This article expands Kandiyoti's concept of patriarchal bargaining to include men's negotiations. It analyzes how marginalized groups within a dominant sociocultural knowledge regime strategize to advance change while trying to maximize security and optimize their life options. The case study analyzes primaries held within kin-based groupings— hamulas among Palestinian Arabs in Israel—to determine the candidates for municipal elections. Based on interviews and analysis of newspaper articles, the authors claim that the turn to primaries by hamulas was an attempt (...) to resolve disputes that were undermining the patriarchal system. The primaries provided entry to those of lower ranking in the hierarchy of hamula political leadership, while retaining the exclusion of women from the political sphere. Thus, while bargaining with patriarchy, gender identities and hierarchies are contested, re/produced, and negotiated as both a political means and an anchor for social identities. (shrink)

A limited number of studies attempted to account for regional and community‐level variables in exploring the mediating mechanisms conditioning the structure of educational opportunities. As a result, contextual dynamics of social stratification remain largely obscure. The aim of the present paper is to examine the relative effects of regional, locality and high school variables on access opportunities of Palestinian Arab high school pupils in Israel to educational credentials. The analysis is based on the aggregate data of 46 Arab localities. (...) Findings reveal that while high school tracking patterns are affected by high school variables at community level , access to educational credentials is determined by community‐level SES and the locality's geographic location . The book addresses the representation of three groups of "others" in Israeli schoolbooks: Holocaust victims, presented as the stateless persecuted Jews "we" might become again if "we" lose control over the second group of "others" - Palestinian Arabs - who are racialized, demonized and Nazified, and presented as "our" potential exterminators. The third group comprises non-European (Mizrahi and Ethiopian) Jews, portrayed as backward people who lack history or culture, requiring constant acculturation by "Western" Israel. Thus, a rhetoric of (...) victimhood and power evolves, and a nationalistic interpretation of the "never again" imperative is inculcated, justifying the Occupation and oppression of Palestinians and the discrimination of non-European Jews. Advocating a multidirectional memory, the book proposes an alternative Hebrew-Arabic, multi-voiced and poly-centered curriculum that would relate the untold accounts of the people whom the pedagogic version of history seeks exclude. Instead of traumatizing and urging vengeance, it will encourage discussion and celebrate diversity and hybridity. (shrink)

Hebrew and Arabic in Asymmetric Contact in Israel Israeli Hebrew and Palestinian Arabic 1 have existed side by side for well over a century in extremely close contact, accompanied by social and ideological tension, often conflict, between two communities: PA speakers, who turned from a majority to a minority following the establishment of the State of Israel in 1948, and IH speakers, the contemporary majority, representing the dominant culture. The Hebrew-speaking Jewish group is heterogeneous in terms of lands of (...) origin and includes a large community of Judeo-Arabic speakers. In this paper I discuss the ‘when,’ ‘where,’ how,' and especially ‘why’ of mutual borrowing2 between Hebrew and Arabic in Israel since the 1880s.I stress that the contact is asymmetric. The majority of Hebrew speakers today do not speak Arabic. They do, however, have access to borrowed lexicon in the domain of slang and vernacular speech that both enriches these registers and provides the speakers with a feeling of being ‘indigenous’ and ‘belonging’ to the social and cultural milieu of the larger environment. In contrast, most young adult PA-speakers are bilingual. For this minority, borrowing fulfills fundamental sociolinguistic and pragmatic needs. IH lexical items have permeated all areas of professional, educational, administrative, and social activities in everyday life discourse in all styles and registers of the spoken language and, to a lesser extent, written language. They fill lexical gaps and lacunae representing modern and western concepts that did not exist in PA. They also symbolize modernism, education, and social mobility. In other words, borrowing serves as a means of ‘stepping in’ for the Jewish majority and conversely as a means for ‘stepping out and up’ for the Arab minority. (shrink)

From Sartre to Levinas, continental philosophers have looked to the example of the Jew as the paradigmatic object of and model for ethical inquiry. Levinas, for example, powerfully dedicates his 1974 book Otherwise than Being to the victims of the Holocaust, and turns attention to the state of philosophy after Auschwitz. Such an ethics radically challenges prior notions of autonomy and comprehension-two key ideas for traditional ethical theory and, more generally, the Greek tradition. It seeks to respect the opacity of (...) the other and avoid the dangers of hermeneutic violence. But how does such an ethics of the other translate into real, everyday life? What is at stake in thinking the other as Jew? Is the alterity of the Jew simply a counter to Greek universalism? Is a rhetoric of exceptionalism, with its unavoidable ontological residue, at odds with shifting political realities? Within this paradigm, what then becomes of the Arab or Muslim, the other of the Jew, the other of the other, so to speak? This line of ethical thought-in its desire to bear witness to past suffering and come to terms with subjectivity after Auschwitz-arguably brackets from analysis present operations of power. Would, then, a more sensitive historical approach expose the Palestinian as the other of the Israeli? Here, Zahi Zalloua offers a challenging