We present a framework for machine implementation of families of non-classical logics with Kripke-style semantics. We decompose a logic into two interacting parts, each a natural deduction system: a base logic of labelled formulae, and a theory of labels characterizing the properties of the Kripke models. By appropriate combinations we capture both partial and complete fragments of large families of non-classical logics such as modal, relevance, and intuitionistic logics. Our approach is modular and supports uniform proofs of soundness, completeness and (...) proof normalization. We have implemented our work in the Isabelle Logical Framework. (shrink)

Through a combination of a controlled experiment and a survey, we examine the effect of voting power on shareholders’ voting behavior at general meetings. To avoid a selection bias, common in archival voting data, we exogenously manipulate shareholders’ power to affect the outcome. Our findings suggest that, when it comes to corporate decisions involving conflicts of interest, voting power nudges shareholders to oppose management and to choose the “right” alternative, that is, vote against a proposal which _prima facie_ does not (...) serve the company’s best interest. This effect obtained even when the dissenting vote contravened the choices of all other voters. Furthermore, the drive “to do the right thing” was established as significant, above and beyond the size of the economic stake. We also demonstrate that strategic voting among institutional investors is contingent on voting power: when in a position to affect the outcome of a vote, institutional investors tend to eschew strategic considerations and display fewer consistent patterns in their voting, compared to situations in which their ability to make a difference is limited. In anticipation of a “bad” proposal to be put to vote at the general shareholder meeting, institutional investors prefer to negotiate terms with management beforehand, and vote against it only after such negotiations fail. Our results shed new light on the “behind the scenes” processes in shareholder voting and underscore the importance of institutional investor agency to corporate governance, accountability, and minority shareholder representation. In previous work we gave an approach, based on labelled natural deduction, for formalizing proof systems for a large class of propositional modal logics that includes K, D, T, B, S4, S4.2, KD45, and S5. Here we extend this approach to quantified modal logics, providing formalizations for logics with varying, increasing, decreasing, or constant domains. The result is modular with respect to both properties of the accessibility relation in the Kripke frame and the way domains of individuals change between worlds. (...) Our approach has a modular metatheory too; soundness, completeness and normalization are proved uniformly for every logic in our class. Finally, our work leads to a simple implementation of a modal logic theorem prover in a standard logical framework. (shrink)

In previous work, we introduced a version of distributed temporal logic that is well-suited both for verifying security protocols and as a metalogic for reasoning about, and relating, different security protocol models. In this paper, we formally investigate the relationship between our approach and strand spaces, which is one of the most successful and widespread formalisms for analyzing security protocols. We define translations between models in our logic and strand-space models of security protocols, and we compare the results obtained with (...) respect to the level of abstraction that is inherent in each of the formalisms. This allows us to clarify different aspects of strand spaces that are often left implicit, as well as pave the way to transfer results, techniques and tools across the two approaches. (shrink)

We report results from two original surveys of 500 firms conducted in 2000 and 2007 in eight regions in Russia that explore the business environment for manufacturing and service sector firms. We find that the formal and informal rules of the game for everyday firms in Russia have changed dramatically in the Putin years. Most importantly, while the informal and formal rules of the game in 2000 were quite similar for firms that were investing and those that were not, in (...) 2007 regional governments had come to favor the former through a variety of informal and formal means. This shift in the rules of the game in favor of firms that invest suggests that a core group of firms in the regions under study have managed to cooperate with the regional government to temper the weak institutional environment in Russia, but also that the playing field for businesses in Russia is not level. Memristor is the fourth basic electronic element discovered in addition to resistor, capacitor, and inductor. It is a nonlinear gadget with memory features which can be used for realizing chaotic, memory, neural network, and other similar circuits and systems. In this paper, a novel memristor-based fractional-order chaotic system is presented, and this chaotic system is taken as an example to analyze its dynamic characteristics. First, we used Adomian algorithm to solve the proposed fractional-order chaotic system and yield a chaotic phase (...) diagram. Then, we examined the Lyapunov exponent spectrum, bifurcation, SE complexity, and basin of attraction of this system. We used the resulting Lyapunov exponent to describe the state of the basin of attraction of this fractional-order chaotic system. As the local minimum point of Lyapunov exponential function is the stable point in phase space, when this stable point in phase space comes into the lowest region of the basin of attraction, the solution of the chaotic system is yielded. In the analysis, we yielded the solution of the system equation with the same method used to solve the local minimum of Lyapunov exponential function. Our system analysis also revealed the multistability of this system. (shrink)

