Engagement in marine science has historically been the privilege of a small number of people with access to higher education, specialised equipment and research funding. Such constraints have often limited public engagement and may have slowed the uptake of ocean science into environmental policy. Recognition of this disconnect has spurred a growing movement to promote ocean literacy, defined as one’s individual understanding of how the ocean affects people and how people affect the ocean. Over the (...) last 2 decades, this concept has gained significant traction in marine biology and environmental education circles and now plays a prominent role in the UN’s Decade of Ocean Science for Sustainable Development. Here, we argue that the ocean literacy agenda has largely been shaped and discussed by marine scientists and educators but needs to be expanded to a much larger constituency to be more effective, accessible and inclusive. We discuss diverse cultural settings from around the world and provide examples of indigenous, spiritual, art, ocean user and other groups that are already deeply engaged with the ocean and could provide a variety of perspectives to enrich the ocean literacy concept beyond an understanding of marine science. We suggest that such inclusiveness could remove the historic barriers that have surrounded the field, transform our collective awareness of and relationship with the ocean and help support ongoing efforts to restore marine biodiversity. Despite the increase in marine science curriculum in secondary schools, marine science is not generally required curricula and has been largely deemphasized or ignored in relation to earth science, biology, chemistry, and physics. I call for the integration and implementation of marine science more fully in secondary science education through authentic inquiry practices that foster the development of an erotic relationship with the ocean. Such a relationship can provide an opportunity to develop ocean literacy if that means (...) people who engage can actively participate in making more informed choices and advocate for affected parties and the ocean. I show how Simone de Beauvoir's erotic ethic influences the philosophy of the eroticism of the ocean, which is integral in the investigation and promotion of erotic generosities in science education, and using this theory to develop some educational implications for marine science within science education. Ultimately, I argue that the development and nurturing of an erotic ethic in the science education classroom is a valuable way to promote moral and ethical thinking such that students can afford nature, and more specifically in this article, the ocean, equivalent moral considerations in our community and science education. Carl Mika claims in the symposium’s lead essay that we need more myth today. In fact, an “unscientific” attitude can potentially reorient the alienation from the world. For Mika, a philosophical mātauranga Māori incorporates such a way of being in the world. Through it, an unmediated and co-existent relationship with the world can be built up. Some of Mika’s co-symposiasts invite Mika to substantiate aspects about this bold claim. Carwyn Jones nudges Mika to discuss the parallels between tikanga Māori—a system (...) that seeks to incorporate Māori law—and the common-law tradition that is adopted in New Zealand today. W. Julian Korab-Karpowicz agrees with Mika that to understand the world through an indifferent “scientific” investigation is to understand the world only partially, while the Māori scientist Ocean Ripeka Mercier illustrates how she seeks to develop a third space in her work that reconciles the fear of the unknown with the propensity to control the world through knowing. Helen Verran invites Mika to think about whether, and how, his understanding of a philosophical mātauranga Māori can help to facilitate the cultivation of a naturalism that is able to generate a cosmopolitics in New Zealand. Effective stakeholder engagement and inclusive governance are essential for effective and equitable ocean management. However, few cross-national studies have been conducted to examine how stakeholders’ economic and cultural benefit perceptions influence their support level for policies focused on ocean preservation. The current study aims to fill this gap by employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders from 42 countries, a part of the MaCoBioS project funded by the European Commission H2020. We found (...) that economic and cultural benefit perceptions are generally negatively associated with the policy support level. Regarding economic aspects, stakeholders considering transportation and shipping, renewable energy generation, and oil and gas provision as the most crucial benefits their countries’ oceans provide tend to obtain less support for policies focusing on ocean preservation. Meanwhile, for cultural aspects, perceiving recreation and tourism, aesthetic pleasure, mental health and well-being support, and sense of identity provision as the most important benefits provided by the country’s ocean are negatively associated with the policy support level. The perceived economic, cultural, and environmental tradeoffs when supporting policies focused on ocean preservation were discussed. Recommendations for improving the effective management of multi-use marine space are also provided to reduce the perceived competing interests among stakeholders. (shrink)

