From the rising number of hackerspaces to an increase in hardware start-ups, maker culture is envisioned as an enabler of the next industrial revolution—a source of unhindered technological innovation, a revamp of broken economies and educational systems. Drawing from long-term ethnographic research, this article examines how China’s makers demarcate Chinese manufacturing as a site of expertise in implementing this vision. China’s makers demonstrate that the future of making—if to materialize in the ways currently envisioned by writers, politicians, and scholars of (...) the global tech industry—rests on taking seriously the technological and cultural fabrics of professional making outside familiar information technology innovation hubs like Silicon Valley: making-do, mass production, and reuse. I trace back to China’s first hackerspace, documenting how a collective of makers began to move away from appropriating Western concepts of openness toward promoting China as source for knowledge, creativity, and innovation. This article demonstrates that when China’s makers set up open hardware businesses and articulate a unique culture of “hacking with Chinese characteristics,” they draw boundaries between the professional making they saw embodied in Chinese industrial production and the hobbyist making embodied in Western histories and cultures of hacking. In so doing, they position China as site of both technological and cultural expertise, intervening in dominant conceptions of computing that split manufacturing and innovation along geographical lines. It is argued that early Buddhism to a very considerable extent can and should be seen as reformed Brahmanism. Speculations about cosmogony in Buddhist s tras can be traced back to Vedic sources, above all R gveda 10.129 & 10.90—two hymns that play a similar fundamental role in the early Upanisads. Like the immortal and unmanifest Brahman and the mortal and manifest Brahm, the Buddha, as a mythological Bhagavat, also had two forms. In his highest form he is “the profound” (...) beyond being and non-being, like Brahman. As a teacher, he is like Brahm. By suppressing mind and by getting rid of desire a Buddhist should “swim” back to the profound beyond the duality of life and death, which is also suffering. One becomes real and true by seeing the causal identity of tat and tvam, i.e. of macrocosm and microcosm. The spiritual ideals of early Buddhism are thus founded on natural philosophy. (shrink)

Dīpaṃkaraśrījñāna (982–1054 c.e.), more commonly known under his honorific title of Atiśa, is a renowned figure in Tibetan Buddhist cultural memory. He is famous for coming to Tibet and revitalizing Buddhism there during the early eleventh century. Of the many works that Atiśa composed, translated, and brought to Tibet one of the most well-known was his “Entry to the Two Realities” (Satyadvayāvatāra). Recent scholarship has provided translations and Tibetan editions of this work, including Lindtner’s English translation (1981) and Ejima’s (...) Japanese translation (1983). However, previously there was no known Indian or Tibetan commentary to this work. This article identifies for the first time a brief commentary to the Satyadvayāvatāra and discusses its content and purport in relation to early Madhyamaka philosophy in Tibet, and provides an annotated translation of the work. This early Tibetan commentary on the two realities (satyadvaya) provides important insight into how late eleventh century or early twelfth centuries Tibetan followers of Atiśa understood the tenets of Buddhist philosophy, the nature of valid cognition (tshad ma), and the importance of spiritual authority. The early Tibetan commentary to Atiśa’s Satyadvayāvatāra provides direct textual evidence of the beginnings of scholasticism in Tibet and offers an early perspective on the formative developments in the intellectual history of Tibetan Madhyamaka. Deep neural networks are said to be opaque, impeding the development of safe and trustworthy artificial intelligence, but where this opacity stems from is less clear. What are the sufficient properties for neural network opacity? Here, I discuss five common properties of deep neural networks and two different kinds of opacity. Which of these properties are sufficient for what type of opacity? I show how each kind of opacity stems from only one of these five properties, and then discuss to (...) what extent the two kinds of opacity can be mitigated by explainability methods. (shrink)

The practical goal of preventing premature death seems uncontroversial. But the term ‘premature death’ is vague with several, sometimes conflicting definitions. This ambiguity results in several conceptions with which not all will agree. Moreover, the normative rationale behind the goal of preventing premature deaths is masked by the operational definition of existing measures. In this article, we argue that ‘premature death’ should be recognized as a normative concept. We propose that normative theories should be used to justify measures of premature (...) death to provide them with normative validity and public legitimacy. (shrink)

Suppose COVID-19 is the runaway tram in the famous moral thought experiment, known as the “Bystander at the Switch.” Consider the two differentiated responses of governments around the world to this new threat, namely the option of quarantine/lockdown and herd immunity. Can we contrast the hypothetical with the real scenario? What do the institutional decisions and strategies for dealing with the virus, in the beginning of 2020, signify in a normative moral framework? This paper investigates these possibilities in order to (...) highlight the similarities and, more importantly, the differences that exist between utilitarianism and Kantian ethics. Analysis shows that the hypothetical scenario can never be fully compared to the complex multifactorial nature of the real world. But if a comparison is attempted, the most obvious difference between the two governmental strategies is the concept of duty within the Kantian perspective. Ultimately, it is a matter of comparing freedom and life. Attributing a moral “priority ticket” to one or the other can be analysed through interpersonal aggregation. (shrink)

