This article is a critical examination of practices and representations that constitute international education. While international education has provided substantial contributions and benefits for nation-states and international students, we question the discourses and practices which inform the international education export industry. The ‘brand identities’ of receiving or host countries imply that they are welcoming, respectful of multiculturalism and have a well established intellectual history, in contrast to international students' embodied experiences. There is also a tendency to represent and regard international (...) students as disembodied learners. We conclude that these disjunctures between disembodied representations and embodied experiences are undermining the kinds of cosmopolitan sensibilities that international education claims to provide. This article offers a philosophical-empirical account of embodied skilful performance in the practice of plant biotechnology. Drawing on the work of Merleau-Ponty and others, we elaborate how skilful performance emerges from and through reciprocal relations encompassing the body-in-the-world and the world-in-the-body. The contribution of this article lies in offering an account of skilful performance that is attentive to a perceiving, motile, feeling body entwined with world. In genetically modifying plants, scientists direct their senses of touch and vision to manipulating plant (...) materials and matter, ‘reading’ subtle changes in tissue cultures, plantlets and so on. In rhythmic movements, they extend their bodies through skilful use of complex equipment, while calling on ‘intuition’ to guide their work. Skilful performance, then, relies on our lived body that is not merely a physical object among other objects, nor a passive instrument for the mind, but dynamic and inescapably entwined with people and things in a world in flux. Bringing to the fore how perceiving, motile, feeling bodies are implicated in skilful performance has significant implications for education and workplace training. (shrink)

After China, India has the most skewed sex ratio at birth. These two Asian countries account for about 90 to 95% of the estimated 1.2 to 1.5 million missing female births annually, worldwide, due to gender-biased sex selection. To understand this extreme discrimination against girls, this article examines the gendered biopolitics embedded in population policies, new sex selection technologies, and in the social reproduction of patriarchal society. The ethical consequences of advanced reproductive technologies, which remove the moral turpitude around gender-based (...) sex selection by reformulating it into a “modern”, “scientific” endeavour, facilitating the rise of “missing girls”, make this an issue of gender justice, as noted by the World Population Report 2020. This article argues that unpacking gendered biopolitics within the household is crucial to understanding the reproduction of son preference and daughter aversion since it is here that reproduction and parenthood are subjected to biopolitical governance. We discuss how “biosocial” strategies of the household aimed at producing the “desired” and “right” family of more sons at the cost of daughters are operationalized through women’s bodies with a view to family mobility. While women and girls continue to bear the burden and costs of social reproduction that lie at the heart of the patriarchal capitalist system of accumulation, a perusal of more recent studies suggests the beginning of an equalizing trend of parental investments, especially in the health and education of daughters who are “allowed” to be born. We suggest that familial enhancement of girls’ human capital can help as a means of developing girls’ capabilities and agency, enhancing their power in the biopolitics of the family and increasing their “bio-value” in parents’ eyes. One of the most compelling questions still unanswered in neuroscience is how consciousness arises. In this article, we examine visual processing, the parietal lobe, and contralateral neglect syndrome as a window into consciousness and how the brain functions as the mind and we introduce a mechanism for the processing of visual information and its role in consciousness. We propose that consciousness arises from integration of information from throughout the body and brain by the thalamus and that the thalamus reimages visual (...) and other sensory information from throughout the cortex in a default three-dimensional space in the mind. We further suggest that the thalamus generates a dynamic default three-dimensional space by integrating processed information from corticothalamic feedback loops, creating an infrastructure that may form the basis of our consciousness. Further experimental evidence is needed to examine and support this hypothesis, the role of the thalamus, and to further elucidate the mechanism of consciousness. (shrink)

The Global Workspace Theory and Information Integration Theory are two of the most currently accepted consciousness models; however, these models do not address many aspects of conscious experience. We compare these models to our previously proposed consciousness model in which the thalamus fills-in processed sensory information from corticothalamic feedback loops within a proposed 3D default space, resulting in the recreation of the internal and external worlds within the mind. This 3D default space is composed of all cells of the body, (...) which communicate via gap junctions and electrical potentials to create this unified space. We use 3D llustrations to explain how both visual and non-visual sensory information may be filled-in within this dynamic space, creating a unified seamless conscious experience. This neural sensory memory space is likely generated by baseline neural oscillatory activity from the default mode network, other salient networks, brainstem, and