Ocean biology helps regulate global climate by fixing atmospheric CO2 and exporting it to deep waters as sinking detrital particles. New observations demonstrate that particle fragmentation is the principal factor controlling the depth to which these particles penetrate the ocean's interior, and hence how long the constituent carbon is sequestered from the atmosphere. The underlying cause is, however, poorly understood. We speculate that small, particle‐associated copepods, which intercept and inadvertently break up sinking particles as they search for attached (...) protistan prey, are the principle agents of fragmentation in the ocean. We explore this idea using a new marine ecosystem model. Results indicate that explicitly representing particle fragmentation by copepods in biogeochemical models offers a step change in our ability to understand the future evolution of biologically‐mediated ocean carbon storage. Our findings highlight the need for improved understanding of the distribution, abundance, ecology and physiology of particle‐associated copepods. (shrink)

Despite decades of reports exhibiting that the healthcare system is overly complex, unneeded complexity remains commonplace and endangers the lives of patients, especially those with limited health literacy. In this article, we define health literacy and describe the empirical evidence associating health literacy and poor health outcomes. We recast the issue of poor health literacy from within the ethical perspective of the (...) least well-off and argue that poor health outcomes deriving from limited health literacy ought to be understood as a fundamental injustice of the healthcare system. We offer three proposals that attempt to rectify this injustice, including: universal precautions that presume limited health literacy for all healthcare users; expanded use of technology supported communication; and clinical incentives that account for limited health literacy. The ocean is central to our lives, but many of our impacts on the ocean are highly unsustainable, and patterns of resource exploitation at sea are deeply inequitable. This article assesses whether the objectives encapsulated in the UN's Sustainable Development Goal for the ocean are well equipped to respond to these challenges. It will argue that the approach underpinned by the SDG 14 is largely compatible, unfortunately, with ‘business as usual’. SDG 14 is undoubtedly intended as a (...) starting point rather than a final destination; but it is nevertheless important to be clear about how far we still need to travel on the road to oceanic justice. Most significantly, SDG 14 leaves several key challenges inadequately addressed or simply unaddressed. It fails to specify adequate principles for the fair sharing of benefits and burdens flowing from the ocean, including the burdens of tackling pressing environmental problems. Neither does it address the underlying causes of inequality in the ocean economy. It neglects to properly address, furthermore, the fragmented institutional context which significantly impedes effective action to advance the goals of justice and sustainability at sea. Finally, whereas SDG 14 correctly identifies a series of necessary reforms to the ocean economy, it fails to engage with important issues of transitional justice which will arise if these policies are implemented. Vital first step though it is, promoting a just and sustainable ocean will require us to set our sights considerably higher than the targets endorsed as part of SDG 14. (shrink)

This paper discusses literacy as a socio-political phenomenon from the perspective of several relatively independent educational discourses. The first is critical education theory and research revealing the hidden mechanisms by which education policies act in the interests of a global market economy. The second is the perspective of critical pedagogy scholars on contemporary educational challenges, who offer responses similar to those discussed in current discourse on informal civic education. The third is the heated discussion of high-stakes literacy testing (...) (related to OECD literacy studies such as PISA, IALS, etc.) the results of which are used as a source of argumentation for diverse attitudes and educational consequences. Based on an analysis of literacy theory, research on active citizenship and civic education, the term “civic literacy” is proposed and argued as a relevant conceptual frame for conceptualizing school as an institution which can be involved in resistance to all forms of power politics or ideological indoctrination and manipulation, while at the same time, respecting the traditional values and aims of general education. This paper opens with a presentation of the philosophical underpinning and rationale of the concept of physical literacy. This is followed by an articulation of the concept of physical literacy. Three subsequent sections then consider aspects of the concept in a little more detail. The first investigates the relationship of the physical literacy to the development of a sense of self and to establishing interaction with others. Here the philosophical approach is informed by writings on cognitive development (...) and recent neurological insights. The second considers the universality of the concept and looks briefly at the views of existentialists and of contemporary sociologists. The third section addresses the place of propositional knowledge in being physically literate. The implications of objectifying the body in descriptive language are weighed against the fact that verbally expressed understanding and knowledge are an integral part of Western culture. The debate presented is one of a series that has, over the last five years, mapped the author's work on developing the concept of physical literacy. The aspects chosen to be discussed here are three that have generated considerable interest and debate. In conclusion, there is a short reflection on the implications of the views discussed for education and physical education. (shrink)