intervention into how we configure the contemporary. In the course of 20th-century European history Jews and Arabs, as well as Jews and Muslims, were put in the position of a ‘civilizational’ conflict that is not only political but also quasi-metaphysical. This article examines an impact of the conflict on the attitudes towards anti-Semitism and Islamophobia and considers Islamophobic implications of the ‘new anti-Semitism’ discourse. A thesis of the text is that both the struggle against anti-Semitism and Islamophobia and the one against the mechanism creating, in certain (...) circumstances, a kind of negative feedback loop between them requires not only opposing the anti-Jewish and anti-Muslim prejudices, but also a deep, critical reconsideration of the concepts of Europeanness that lie at their foundation. The author suggests that a good starting point for this reconsideration might be the postcolonial reading of the Jewish intellectual tradition, especially the one focusing on the figure of the Mizrahi Jew. The framework of the Israel-Palestinian Arab conflict has evolved over the last half century through an instrumentalization of violence by the parties concerned. Two alternating "structures of violence" have emerged to define this instrumentality: the one Israeli, the other Palestinian. I call these structures of violence "alternating" rather than merely "reciprocating" because the one not only feeds off the other and actually practices on the other that which is merely fancied and projected as the other's intention but also (...) because they have inverse periodicities: The "Great Revolt" of 1936-1939 introduced the principle of "armed struggle" into the practice and lore of a fractured and often factional antiBritish and anti-Zionist insurgency. It was effectively countered by British might coupled with an essentially defensive Jewish posture of consensus and "restraint". By contrast the current Palestinian "Uprising" has the Arab side preaching restraint if not always nonviolence, through a pluralistic consensus on the immediate national ends such practice aims to achieve. Against this is an avowed Israeli policy of "the iron fist" that for the first time since independence has broken the general Zionist consensus with regard not only to the utility and morality of violent means but also to national goals. The research aims to identify the learning organizations and their role in achieving organizational excellence in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) workers from the Palestinian universities was selected (...) and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The research found the following results: there is a fair degree of approval on "cognitive dimension", there is a high approval about the importance of "organizational dimension", there is moderately consent of the importance of "Community dimension", there is a large degree of consent about the importance of axis of the "leadership excellence", there is a large degree of consent about the importance of axis of the "service-excellence", there is a fair degree approval about the importance of the axis of "cognitive excellence", and there is a moderately consent of the importance of "Organizational Excellence". The research found a group of recommendations including: the need to develop appropriate strategies for the University, employ modern technology in information systems, in addition to provide appropriate environment that achieve learning organizations, develop technological infrastructure, adopt universities for knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments, create technological incubators in universities to adopt excellence academic research projects, and protected them, support them, and market them. Establishing of centers of excellence for scientific research in the university.The need for cooperation and coordination between local, Arab and international universities for the exchange of knowledge, information, and participation programs and training courses, as it provides an opportunity to develop the capabilities and skills of personnel and expertise. This essay explores the current and historical meaning of forgiveness in Arab and Islamic cultural and religious contexts. It also hopes to encourage further empirical research on this understudied topic in both religious and peacebuilding studies. In addition to the perceived meaning of forgiveness in an Arab Islamic context, this essay examines the links between forgiveness and reconciliation. Relying on religious sources including the Qur'an and Hadith, as well as certain events in Islamic history, the essay identifies various ways to (...) conceptualize and explain the meaning of forgiveness. This theoretical and conceptual segment is followed by a section which explores current perceptions of forgiveness among Arab Muslim teachers in five different communities. The empirical data for this analysis is based on a larger comparative regional study that has been completed through surveys and structured interviews with educators from Lebanon, Jordan, Egypt, and Palestinians from the West Bank and Israel. Our study concluded that the teachers' perceptions of forgiveness were mainly derived from religious sources and identities and that Islamic religious discourse provided a solid foundation for framing the meaning of forgiveness. Israel’s discursive strategy for legitimizing the displacement of Palestinians in 1948 involved describing it as part of a regional “population exchange.” This argument contributed to three critical characteristics of Israeli citizenship. First, it solidified an understanding of citizenship as a negation of persecution and a haven for would-be Jewish refugees. Second, it tied Mizrahi claims against states across the Middle East to Palestinian claims against Israel. Israel thus exploited Mizrahi refugee rights for its geostrategic interests—a fight against the claims (...) of Palestinian refugees. This had detrimental material consequences for both groups. Third, this strategy contributed to the construction of Palestinians as an “exchangeable remainder” and a demographic threat that could potentially pose a risk to the Jewish majority. Ultimately, Israel irrevocably entangled the displacement histories of three groups: Ashkenazi Jews, Mizrahi Jews, and Arab Palestinians. This Gordian knot remains with us today, and is reflected in a stratified Israeli society. But the vision that this symposium suggests we consider, that of “historical justice,” demands that it be undone. This Article therefore offers a way in which the refugee histories could perhaps one day be disentangled: a program of reparations for the Mizrahi and Palestinian citizens of Israel. (shrink)

