal of personal autonomy, presents an account of its value and shows that a (...) strong commitment to personal autonomy is fully compatible with an endorsement of perfectionist political action designed to promote valuable pursuits and discourage base ones. Although the problem of adaptiveness plays an important motivating role in her work on human capabilities, Martha Nussbaum never gives a clear account of the controversial concept of adaptive preferences on which she relies. In this paper, I aim both to reconstruct the most plausible account of the concept that may be attributed to Nussbaum and to provide a critical appraisal of that account. Although her broader work on the capabilities approach moves progressively towards political liberalism as time passes, I (...) aim to show that her account of adaptive preferences continues to maintain her earlier commitment to perfectionism about the good. I then distinguish between two obligatory kinds of respect for persons, which I call, respectively, primary and secondary recognition respect. This distinction allows us to see that her perfectionist account of adaptive preferences allows her to show persons primary but not secondary recognition respect. A purely theoretical analysis of Martha Nussbaum’s basis of the capabilities approach in feminist (rather than more broadly liberal humanist) justice yields a philosophical project that may appear inconsistent, if not incoherent. However, I suggest in this paper that when the reader considers the project’s very concrete aims, there surfaces an intelligible reason for the apparent incongruities between her feminist and liberal commitments. Since even a capabilities approach rooted in feminist justice is itself radical and must win political support in (...) order to be implemented, I suggest that Nussbaum’s basis of the approach in feminist justice can perhaps be understood as a canny attempt to win support for her project on politically popular grounds, using the rhetoric of sex and social justice that has already been embraced by current economic powers. Once arguments based on morally irrelevant differences between sexes are politically endorsed, it will perhaps be easier to argue for the directly parallel moral irrelevance of differences based on accident of birth into the underdeveloped world. This paper explores the question whether perfectionism amounts to a political doctrine that is more attractive than liberalism. I try to show that an egalitarian liberalism that is open to questions of value and that holds a conception of limited neutrality can meet the perfectionist challenge. My thesis is that liberalism can be reconciled easily with perfectionism read as a moral doctrine. Perfectionism as a political doctrine equally stays within the value framework of liberalism. Finally, I try to show that (...) liberalism can give an account of civic virtue that is a sufficient basis for developing the normative guidelines of a rich and meaningful social life. (shrink)

Recent welfare reform has resulted in new work requirements for welfare recipients. These measures need to be justified, as they impair recipients’ freedom. This paper first repudiates economic justifications for these developments and argues that the dominant justification is perfectionist. But unlike workfare, perfectionism is not necessarily paternalistic. The second part of the paper outlines a liberal perfectionism which allows only for autonomy-enhancing politics. Though even such autonomy-enhancing politics cannot be made obligatory. The last section concludes that workfare’s (...) paternalism cannot be attributed to perfectionist justifications, but rather stems from the narrow philosophy of work that is applied. The idea that enforced wage labour is a reliable tool for inducing autonomy is refuted. In the end, workfare needs to be rejected, as it is based on assumptions that are mistaken both normatively and empirically. (shrink)

