  4. Citizen Tax Juries: Democratizing Tax Enforcement after the Panama Papers.Gordon Arlen - 2022 - Political Theory 50 (2):193-220.
Four years after the Panama Papers scandal, tax avoidance remains an urgent moral-political problem. Moving beyond both the academic and policy mainstream, I advocate the “democratization of tax enforcement,” by which I mean systematic efforts to make tax avoiders accountable to the judgment of ordinary citizens. Both individual oligarchs and multinational corporations have access to sophisticated tax avoidance strategies that impose significant fiscal costs on democracies and exacerbate preexisting distributive and political inequalities. Yet much contemporary tax sheltering occurs within (...)

Speaking Truth to Power: Twitter Reactions to the Panama Papers.Dean Neu, Gregory Saxton, Jeffery Everett & Abu Rahaman Shiraz - 2018 - Journal of Business Ethics 162 (2):473-485.
The current study examines the micro-linguistic details of Twitter responses to the whistleblower-initiated publication of the Panama Papers. The leaked documents contained the micro-details of tax avoidance, tax evasion, and wealth accumulation schemes used by business elites, politicians, and government bureaucrats. The public release of the documents on April 4, 2016 resulted in a groundswell of Twitter and other social media activity throughout the world, including 161,036 Spanish-language tweets in the subsequent 5-month period. The findings illustrate that the responses (...)

British guild socialist and the exemplar of the Panama Canal.Kevin Morgan - 2007 - History of Political Thought 28 (1):120-157.
This article describes how the building of the Panama Canal by the US military in 1904-14 was used within the socialist movement as an exemplar of socialist labour organization. Focussing on the British guild socialist, S.G. Hobson, it demonstrates the survival into guild socialism of Fabian ideas of the inevitability of large-scale enterprise, organizational hierarchy and the indispensability of the expert. It also reveals a militarist inflexion which is here traced to sources including Fourier, Ruskin, Bellamy and Wells. This (...)

While empirical pragmatic research in the Spanish-speaking world has covered most of the Hispanosphere, Central America remains a very underrepresented region. This study serves to fill this gap in the literature by analyzing data collected from eighteen role-plays in Masaya, Nicaragua and Panama City, Panama. In the role-play situation, the interlocutor requests advice from the participant regarding a serious issue in her marriage. The advice-giving strategies are classified according to a categorization adapted from Blum-Kulka’s request strategy taxonomy, allowing (...)

A growing literature on scholarly and practical approaches to conservation and development uses a livelihood approach to understand rural peoples’ diverse assets and activities, especially as they serve to minimize vulnerability to economic and ecological shocks. In recent years, the suite of potential assets available to rural households has been theorized as human, natural, physical, social, and cultural capitals and includes the context in which they are used. Here we explore Wounaan livelihood strategies and how they articulate with the dynamic (...)

State Crime, the Media, and the Invasion of Panama.Christina Jacqueline Johns & P. Ward Johnson - 1994 - Praeger.
Johns and Johnson analyze the invasion of Panama in order to explore the ways in which the War on Drugs has been used as an ideological justification for a projection of U.S. state power into Latin America. They characterize the Bush Administration's reasons for the invasion as cynical ideological rhetoric which covered up strategic interests the United States had in deposing Noriega and replacing him with a more cooperative regime. The authors particularly discuss the role of media coverage, including (...)

The article offers a reading of “Through the Panama” by Malcom Lowry in light of an intertext connected with Polish literature. Lowry mentions a short story “The Lighthouse Keeper of Aspinwall” by the Polish writer Henryk Sienkiewicz, the Nobel prize winner for the whole of his literary output. What Lowry stresses in his intertextual allusion is the perilous illumination that the eponymous lighthouse keeper experiences. The article contends that the condition of the lighthouse keeper anticipates that of the Lowry (...)

