In this paper, we present a bibliometric analysis of the Periodic Table. We have conducted a comprehensive analysis of Scopus based database using the keyword “Mendeleev Periodic Table". Our findings suggest that the Periodic Table is an influential topic in the field of Inorganic as well as Organic Chemistry. Areas for future research could include on expanding our analysis to include other bibliometric indicators to gain a more comprehensive understanding of the impact of the Periodic Table in the chemistry-based scientific (...) investigations and even in the field of astrochemistry, which explores chemical processes in space, is intricately linked to fundamental chemistry. In this context, the quote of Carl Sagan is relevant where he eloquently expressed an inherent connection between chemistry and astrophysics: “The nitrogen in our DNA, the calcium in our teeth, the iron in our blood, the carbon in our apple pies were made in the interiors of collapsing stars.” In the ongoing study we have presented a ground level investigation of the conjecture of Sagan via Periodic Table based on bibliometric analysis whereas in the next level our aim is to present the stellar connection of it through Hertzsprung-Russel diagram as well as cluster of stars. The Periodic Table holistically serves as a foundational platform for understanding chemical elements both on the Earth and in celestial bodies. We propose a novel edge detector in the presence of Gaussian noise with the use of proximal support vector machine (PSVM). The edges of a noisy image are detected using a two-stage architecture: smoothing of image is first performed using regularized anisotropic diffusion, followed by the classification using PSVM, termed as regularized anisotropic diffusion-based PSVM (RAD-PSVM) method. In this process, a feature vector is formed for a pixel using the denoised coefficient’s class and the local orientations to detect edges in (...) all possible directions in images. From the experiments, conducted on both synthetic and benchmark images, it is observed that our RAD-PSVM approach outperforms the other state-of-the-art edge detection approaches, both qualitatively and quantitatively. Student support services are the cardinal features of the Open and Distance Learning System. In India, the Indira Gandhi National Open University, 13 state open universities and over 200 Distance Education Institutes attached to conventional universities and private/autonomous institutes offering programmes through the distance mode have all created adequate provisions for learner support services and the systems, rules, regulations and norms have been put in place. However, it is significant that a learner in the ODL system remains away from the (...) teacher and the peer group. Thus, the learner feels isolated and needs the empathy of all the functionaries concerned. It has been our experience at IGNOU that more often than not the functionaries fail to realize the value of a learner and the learner fails to understand the value attributed to him by the ODL system. Without such realization the rules and regulations lose their significance. Hence, inculcation of values is of paramount importance in the functioning of the ODL system. In this article we have discussed about ‘inculcation of values’ among the ‘learners’ as well as the ‘functionaries’ for developing ‘best practices’ in learner support services in the ODL system. An argument in the cognitive enhancement literature is that using stimulants in populations of healthy but socially disadvantaged individuals mistakenly attributes pathology to nonpathological individuals who experience social inequalities. As the argument goes, using stimulants as cognitive-enhancing drugs to solve the social problem of poorly educated students in inadequate schools misattributes the problem as an individual medical problem, when it is really a collective sociopolitical problem. I challenge this argument on the grounds that not all types of enhancement have to (...) be explained in medical terms, but rather at least one conception of enhancement can be explained in social terms—opportunity maintenance. Therefore, I propose that as a moral requirement we ought to explore whether stimulants could be a means of remedying underprivileged children's experiences of social inequalities that are borne from inadequate schools for the sake of increasing their chances for opportunities and well-being. An exploration of the theories, histories, practices, and contradictions of liberalism today. What does it mean to be a liberal in neoliberal times? This collection of short essays attempts to show how liberals and the wider concept of liberalism remain relevant in what many perceive to be a highly illiberal age. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. Liberalism's emphasis on individual rights opened a theoretical pathway to neoliberalism, through private property, (...) a classically minimal liberal state, and the efficiency of “free markets.” In practice, neoliberalism is associated less with the economic deregulation championed by its advocates than the re-regulation of the economy to protect financial capital. Liberalism in Neoliberal Times engages with the theories, histories, practices, and contradictions of liberalism, viewing it in relation to four central areas of public life: human rights, ethnicity and gender, education, and the media. The contributors explore the transformations in as well as the transformative aspects of liberalism and highlight both its liberating and limiting capacities. Alfred Tarski (1944) wrote that "the condition of the 'essential richness' of the metalanguage proves to be, not only necessary, but also sufficient for the construction of a satisfactory definition of truth." But it has remained unclear what Tarski meant by an 'essentially richer' metalanguage. Moreover, DeVidi and Solomon (1999) have argued in this Journal that there is nothing that Tarski could have meant by that phrase which would make his pronouncement true. We develop an answer to the historical question (...) of what Tarski meant by 'essentially richer' and pinpoint the general result that stands behind his essential richness claim. In defense of Tarski, we then show that each of the several arguments of DeVidi and Solomon are either moot or mistaken. One of the fruits of our investigation is the reclamation of what Tarski took to be his central result on truth. This is a reclamation since: (i) if one does not understand 'essential richness', one does not know what that result is, and (ii) we must unearth a heretofore unrecognized change that occurs in Tarski's view - an alteration of his main thesis in light of a failing he discovered in it. Famously, Saul Kripke proposes that there are contingent a priori truths, and has offered a number of examples to illustrate his claim. The most well-known example involves the standard meter bar in Paris. Purportedly, a certain agent knows a priori that the bar is one meter long. However, in response to a long-standing objection to such examples - the "existential complaint" - generally only modified examples having a conditional form are now considered candidates for the contingent a priori. Gareth Evans (...) argues that these conditionals must be understood free-logically, and on this basis argues against Keith Donnellan's analysis of the contingent a priori. I show Evans' argument mistaken. I also take issue with the existential complaint, and suggest a way of understanding Kripke's original examples that is not subject to it. My approach focuses the debate in its right place, and allows us to take Kripke's original examples seriously. (shrink)