Liberal thinkers of the eighteenth and nineteenth centuries were alert to the political costs and human cruelties involved in European colonialism, but they also thought that European expansion held out progressive possibilities. In Progress, Pluralism, and Politics David Williams examines the colonial and anti-colonial arguments of Adam Smith, Immanuel Kant, Jeremy Bentham, and L.T. Hobhouse. Williams locates their ambivalent attitude towards European conquest and colonial rule in a set of tensions between the impact of colonialism on European states, the (...) possibilities of progress in distant and diverse places, and the relationship between universalism and cultural pluralism. In so doing he reveals some of the central ambiguities that characterize the ways that liberal thought has dealt with the reality of an illiberal world. Of particular importance are appeals to various forms of universal history, attempts to mediate between the claims of identity and the reality of difference, and the different ways of thinking about the achievement of liberal goods in other places. Pointing to key elements in still ongoing debates within liberal states about how they should relate to illiberal places, Progress, Pluralism, and Politics enriches the discussion on political thought and the relationship between liberalism and colonialism. Debates between political liberals and liberal perfectionists have been reinvigorated by Jonathan Quong’s Liberalism Without Perfection. In this paper I argue that certain forms of perfectionism can rebut or evade Quong’s three central objections – that perfectionism is manipulative, paternalistic, and illegitimate. I then argue that perfectionists can defend an ‘internal conception’ of perfectionism, parallel in structure to Quong’s ’internal conception’ of political liberalism, but with a different conception of the justificatory constituency. None of Quong’s arguments show that his view (...) should be preferred to this perfectionist internal conception. It can thus equally claim to achieve ‘justification to all reasonable citizens’. The paper advances a non-orthodox reading of political liberalism’s view of political legitimacy, the view of public political justification that comes with it, and the idea of the reasonable at the heart of these views. Political liberalism entails that full discursive standing should be accorded only to people who are reasonable in a substantive sense. As the paper argues, this renders political liberalism dogmatic and exclusivist at the level of arguments for or against normative theories of justice. Against that background, (...) the paper considers aspects of a more plausible, deeper and more inclusive idea of public political justification that builds on a thinner, potentially cosmopolitan idea of the reasonable. The paper considers what content such an idea may have, and identifies a method of inclusive abstraction through which it may be enriched in content to render it fruitful for the purposes of a justification of principles of political justice. But the move toward more depth and inclusiveness faces constructivism with two challenges. First, inclusivism about the scope of political justification might not be able to avoid dogmatism unless it invokes perfectionist considerations. And second, the authority and appeal of a fruitfully rich idea of the reasonable depends on whether the addressees of political justification already value wide acceptability. (shrink)

The dominant public philosophy of the United States of America has long been some version of liberalism--dedicated to individual liberty, equal rights, religious freedom, government by consent, and established limits on political power. Today, however, we find ourselves in unusual times, when the major political parties have powerful and growing wings that embrace decidedly illiberal public philosophies. On the Left, critical theory eschews Enlightenment rationalism and liberal ideas of toleration and individual liberty as structures that serve to support inequality and (...) oppression. On the Right, conservative scholars excoriate liberalism for privileging an ideal of individual autonomy that eats away at the civilizing bonds of family, tradition, religion, and country. What seems new here is not the critiques themselves, but the power and popularity of political movements that openly and proudly reject the first principles of America's long-dominant public philosophy. Can the center hold? Can the principles of 1776 survive? Or has liberalism run its course? With these questions in the air, this book proposes to return with fresh eyes to the beginning of liberalism and the political philosophy of John Locke. Instead of looking at Lockean liberalism as a simple and timeworn ideological program, the essays reexamine Locke's project by remaining alive to the complexity and nuance with which he addressed his subject. The Locke that emerges is indeed an ambitious and radical thinker, but one not as imprudent or unmindful of custom as his conservative critics would have it, nor as tolerant of oppression as his progressive critics aver. Professor Eric A. Havelock in his book The Liberal Temper in Greek Politics approaches classical political philosophy from the positivistic point of view. The doctrine to which he adheres is however a somewhat obsolete version of positivism. Positivist study of society, as he understands it, is "descriptive" and opposed to "judgmental evaluation" but this does not prevent his siding with those who understand "History as Progress." The social scientist cannot speak of progress unless value judgments can be objective. The (...) up-to-date or consistent positivist will therefore refrain from speaking of progress and instead speak of change. Similarly Havelock appears to accept the distinction between primitive men or savages and civilized men, whereas the consistent positivist will speak not of savages but of pre-literate men and assert that preliterate men have "civilizations" or "cultures" neither superior nor inferior to those of literate men. It would be wrong to believe that the up-to-date positivist is entirely consistent or that his careful avoidance of "evaluative" terms is entirely due to his methodological puritanism; his heart tells him that once one admits the inequality of "cultures," one may not be able to condemn colonialism on moral grounds. Havelock is therefore perhaps only more intelligent or more frank than the consistent positivists when he describes his position as liberal rather than as positivist. Yet this does not entirely dispose of the difficulty. "For the liberals man is to be taken as you find him and therefore his present political institutions are to be taken as given also." This means that here and now the liberals will take American democracy as given and will then "concentrate empirically and descriptively on this kind of political mechanism." This is a fair description of positivistic political science at its best. Yet Havelock praises the same liberals for writing "in defence of democracy". What then is a liberal? Was a German social scientist who in 1939 took "the present political institutions as given" and subjected them to "empirical analysis" for this reason by itself a liberal? If so then a liberal is not a man of strong moral or political convictions, and this does not seem to agree with the common meaning of the word. Yet from Havelock's Preface it appears that the liberal regards all political and moral convictions as "negotiable" because he is extremely tolerant. Havelock applies the implicit maxim of conduct to the relations between the United States and Soviet Russia today. For all one can know from his book, he would have given the same advice during the conflict between the Western democracies and the Fascist regimes at the time of the Munich conference. At any rate he does not seem to have given thought to the question of whether Tolerance can remain tolerant when confronted with unqualified Intolerance or whether one must not fall back in the end on "moral convictions" which are not "negotiable." In almost all these points Havelock is liberal in the sense in which the word is commonly used here and now. (shrink)