This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia-in turn, enabling (...) irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase-with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe-consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework-forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr's book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public. The book is highly critical of the environmental and human rights implications of the Omo River hydropower projects on both the local ethnic communities in Ethiopia and on the downstream Turkana in Kenya. This article is devoted to the characterization of the basin of attraction of pattern solutions for some slow–fast reaction–diffusion systems with a symmetric property and an underlying oscillatory reaction part. We characterize some subsets of initial conditions that prevent the dynamical system to evolve asymptotically toward solutions which are homogeneous in space. We also perform numerical simulations that illustrate theoretical results and give rise to symmetric and non-symmetric pattern solutions. Some have suggested that certain classical physical systems have undecidable long-term behavior, without specifying an appropriate notion of decidability over the reals. We introduce such a notion, decidability in (or d- ) for any measure , which is particularly appropriate for physics and in some ways more intuitive than Ko's (1991) recursive approximability (r.a.). For Lebesgue measure , d- implies r.a. Sets with positive -measure that are sufficiently "riddled" with holes are never d- but are often r.a. This explicates Sommerer (...) and Ott's (1996) claim of uncomputable behavior in a system with riddled basins of attraction. Furthermore, it clarifies speculations that the stability of the solar system (and similar systems) may be undecidable, for the invariant tori established by KAM theory form sets that are not d-. The article discusses the expansion of the Islamic extremist groups in the Lake Chad basin countries. The geopolitical zones and states of Nigeria, regions of Niger and Cameroon, macro-regions of Chad were selected as the territorial range. The religious affiliation data has been compiled from the DHS-database. Income levels and literacy rates were evaluated indirectly using body mass index and the degree of age-heaping, respectively. A hierarchical cluster analysis, has allowed us to categorize the territorial-administrative units into four groups (...) by the probability of new Islamic extremist groups appearing there. The article clearly shows that Boko Haram may expand in the Western and North-Western directions. Meanwhile, the new cells are more likely to form inside Nigeria than outside it. Thus, in the near future, theexpansion of Islamic extremist organizations in the Lake Chad basin countries will occur at the local level. This article explores the emergence of leadership during implementation of a water saving initiative in the rural community surrounding Barren Box Swamp in the Murray Darling Basin, Australia. Qualitative data analysis indicated that the system elements affecting the type of leadership to emerge included the extent to which the groups were engaged in the process, the level of access to resources, and the level of investment in the outcomes of the project. Although these results reinforced key aspects of complex (...) problem-solving through collaboration, they demonstrated varying degrees and types of both engagement and leadership within the case community. Given the current finding that these varying elements can coincide within one system, this case suggests that each community’s characteristics, resources and context will determine the optimal combination of leadership style and level of collaboration needed to facilitate sustainable community development. We study the handicap principle in terms of the Sir Philip Sidney game. The handicap principle asserts that cost is required to allow for honest signalling in the face of conflicts of interest. We show that the significance of the handicap principle can be challenged from two new directions. Firstly, both the costly signalling equilibrium and certain states of no communication are stable under the replicator dynamics ; however, the latter states are more likely in cases where honest signalling should (...) apply. Secondly, we prove the existence and stability of polymorphisms where players mix between being honest and being deceptive and where signalling costs can be very low. Neither the polymorphisms nor the states of no communication are evolutionarily stable, but they turn out to be more important for standard evolutionary dynamics than the costly signalling equilibrium. This essay presents the analysis of conflict history over freshwater in several drainage basins across the planet. As will be demonstrated in this essay, unilateral water policies have proved to reduce the role and prospect of water treaties and international water sharing regimes, and led to political tensions and conflicts. Using the case studies of conflict history in the Aral Sea Basin, the Jordan River Basin, the Ganges-Brahmaputra River system and the Tigris-Euphrates River Basin, the author assesses (...) a conflict potential and underscores that the necessity for sustained basin wide water treaties will increase along with the growing demand for freshwater. The central argument of the essay is that unilateral diversions of water flows will instigate wars between riparian states because of the rising demand for freshwater in the future. (shrink)

