In this article, cognitivism is understood as the view that the engine of human action is the intentional, dispositional, or other mental capacities of the brain or the mind. Cognitivism has been criticized for considering the essence of human action to reside in its alleged source in mental processes at the expense of the social surroundings of the action, criticism that has often been inspired by Ludwig Wittgenstein's later philosophy. This article explores the logical extent of the critique of cognitivism, (...) arguing that by positing collectively shared knowledge of criteria as the engine of human action many such critiques themselves display latent cognitivism. _Purpose._ To substantiate the definition of technics as the attributive characteristics of a human being and the necessity of its orientation towards human flourishing in the context of new anthropological models of the 21st century. _Theoretical basis._ Correlation between technics, technology and the human essence is examined. The role of technics is traced at different historical stages of human development. Negative and positive effects of digital technology development upon a contemporary human being is analysed in the light of new anthropological (...) models: homo technologicus, homo digitalis and homo eudaimonicus. The content of a new worldview-value paradigm of defining goals of technology is outlined. _Originality._ Transformation of the role of technics correlates with value and worldview shifts in person’s understanding of his/her purpose in both natural and social worlds. Nowadays, philosophical analysis of anthropological dimension of technics and technology opens a horizon for seeking effective solutions in the face of the contemporary challenges and anti-utopian threats by means of focusing on the fact that, indeed, technological development is subordinate to the humanist goal that is flourishing, wellbeing and comprehensive development of a human being. _Conclusions._ The essence of technology reveals not through its functional but anthropogenic definitions in a sense of a source of institutionalization and in a sense of a source of realization of a human way of self-identification and self-objectification of human subjectivity. Technics/technology is the attributive characteristics of human essence and being: a human being is as much human as much he/she is a creator of technics. The purpose of technics is not to master the nature and to transform the world; technics is, above all, a tool of human self-improvement and self-creation through broadening the horizon of human capacities. The analysis of new modern anthropological models shows that it is the orientation of technology/technology towards human flourishing that is, on the one hand, a response to the existential demands of modern man, and on the other hand, a way of preventing future threats related to technological development. In the twentieth century pluralism became a common ideology of originally different idealistic philosophical schools, which logically led them to unite in the philosophy of postmodernism. At the end of the twentieth century pluralism become identified with political democracy. In Russia, the doctrine of recognition of equality of many independent ideologies as a basis of democracy has become the most popular in interpretation of K. Jaspers, K. Popper, and P. Feyerabend. The article demonstrates the ideological and methodological inconsistency of pluralism; (...) it shows that only the monism based on the concept of dialectical determinism may reveal objective grounds of democracy. Application of dialectical materialist conception of determinism to the disclosure of system of determinacy of society development reveals the unity of reason and no causal types of determination of this development. Therefore, the objective basis of democracy is not ‘a plurality of factors‘, but subordinated and coordinated system of determinants that define the objective tendency of society to non-State form of government. The need for new models of social development capable of increasing the resilience of society and of counteracting the destructive processes that ruined a once-powerful state edifice has led to an interest in Eurasianism-a philosophical-historical, culturological, and intellectual-political movement that arose in Russian émigré circles in the early 1920s. Eurasianism made itself known by the publication in 1921 in Sofia of a collection with the symbolic title Exodus to the East [Iskhod k Vostoku]. The initiators of this work were the (...) economist and geographer P.N. Savitskii, the linguist N.S. Trubetskoi, the theologian and philosopher G.V. Florovskii, and the art critic P.P. Suvchinskii. The legal scholar N.N. Alekseev, the historian and philosopher L.P. Karsavin, the historian G.V. Vernadskii, and other eminent Russian émigré scholarly and cultural figures also took part in the movement. (shrink)