In popular parlance the term "liberalism" denotes a collection of welfarist and progressive social policies, but I am here concerned with liberalism as the theoretical framework within which familiar debates over distributive justice and the scope of state power typically are conducted. To be sure, liberalism in this sense is a complex doctrine, but its core has been well captured by Martha Nussbaum.

John Christman has recently objected to substantive conceptions of autonomy on the grounds that they introduce unwanted perfectionism into political thinking. I defend substantive conceptions of autonomy against Christman’s critique on two fronts. First, I defend substantive conceptions of autonomy against the charge that their utilisation in political theory would result in the inappropriate exclusion from democratic respect of individuals in oppressive relations. Second, I defend substantive conceptions of autonomy from the charge that they fail the ‘endorsement constraint’, i.e. that (...) incorporating a substantive conception of autonomy into the concept of the person at the heart of a political theory would be alienating for citizens. Public reason liberalism demands that political decisions be publicly justified to the citizens who are subjected to them. Much recent literature emphasises the differences between the two main interpretations of this requirement, justificatory and political liberalism. In this paper, I show that both views share structural democratic deficits. They fail to guarantee political autonomy, the expressive quality of law, and the justification to citizens, because they allow collective decisions made by incompletely theorised agreements. I argue that the result can only (...) be avoided by changing public reason’s role in collective decision-making. Instead of incompletely theorised agreements, we should demand agreement both on the public reasons themselves and on the other premises that justify political decisions. In this way, it is always possible to point to a procedure-independent reason that justifies democratic decisions, and the reasoning of the state is public and contestable. Finally, I explain how this, in turn, implies that only political liberalism can be rescued—by accepting what I will call strong political liberalism. Modifying justificatory liberalism in the necessary way will inevitably open the door to an objectionable form of perfectionism. (shrink)

Advocates of political liberalism hold it as a superior alternative to perfectionism on the grounds that it avoids superfluous and/or controversial claims in favor of a maximally-inclusive approach undergirded by a "free-standing" justification for the ideology. These assertions prove difficult to defend: political interpretations of liberalism tend to be implicitly ethnocentric; they often rely upon a number of controversial, and even empirically falsified, assumptions about rationality--and in many ways prove more parochial than their perfectionist cousins. It is possible to reform (...) political liberalism to address these challenges, but generally at the expense of the supposed normative force and universality of the liberal project. However, this para-liberal approach is much better in keeping with contemporary findings in sociology, psychology and cognitive science--and can much more effectively accommodate the illiberal challenge. Liberalism Without Perfection elaborates a generally Rawlsian conception of public justification in order to defend antiperfectionist liberalism. This critical response raises questions about the link between the two parts of the project. On the hand, it is possible to reject that demand that reasons for political decisions pass a qualified acceptability requirement even if one is strictly opposed to paternalism. On the other hand, the commitment to public justifiability does not rule out all perfectionism, if there are some claims about (...) the good that are not reasonably rejectable. (shrink)