All efforts undertaken so far to establish peace between Israel and the Palestinians have failed to seriously address the right of return of the Palestinian refugees. This failure stemmed from a conviction that the question of historical justice in general had to be avoided. Since justice is a subjective construct, it was argued, allowing it to become a subject of negotiation would only perpetuate the conflict. However, the experience of these peace efforts has shown that without solving the problem (...) of the Palestinian refugees an agreement cannot be reached. And the problem cannot possibly be solved without addressing the key Palestinian demand on this issue — the right of return. For both sides, the right of return, more than any other issue, touches on the essence of their history since the beginning of the conflict between them, and on their future. The national narrative of each side thus centers on its version of the history of the 1948 Arab-Israeli war, in the course of which the Palestinian refugee problem was created. And each side maintains the fundamental belief that its future national existence hinges on whether, and how, the issue of the right of return is resolved. For the Palestinians, the right of return is an inalienable right that defines their national identity and their struggle for liberation. For Israeli Jews, the right of return is perceived as an existential threat to the Jewish character of their society, if not to its very existence. It is not surprising, therefore, that within each of the two societies a national consensus has been built around this issue and that the position of each society seems to stand in complete opposition to that of the other. However, we argue that a morally and politically sound basis could and should be established for a workable solution and that such a basis can be provided by the notion of "transitional justice." Transitional justice stresses two major steps as necessary for reconciliation between parties involved in an historic conflict: recognition and restitution. Recognition entails revealing the historical truth about the injustices committed and according their victims dignity and respect as rights-bearing human beings. Restitution is meant to alleviate some of the material deprivation suffered by the victims and is also a form of recognition. In the Israeli-Palestinian case, recognition by Israel of the right of return would entail its assumption of responsibility for the uprooting of the majority of Palestinian society in 1948. This would satisfy a demand that has become a fundamental element in Palestinian national identity. Recognition would then enable the two parties to enter negotiations over restitution, in particular the implementation of the right of return. In these negotiations, as many Palestinian political leaders have indicated, the concerns of Israeli Jews with their national identity would be taken into account. Only if the fundamental concerns of the two parties, which center on the issue of the right of return, are met can the road towards reconciliation between them be opened. (shrink)

ABSTRACTDuring the second Intifada which started in 2000 and ended sometime in mid 2000s, Palestinian male and female martyrs used video testimonies, records and documents of death, using the first person pronoun so as to articulate their missions and justifications for carrying out their acts of martyrdom. This study, which focuses on Palestinian female martyrs’ video-testimonies, investigates the elusive relationship between martyrdom and witness. I contend that the female martyr is a witness to the Israeli occupation of Palestine (...) and to the oppression and dehumanisation to which Palestinians are subject. Palestinian female martyrs are also witnesses to Arab leaders’ weakness and their inability to defend Palestine. The act of martyrdom is a collective one, involving the martyr, the agent of narration and the audience. The aim of this study was to examine how Muslim Arab–Israeli teachers conceptualize the Israeli–Arab conflict with their students. The findings show that Arab schools are in a constant state of tension between opposing poles of identity and belonging. The teachers emphasize their students’ alienation from the Israeli establishment and their lack of identification with the Jewish state, while expressing deep identification with the Palestinian people. They are able to cope with this split by seeking contents and coping mechanisms (...) of a universal nature that are not in dispute, and which enable students to repress the dissonance in which they live. In September President Bush reasserted his commitment to the "road map" for Middle East peace, launched in 2003 to achieve a comprehensive Israeli-Palestinian agreement by 2005. He called on Palestinians to renounce terrorism, implicitly urged world leaders to cut ties to Yasser Arafat, and appealed to Israel to end "the daily humiliation" of Palestinians. He framed his remarks within an overall appeal for democracy in the Arab world, citing Iraq as a model of the "transformational power of liberty." In (...) fact, for more than a year the US disastrously ignored Ayatollah Ali al-Sistani's pleas to set up elections. Real democracy is the willingness to accept results we may not like. In this book, the late Prof. Yaacov Bar-Siman-Tov argues