The article presents the problem of using the transformations in Russia of the last three hundred years as a material for creating the theory of bureaucracy, which differs from the Weber concept. This problem is being addressed through the application of concepts developed at the Rostov School of Political Science of the Southern Federal University (Russia). The conceptual apparatus is being developed to study the Russian, Soviet and post-Soviet bureaucracy in connection with the process of forming an opposition in Russia, (...) free from the stereotypes of bureaucratic activity, behavior and thinking. Such opposition could not emerge in either monarchical, Soviet or post-Soviet Russia. The reasons are explained in the theory of bureaucracy, which contains a reconstruction of the Marx definition of bureaucracy as a social parasite organism, reflection of many social contradictions and embodiment of political exclusion. The cognitive situation in modern Russia is discussed; ways for the researcher to bypass the choices imposed on him by the post-Soviet authorities, the specifics of genesis and the structure of the police society in the country. The so-called epistemological turn of the Descartes-Locke-Kant tradition is a hallmark of modern philosophy. The broad family of normativism constitutes one major response to the Cartesian heritage building upon some version of the idea that human knowledge, action and sociality build fundamentally upon some form of social agreement and standards. Representationalism and the Cartesian picture more generally have been challenged by normativists but this paper argues that, even where these challenges by normativism have been taken to heart, our intellectual culture (...) remains fundamentally epistemic in certain problematic senses. Two problems are highlighted: first, normativism remains functionally Cartesian, for human action and sociality appear as processes driven by the shared understandings by competent contributors, and second, normativism is unable to account for forms of human action and sociality other than those occurring in the relatively small worlds of normatively regulated conceptual spaces of mutual access and listening. These points are illustrated by an applied discussion of the blind spots of normativist accounts of the emerging environmental and the on-going economic crises. (shrink)

Nikolai Alekseevich Umov , a professor at Moscow and New Russian universities, Russia's first theoretical physicist and a mathematical philosopher, according to N. E. Zhukovskii's definition, developed a genuinely ecological philosophy, which is usually included in the philosophy of Russian cosmism. He made the first global forecast1 that took into account the finiteness of resources on earth, population growth, and food reserves.

Modern applied mathematics is focused on global problems of civilization. Its ultimate aim is to provide human socio-cultural activity with tool and project. That is why applied mathematics nowadays usually gives scientific explanation typical to sociological knowledge - an intentional explanation. In the article, a question is discussed about the abilities of mathematics to explain. This question was put by J. Brown in the article published in the journal ‘Epistemology and Philosophy of Science‘. The philosophy of mathematics, as well as (...) the philosophy of science, cannot do without consideration of philosophical problems related to the development of modern applied mathematics as a vast area of modern science. In the past half century, the interest in the philosophical interpretation of the application of the process of mathematics has intensified. In the domestic literature, interest in this problem has blossomed in 70-80 years. As a result, ‘the application of mathematics‘ was interpreted in two ways: as the mathematization of science and mathematics as a way to participate in solving the problems of life. In today’s context, the theme of the effectiveness of mathematics sounded once again. However, it has a new aspect: the effectiveness of mathematics as a tool to be used in human activities. The term ‘applied mathematics‘ obtained three meanings: 1) the usefulness of mathematics to human life and society; 2) mathematization - the application of mathematics in other fields of knowledge; 3) modern applied mathematics - branch of mathematics, the core of which is the computational mathematics and computer systems. The author analyzed the cognitive situation corresponding to these three meanings. In the third case, i.e. in modern applied mathematics, the study consists of two phases: the nomination of a mathematical model and the study of the mathematical model. It is appropriate to call the explanation given by the step as the intentional explanation. Because the first of the two stages of the research in applied mathematics - the creation of the model and the study the model - is the basis of the second, the reasonable explanation of the possible actions of the actor given in applied mathematics is called intentional. In the article there is prevailed an idea that a kernel of the dynamic time ("past-present-future" integrity) is present. The nature of "the present" is concluded in social action. The present exists as a social act. To justify this point of view the author addresses to modern leading philosophers' works.

In modern mathematics the value of applied research increases, for this reason, modern mathematics is initially focused on resolving the situation actually arose in this respect on a par with other disciplines. Using a new tool - computer systems, applied mathematics appealed to the new object: not to nature, not to society or the practical activity of man. In fact, the subject of modern applied mathematics is a problem situation for the actor-person, and the study is aimed at solving the (...) material and practical problems. Developing the laws of its internal logic, mathematical science today covers various practices and makes them its own requirements, subjugating and organizing in their own way a subject of study. This math activity is influenced by such external factors as the condition of the actor-person; capacity of computers together with service professionals; characteristics of the object, and the external circumstances act as constituting the essence of the case and not as minor issues. The modern applied mathematics is becoming more and more similar to the engineering sciences, and the importance of mathematical modeling problem is rising. In the studies the author bases on the broader context of modern science, including works of philosophy and methodology, as well as mathematicians and specialists in the field of natural sciences.