According to the “internal” conception (Quong), political liberalism aims to be publicly justifiable only to people who are reasonable in a special sense specified and advocated by political liberalism itself. One advantage of the internal conception allegedly is that it enables liberalism to avoid perfectionism. The paper takes issue with this view. It argues that once the internal conception is duly pitched at its fundamental, metatheoretical level and placed in its proper discursive context, it emerges that it comes at the (...) cost of public dogma. The paper examines this problem and argues that a plausible response to this problem is to go beyond the internal conception and adopt a more inclusive, dynamic conception. But this calls for a form of perfectionism. Thus, the internal conception of political liberalism, far from showing how liberalism can be had without perfectionism, effectively calls for perfectionism as a remedy for its problems. (shrink)

This article contends that liberalism in America underwent a fundamental transformation during the Progressive Era. This transformation took place, partly, through the Progressives' reinterpretation of the doctrine of property rights that had served as a foundation for founding-era liberalism. Progressives rejected the eighteenth-century, natural-rights principles which had privileged individual rights to life, liberty, and property as the fundamental aims of any just government, and argued instead that America at the turn of the twentieth century was beset by a tyranny of (...) the minority which was employing property rights to inhibit genuine freedom for the bulk of the population. This article examines the character of founding-era liberalism and points to the connection between the political theory of the Declaration of Independence and John Locke's Second Treatise of Government. It then provides an account of the Progressive critique of this original version of American liberalism. The Progressive critique is shown to take two forms: a rejection of property rights in principle, followed by a rejection of them in practice. (shrink)

Based on Steven Wall's work I take perfectionism in political philosophy to include two components: the objective good and the non-neutral state. Some perfectionist theories aim to be liberal. But given the objective good component perfectionism seems to be unable to accommodate the commitment to value pluralism found in liberalism, this is what I call the challenge of pluralism. The perfectionist reply is to claim that their objective good can also be plural and thus there is no conflict. My aim (...) in this paper is to show that this reply does not work. I do this by looking at three different ways we could conceive of perfectionist theories as plural and show how each is unsatisfactory. (shrink)

Benjamin Constant's On Religion was a major effort to include religion within liberal political thought, insisting on the possibility of religious progress and perfectibility. It was also a major critique of Catholicism and of clericalism in any form. And it was one of the most wide-ranging comparative studies of religion since it purported to cover all religions worldwide before Christianity. Constant worked on it for most of his adult life, more than 40 years. This article traces the rise of the (...) language of progress and perfectibility in Constant's milieu, finding roots in Rousseau, Scottish thinkers, Germans and Swiss such as Madame de Staël, Condorcet, William Godwin, and others. He also sprinkled some of his ideas about progress and perfectibility in his wide-ranging political writings. But it was in On Religion that he went into the idea of progress and perfectibility in depth, finding both a universal human need for religion and religious progress in every religion and over time. It may be true that he underestimated the possibility of regress and failure in human development, but nevertheless this work stands as a monument to liberal confidence in a better future. (shrink)

Jonathan Quong’s book, Liberalism without Perfection, provides an innovative new defense of political liberalism based on an “internal conception” of the goal of public justification. Quong argues that public justification need merely be addressed to persons who affirm liberal political values, allowing people to be coerced without a public justification if they reject liberal values or their priority over comprehensive values. But, by extensively restricting members of the justificatory public to a highly idealized constituency of liberals, Quong’s political liberalism becomes (...) objectionably sectarian. Coercing citizens without a public justification if they hold non-liberal comprehensive views is no different from the sectarian perfectionist view that people can be coerced without a public justification if they hold false comprehensive views. Quong argues that some degree of sectarianism is unavoidable in formulating a conception of political liberalism. While this may be, I maintain that the internal conception is nonetheless excessively sectarian. To demonstrate this, I develop an attractive competitor conception, the convergence conception, which addresses public justification to a diverse, moderately idealized justificatory public. If convergence is a viable interpretation of political liberalism, I argue, then the internal conception is excessively sectarian. (shrink)

