This paper is emphatically focused in the analysis on the indigenous problem such as it had been ruled by law in the different Venezuelan Constitutions since the foundation of the Republic in 1811. Our purpose does not go as far as to treat the ancestral indigenous problem in Venezuela because this would exceeds the limits of our study; although, we will do some references in relation to this question.

George Ciccariello-Maher’sWe Created Chávezis the most important book available in English proposing an anti-capitalist framework for understanding the Bolivarian process in contemporary Venezuela, as well as its historical backdrop dating back to 1958. The book contains within it a laudable critique of Eurocentrism and a masterful combination of oral history, ethnography, and theoretical sophistication. It reveals with unusual clarity and insight the multiplicity of popular movements that allowed for Hugo Chávez’s eventual ascension to presidential office in the late 1990s.We Created (...) Chávezhas set a new scholarly bar for social histories of the Bolivarian process and demands serious engagement by Marxists. As a first attempt at such engagement, this paper reveals some critical theoretical and sociological flaws in the text and other areas of analytical imprecision. Divided into theoretical and historical parts, it unpacks some of the strengths and weaknesses by moving from the abstract to the concrete. The intervention begins with concepts – the mutually determining dialectic between Chávez and social movements; ‘the people’; and ‘dual power’. From here, it grounds these concepts, and Ciccariello-Maher’s use of them, in various themes and movements across specific historical periods of Venezuelan political development – the rural guerrillas of the 1960s, the urban guerrillas of the 1970s, the new urban socio-political formations of the 1980s, Afro-Indigenous struggles in the Bolivarian process, and formal and informal working-class transformations since the onset of neoliberalism and its present contestation in the Venezuelan context. Resumen: El artículo estudia los Elementos de Filosofía (EdF), dictados por Andrés Bello a Juan Alemparte en Santiago de Chile hacia los años 1840-1843 y conservados actualmente en una copia manuscrita. Se muestra que los EdF corresponden a un esbozo preliminar de las materias abordadas por Bello tanto en las entregas del periódico El Crepúsculo como en su obra póstuma Filosofía del Entendimiento. Por ello, se plantea que estas lecciones manuscritas constituyen un testimonio exclusivo de las clases particulares del maestro (...) venezolano en Santiago del siglo XIX y exhiben, además, un estadio de maduración temprano de ideas que llegarán a ser gravitantes en su obra magna. Se espera que este material represente un insumo para futuras pesquisas en torno a las percepciones en general, y desde la perspectiva del pensador caraqueño en particular. Abstract: The article examines the Elements of Philosophy, taught by Andrés Bello to Juan Alemparte in Santiago de Chile around 1840-1843 and currently preserved in a manuscript copy. It is shown that the Elements of Philosophy correspond to a preliminary outline of the matters addressed by Bello both in the newspaper El Crepúsculo and in his posthumous work Philosophy of the Understanding. For this reason, it is proposed that these manuscript notes constitute an exclusive testimony of the private lessons of the Venezuelan Master in Santiago of the 19th century and exhibit a stage of early maturation of ideas that will become gravitational in his magnum opus. Bourdieu’s thought is disturbing. Provocative. Scandalous even, at least for those who do not easily tolerate the unmitigated truth about the social. Nonetheless his ideas, among the most important and innovative of our time, are here to stay. This thought has taken form in the course of a career and through works on diverse subjects that have constructed a far-reaching analytical model of social life, which the author calls more readily an anthropology rather than a sociology. In their totality, they (...) constitute today an original and powerful proposal to explain human practices. In the face of criticisms commonly leveled at Bourdieu’s thought (notably the charge that it reduces everything to a single schematic model), it is important to identify the spirit of his enterprise. Early on, it is true, his thought drew on a few fundamental concepts—the trilogy habitus, field (champ), practice (pratique)—to which it constantly returned, and followed a clearly defined trajectory. At the same time, however, he continually reformulated, adapted, and refined his analytical model, depending on the operations to which he subjected new objects of inquiry. The regenerative and transformative force of his thought was supported by two convictions. First, that there being nothing more vain than theory for theory’s sake, it is preferable that theoretical production originate in the study of concrete and occasionally very specific cases. Second, that in order to escape stereotypical classifications, boundaries separating disciplines are best transgressed, thereby favoring new constructions of the object of inquiry. (shrink)

Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". The Venezuelan-Chilean humanist Andrés Bello has been recognized as one of the most distinguished intellectuals of the 19th century—one of the last polymaths of the stature of figures such as Athanasius Kircher, Gottfried Leibniz or Benjamin Franklin. Indeed, his numerous contributions span fields such as grammar, poetry, civil law, diplomacy, education, political theory, philology and philosophy. The Navarre-Venezuelan philosopher Juan David García Bacca is one of the most notable and original figures of Spanish-speaking thought, although his work has not yet received the attention it deserves. One of the pillars of his philosophy consists of what he calls a transfinite anthropology that considers man as an entity that strives to enhance his being. This anthropological approach is based on a phenomenology of nature that emphasizes the becoming and the transformations that man effects in the world. In (...) this philosophical context, García Bacca soon became interested in the work of Husserl, Scheler y Heidegger. This article deals with the way in which García Bacca describes and values Husserl’s descriptions of intentional consciousness. The problem that García Bacca poses to transcendental phenomenology concerns neither the reality of pure consciousness nor its objective scope. García Bacca is interested in finding out if there is a potentiation of the being of consciousness superior to or deeper than the self-reflection proper to the transcendental attitude. He discovers this potentiation in the notion of an “agonic consciousness” that resists the representation of its annihilation, and whose philosophical antecedent is found in the work of Miguel de Unamuno. Without sharing all of García Bacca’s interpretation of Husserlian phenomenology, the author of the article considers that it nevertheless raises relevant questions concerning the facticity and necessity proper to the transcendental subject. According (...) to Johansen, the self-critical turn is characterized by an increasing number of music educators directing criticism toward music education itself by denouncing overly romantic visions of “the power of music” and scrutinizing how music educational practices are implicated in the propulsion of problematic social forces of inequality, oppression, and injustice. Baker’s widely read book from 2014, El Sistema: Orchestrating Venezuela’s Youth,2 thoroughly denounced the globally acclaimed Venezuelan ‘musical miracle’ as a myth. Based on extensive field work in Venezuela, Baker painstakingly dissected El Sistema as an archaic, morally, and pedagogically flawed model of music education veiled in the empty rhetoric of music as a tool of social redemption and documented how such models are ripe with opportunities for abuse, in every sad sense of the word.The continuation of Baker’s critical project is published in the form of a four-hundred-page book, entitled Rethinking Social Action Through Music. Baker presents the text as “a ‘post-El Sistema’ project”3 as it constitutes a departure [End Page 92] from his preoccupation with ‘The System’ toward potential alternatives to the Venezuelan model. He finds such an alternative in the Red (Red de Escuelas de Música de Medellín), a network of music schools in the Colombian city of Medellín, which figures as the center of attention in Baker’s institutional ethnography. However, even as the Colombian institution is invoked as a counterexample to its Venezuelan sibling, the Red is not held up for its ability to enact social change or display of innovative pedagogical principles. What Baker finds exemplary and worthy of investigation is the willingness he locates within the administrative layer of the Red to continuously engage in reflective work with regards to the tensions, conflicts, and pitfalls, as well as potentials of musical-social work. Particularly, Baker’s attention is directed to the decision-making processes and discussions among the leaders of the institution; how senior staff members adopt self-critical stances, how needs for institutional change are recognized, the recurring frictions between musical staff and members of the institution’s social team, and tensions between public statements expressing confidence in the program’s efficacy and internal conversations full of ambivalence and doubt.It is with reference to the reflexive processes of the Red that Baker conducts insightful and well-informed discussions of a range of themes relevant to music educators and scholars. Baker situates his analysis within the wider landscape of SATM (Social Action Through Music), which can roughly be understood as the field of musical practice emanating from the large socio-musical orchestral programs conceived in Latin America in the last decades of the 20th century and subsequently spread as ‘Sistema-inspired’ offspring throughout the globe in the beginning of the 21st century. Yet, the discussions found in this book are easily connected to pertinent themes of the philosophy and sociology of music education, such as the notion of artistic citizenship, decolonization, the political nature of music education, ‘the social’ in music education, to name a few. One of the striking qualities of this book is its ability to identify important issues in the local context of Medellín, extract the underlying mechanisms and through empirical examples unfold a much broader discussion of what social justice and social change might mean in the field of music education. Hardt's paper, "The Politics of Articulation and Strategic Multiplicities," treated SPEP members to an early peek at his newest book, The Subversive 70s (Oxford University Press, 2023). In this work, Hardt digs into the powerful resources for social movements that activists and theorists from the 1970s developed. As he argues, in many ways those activists and thinkers were ahead of their times—and also ahead of ours—in understanding how to analyze interwoven multiplicities of power and how to articulate and organize liberation struggles based on those multiplicities. Hardt brilliantly demonstrates how analyzing the progressive and revolutionary social [End Page 237] movements of the '70s can help us not only understand the roots of contemporary social and political struggles but also reclaim critical resources for those struggles.Patricia Pisters's paper, "Thinking with Fire: Elemental Philosophy and Media Technology," draws upon Gaston Bachelard's "fire complexes" to address a variety of pyrotechnical images appearing in contemporary cinema. Noting that elemental philosophy is on the rise in media studies and elsewhere, not least because of current environmental crises, fire is particularly engaging for its metaphorical, "matterphorical," and technological associations. While acknowledging fire as a material medium—cooking, heating, burning, etc.