reticular activating system. The complex activity of the human brain makes it difficult to get a big picture of how the brain works and functions as the mind. We examine pertinent studies, as well as evolutionary and embryologic evidence to support our theoretical model consisting of separate but interactive layers of human neural activity. The most basic layer involves default mode network (DMN)activity and cardiorespiratory oscillations. We propose that these oscillations support other neural activity and cognitive processes. The second layer involves limbic system (...) activity accompanied by corresponding changes in cardiorespiratory oscillations. The third layer consists of corticothalamic processing and involves higher cortical functions including awareness, cognition,and consciousness. These layers interact to form the complex neural activity of the human brain. Examining the origins and relationships of various neural and physiologic oscillations may provide better understanding of human neurophysiology and consciousness. (shrink)

The design process in Kashmiri carpet weaving is distributed over a number of actors and artifacts and is mediated by a weaving notation called talim. The script encodes entire design in practice-specific symbols. This encoded script is decoded and interpreted via design-specific conventions by weavers to weave the design embedded in it. The cognitive properties of this notational system are described in the paper employing cognitive dimensions (CDs) framework of Green (People and computers, Cambridge University Press, Cambridge, 1989) and Blackwell (...) et al. (Cognitive technology: instruments of mind—CT 2001, LNAI 2117, Springer, Berlin, 2001). After introduction to the practice, the design process is described in ‘The design process’ section which includes coding and decoding of talim. The study was conducted on the students of 6th and 7th class of an international School. Total of 100 students were enrolled for this experimental study who met the inclusion criteria and were randomly divided into 2 equal groups by simple randomization technique. They received either the (...) lecture method teaching or the smart class method teaching. For conducting the experiment, the investigator used pre-test and post-test comparison group design. For collection of data, a structured questionnaire and a structured teaching programme was used. t-test was used for analysis and interpretation of the data. Many scholars and activists have argued that the International Criminal Court holds potential for advancing the rights of women and girls, leading to extensive feminist engagement with and investment in the Court. As the ICC enters its second decade of existence, this article offers a reflection on both the possibilities and the challenges facing feminists. Can the international criminal law really offer a site for enhancing the rights of women? And if so, how? To explore these questions I focus on (...) the interaction between feminist activism and international criminal law institutions in relation to crimes of sexual and gender-based violence. I argue that some of the feminist strategies deployed to get sexual violence onto the international agenda have resulted in perverse outcomes. This should lead us to greater critical reflection regarding how international law conceives of sexual violence and direct our future engagements with international legal institutions. In particular feminist activists and scholars need to move away from focusing on the number of prosecutions towards challenging the international criminal law to characterise the nature of the harm in accordance with a recognition of sexual rights. The main economic activity of the people of Eritrea is agriculture: crop production and livestock herding. Agriculture mainly comprises mixed farming and some commercial concessions. Most agriculture is rain-fed. The main rain-fed crops are sorghum, millet and sesame, and the main irrigated crops are all horticultural crops like bananas, onions and tomatoes and cotton. The major livestock production constraints are disease, water and feed shortages and agricultural expansion especially in the river frontages. The agricultural sector employs eighty percent of the (...) working population, but its production has not managed to cover internal food demand and is forced to cover nearly 50 per cent of its annual cereal requirements through imports-commercial and food assistance. Like most African countries, Eritrea is also a victim of the problem of food insecurity. In good years the country produces only about 60 per cent of its total food needs and in poor years, it produces no more than 25 per cent. On average, once in 10 years, the country is threatened with famines. Annual crop production depends on rainfall that is variable and unevenly distributed from year to year. Therefore, the primary goal of Eritrea is to guarantee food security by introducing modern technology, irrigation, terracing, soil and water conservation, with less dependence on rainwater. Thus the Government has articulated its food policy, which stresses national ownership of grant food assistance and to achieve food security in the coming five years. The policy indeed encompasses all sectoral policies and represents the Government's engagements with regard to food security. Despite the general trends of improvement in the economy of Eritrea, it has not yet fully recovered, and thus will still continue to require variable degrees of food assistance for the coming few more years. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the agriculture development and food policy in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions. (shrink)