that the failure of the Israeli-Palestinian peace process so far has been mainly the result of the inability of both sides to reach an agreed formula for linking justice to peace. The issues of justice and injustice are focused mainly on the outcomes of the 1947-1949 first Arab-Israeli War and specifically in the creation of the Palestinian refugee problem. The conflicting historical narratives of the two sides regarding the question (...) of responsibility for the injustice done to the Palestinians turn the Israeli-Palestinian conflict into a classic case of linking the issues of justice and peace. Given that the two sides often define the conflict in terms of injustice and unfairness, these issues have particular relevance for the peace process, and this is what makes dealing with them as barriers to the resolution of the conflict so problematic. Yaacov Bar-Siman-Tov argues that the link between justice and peace is an important issue requiring both sides' attention, but, given the wide and currently unbridgeable gap separating the two sides, it should be postponed to the phase of reconciliation rather than being included in the process of conflict resolution. The two-state solution is endorsed as the best and practical solution and as a first step for a "just peace" in this conflict, to be followed by reconciliation. For many, the study of literature is still an aesthetic beauty pageant in which “great books” like Laurence Sterne’s Tristram Shandy (1767) or Marie de la Vergne de La Fayette’s La princesse de Clèves (1678) are paraded across the stage in a contest to seduce the Western intelligentsia. 1 The postmodern student of literature may not have much concern for this age-old territorial contest, but she might be interested to learn that the fallout from Hispanism’s quest for the “first modern novel” has involved so much attention to, indeed complication of, Don Quixote, that the book now resembles more a postmodern text than an early modern one. At the turn of the century, we have been left with what Jorge Luis Borges would recognize as an “aleph”: an infinite ideological labyrinth that reflects and/or cannibalizes all forms, thereby escaping all attempts [End Page 68] to describe it. 2 Whatever we currently mean by “Cervantes” (an author, a collection of texts, an ideological construction, and so forth) carries with it an impressive range of critical responses. Cervantes has been labeled converso (Castro, Canavaggio), Christian humanist (Castro, Bataillon, Forcione, Herrero, Vilanova), disillusioned secularist (Lukács, Cascardi), precapitalist (Johnson), anti-essentialist (Wilson), anti-Eusebian (Presberg), Menippean (Bakhtin), feminist (El Saffar, Rabin, Cruz), sadist (Nabokov), ethnocentric imperialist (Mariscal), medieval (Gorfkle), homophobic (Martín), non-organicist Aristotelian (Read), and either discursively or actually homosexual (Combet, Rossi, Smith, Arrabal). This list is nowhere near complete, but the reader will grasp the robust effects of the plurality of perspectives on Cervantes.Each of these interpretations is valid to varying degrees within various contexts, but at present I am interested in reading Cervantes as the author of a multicultural manifesto on behalf of the Moriscos of Southern Spain. 3 Within the contexts of French Marxist philosopher Louis Althusser and Palestinian postcolonial literary critic Edward Said, materialist, postcolonial, and multicultural critiques of various forms of power and their ideologies can be seen as the fundamental propositions of Cervantes’s Don Quixote. 4 Cervantes’s ultimate orientation may perhaps be inescapably Eurocentric, but his responses to the European experience of the rise and expansion of an ethnocentric militaristic nation state are relatively centrifugal when compared to the attitudes of many of his contemporaries.In surveying some of the antihegemonic details of Cervantes’s novel, I am also interested in dispelling the popular myth of Don Quixote. This article presents and analyzes two examples of peace education practices in the Israeli-Palestinian context. Zochrot is an organization dedicated to raising public awareness of the Palestinian Nakba, especially among Jews in Israel. The School for Peace is a Jewish-Arab organization that conducts encounter activities with the goal of encouraging participants to become active in relation to the Palestinian-Israeli conflict. Both practices are grounded in critical pedagogy and postcolonial literature, and their aim is to change existing power (...) structures. Current political realities, however, which include oppression, occupation, and injustice, exacerbate the challenge of this goal. We identify three challenges that demand attention if these practices are to realize their transformative potential: essentialism, responsibility of the victim, and singular utopia. Finally, we highlight the importance of hybrid identity as an educational approach that is a promising path for realizing the transformative potential of critical PE. (shrink)

For over last 70 years, the concept of "return" attained primary focus for the national narrative of Palestinian struggle against devastating conditions, categorized as eviction from ancestral homeland, diffusion in all aspects and reconstitution of national unity. However, the very idea create fears among Israelis regarding their authority of whole Zionist enterprise, as well as demographic stability of Arab-Jewish ventures, with regards to the return of large number of Palestinians to their own places or any other part in Palestine. (...) Discrimination in opposition to Palestinians is no longer perpetrated fully by Israeli state, but common to its society, as well. Our article is an answer to the complicated question: Can refugees along with other displaced victims ever claim their right in entering Israel and Palestine, since this State includes Gaza and West Bank territories? Various articles have made an attempt to clarify the matter through some internal laws and have also interpreted the rights