—Pisters's primary focus in her paper is on fire as an immaterial medium, and it is here that she turns to Bachelard's constellation of fire complexes—the Empedocles, Prometheus, and Novalis Complexes—to which she adds her own fourth complex, the Sita Complex. With these complexes, she provides readings of four cinematic productions that elucidate the annihilating, transgressive, sexual, and purifying qualities of fire, and she suggests that these entangled fire complexes present different kinds of combustive knowledge in which the element of fire manifests itself as material phenomenon of nature, the engine for modern life, and immaterial affective reverie of destruction, transgression, and sexuality.The other articles in this special issue have been organized according to five broad groupings. In the last decade, Venezuelans have faced a range of challenges such that by 2023, nearly 7.2 million have fled, the vast majority hosted within the region. One country particularly stands out: Colombia has accepted over 2.5 million. Colombia’s behaviour does not appear motivated by legal obligations or universal ethical principles; it is hard to make sense of in terms of international ethical and political theory. Rather, Colombian state and society make reference to mundane, localised concepts of friendship, fraternity and (...) the reciprocity of a shared history. Such everyday ethics is generally ignored in existing debates. I argue that immigration ethics could helpfully begin from concrete, everyday ethical behaviour rather than idealisation and abstraction. Instead of initially asking what states and societies should do regarding immigration, we could ask what do they already do, why and how? This article therefore explores how Colombian politicians and civil society actors understood their welcoming actions through an awareness of entangled histories, reciprocity, friendship and solidarity: everyday, vernacular ways in which responsibility-taking is rationalised and practiced. My argument is not that Colombia’s actions are normatively right, or an enactment of immigration justice. Rather, these actions were ambivalent: the messy, pragmatic result of negotiating different, competing responsibilities, principles and emotions. The results were imperfect, heavily gendered, but also unprecedented. Those advocating greater societal responsibility for immigrants would perhaps do best to look beyond the global north, shun the universal and start from local activities founded in vernacular, everyday ethics. The objective of our research is to examine the diverse methods of judicial interpretation, taking off from that established in Article 4 of the Venezuelan Civil Code. We attempt to explain what and how to interpret using the exegetic method of interpretation through an exhaustive analysis of the article, in agreement with Article 22 of the Penal Process Organic Code. Emphasis is placed on the classical methods of legal interpretation: grammatical, logical-systematic, and historical-comparative, among others.

Following the line of thought articulated by Gallegos-Ordorica (2019), the main goal of this article is to argue that the 19th century Venezuelan-Chilean polymath Andrés Bello should be included within the history of the pragmatist tradition as an important precursor insofar as his masterpiece, Filosofía del Entendimiento (Philosophy of the Understanding), exhibits many views and attitudes that are characteristic of pragmatism. A second and narrower goal of this article is to show that the specific kind of proto-pragmatist position that Bello (...) endorses in Philosophy of the Understanding bears remarkable similarities to the neo-pragmatist view of Huw Price and to argue that Bello’s metaphorical idea-signs can be potentially useful in explaining the great variety of functions that what Price calls “i-representations” have within his functional pluralism. After a decade in power, Venezuela’s Bolivarian Revolution faces a newly multilateral Washington DC and global capitalism’s most significant crisis in a generation. In order to properly understand the hopes and impediments for the future of the Revolution, I argue, it is first necessary to consider the current trajectory and series of accomplishments it has made. Azul y no tan rosa was the first Venezuelan film to win the Goya for Best Spanish Language Foreign Film. It was also the first Venezuelan film to feature a kiss between two men, as well as an openly transgender character. At the heart of the film is a scene which cross-cuts between transsexual Delirio performing the 1980s Venezuelan pop hit ‘No soy una señora’ and a vicious homophobic attack. This scene exemplifies the film’s preoccupation with the performance of gender, (...) its denunciation of machista violence, and its call for acceptance of difference. (shrink)