The paper argues that Rawls’ critique of perfectionism from the standpoint of neutral liberalism scrutinizes the conceptions of the good without demarcation between them, that is, without distinguishing whether they are comprehensive religious or philosophical conceptions, or whether they are piecemeal comprehensions of local values, concepts and goods. In addition to the high contestability in the use of the concept of comprehensiveness, it is necessary to retain the concept of reasonableness, as comprehensions of the good have to be to some (...) extent well-founded, consistent and coherent to be considered relevant in a political dispute. Considering these distinctions, it can be claimed that, in particular cases, the application of considerations of the good in disputes concerning constitutional essentials can be supported and, considering reasonable pluralism, morally justified. Nevertheless, moderate perfectionism has to specify whether political decisions create and support options, promote valuable goods or they discourage worthless goods. It is necessary to delineate the limits of perfectionistic measures accordingly. (shrink)

Many political theorists believe that a state cannot be neutral when it comes to languages. Legislatures cannot avoid picking a language in which to conduct their business and teachers have to teach their pupils in a language. However, against that, some political liberals argue that liberal neutrality is consistent with the state endorsement of particular languages. Claims to the contrary, they say, are based on a misguided understanding of what neutrality is. I will argue that this line of argument fails, (...) for two reasons. First, the primary challenge to which political liberals should respond is not that of reconciling the promotion of languages with liberal neutrality but, rather, that of reconciling liberal neutrality with the fact that reasonable people disagree about the existence and nature of languages. Second, even if everyone accepted the existence of languages along essentialist lines, one should still doubt the possibility of state neutrality with respect to them, regardless of the conception of neutrality one prefers. The reason why is that human beings cannot care about or value languages so when a state promotes a particular language, it is not supporting the preferences of its citizens but, rather, acting on perfectionist or simply irrational grounds. This article argues that political liberalism, of the type formulated by John Rawls and Charles Larmore and further developed in Amartya Sen and Martha Nussbaum's capabilities approach, is superior to more comprehensive political views both in domestic and in global affairs. Perfectionist liberalism as advocated by John Stuart Mill and Joseph Raz attempts to erase existing religions and replace them with the religion of utility or autonomy. This is wrong, because in the ethico-religious environment of reasonable disagreement that we inhabit (...) all comprehensive forms of political morality pose a threat to people's liberty and equality. Only thin and narrow conceptions of value like the ones suggested by Rawls, Larmore, Sen, and Nussbaum can guarantee the respect for diversity that is needed in a pluralistic world. Although Rawls famously failed to extend this idea from domestic to transnational matters, the argument of the article is that not only do the principles of political liberalism apply to global mat.. This book contributes to both the internal debate in liberalism and the application of political liberalism to the process of democratization in East Asia. Beyond John Rawls’ original intention to limit the scope of political liberalism to only existing and well-ordered liberal democracies, political liberalism has the potential to inspire and contribute to democratic establishment and maintenance in East Asia. Specifically, the book has two main objectives. First, it will demonstrate that political liberalism offers the most promising vision for liberal (...) democracy, and it can be defended against contemporary perfectionist objections. Second, it will show that perfectionist approaches to political Confucianism suffer from practical and theoretical difficulties. Instead, an alternative model of democracy inspired by political liberalism will be explored in order to achieve a multivariate structure for citizens to come to terms with democracy in their own ways, to support a neutral state that ensures the establishment and stability of democracy, and to maintain an active public role for Confucianism to prevent it from being banished to the private sphere. In _Politics and Progress_, Muir aims to outline the political and social aims of liberalism and how it differs from conservatism and socialism as well as philosophising what a truly liberal society would look like. Originally published in 1923, this study details the political situation as it stood then, the past achievements of liberalism and what immediate problems society is facing that need to solved. This title will be of interest to students of politics.