mentioned in ‘International Covenants on Civil and Political Rights’, particularly while clarifying the idea evolved from the typical term: 'his own country’. The article focuses on the viable first point, specifically on the claim as a right of the Diasporas return to the formerly called ‘Palestine’. Various resources are utilised for the purpose of the research. This includes books, scholarly researched articles and newspapers etc. The study is analytical in nature and based on qualitative research method. Most of the literature used for the article is Secondary. The conclusion drawn in precise manner is that the intentions are blended in repeated violations of human rights, along with ethnic and religious refining and various innumerable deficiencies, and try to become regularly involved in sensitive issues. For some, the 1967 war meant a setback to grand Arab projects; but the Palestinians understood the war in physical and epistemic terms. This is because the war made it clear to them that Israel and Zionism are capable of physically erasing Palestine as well as its history. The Palestinian existential fear of epistemic erasure (athazagoraphobia), following the complete occupation of their land, has produced works that affirm epistemic presence through the assertion of history and ownership. Athazagoraphobia refers to (...) an existential human fear of death both physically and memorially––namely, human continuity. As a result, Palestinian discourse, responding to athazagoraphobia, centers around questions of origins, genealogy, and beginnings. Moreover, Palestinian reaction to athazagoraphobia opens up a discussion about the impact of this reaction on larger intellectual projects that deal with universal themes. Consequently, this article offers additional insights into the relationship between the 1948 and 1967 wars. (shrink)

Social researchers have extensively addressed the immigration of one million Russian speakers to Israel/palestine over the past twenty-five years. However, the immigrants’ incorporation into the Israeli occupation regime and the ongoing colonisation of Palestine have rarely been questioned as such. In the interviews informing this article, Russian-speaking immigrant women living in Arab-Palestinian communities discuss their complex relations with Palestinian, Jewish-Israeli and Russian-Israeli communities. Sharing a background with Russian-speaking Jewish Israelis on the one hand, and marital kinship ties to (...) Palestinians on the other, these women encounter multiple boundaries of territory and identity in their everyday lives. Drawing on feminist border thinking, I explore these encounters as a navigation through geopolitical and epistemic borderlands in a dense colonial reality. I am particularly interested in the potential of such an exploration to question essentialism and destabilise binary ethno-national categories of identity, such as Arab/jew and Israeli/palestinian, that dominate not only hegemonic but also emancipatory discourses. These binary divisions are not a straightforward outcome of political regimes but rather the result of ongoing border-making processes, which are vulnerable to disorder and disruption. This perspective aims to enrich understandings of the roles that gendered ethno-national identities play in sustaining the colonial relations of power in Israel/palestine. (shrink)

Politics, and in particular the question of the Palestinian-Israeli conflict, is currently dealt with rather through fiction and art, and much less through genuine political actions, is a strong sign of the failure of politics as a positive, voluntaristic political project. Rap /hip hop music, the most naturally political art, does not have the political agenda anymore. The particular history or Israeli rap illustrates this process in a striking way, embodying the recent evolution of the Israeli society. The country (...) was established on a political project and previously unknown social generosity. Yet, the economical and geopolitical context of Israel, as well as increasingly difficult relationship with Palestinians, made its citizens surprisingly uninterested in rethinking the political project of the country. Individual preoccupations, also economical, family and friends’ problems, started to occupy the central place in art and in daily life in Israel, and politics has been definitively associated to corruption and self-interest of an elite. If justice means equal participation and inclusion, as authors such as Axel Honneth or Nancy Fraser have argued, the question still remains: inclusion in what, and of whom? This question has not been investigated with sufficient attention. Drawing on the example of the experience of Palestinians and Israeli Arabs, I address this issue by distinguishing different meanings of equality which correspond to different types of political struggles. In so doing, I re-examine Honneth’s claim that the critical theory of recognition (...) has no room for cultural groups as referents of a potential ‘fourth principle of recognition’ beyond legal equality, the merit principle, and love. It is argued that Honneth’s critique of collective rights neglects crucial differences between the types of groups that exist in modern states, and between the different kinds of struggles for equality waged by those groups. This paper suggests looking at cuisines of poverty as practical and political systems practiced by urban and rural Palestinian citizens of Israel. It is an important and interesting case study within which political and economical considerations govern and enhance the development, change, and acceptance of culinary knowledge. Cuisines of poverty operate in two simultaneous arenas. As systems of practical knowledge, they repeatedly center on the ability to maintain the traditional kitchen, turning it into a tool-kit out of which information (...) is recruited upon need. Simultaneously, cuisines of poverty reveal the inter-connection between the culinary discourse and the political one. It is where issues such as access to land, national and ethnic identity, and means to participation in the dominant culture are of major concern. The analysis of cuisines as operating on two complementary discourses contributes to the understanding of the relationship between food and the arena of power. (shrink)