Corporate social responsibility disclosure and corporate social irresponsibility in emerging economies: Does institutional quality matter?Ali Meftah Gerged, Kadmia M. Kehbuma & Eshani S. Beddewela - forthcoming - Business Ethics, the Environment and Responsibility.
The Panama Papers (2016), Paradise Leaks (2017), and Pandora Papers (2021) have revealed the extensive practice of corporate tax avoidance. Yet, the tax behavior of companies claiming to be “socially responsible” has been less examined. This study examines the association between corporate social responsibility disclosure (CSRD) and tax avoidance, particularly in developing economies, focusing on Sub-Saharan Africa (SSA). By analyzing data from 600 firm-year observations across 13 SSA countries using panel quantile regression, we found a negative relationship between CSRD, (...)

A Two-Ocean Bouillabaisse: Science, Politics, and the Central American Sea-Level Canal Controversy.Christine Keiner - 2017 - Journal of the History of Biology 50 (4):835-887.
As the Panama Canal approached its fiftieth anniversary in the mid-1960s, U.S. officials concerned about the costs of modernization welcomed the technology of peaceful nuclear excavation to create a new waterway at sea level. Biologists seeking a share of the funds slated for radiological-safety studies called attention to another potential effect which they deemed of far greater ecological and evolutionary magnitude – marine species exchange, an obscure environmental issue that required the expertise of underresourced life scientists. An enterprising endeavor (...)

Social media is changing social accountability practices. The release of the Panama Papers on April 3, 2016 by the International Consortium of Investigative Journalists (ICIJ) unleashed a tsunami of over 5 million tweets decrying corrupt politicians and tax-avoiding business elites, calling for policy change from governments, and demanding accountability from corporate and private tax avoiders. The current study uses 297,000+ original English-language geo-codable tweets with the hashtags #PanamaGate, #PanamaPapers, or #PanamaLeaks to examine the trajectory of Twitter-based social accountability conversations (...)

Catching Capital: The Ethics of Tax Competition.Peter Dietsch (ed.) - 2015 - New York, US: Oxford University Press USA.
Rich people stash away trillions of dollars in tax havens like Switzerland, the Cayman Islands, or Singapore. Multinational corporations shift their profits to low-tax jurisdictions like Ireland or Panama to avoid paying tax. Recent stories in the media about Apple, Google, Starbucks, and Fiat are just the tip of the iceberg. There is hardly any multinational today that respects not just the letter but also the spirit of tax laws. All this becomes possible due to tax competition, with countries (...)

The Promise of Manumission: Appropriations and Responses to the Notion of Emancipation in the Caribbean and South America in the First Half of the Nineteenth Century.Miguel Gualdrón Ramírez - 2024 - In Kris F. Sealey & Benjamin P. Davis (eds.), Creolizing Critical Theory: New Voices in Caribbean Philosophy. Lanham: Rowman & Littlefield. pp. 61-81.
In this text, I consider two examples in the history of emancipation and manumission of enslaved, Black populations in the Caribbean and South America in order to theorize a colonial mode of conceiving of freedom at play in the first half of the nineteenth century. This mode is marked by the figure of the promise, enacting a notion of freedom as a constantly deferred, external compensation. Indeed, instead of an immediate decision deeming the practice of enslavement and trade of human (...)

Indigenous understandings of consciousness represent an important inspiration for scientific discussions about the nature of consciousness. Despite the fact that Indigenous concepts are not outputs of a research driven by rigorous, scientific methods, they are of high significance, because they have been formed by hundreds of years of specific routes of cultural evolution. The evolution of Indigenous cultures proceeded in their native habitat. The meanings that emerged in this process represent adaptive solutions that were optimal in the given environmental and (...)

These latter nations often are depicted as jurisdictions where clinics providing access to SCBIs operate without meaningful oversight, relevant regulations are nonexistent or have significant loopholes, and regulatory bodies are underfunded, understaffed, corrupt, or otherwise unable to provide effective (...)