In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin’s rivers that action was required to end the ‘The tyranny of incrementalism and the lowest common denominator’ governance to prevent ‘economic and environmental decline’. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socio-ecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and (...) the institutions established to manage the Basin sustainably. Three key debates are considered: conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government ‘in full and on time’ is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world. I examine the citation patterns to a revolutionary scientific paper, Hess’ “History of Ocean Basins”, which played a significant role in the plate tectonics revolution in the geosciences. I test two predictions made by the geoscientist Menard (in Science: growth and change. Harvard University Press, Cambridge, 1971): (1) that the peak year of citations for Hess’ article will be 1968; and (2) that the rate of citations to the article will then reach some lower level, continuing on accumulating citations at (...) some regular but unimpressive rate. Drawing on data covering the period from 1962 to 2019, I show that Menard was close with respect to the first prediction. But I also show that things are less clear with respect to the second prediction. I explain why the data are less clear with respect to the second prediction. (shrink)

The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the (...) dominant research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. The Murray Darling Basin is the primary watershed of the Australian continent. It is central to the national imaginary as both major food bowl and natural resource. Two hundred years of unsustainable pastoral and farming practices are threatening its ecological future and with it the nation-state’s industrial agricultural economic base. I am a visual artist who works in multiple media. For most of my career I have been living and working in this region. A major component of my intellectual (...) and artistic expression has been expended in a critical and aesthetic response to this watershed. This is a description of an avian-shaped feature that rests below a network of cellular structures found on a mound within the Argyre Basin of Mars in Mars Global Surveyor image M14-02185, acquired on April 30, 2000, and released to the public on April 4, 2001. The area examined is located near 48.0° South, 55.1° West. The formation is approximately 2,400 meters long from the tip of its beak to the tip of its farthest tail feather. There is a (...) minimum of six different variations in appearance of the surface material over this small area. Utilizing the public targeting request form provided on the Mars Global Surveyor (MGS) website, co-author Miller secured a second image of the area that was obtained on July 3, 2006, showing this feature under different conditions S20-00165. The new image was then released to the public on August 11, 2006. A third image of the formation identified as MGS S13-01480 was acquired on December 15, 2005, and although officially processed on June 20, 2006, it was not made available to the public until August 22, 2009, on NASA’s Planetary Data System (PDS) website. All three of the MGS images reveal defining aspects of this avian feature, including a head, beak, body, eye, leg, foot, toes, wing, and feathers. When taken together, these components induce the visual impression of an avian-shaped formation that exhibits a unique set of proportional features. Adjoining this formation is a composite of complex cellular features that form a compartmentalized infrastructure. The three authors who are veterinarians provide a critical analysis of the avian features, and the geologist and geoscientist authors examine natural mechanisms that could contribute to the formation of this feature. An extensive search of comparable regions within and beyond the area of the Argyre Basin was conducted. A list of these sites is provided, and terrestrial comparisons are also offered. (shrink)