This book adapts the Arabic term nafsiyya to trace the phenomenological contours of Edward Said’s analysis of the affective dimensions of colonial and imperial racism. Reflecting on what he called his “colonial education,” Said rendered his Palestinian/Arab background and experience of racism an enabling component of his academic work. The argument focuses on his “personal dimension” section in his introduction to his famous volume Orientalism, discussing key notions of Said’s oeuvre—such as ‘elaboration,’ ‘circumstance,’ ‘humanism,’ ‘worldliness,’ ‘inventory,’ and ‘critical consciousness.’ (...) Providing a lengthy study of his earlier and somewhat neglected Beginnings: Intention and Method, the book discusses the significance of the style of the essay as a key component of what the author calls Said’s interventionist brand of scholarship. The final chapter outlines how Said’s oeuvre can be situated in a genealogy of a radical phenomenology of racism that emerged from the colonies. (shrink)

National Priority Regions (NPRs) are one of Israel’s most robust tools for redistribution: a resource allocation governmental plan that favors some regions over others, mostly according to their socioeconomic status and peripherality. Drawing on archival research, this article is the first to focus on this topic and provide a detailed description and analysis of this measure. It provides historical and theoretical accounts of NPRs, tracing their history, starting in the 1970s, over three periods and showing how they have been used (...) and abused. This allows for some important observations about the stakes of using a "color-blind" place-based distributive mechanism, and about the complex relationship between redistribution, development, and settlement. At the national level, this article shows how NPRs changed over the years from a discriminatory tool that excluded almost all Palestinian-Arab localities into a more inclusionary mechanism, but one that also works to support and incentivize Jewish settlement in the Occupied West Bank. At the theoretical level, this article lends itself to and supports a ‘region-skeptic’ approach that sees the regional scale, much like other seemingly “race-neutral” criteria, mostly as an elusive exercise of power that often deepens inequality. However, drawing on Israel’s experience with NPRs, this article provides some more specific cautionary tales that can, I suggest, work to improve the regional scale rather than eliminate it altogether. Martin (Mordechai) Buber was born in Vienna in 1878. He lived in Germany until 1933, then emigrated to Switzerland, and later to Palestine. After the Second World War, the philosopher condemned Arab-Jewish hostility and inhumane actions towards Palestinian Arabs. Buber died in 1965 in Jerusalem. The creative legacy of the philosopher is extremely popular in many countries. As a thinker, Buber combined many diverse interests and aspirations. He was a non-trivial sage-philosopher, a brilliant translator of the Tanakh, a (...) researcher of Hasidism, an outstanding educator and preacher, poet and writer. Buber's views are close to dialectical theology and existentialism. The central idea of Buber's philosophy is being as a dialogue between God and man, man and the world. Developing the concept of religious existentialism, the thinker significantly enriched philosophical anthropology. The insight expressed by him, rooted in the biblical tradition, is simple and majestic: a person's life is in dialogue with other people who are like him. This dialogue is creative and saving when it is carried out through the medium of God, his precepts about morality and love. It is in this dialogue that the vitality of God himself is revealed. Thus, Buber responded with all his creativity to the philosophical ideas of the XX century, to the ideas of "the death of God" and "the death of Man". (shrink)

Heavily influenced by Frantz Fanon and critically engaging the theories of decoloniality and liberatory psychoanalysis, Lara Sheehi and Stephen Sheehi platform the lives, perspectives, and insights of psychoanalytically-inflected Palestinian psychologists, psychiatrists, and other mental health professionals, centering the stories that non-clinical Palestinians have entrusted to them over four years of community engagement with clinicians throughout historic Palestine. Sheehi and Sheehi document the stories of Palestinian clinicians in relation to settler-colonialism and violence but, even more so, in relation to (...) their patients, communities, families, and one another (as a clinical community). In doing so, they track the appearance of settler colonialism as a psychologically extractive process, one that is often effaced by discourses of "normalization," "trauma," "resilience," and human rights, with the aid of clinicians, as well as psychoanalysis. Psychoanalysis Under Occupation: Practicing Resistance in Palestine unpacks the intersection of psychoanalysis as a psychological practice in Palestine, while also advancing a set of therapeutic theories in which to critically engage and "read" the politically complex array of conditions that define life for Palestinians living under Israeli occupation. Terrorism, as a form of politically motivated violence, is as ancient as organized warfare itself, emerging as soon as one society, pitted against another in the quest for land, resources, or domination, was moved by a desire for vengeance or found advantages in military operations against noncombatants or other ‘soft’ targets. It is sanctioned and glorified in holy scriptures and has been part of the genesis of states and the expansion of empires from the inception of recorded history. The United (...) States itself emerged through