Some religiously devout individuals believe divine command can override an obligation to obey the law where the two are in conflict. At the extreme, some individuals believe that acts of violence that seek to change or punish a political community, or to prevent others from violating what they take to be God’s law, are morally justified. In the face of this apparent clash between religious and political commitments it might seem that modern versions of political morality—such as John Rawls’s political (...) liberalism—that refuse to take a stance on controversial religious matters, or eschew appeal to perfectionist doctrines, are beset by a particularly acute version of this problem of religious disobedience. Whilst political liberalism follows this path so as to generate wide and stable support, it raises the question of how political liberals should respond to religiously motivated non-compliance with the norms of that liberal conception of justice. This article evaluates what resources are available to political liberalism to respond to this challenge. It examines whether anti-perfectionism can be sustained in the face of those whose religious beliefs are in conflict with the law. We argue that, under certain circumstances, political liberalism requires direct engagement with the religious views of the unreasonable, including offering religious arguments to show that their particular interpretation of their faith is mistaken. This view takes political liberalism away from its usual ambitions, but it is a position that is both anticipated by Rawls and consistent with his view. It does, however, require that political liberals give up the claim that the view is a wholly non-sectarian, purely political view, and accept that, under certain circumstances it is a partially comprehensive version of liberal theory. Liberalism without Perfection offers an introduction to the debate between liberal perfectionism and political liberalism. This book is a new account and defence of Rawlsian political liberalism, one of the most discussed, but widely misunderstood and criticized theories in contemporary political theory.

Proponents of environmentalist views often urge the teaching of such views and the inculcation of ‘green’ values within the educational curriculum of schools as a key component of achieving their ends. It might seem that modern versions of political morality that refuse to take a stance on controversial questions—religious, ethical, philosophical—or eschew appeal to perfectionist doctrines, such as Rawlsian political liberalism, are beset by a particularly acute difficulty in this regard. To the extent that environmentalist views embody claims about ethical (...) matters such as how individuals should live their lives, they fall foul of this version of political morality. This article evaluates the resources available to political liberalism to respond to the challenge of bringing the teaching of green values and virtues within the national curriculum. It argues that environmental concerns differ in morally important ways from other ethical, philosophical, and religious views that are typically off-limits to political liberalism. Much that passes as green ideals are not simply a conception of the good life in the manner that religious views, for example, are. Rather, many environmental goods are crucial to the realisation of socioeconomic justice and therefore escape the requirement of state neutrality on endorsing the truth or importance of their role. A minimal political liberal education includes teaching about justice-based concerns as part of a compulsory national curriculum. (shrink)

Contemporary political theory is characterised by a realistic critique of liberalism. Realist theorising is seen as avoiding foundational disagreements about justice mutating into second-order disputes concerning the justifiability of legitimate political institutions. In this sense, the realist critique challenges a key aspect of Rawls’ liberal project – that is, its justificatory constituency. McCabe’s Modus Vivendi Liberalism presents an interesting case of such a critique. Given the condition of deep pluralism that characterizes contemporary democracies, the liberal Justificatory Requirement (JR) should be (...) recast so to include those, illiberal or sceptical, who are excluded by Rawls’ justificatory constituency. This paper confronts McCabe’s modus vivendi justificatory project with Rawls view. It suggests that both views seem to endorse a practice-dependent account of political justice in which “politics is prior to morality”; yet the ways in which reasons are endorsed to justify the shared conception of political authority are significantly different in these two schemes. The paper shows that the most problematic aspect of McCabe contingent model is that it disconnects the idea of legitimacy from a conception of liberal political morality. On this account, political legitimacy that reflects the uncoercive character of extant institutions seems to be sufficient to meet the MVL JR. Yet, from a normative point of view, this might be not enough to ensure morally acceptable outcomes. In conclusion, the paper considers McCabe’s model as a version of ‘practice-independent’ moral theorizing committed to a transcendent view of ‘threshold morality’. This move, however, comes at the cost of sacrificing the theory’s premises of anti-perfectionism and realism. (shrink)