Bringing together work composed from 1890 to 1924, the nineteen pieces collected in the posthumously published Last Essays serve as a primer to Conrad's wide interests and to the varieties of his style. This edition, supported by an extensive textual apparatus, brings together various prose pieces, including reminiscences, reviews, essays on the sea and politics, as well as several miscellaneous items, including his 'Congo Diary' and the other notebook he kept in Africa in 1890. The introduction situates these writings in (...) Conrad's career, offers new perspectives on Conrad in the marketplace and as a writer of occasional prose and traces the contemporary reception of the volume. The notes explain literary and historical references, identify real-life places and indicate Conrad's main sources. According to Nancy Cartwright, a causal law holds just when a certain probabilistic condition obtains in all test situations which in turn satisfy a set of background conditions. These background conditions are shown to be inconsistent and, on separate account, logically incoherent. I offer a corrective reformulation which also incorporates a strategy for problems like Hesslow's thrombosis case. I also show that Cartwright's recent argument for modifying the condition to appeal to singular causes fails.Proposed modifications of the theory's probabilistic condition (...) to handle effects with extreme probabilities (0 or 1) are found unsatisfactory. I propose a unified solution which also handles extreme causes. Undefined conditional probabilities give rise to three good, but non-equivalent, ways of formulating the theory. Various formulations appear in the literature. I give arguments to eliminate all but one candidate. Finally, I argue for a crucial new condition clause, and show how to extend the results beyond a simple probabilistic framework. (shrink)

Torben Kjærsgaard’s argues that the term “cognitive enhancement substances” is an inappropriate term considering that stimulants do not enhance cognition, but rather only enhance motivation. Therefore, he concludes that stimulants are best described as “performance maintenance” and not “performance enhancement.” I challenge his conclusion on the grounds that both life’s ordinary, daily activities and life’s extraordinary activities are types of performances necessary for living the kinds of lives that we want to live, which can be enhanced, not just maintained, with (...) the effects of cognitive enhancing substances. “Cognitive enhancing substances” may be a misleading term, but referring to the effects of cognitive enhancing substances as “performance maintenance,” rather than “performance enhancing,” misguidedly minimizes the role that motivation plays into our self-determined lives. This article wrestles with the question of the relationship between the digits of our hands and the digital in a dispersed but connected world. What can be held and what fails our grasp in such a universe? How the everyday and habitual skills of cooking and cleaning come into consciousness or vanish into habit, in a constant choreography of remembering and forgetting, with the digital as aid or hindrance. In the process of thinking through posture, gesture, and infrastructure, it reflects (...) on the enduring contemporary challenge of doing ethnographic work at multiple transnational locations, by an ethnographer with a passport that does not travel well, made worse by the restrictions of a pandemic. The problem of negative existentials is one of the classic problems in philosophy of language. Latter-day developments in semantics resolved this problem without our help, but due to accidents of history no one noticed.

According to Timothy Williamson 's epistemic view, vague predicates have precise extensions, we just don't know where their boundaries lie. It is a central challenge to his view to explain why we would be so ignorant, if precise borderlines were really there. He offers a novel argument to show that our insuperable ignorance ``is just what independently justified epistemic principles would lead one to expect''. This paper carefully formulates and critically examines Williamson 's argument. It is shown that the argument (...) does not explain our ignorance, and is not really apt for doing so. Williamson 's unjustified commitment to a controversial and crucial assumption is noted. It is also argued in three different ways that his argument is, in any case, self-defeating – the same principles that drive the argument can be applied to undermine one of its premises. Along the way, Williamson 's unstated commitment to a number of other controversial doctrines comes to light. (shrink)

The aim of the paper is twofold: i) to give a logically explicit formulation of a slight generalization of Quine's master argument about de re modality—an argument which imposes important constraints on modal semantics, ii) to briefly present my favored account of modal locutions (especially locutions of the de re metaphysical flavor) and show how it successfully copes with Quine's argument. Though Quine made this argument so many years ago, it is still widely misunderstood, and so careful attention to detail (...) seems warranted. From what I have seen, philosophers' attitudes towards Quine's master argument fall into two kinds: i) there are those that think that the argument has no force, because it is based on some mistake (usually, something about definite descriptions), and ii) there are those that think that the argument poses some insuperable barrier to any kind of de re modality. Neither of these attitudes is justified. So, I hope to make plain along the way that a) the original version of Quine's argument is sound, b) there is a version of this same basic argument which imposes very definite constraints on any proposed account of de re "metaphysical" modality in particular, an c) there is an account that satisfies these constraints. Part 1 of the paper is concerned with laying out and discussing three versions of Quine's argument, in the service of establishing points (a) and (b). -/- In Part 2 of the paper, I briefly sketch what I take to be a very promising, and also very Quinean account of de re modality -- one that respects the constraint on modal semantics that Quine's argument reveals and comports well with the few positive remarks Quine makes, for example, in Word and Object regarding our use of modal locutions.