This paper analyzes the use of public reason requirements in bioethical discourse and discusses when such requirements are warranted. By a “public reason requirement,” I mean a requirement that those involved in a particular discourse or debate only use reasons that can properly be described as public reasons. The first part of the paper outlines the concept of public reasons as developed by John Rawls and others and discusses some of the general criticisms of the concept and its importance. The (...) second part then distinguishes between two types of public reason requirements in bioethics. One type is what I will call the orthodox public reason requirement since it hews closely to the original Rawlsian conception. The second is what I will call the expansive public reason requirement, which departs quite radically from the Rawlsian conception and applies the requirement not to policy discourse or policymaking, but to the actions of individuals. Both types of requirements will be analyzed, and some problems in applying public reason requirements in bioethics will be identified. It will be argued that the expansive public reason requirement is misguided. The concluding part argues that requirements of civic civility and what Rawls terms an “inclusive view” of public reason should be important in bioethical discourse. (shrink)

In the article the basic procedures for finding of connective elements and resolving conflicts of references is analyzed. On the basis of this, a generalized algorithm is proposed that combines advantages of existing procedures for search for connective elements between phrases. The advantages of the selected procedures and their sequence are described, the formal description of input data and the results of the algorithm are presented. To optimize the procedure for scanning the text, the algorithm is performed as an iterative (...) reduction of the candidates for communication elements. This is achieved through the confirmation of non-conflict links and the gradual resolution of conflicts. (shrink)

There is growing interest in the use of neurointerventions to reduce the risk that criminal offenders will reoffend. Commentators have raised several ethical concerns regarding this practice. One prominent concern is that, when imposed without the offender’s valid consent, neurointerventions might infringe offenders’ right to bodily integrity. While it is commonly held that we possess a moral right to bodily integrity, the extent to which this right would protect against such neurointerventions is as-yet unclear. In this paper, we will assess (...) whether, why, and how severely three forms of neurointervention might infringe the right to bodily integrity. We show that the severity of the infringement of the right to bodily integrity differs across different forms of neurointervention. Moreover, we argue that mental and behavioral effects of neurointerventions could in some cases be relevant to determining the severity of infringements of the right to bodily integrity. (shrink)

Proclamation of human values in a new way must be declared so that we can save a thankful number of creative lives. Discussions have been made on thoughts, distress, medical causes of suicide or suicidal attempts, personality disorders, neuropsychology to open up a new world before the present generation. Each and every characteristics of life has positive impact and here we have tried to establish this fact. Physical and metaphysical aspects are reciprocating our lives and this should be injected in the mind of present generation and an approach can be taken to incorporate the matter in the curriculum right now. We have the intention to explain metaphysical love and its high, intelligent values proclaimed strength of mind of youth to infuse our dear world with great moral values. Mental health among students is one of the major concerns amidst the pandemic. Employing a correlational design, this study investigates the relationship between emotional intelligence and mental health among 152 senior high school students. Based on the statistical analysis, the r coefficient of 0.82 indicates a high positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision to reject the null hypothesis. Hence, a significant relationship exists between emotional intelligence and mental health (...) among senior high school. Implications were discussed in the study. (shrink)

Despite the tremendous promise offered by artificial intelligence (AI) for healthcare in South Africa, existing policy frameworks are inadequate for encouraging innovation in this field. Practical, concrete and solution-driven policy recommendations are needed to encourage the creation and use of AI systems. This article considers five distinct problematic issues which call for policy development: (i) outdated legislation; (ii) data and algorithmic bias; (iii) the impact on the healthcare workforce; (iv) the imposition of liability dilemma; and (v) a lack of innovation (...) and development of AI systems for healthcare in South Africa. The adoption of a national policy framework that addresses these issues directly is imperative to ensure the uptake of AI development and deployment for healthcare in a safe, responsible and regulated manner. Workers in the garment manufacturing industry are often subjected to violations of their rights and are exposed to low wages and difficult working conditions. In response to the exposure of these violations in the media, major fashion brands and retailers subject their suppliers to labour codes of conduct. Despite these codes of conduct being largely ineffective, this comparative case study of garment manufacturers operating from Lesotho and Eswatini illustrates that such codes provide workers and trade unions with access to bargaining (...) leverage that they would otherwise not have. A framework with a synthesis of potential sources of workers’ power is developed and related to global production networks, collective mobilisation, the nature of the state, as well as national and transnational scales of organising. Based on historical case studies of the two countries, this paper illustrates how unions in the two countries followed different approaches to using this source of power in relation to other sources of power. These approaches were shaped by their contexts and strategic choices. Theoretically, it is argued that sources of workers’ power are analytically distinct, but are relational and operate best when seen as mutually reinforcing. The term ‘power resource nexus’ is used to frame this potential mutual reinforcement of sources of power. (shrink)