European prehistoric decorative art abounds in motifs that are not humble decorative elements but seem to be significant signs. Circles, concentric circles with or without a dot in the centre, circles divided into four, six or eight equal segments (sun/star-crosses) and often round decoration complexes filled with different spiral motifs are generally considered sun symbols by archaeologists. It is predominantly accepted that sun cults dominated the belief system of the European Bronze Age. These symbols can be found as a single (...) sign on many artifacts, especially luxury ones like weapons, jewels and fine pottery. Although they were widespread in Europe in the Bronze Age the Carpathian Basin has an outstanding collection of such archaeological material. A detailed comparative study of atmospheric optic phenomena and Bronze Age symbols revealed similarities between many abstract symbols and manifestations of atmospheric phenomena in the sky. The investigation resulted in the assumption of the significance of such symbols in Bronze Age visual culture. The study attempts to identify, present and reveal the role of simple as well as the more complex celestial symbols in the relationship between prehistoric people and their environment based on this argument. Modern cities form city networks through complex social ties. City network research is widely applied to guide regional planning, infrastructure construction, and resource allocation. China put forward the Yellow River Basin Development Strategy in 2019, but no research has been conducted on regional social connections among cities. Based on the gravity model modified by two-way “time distance” between cities, this is the first study to empirically examine the intensity and structure of the entire city network in the Yellow River (...) basin using the social network analysis method and ArcGIS software. The connection rules of the cross-city transfer of city officials in the basin are also investigated to illustrate the official ties between cities. The results suggest that the intensity of two-way connections between cities is generally low in the Yellow River basin and there is a positive correlation between city network development level and regional economic development level. The development gap between cities on the north and south banks is larger than that between the east and west regions, and some cities in the middle and upper reaches of the river are marginalized in the network. The status of the central cities in the Yellow River basin is distinct, but their connecting and leading abilities are not strong, showing an inverted T-shaped spatial distribution. The subgroups of city networks have strong internal connections, while the connection among subgroups is weak and the development shows a partitioned and fragmented pattern, making it difficult to form linkages among the upper, middle, and lower reaches. The “beaded chain” spatial development strategy can be adopted in the river basin planning, giving priority to strengthening the links within subgroups of cities and among adjacent subgroups, building central city chains, and reinforcing the overall basin management. The Biliu River originates from the southern foot of Qinling Mountain in Gaizhou city, with an elevation of 1047 m, and is the largest river in Dalian. The hydrological elements mainly include rainfall, runoff, temperature, evaporation, and other time series associated with the hydrological cycle. Among them, runoff is the most visible output performance, and the direct source of runoff is during rainfall. This paper establishes a reservoir scheduling model that considers the influence of multiple uncertainty factors and analyzes the (...) influence of mixed uncertainty on reservoir scheduling and Xingli’s objectives based on probability box theory. In terms of uncertainties, the uncertainty of hydrological model parameters and the randomness of precipitation processes are mainly considered, with the former having an impact on river runoff simulation and the latter having an impact on both river runoff simulation and crop irrigation water demand. In the case of the Jing River basin, for example, the results show that, compared to the stochasticity of the precipitation process, the variation in precipitation has a significant effect on irrigation water demand in maize, followed by the frequency of precipitation, and the interaction between the two is not significant. The Biliu River is the largest river in Dalian. The occurrence of floods and droughts in this basin has extremely important impacts on local industry, agriculture, and urban development. For a long time, the annual distribution of precipitation in the Biliu River Basin is extremely uneven, the river runoff varies greatly from year to year and season to year, floods and droughts occur frequently, and serious soil erosion results in fragile ecological environment and severe shortage of water resources. (...) In this paper, the spatial and temporal changes of rainfall and runoff in the Biliu River Basin are studied through the coupling of the MIKE 11 model and the MIKE SHE model. The hydrological changes in the Biliu River Basin are simulated. The coupled model is verified by monthly runoff data from 1996 to 2015, and the simulation values are found to be true. The values match well. Based on the cyclical pattern of precipitation and runoff in the Biliu River Basin, the rainfall and runoff data in the Biliu River Basin from 2016 to 2030 are derived. The MIKE SHE/MIKE 11 coupling model is used to predict the Biliu River from 2016 to 2030. The results show that flood disasters are expected to occur in August 2020, July 2025, and July 2030, which can provide a basis for hydrological management in the Biliu River Basin. (shrink)

The claim of artificial construction is offered and the geoscientist author will examine natural mechanisms that could contribute to the creation of this feature and the testimony of three veterinarians will provide a critical analysis of the avian features. A terrestrial comparison of aesthetic and iconographic motifs is investigated. The request for further study and additional images of these structural components are also encouraged. (shrink)

Previously, I (Boesch 2017) described a notion called “representational licensing”—the set of activities of scientific practice by which scientists establish the intended representational use of a vehicle. In this essay, I expand and develop this concept of representational licensing. I begin by showing how the concept is of value for both pragmatic and substantive approaches to scientific representation. Then, through the examination of a case study of the Mississippi River Basin Model, I point out and explain some of the (...) activities of representational licensing that help to establish the representational nature of this model. Throughout the exploration of the case study, I pause to identify some important lessons which apply more generally about the nature of representational licensing in science. (shrink)

This article proposes an alternative approach in sustainability assessment. The conceptual framework was developed by modifying Ken Wilber's All Quadrants, All Levels (AQAL) approach, and focuses on the inter-relatedness/inter-connection of various perspectives inherent to the concept of sustainability. To look at how our framework can facilitate the practice of sustainability assessment, we apply the framework to examine the relationships between social systems and the environmental changes in the Ili River basin across the period 1900?2008. This approach enables us to (...) investigate the environmental problems of the Ili River basin in a four-quadrant framework, and combine the empirics of quadrants obtained from traditional disciplinary methodologies. The four-quadrant framework adopted in this study illustrates the interlocking relationships among various perspectives of environmental issues in the Ili River basin, namely, physical perspective, personal perspective, cultural perspective, and social perspective. In particular, the protruding development (evolution) of the lower right dimension is the fundamental cause of the environmental degradation and its related social problems in the Ili River basin. Compared to other established approaches in literature that emphasize on the tradeoffs of various perspectives of sustainability, our findings indicate the potential contributions of four-quadrant framework to sustainability assessment through its focus on the inter-relatedness/inter-connection of different perspectives.