Eritrean higher education faced numerous challenges over many years. It was particularly suffered during the colonial periods. Eritrea exerted its efforts to develop its dilapidated educational system with the advent of its independence. Eritrea celebrated its sixteenth birthday recently. However, the educational challenges in higher education still remain high. The government of Eritrea established different colleges in different administrative regions. The University of Asmara is the only university in the country that had to be revitalized after its devastation by the (...) 30-year war of independence. Since independence, the University has been able to contribute to the nation's skill manpower considerably. This paper examines higher education of Eritrea for about 60 years period. All over the world, distance mode of education is gaining a momentum and becoming more popular than conventional education. It is a system in which schools, universities and other educational agencies offer instruction wholly or partly by mail. Eritrea, a newly independent country in Africa has been facing many challenges particularly in its education sector. It does not have sufficient educational institutions at tertiary level, thus, distance learning which is more cost effective, could be an alternative method of higher education (...) for this country. The distance education programme could promote higher education by providing access to large number of urban people and disadvantaged groups in rural and remote areas including working people, fighters, women and other adults. An attempt has been made in this paper to discuss various issues related to the establishment and development of distance education. The Government of Eritrea has developed educational policy on top priority of national development which demands the emergence of new class of trained youth blended with disciplined mind with skill instead of raw graduation. Poverty is one of the serious problems of the world. The problem is more severe in Africa. Eritrea is 16 years old young nation got independence from Ethiopia. The economy of the country was quite good during 1993-97. Later, however, Eritrea has been exposed numerous challenges such as drought, famines, war. This article deals with the impact of the HIV/AIDS pandemic on poverty and education in Africa. It considers the scale and scope of the pandemic and its anticipated impact on education systems in heavily infected sub-Saharan African countries. The role of Eritrean women in thirty years war of independence brought major changes and reflects in the present demography and economy of Eritrea in the development arena. Their participation in the economy contributes to local production and income by filling the gaps left by men who died in the war or who have left the country and settled in different parts of the world. Despite the growing importance of women for the formal economy, jobs and self-employment opportunities available to (...) women are still clustered in low-productivity and/or low-status industries. To cope with the growing number of female-headed households, Eritrea needs to increase the earning potential of women. This paper indicates that providing women with education at secondary or tertiary level is one way to go. This paper deals with, why Eritrean women are entering into the labour markets: one, family ties and control of women is weakened due to absent men and increasing divorce rates. Women play a key role in economic growth and development, yet they are still discriminated against in economic life. Eritrea has extreme poverty and more than 66 percent of people live below poverty line. Eventually, the number of poor households in the country is high. Many are women-headed households, whose husbands died during the conflicts or who are now serving in the National Service. Women-headed households are particularly vulnerable. The Savings and Micro Credit Program (SMCP) provides major microfinance to women (...) entrepreneurs. A small group of women and men were interviewed to ascertain their successes and problems with micro credit and enterprise development. This paper delves how the women benefited from the microfinance program and got rid of their poverty. An attempt is made to explore and analyse various other institutions that provide microfinance to the women and other beneficiaries. The three decades of armed struggle, the subsequent drought, and deliberate policies of neglect and mismanagement by the last two regimes in Eritrea made growth of the Eritrean economy practically impossible. After independence, the country achieved a steady growth for some years. However, due to the border conflict with Ethiopia, the economy was characterised by severe macroeconomic imbalances and unusually high level of public expenditure. Poverty and inflation also increased many folds. Both domestic and external public debts reached unsustainable levels. (...) High blood pressure is an important component of pre-eclampsia. The underlying mechanism of development of hypertension in pre-eclampsia is complicated and still remains obscure. Several theories have been advanced including endothelial dysfunction, uteroplacental insufficiency leading to generalized vasoconstriction, increased cardiac output, and sympathetic hyperactivity. Increased blood flow and pressure are thought to lead to capillary dilatation, which damages end-organ sites, leading to hypertension, proteinuria and edema. Additional theories have been put forward based on epidemiological research, implicating immunological and genetic factors. (...) None of these theories have been substantiated. Based on a review of literature this paper postulates that the initiating event for the development of preeclampsia is intermittent hypoxia associated with irregular breathing during sleep, hypoapnea, apnea,inadequate respiratory excursions during the waking hours and inadequate cardiopulmonary synchronization (abnormal sympatho-vagal balance). Should nonprejudiced reproducers genetically select embryos for light skin under background conditions of racism and colourism, given that darker skin will be disadvantageous for their child? Many intuit that there are strong moral reasons not to select light skin in these contexts. I argue that existing procreative principles cannot adequately account for this judgement. Instead, I argue that a more compelling rationale for this intuition is that such selection completes an instance of race or colour injustice. Given this, I propose (...) a new, complementary principle—Procreative Justice—which holds that reproducers have strong pro tanto moral reasons to avoid completing race and colour injustices via their selection choices. While these reasons may be overridden by competing considerations, they nonetheless continue to exert normative force. (shrink)