Can a state seek to promote a thick conception of the good (such as fostering a kind of meaning or excellence in people's lives) without treating its citizens disrespectfully? The predominant answer among friends of the principle of respect for persons is "no." The most powerful Kantian objection to non-liberalism or perfectionism is the claim that citizens who do not share the state's conception of the good would be wronged in that the state would treat a certain way of life (...) as more important than its citizens' capacities to choose their own ways of life. I sketch a new non-liberal principle for political decision-making and show that, unlike other forms of non-liberalism, it is not vulnerable to this major respect-based objection. 'Open perfectionism' is the view that state enforcement of a conception of the good favoured by the majority is permissible if and only if the minority has the substantial ability to avoid the territory in which the conception of the good is enforced. I argue that it is a realistic possibility for some non-liberal states to provide a fair opportunity to their dissenters to avoid the imposition of non-liberal policies and that the Kantian liberal's central complaint would not apply to non-liberal states if they were to provide such an opportunity. The principle of respect for persons grounds the most influential argument for liberalism, and so showing that open perfectionism is consistent with liberal intuitions about free choice promises to help to transcend the long-standing conflict between non-liberalism and Kantian liberalism. While there had been much radical thought before John Stuart Mill, Joseph Persky argues it was Mill, as he moved to the left, who provided the radical wing of liberalism with its first serious analytical foundation, a political economy of progress that still echoes today. A rereading of Mill's mature work suggests his theoretical understanding of accumulation led him to see laissez-faire capitalism as a transitional system. Deeply committed to the egalitarian precepts of the Enlightenment, Mill advocated gradualism and rejected (...) revolutionary expropriation on utilitarian grounds: gradualism, not expropriation, promised meaningful long-term gains for the working classes. He endorsed laissez-faire capitalism because his theory of accumulation saw that system approaching a stationary state characterized by a great reduction in inequality and an expansion of cooperative production. These tendencies, in combination with an aggressive reform agenda made possible by the extension of the franchise, promised to provide a material base for social progress and individual development.The Political Economy of Progress goes on to claim that Mill's radical political economy anticipated more than a little of Marx's analysis of capitalism and laid a foundation for the work of Fabians and other gradualist radicals in the 20th century. More recently, modern philosophic radicals, such as Rawls, have deep links to this Millean political economy. These links are still worthy of development. In particular, a politically meaningful acceptance of Rawls's radical liberalism waits on a movement capable of re-engineering the workplace in a manner consistent with Mill's endorsement of worker management. How can we establish a political/legal order that in principle does not require the human flourishing of any person or group to be given structured preference over that of any other? Addressing this question as the central problem of political philosophy,_ Norms of Liberty_ offers a new conceptual foundation for political liberalism that takes protecting liberty, understood in terms of individual negative rights, as the primary aim of the political/legal order. Rasmussen and Den Uyl argue for construing individual rights as (...) metanormative principles, directly tied to politics, that are used to establish the political/ legal conditions under which full moral conduct can take place. These they distinguish from normative principles, used to provide guidance for moral conduct within the ambit of normative ethics. This crucial distinction allows them to develop liberalism as a metanormative theory, not a guide for moral conduct. The moral universe need not be minimized or morality grounded in sentiment or contracts to support liberalism, they show. Rather, liberalism can be supported, and many of its internal tensions avoided, with an ethical framework of Aristotelian inspiration—one that understands human flourishing to be an objective, inclusive, individualized, agent-relative, social, and self-directed activity. The nineteenth century is a very important period from our contemporary point of view. It is then that many socio-political ideas were born and have affected our social and individual life until now. It is in the nineteenth century that humankind sought to reflect on freedom, individualism and progress, and often paid dearly for any utopian misinterpretations in this area. Last but not least, in the nineteenth century the modern philosophical perception clashed with Christianity. The paper sought to show this (...) intellectual turmoil by focussing on the main adherents of reconciling new ideas with religion. This reconciliation could be effected with an integral view of the human being in mind. The integral human being, advocated by Newman and Acton, can manage to abide by timehonoured traditions and assimilate whatever there is of positive value in civilization.Le 19ème siècle est une période riche en enseignements pour notre réflexion contemporaine. C'est durant ce siècle que nombre d'idées sociopolitiques ayant influé jusqu'à présent sur notre vie individuelle et sociale sont nées. C'est au 19ème siècle que l'humanité chercha à réfléchir sur la liberté, l'individualisme et le progrès, et elle paya au prix fort les erreurs d'interprétation utopiste commises dans ces domaines. Aussi, et non des moindres, c'est au 19ème siècle que la perception philosophique moderne entra en conflit avec le christianisme. L'article vise à dépeindre cette agitation intellectuelle en mettant l'accent sur les principaux tenants de la réconciliation des nouvelles idées avec la religion. Is statecraft soulcraft? Should we look to our souls and selves in assessing the quality of our politics? Is it the business of politics to cultivate, shape, or structure our internal lives? Summarizing and answering the major theoretical positions on these issues, Peter Digeser formulates a qualified permission to protect or encourage particular forms of human identity. Public discourse on politics should not preclude talk about the role of reason in our souls or the importance of wholeness (...) and community to our selves or the significance of autonomy for individuals. However, those who seek to place only their own conception of the self or soul within the reach of politics are as mistaken as those who would completely preclude such matters from the political realm. In proposing this view, Digeser responds to communitarians, classical political rationalists, and genealogists who argue that liberal culture fragments, debases, or normalizes our selves. He also critically analyzes perfectionist liberals who justify liberalism by virtue of its ability to cultivate autonomy and authenticity, as well as liberal neutralists who wish to avoid altogether the problem of selfcraft. All these, he argues, fall short in some way in defining the extent to which politics should be concerned with the self. (shrink)