the systematic ethnic cleansing of native Americans, a nearly 300-year campaign that featured the destruction of homes and crops, the theft of land, forced expulsions, massacres, and tears.1 While terrorist violence has been employed by both sides in the conflict over Palestine for over 80 years, the prevalence of the rhetoric of ‘terror’ to describe Arab violence against Israeli and Western targets is a more recent phenomenon. For more than three decades, this rhetoric has fostered the popular perception that Arab terrorism is the central problem in the Middle East crisis, and that once solved, progress can be made on other issues. Nothing could be more illusory. The Western obsession with Arab terrorism not only overlooks the fact that terrorist activity between Arabs and Jews has been reciprocal, but, more generally, that attempts to remove an effect without touching its causes are utterly futile. Terrorism between Palestinian Arabs and Israeli Jews is the product of deep divisions, entrenched strategies, and fundamental grievances and will not disappear so long as both sides cling to their present political ambitions and convictions. The aim of this dissertation is an analysis of agreement in relation to genitival constructions. It proposes that the Apulian non-prepositional enitives of San Marco in Lamis can be described as regulated by a definiteness agreement mechanism manifesting itself in the necessity of articled heads (excluding vocatives) and genitival nouns, coupled with an adjacency requirement which limits the realization of post-nominal modifiers of the head in a post-genitival position, where they might only refer to the genitive noun. This work thus (...) proposes that such agreement for definiteness is the same holding in Romanian non-al genitives which result in the linker construction when agreement is disrupted. In chapter 1 we thus introduce Kartvelian genitives by Suffixaufnahme which notoriously represent a genitive-head noun morphological agreement phenomenon. Plank (1995) also shows that in a series of genitives, Suffixaufnahme shows up only on the last one, demonstrating that when it comes to agreement in genitives, local dynamics of sorts are often at stake (as it happens with the Costruct State). In 2 we move to linkers; linkers have been connected to agreement in Suffixaufnahme genitives at least since Plank (1995) and later works such as Larson and Yamakido (2006), Manzini et al (2016), and Manzini (2018), according to which linkers can be assimilated to agreement. In fact, in synthetic systems such as Romanian and Aromanian, Albanian and Arbëresh, and Kurdish varieties, linkers agree for φ with either the head or the genitive noun. Giurgea and Dobrovie-Sorin (2013: 126) further show that in Romanian non-linker constructions possessives agree for case with the head noun. In linker constructions, agreement for case is not present: it’s the linker itself which agrees with the head noun, this time for φ. Chapter 3 deals with genitival modification in Hebrew and a number of Arabic varieties. It proposes that the pseudoprepositions found in Arabic varieties are nouns in the Construct State. This was previously proposed for Palestinian Arabic in Mohammad (1999), which also shows that such elements agree for φ with the modified noun. 3.2 takes into account the Semitic preposition l-, dealing with the question of whether this lement can be characterized as possessive and locative as it happens for Romance a. 4 analyzes Apulian non-prepositional genitives and proposes as anticipated that the necessity of articled nouns in the construction is to be linked to an agreement relation taking place via D. Lastly, 5 subsumes the conclusions of this work. (shrink)

The Israeli invasion of Lebanon in 1982 seems to have broken, for the first time, the immunity from sustained criticism previously enjoyed by Israel and its American supporters. For a variety of reasons, Israel’s status in European and American public life and discourse has always been special, just as the position of Jews in the West has always been special, sometimes for its tragedy and horrendous suffering, at other times for its uniquely impressive intellectual and aesthetic triumphs. On behalf of (...) Israel, anomalous norms, exceptional arguments, eccentric claims were made, all of them forcibly conveying the notion that Israel does not entirely belong to the world of normal politics. Nevertheless, Israel—and with it, Zionism—had gained this unusual status politically, not miraculously: it merged with a variety of currents in the West whose power and attractiveness for supporters of Israel effaced anything as concrete as, for example, an Israeli policy of rigid separation between Jew and non-Jew, or a military rule over hundreds of thousands of Arabs that was as repressive as any tyranny in Latin America or Eastern Europe. There are any number of credible accounts of this, from daily fare in the Israeli press to studies by Amnesty International, to reports by various U.N. bodies, Western journalists, church groups, and, not least, dissenting supporters of Israel. In other words, even though Israel was a Jewish state established by force on territory already inhabited by a native population largely of Muslim Arabs, in a part of the world overwhelmingly Muslim and Arab, it appeared to most of Israel’s supporters in the West that the Palestinian Arabs who paid a large part of the price for Israel’s establishment were neither relevant nor necessarily even real. What changed in 1982 was that the distance between Arab and Jew was for the first time perceived more or less universally as not so great and, indeed, that any consideration of Israel, and any perception of Israel at all, would have to include some consideration of the Palestinian Arabs, their travail, their claims, their humanity.Changes of this sort seem to occur dramatically, although it is more accurate to comprehend them as complex, cumulative, often contradictory processes occurring over a long period of time. Above all