The academic literature on unethical leadership is witnessing an upward trend, perhaps given the magnitude of unethical conduct in organisations, which is manifested in increasing corporate fraud and scandals in the contemporary business landscape. Despite a recent increase, scholarly interest in this area has, by and large, remained scant due to the proliferation of concepts that are often and mistakenly considered interchangeable. Nevertheless, scholarly investigation in this field of inquiry has picked up the pace, which warrants a critical appraisal of (...) the extant research on unethical leadership. To this end, the current study systematically reviews the existing body of work on unethical leadership and offers a robust and multi-level understanding of the academic developments in this field. We organised the studies according to various themes focused on antecedents, outcomes and boundary conditions. In addition, we advance a multi-level conceptualisation of unethical leadership, which incorporates macro, meso and micro perspectives and, thus, provide a nuanced understanding of this phenomenon. The study also explicates critical knowledge gaps in the literature that could broaden the horizon of unethical leadership research. On the basis of these knowledge gaps, we develop potential research models that are well grounded in theory and capture the genesis of unethical leadership under our multi-level framework. Scholars and practitioners will find this study useful in understanding the occurrence, consequences and potential strategies to circumvent the negative effects of unethical leadership. (shrink)

The present paper explores and analyzes one intriguing form of death called self-willed death (Icchā maraṇa) as depicted in Mahābhārata in light of the contemporary debate between Bruce Sullivan and Phillip Ernest about the distinction between yogayukta and non-yogayukta forms of it. In the first part, the paper presents Sullivan’s distinction between yogayukta, one with disenchantment, world-weariness, and detachment with that of non-yogayukta, the one attached to glory, honor, and power which is contested by Ernest. While taking the debate further, (...) the paper argues that proper understanding of the concept of Icchā maraṇa requires a deeper analysis of the distinction between ‘will’ and ‘self-will’ and adequate study of the conception of life and death that the epic depicts. After taking up these two tasks in the second and third parts, the fourth section assesses the debate in light of the above two sections analysis. It argues that ‘self-will’ is an expression of freedom where the individual prescribes conditions, unlike the ordinary ‘will’ where choice is between available alternatives. This distinction leads us to the death of Bhīṣma, which is Icchā maraṇa in its presented form that moves beyond the distinction available in the debate between Sullivan and Ernest. (shrink)

The páramos of Boyacá in Colombia are earmarked for delimitation to prevent the expansion of the agricultural frontier and protect endemic flora that contribute to water provision for cities. A varied conservation toolbox will be used, including the creation of protected areas for re-wilding and the ‘sustainable’ transitioning of livelihoods identified as environmentally destructive. Agriculture and cattle livestock farming has been identified for transitioning. Despite the negative discourse related to livestock holding, this paper argues that small-scale agropastoralism contributes to re-peasantisation (...) and provides the foundations for an agrobiodiverse conservation approach. Agropastoralism facilitates re-peasantisation through strong socio-economic networks, interconnected communities, the solidarity economy, and self-management of natural resources. Whilst, agropastoral mobility spatially binds social networks across large and disconnected spaces. Mobility is also fundamental to dynamic land access and pasture management, as it prevents over-grazing. This exemplifies how resilient socio-economic networks and mobile production strategies could be harnessed for agrobiodiversity, instead of land sparing and other sedentary ‘green’ economies. This paper makes conceptual contributions to ‘autonomy’ in re-peasantisation by empirically demonstrating the importance of mobile and flexible systems of production. It also makes a novel methodological contribution in applying a spatial lens that further unpacks how movement across the páramos facilitates autonomy and re-peasantisation. These themes are explored using interview data from 53 semi-structured interviews with key stakeholders and small-scale agropastoralists from across the páramos and field observation. The paper concludes by recommending a harnessing of agropastoral knowledge, to potentiate agrobiodiversity, for a more socio-ecologically just approach to farming and conservation in the páramos. Background As noise brings great error in the analysis of metallographic images, an adaptive weighted mean filtering method proposed to overcome the shortcomings of the standard mean filtering method. Methods The method used to detect the pulse noise points in the image, and then the modified mean