Over the last decade there has been a veritable explosion of Anglo-American interest in the works of Weimar constitutional and political theorist, Carl Schmitt. There has been concurrently a revival in the treatment of technology as a subject worthy of social-philosophical inquiry. Yet the two scholarly movements have surprisingly passed each other by. Surprisingly because as I demonstrate the German critique of technology is crucial for understanding the works of Schmitt, especially his criticisms of liberalism, and vice versa, theoretical confrontations (...) with technology, often dismissed as excessively abstract, could benefit greatly by observing the way in which Schmitt incorporated theoretical engagements with technology into practical-political treatises. The conjuncture of the critiques of liberalism and technology in Schmitt's writings may shed fresh light on the perennial problem of "technocracy" in liberal democracies and the potential for authoritarianism latent within it. The context in which fascism first emerged in Europe was characterized by a structural transformation--a fusion--of the economy, society and politics as welfare state conditions eclipsed the nineteenth century's--supposedly separate--state/society configuration. As the perceived agent of this transformation technology consequently aroused exhilaration, awe and fear irrespective of whether it was perceived as beneficial or detrimental. The analyses on the part of the intellectuals who engaged technology in this context were sometimes hysterical but also sometimes quite perspicacious. Soviet Communism, fascism and liberal technocracy were all posed as solutions to this situation. Since the 1970s industrial societies have undergone another structural transformation as a Fordist welfare state configuration gives way to a globalized one. This process has brought down Soviet Communism, but fascism has reemerged and liberal technocracy transmutes itself in not necessarily progressive ways. The considerations on these political alternatives in the wake of this century's first technological transformation by fascism's most brilliant promoter and liberalism's most relentless critic may not provide facile answers in the midst of this century's second transformation. But we must properly understand the past to accurately assess the present and insure that the disastrous outcome that befell a fragile liberal democracy such as Weimar's does not occur again. Much of what Richard Rorty has to say about the triumph of American liberalism is largely accepted and unquestioned by a wide variety of scholars. Yet there are inconsistencies in Rorty's work, and his defense of liberalism does not depend on familiar Enlightenment assumptions about reason, human nature, historical progress, and the like. So argues Markar Melkonian, who critically examines Rorty's brand of liberalism stripped of its Enlighenment rationales. Melkonian initially compares Rorty's social and political views with his alleged progenitor, (...) John Dewey, showing that there are significant differences between the two, notably their respective conceptions of freedom and democracy and their accounts of how to harmonize personal freedom with public responsibility. Then Melkonian makes the case that the existing liberal democracies Rorty wants to defend bear little resemblance to Rorty's own liberal utopia, in which "the quest for autonomy is impeded as little as possible by social institutions." Melkonian asserts that at the end of the American century, Rorty's private role as ironist and his public role as apologist for existing liberal democracies are not so much incommensurable in principle as they are incompatible in fact.