else, however, no such process can be viewed neutrally, since for better or for worse there are many interests at work in it and, therefore, many interests also at work whenever it is interpreted or reported. Moreover, while it is worthwhile and even possible to reduce and curtail the gross pressure of those interests for the purpose of analysis or reflection, it is useless to deny that any such analysis is inevitably grounded in, or inevitably affiliated to, a particular historical moment and a specific political situation. The emergence of multicultural theory and of claims of recognition by cultural, ethnic, and national minorities has brought to the forefront previously neglected aspects of the right to equality. However, when judged on their own, claims for recognition stand the risk of failing to fully capture, and even distorting, the meaning of equality. I suggest that in order to avoid this risk, multicultural claims need to be contextualized. Employing Nancy Fraser’s framework of two dimensions of justice—recognition and redistribution—and adding a (...) third dimension—political participation, I suggest a framework for a contextualized assessment of multicultural claims that allows us to properly and fully assess their validity. I then go on to employ this framework on the claims of Israel’s two most significant cultural minorities—the Palestinian Arabs and the Ultra Orthodox Jews. I show how the use of the suggested framework helps to expose the considerable differences between these two cultural minorities, and consequently the notable difference in the merits of their claims, a difference that would have otherwise gone undetected. ABSTRACTPart of a comprehensive study to analyse British broadsheets’ coverage of the First Gaza War, this paper examines the moral arguments presented in editorials. Doing so, it showcases a non-dualist, relational inquiry of the representation of the Israeli-Palestinian conflict. Instead of focusing on what is empirically ‘true’, morally ‘right’, and ethnically ‘Israeli/jewish’ or ‘Palestinian/arab’ as extra-discursive categories, it approaches them as discursive constructions and asks what relations, what forms of lives the editorials cultivate in representing them. The analysis (...) demonstrates that whilst newspapers overwhelmingly imagine isolated and ahistorical essences to clash in Palestine-Israel, they do not exclusively do so. Traces of a discourse of relations, where ‘I’ is partly constituted by the ‘Other’ can also be found in the editorials. It is with the vicissitudes of such relational accounts that the article concludes. (shrink)

This article focuses on land rights, land law, and land administration within a multilayered colonial setting by examining a major land dispute in British-ruled Palestine. Our research reveals that the Mandate legal system extinguished indigenous rights to much land in the Zor al-Zarqa and Barrat Qisarya regions through its use of "colonial law"--the interpretation of Ottoman law by colonial officials, the use of foreign legal concepts, and the transformation of Ottoman law through supplementary legislation. However, the colonial legal system was (...) also the site of local resistance by some Palestinian Arabs attempting to remain on their land in the face of the pressure of the Mandate authorities and Jewish colonization officials. This article sheds light on the dynamics of the Mandate legal system and colonial law in the realm of land tenure relations. It also suggests that the joint efforts of Mandate and Jewish colonization officials to appropriate land and undertake "development" operations in the area were fueled by neither the interests of colonial rule nor those of Jewish colonization alone, but, rather, by the integrated impact of both forces. This text reads into the work of Ibrahim Nubani (1962—), a Palestinian-Israeli painter who was diagnosed with schizophrenia in 1988, during the first Intifada. Nubani’s painting has undergone a tremendous change from the 1980s and the period of his hospitalization to his painting style today: from geometric, Modernist-type painting, gradually moving into his contemporary chaotic and saturated style of expression. I draw parallels between Nubani’s personal and psychological condition and the political events that affected him. I refer to his (...) state in relation to the discourse of mimicry and camouflage in nature, comparing his position to that of the invisible presences in the background in a perfect camouflage, referring to Roger Caillois’ interpretations. I look at his diagnosed psychiatric state of schizophrenia as the materialization of the meaning of being a Palestinian-Israeli in a life of fragmentation and rejection, by referring to Bhabha and Shammas. I relate to Deleuze and Guattari’s notions of schizophrenia as a cultural rebellion against the moderating mechanisms of cultural/national identification. I demonstrate how Nubani’s work and speech undermine the modalities of mainstream Israeli society, acting like a cultural insurgent, terrorizing Zionist axioms. While analysing Nubani’s iconography I identify several tropes, images and icons that serve as signifiers of his personal crisis and artistic development. I link Nubani’s eyes/ocelli images to Lacan’s discussion of ‘symbolic castration’ as the core of his personal becoming part of Israeli society and his collapse, the in-between desire to assimilate in the early stages of his life, and his current desire to fully live his life as a Palestinian. The text moves between his images and images from other sources that open Nubani’s world into the discourses of Western painting, schizophrenia, high Modernism, the postcolonial condition and so forth. The text is fragmented into eight pieces, following the schizophrenic break-up of Nubani’s personal state and his painted work. I read his work as a destabilizing agent, and identify visual references drawn from the wider context of art history, and specifically referring to masterpieces of the Israeli art canon. (shrink)