method used to filter out the detected noise points. Patents on metallographic image processing have discussed for the development of the proposed methodology. Results It is shown that filter window can be filtered in (...) comparison with the conventional 3×3, 5×5 and 7×7 filt window to reduce noise detection and reduce the complexity of the weight calculation. Conclusion It can be concluded that this method can better protect the details of the image, has better filtering effect than the standard mean filtering, and its processing speed is faster than the median filtering of the large window, which has profound significance for the edge detection and processing of the metallographic image. This paper presents a method for the study of the influence of stability of a power transformer on the power system based on the vibration principle. Traditionally, the EMD and EEMD algorithms are employed to test the box vibration signal data of the power transformer under three working conditions. The proposed method utilizes a partial EMD screening along with MPEEMD method for the online monitoring of power transformer. A complete online monitoring system is designed by using the STM32 processor and (...) LabVIEW system. The proposed system is compared with EMD and EEMD algorithms in terms of the number of IMFs obtained by decomposition, maximum correlation coefficient, and mean square error. The inherent mode correlation, when compared with the mean square error of the reconstructed signal, shows that the reconstruction error of MPEEMD algorithm is 4.762×10−15 which is better than the traditional EMD algorithm. It is observed from the results that the proposed method outperforms both EMD and EEMD algorithms. (shrink)

This article examines the development of a multidimensional, transnational feminist research approach from and within Uganda in relation to a high-profile case of domestic violence and femicide of a middle-class, upper-caste Indian migrant woman in Kampala in 1998. It explores indigenous Ugandan public and Ugandan Asian/indian community interpretations and the dynamics of cross-racial feminist mobilisation and protest that emerged in response to the Joshi-Sharma domestic violence case. In doing so, it advocates for a transnational feminist research approach from and within (...) Uganda and the Global South that works against the grain of nationalist and nativist biases in existing feminist scholarly trends. This approach lays bare power inequalities and internal tensions within and across racialised African and Asian communities, and thus avoids the romanticisation of cross-racial feminist African-Asian solidarities. In recent years, the network has become more complex, and the attacker’s ability to attack is gradually increasing. How to properly understand the network security situation and improve network security has become a very important issue. In order to study the method of extracting information about the security situation of the network based on cloud computing, we recommend the technology of knowledge of the network security situation based on the data extraction technology. It converts each received cyber security event into (...) a standard format that can be defined as multiple brochures, creating a general framework for the cyber security situation. According to the large nature of network security situation data, the Hadoop platform is used to extract aggregation rules, and perform model extraction, pattern analysis, and learning on a network security event dataset to complete network security situation rule mining, and establish a framework for assessing the state of network security. According to the results of the federal rule extraction, the level of network node security risk is obtained in combination with signal reliability, signal severity, resource impact, node protection level, and signal recovery factor. A simulation test is performed to obtain the intrusion index according to the source address of the network security alarm. Through the relevant experiments and analysis of the results, the attack characteristics obtained in this study were obtained after manually reducing the network security event in the 295 h window. The results show that after the security event is canceled, the corresponding window attack index decreases to 0, indicating that this method can effectively implement a network security situation awareness. Effective and personalized treatment relies heavily on skin disease categorization. In the stratification of skin disorders, it is crucial to identify the subtypes of illnesses to provide an efficient therapy. To attain this aim, researchers have focused their attention on cluster algorithms for the stratification of skin disorders in recent decades. But, cluster algorithms have real-world drawbacks, including experimental noises, a large number of dimensions, and a poor ability to comprehend. Cluster algorithms, in particular, determine the quality of clusters using (...) a single internal evaluation operation in the majority of cases. A single internal assessment procedure is difficult to design and robust for all datasets, which is a problem. The multi-objective particle swarm obtained high sensitivity in the existing work, but it is not able to anticipate all kinds of classes. An optimized cluster distance parameter for K-means clustering is determined using a hybrid particle swarm and moth flame optimization. Multi-objective is guided by two cluster value indices, including the K-means clustering misclassification rate and neural network classification rate. Hybrid PSO will solve the multi-objective problem to identify the optimal cluster for clustering. On the dermatological dataset from the UCI repository, MATLAB R2020a will be used to evaluate the proposed method. This will be followed by an evaluation of the proposed method’s performance using the cluster evaluation indices. (shrink)
